1 Baltimore City Public School (City Schools) HAZARD COMMUNICATION PROGRAM The Baltimore City Public School System (BCPSS) is fully committed to providing a safe and healthful work environment for every employee. Sometimes it is necessary for employees to work with or around potentially hazardous substances. In these instances, it is important that employees are aware of the substances identity, health-related and physical properties, and the safe work practices required to minimize potential hazards. To assure employee health and safety, a written Hazard Communication Program has been developed. This program complies with the provision of 29 CFR , and as required by the Maryland Access to information about Hazardous and Toxic Substances Law, Article 89, and COMAR (attached). This program is applicable to all buildings in the BCPSS inventory (see Pages 5-9), and is available for review by any interested party. The following written Hazard Communication Program has been developed and implemented by the Baltimore City Public School System Health and Safety Office 200 E. North Avenue Room 407A Baltimore, MD The following pages document the action we have taken regarding our Chemical Information List (CIL), Material Safety Data Sheets (SDS), Labeling, and Employee Information and Training. Active employee participation is essential to the success of the Hazard Communication Program. BCPSS employees shall be alert to the potential hazardous substance, and follow the safe work practices that have been established to protect their health and safety. I. Identification of Hazardous Chemicals (Chemical Information List) Each facility/site administrator is responsible for surveying their facilities to determine what hazardous chemicals are in use. Following the survey, the facility/site administrator is responsible for preparing, maintaining, and updating a Chemical Information List (CIL), listing hazardous chemicals in use. Hazardous substances known to be present in the workplace will be listed on the chemical information list. The list must be prepared in alphabetical order by Common Name. 2 Chemicals not already on the list are added to the list within 30 days of being introduced into the workplace. Accordingly, when new chemicals are purchased, an effort must be made to file Material Safety Data Sheets with current information. When new products are added to the list, affected employees must be notified. And, products no longer in use must be deleted from the list. The name of the substance that appears on the list will be the same as the one that appears on the label and the SDS for that substance. A copy of all chemical information lists should be maintained in the Main Office of each facility. The BCPSS Health and Safety Office must maintain a copy of each facility s CIL. The following provides a brief synopsis of typical activities where occupational exposures to hazardous chemicals may occur. As such, a contact person must be identified for each area to assist facility/site administrators in compiling their CIL, when necessary: Operations, Maintenance, and Grounds Exposure to solvents, refrigerants and petroleum products during maintenance and custodial operations. Food Services Exposure to solvents, refrigerants and disinfectants during food preparation and storage. Career & Technology Exposure to solvents, paints, inks, bonding agents and petroleum products during hands-on shop training. Science Education and Art Education Exposure to acids, bases and solvents during laboratory work. School Police Exposure to solvents, refrigerants and petroleum products during maintenance and repair operation. Human Resources Fingerprinting Exposure to acids, bases and solvents during laboratory work. Transportation Exposure to solvents, refrigerants and petroleum products during maintenance and repair operation. BCPSS Hazard Communication Program 2 of 11

Safety Data Sheets (SDS) All Safety Data Sheets (SDS) containing information required by the Maryland Access to information about Hazardous and Toxic Substances Act and the OSHA Hazard Communication Standard, will be maintained in a binder in the Main Office for each substance on the Chemical Information List. The SDS will be the current edition as supplied by the manufacturer. This list will be reviewed every two years by conducting an inventory comparing existing products to the current chemical information list. New products shall be added to the Chemical Information List, while products no longer in use shall be deleted. This information shall then be submitted to the Health and Safety Office. Facility/site administrators are discouraged from purchasing chemical products that are not on the bid list, and chemicals should not be utilized unless a SDS has been received. If facility/site administrators were to purchase additional chemical products, SDSs shall be obtained by the department instructors and maintained in the Main Office HazCom Binder. Likewise the product must be added to the CIL within 30 days of introduction into the workplace. A copy of both the new product s SDS and the updated CIL must be sent to the Health and Safety Office. The Health and Safety Office is responsible for maintaining a current and complete file of SDSs. All SDSs shall have a note attached indicating the school, shop department, and name of submitter when sending SDSs to the Health and Safety Office. If new and significant health information about any hazardous substance on the Chemical InformationList becomes known, a revised SDS must be obtained and distributed to the Health and Safety Office. Employees who handle or might be exposed to the substance will be notified of any changes in work procedures or protective equipment necessary to protect their health and safety. This will be done by notification. Persons interested in obtaining copies of SDSs, should make the request to the facility/site administrator or to the Health and Safety Office. 4 III. Labeling Hazardous Chemicals Hazardous chemicals are normally labeled by the manufacturer and delivered with the label intact. Personnel receiving shipment of chemicals are responsible for ensuring packages received are properly labeled. Personnel who repackage chemicals for any reason are responsible for labeling the new package to convey the identity of the material and appropriate hazard warnings. Each container of hazardous material used in the workplace must have a hazard warning label with the following information o Name of the container contents o Appropriate hazard warning o Name and address of the manufacturer Portable or secondary containers shall be labeled in the same way and label must be legible, in English, and prominently displayed on each container. Facility/site administrators (to include instructional staff) are responsible to ensure that each has the appropriate warning. Any container without a label should be reported immediately to the school facility/site administrator. A label should not be defaced or removed unless the container has been emptied. The person responsible for having in-house portable containers labeled is the facility/site administrator. Employees can obtain information regarding chemicals in unlabeled pipes, such as in boiler and mechanical rooms, and any required safeguards by contacting their immediate supervisor or the Health and Safety Office. IV. Initial and Annual Employee Training Facility/site administrators are responsible for ensuring that initial and annual training for hazard communication is provided for their employees. All training conducted will be made a matter of record, and will be conducted by the Health and Safety Office. All employees working with or potentially exposed to hazardous substances will be appropriately informed and trained. Essential hazard information includes: Requirements of the Hazard Communication Standard Location of hazardous substances in the workplace Location of the written Hazard Communication Program, Chemical Information List and Material Safety Data Sheets BCPSS Hazard Communication Program 4 of 11

5 Training includes: i. Physical and health hazards of hazards substances ii. Safe work practices, emergency procedures, and protective equipment to minimize exposure to hazardous substances iii. Explanation of the labeling system, how to read a SDS, and where to obtain hazard communication information This information and training will be provided at the time of an employee s initial assignment to work with or around hazardous substances, or whenever a new hazard is introduced into the work area. Before any non-routines task is performed, employees will be instructed in the potential hazards of the task and will be informed of the appropriate work practices to be followed. TO CONTRACTORS: SDSs should be made available to contractors performing work in school sites. Conversely, contractors must inform the Health and Safety Office about any hazardous substances they may bring into the workplace so that company employees may receive the necessary information and training to protect their health and safety.
