2 4. Approval of Treasurer s Monthly Financial Report Treasurer s report as submitted by Brad Kirley was accepted as presented. None opposed. 5. No guest presentations 6. Reports Officers President Bill Hayden A meeting with Mr. Griffin (Dockside Realty) regarding the no wake zone along the Rt. 522 Bridge was cancelled. Plans have not been finalized. Life Jackets A letter was sent to the Virginia Safety Coalition regarding LACA s position. A motion was made to pursue this effort. Motion passed, one opposed. A check was sent to the Lake Anna Advisory Committee for the remaining $$ in the account. A request was made for $1,000 to help with placing signs on bridges. Alan Lassiter was instrumental in this effort. Lake Anna Fabrications made a sign at no cost. The first sign is on the Rt. 719 bridge (Holiday Bridge). It was reported that it looks nice. Vice President Doug Smith We need to plan an event for signs being installed. We need a pontoon boat and secure ladders. Everyone can meet at Hunter s Landing. We need a VIP boat from which to watch the signs being installed on the bridge. This should be done on a Monday due to less boat traffic on the lake. It is recommended to invite Irene Luck, Senator Ed Houck, representatives from Dominion and VDOT. No input to date regarding any outstanding inventory. We received a bill for general insurance, which covers officers and directors. We have liability insurance, so additional insurance is not needed. A motion was made to cancel the general insurance. A second was made. Discussion: Bernie White asked if the amount of insurance could be decreased, which would decrease the premium, in lieu of cancelling the entire policy. Doug Smith will inquire if this is a possibility. Bernie added that our bank account is at risk without general insurance. There was a motion to cancel the insurance. 4 approved, 4 opposed. Tie was broken by President Bill Hayden. Vote to cancel the general insurance policy. Secretary Sue Biondi will write a letter of cancellation to the insurance company. Treasurer Brad Kirley The Louisa County Sheriff s Office requested a $100 donation. A discussion as to whether or not we should give money to this organization and not to others. Discussion how many groups and organizations do we donate to? We receive approximately 15 requests per year. We gave money to the Lake Anna Rescue Squad when they were getting started. Also, the Louisa County Sheriff s Dept. A motion was made to not donate to the Louisa County Sheriff s Office this year. The motion carried.
3 Secretary Sue Biondi Brought to the attention of LACA members present an article in the August 24, 2010 issue of The Free Lance Star newspaper regarding More state rivers, lakes impaired by pollution, written by Rusty Dennen. His address is Phone # Full report may be read at Regional Directors Reports Don Jernigan - Jackson No report Bill Murphey Mineral/Louisa We are receiving complaints regarding loud boats on the lake. If the complaints continue, we will pursue the issue. The sheriff s department has a decibel meter. It is difficult to enforce high decibel ratings. Sharon LaTour - Berkeley No report Patty Shapiro - Brokenburg No report from Brokenburg. Eric Harvey is trying to redesign the website. Patty is working with Eric to expedite this. Membership forms are still accessible on the website. Bernie White - Belmont No report Committee Reports Bill Murphey Combined License Many permits are needed for Unit #3 Doug Smith Water Level Doug asked Bill Hayden to find charts used at Dominion. There was an information briefing on August 24 and 25. Dominion purchased land (90 acres) on Rt. 652 to the current site north of the access Road. They will install a parking lot and bus in workers from this staging area. Steve Falkenthal - Navigation Report submitted as follows: Tuesday, August 31, 2010 Jim Marstall, Lee Barta and I spent the day on the lake attending buoys. We discovered that the rock hazard buoy #27 at Holiday Estates was in place. The buoy that was found and retrieved was the one that had broken loose from that location previously. The markings are worn but the buoy is re-usable with a new marking decal. Replaced the
4 missing NO WAKE buoy H3, w/light at the Holiday Bridge. Replaced the missing NO WAKE buoy S1, w/light at Stubbs Bridge. We ran into a problem here. When the anchor was pushed overboard the buoy disappeared. I was showing 30 feet of water and we cut 40 feet of cable but I believe we were right at the rivers edge and the anchor rolled/slid into the natural river bed. One of my helpers is president of Louisa volunteers and is going to contact the Sherriff s office to ask if one of their divers could try to locate it for us. We then tried to separate the NO WAKE buoys at Dillard's Bridge. We were able to move one closer to the Spotsylvania side but only a few feet. Mr. Ray Purdy notified me that the SHALLOW buoy in front of his place at Simms Point had broken loose. He recovered the buoy and replaced the hardware himself. We inspected it and it will be there for a few more years. We then went and replaced the NO WAKE buoy P3, w/light at the Pamunkey Bridge. Picked up a FISH STRUCTURE buoy on the shore in Pigon Run Estates. This was badly damaged and is not re-usable. Straightened the 1 ½ galvanized poles supporting the SHALLOW tidal buoy and light at Thurman Island. This was clearly hit by a PWC. The crease in the buoy fits the front of a PWC perfectly. It took three of us in the water to bring these poles back to a fairly upright position. We then went and did the same for the SHALLOW tidal buoy in the area of Fraser Island. The ROCK hazard buoy in the middle of Fisherman s Cove was reported missing and the area residents couldn t locate it. I told the two or three people that reported it that in the spring I just put a new replacement buoy out there and that they need to keep a better watch over the markers. I also said that it would be last on my list to replace. When we checked it out to replace it, it was standing tall and floating well. When I returned home I had two messages that the light on the wood structure in the middle of the lake in front of Dike 2 is burnt out. This is a two mile light and costs about $300. I will place a one mile light on it until the new one is received. Also the light on the Shallow buoy up beyond Hunters landing is also burnt out. Also, Steve presented an from James Oliver to Teresa Lamb with a cc to Steve, regarding guidelines for authorizing spending for maintenance of the buoy program. This is on record with the LACA Secretary for you information and is available on request. Tom Nyman Land Use Comment by Bernie White commending Jim Oliver for putting up markers. Doug Smith Water Level No report regarding water level. Doug wants a membership campaign. He will put together a proposal to think of how we can increase membership, working with Sharon LaTour. Would like to have this proposal complete by this fall or winter. John Skelly - LEEP This committee is supportive of the Lake Anna Trail Project. Lake Anna State Park had a meeting with Kathy Corker, Interpretive Ranger, regarding programs in the fall, such as for water quality and for school field trips to the park. There is a program for children working on grant requests on Nature. University of Connecticut students will be back in the spring to clean up the Lake Anna State Park.
5 Dick Shrum - Safety The Chairman of the Virginia Safety Alliance states that it is unlikely a bill regarding life jackets will be put in the 2011 session. Boat vs. airplanes National group for safety has no information. Dick will check with DGIF in Richmond. Regarding the website, should Eric make changes or LACA? Should we post meetings and happenings? Each committee should post information regarding their committee. Tom Nyman had many changes regarding land use and many good ideas for the website. To be addressed in the future. Sharon LaTour - Membership Regarding the annual meeting, the date and time should change. September is recommended, particularly the third or fourth weekend at 9 or 10 AM. All organizations are having trouble with meeting attendance. Discussion: A motion was made to review the by-laws regarding the annual meeting. Sharon, Brad and Doug volunteered. It was recommended to change the meeting date and time. All signs are not returned. John has signs, Bill Murphey has one. Patty has some. Will return them. Ken Remmers Water Quality Water quality testing for August went well. Lab reports indicate no problems. Next sampling is scheduled for October Mike May - Fireworks The following message was sent out to residents and companies who donated to the fireworks fund: FIREWORKS FINALE This Newsletter is going out to everyone who donated to the LACA Independence Day Fireworks Show. THANK YOU The LACA Fireworks Committee was very concerned, when the year started, that there may not be the funds available for the show at Dike 2 in the future. We sent 5,000 letters out to residents and companies around the lake asking for donations. In that letter we said we would print all the names of people who donated in local newspapers. Unfortunately, the cost to do that was more than anticipated. We did want you all to see this most impressive list of Fireworks Lovers and we are saving over $1,000 by sending you this letter instead. 632 donations came in. We raised $29,615. The cost of the show and all that is involved was $23,000. We are in good shape now and will start preparing for the next show which will be Saturday, July 2 nd 2011 (assuming all works out the way we hope). We like Saturday because it gives us Sunday to recuperate.
6 There were definitely more than 632 boats on both sides the lake this past show. We guessed that there were over 2,000 out there. Everyone on the lake seems to have a good time and it is thanks to you that we can do this again. It was discussed that September is time for the next newsletter. JD needs information for the newsletter. He needs an article regarding the new bridge signs, the memo of agreement with DEQ and comments made by DEQ regarding work we are doing with water quality. We need a membership article.
