RECEIVE THE GENERAL MANAGER S REPORT Comments: ** Mayor John Lee joined the meeting at 9:03 a.m. Following a detailed PowerPoint presentation [attached], Ms. Tina Quigley, General Manager for the Regional Transportation Commission of Southern Nevada (RTC), provided the following General Manager s Report: Operator Recognition Ms. Quigley recognized Ms. Lisa Fields, a Keolis North America team member for more than a decade, for Ms. Fields exemplary record, customer service, behind-the-wheel instructor promotion in the Keolis Safety and Training department and positive attitude. Ms. Fields briefly took the floor and thanked various parties and individuals. Next, Ms. Quigley recognized Mr. Laurence Stackhouse, an MV Transportation (MV) driver, as an integral part of the MV training department. Mr. Stackhouse briefly took the floor and thanked various parties and individuals. Mass Transit Magazine s Top 40 Under 40 Ms. M.J. Maynard, Deputy General Manager for the RTC, announced that Mr. Jacob Simmons, Senior Transit Operations Planner for the RTC, was selected as one of Mass Transit Magazine s Top 40 Under 40. Ms. Maynard cited Mr. Simmons years as a child riding mass transit, his internship with RTC at the age of 17, his current position as Senior Transit Operations Planner and his 13 years with the RTC. Mr. Simmons was recognized for his role as Transit Planner, his cautious-yet-efficient approach to projects and his ability to maximize service to the public based on community needs. Ms. Quigley reiterated some of Mr. Simmons contributions, which began with letter writing to the RTC at age 10. Mr. Simmons briefly took the floor and thanked various parties and individuals. Mobility Training Center Innovation Award Ms. Maynard announced that the American Public Transportation Association (APTA) would be

3 Page 3 of 13 recognizing the RTC s Mobility Training Center (MTC) with an Innovation Award. Recipients of this award are recognized for demonstrating innovative concepts in public transportation services. Ms. Maynard shared that the MTC is the only one of its kind in the western United States, providing paratransit certification assessment, mobility training and blindness skills training in one location. Paratransit No-Show Policy Next, Ms. Maynard explained that the RTC was updating its paratransit no-show policy to be more flexible and favorable to certified paratransit clients. She said notable changes to the no-show policy included: - Being able to cancel rides within two hours before the pick-up window rather than the day before a scheduled trip. - Assigning suspensions based on a combination of points and percentage of trips rather than just points, making the process more equitable. - Streamlining the appeals process to be timelier. She stated that the updated policy will go into effect on October 1, November Service Changes Ms. Maynard then introduced Mr. Nathan Goldberg, Manager of Transit Planning for the RTC, who provided an update on proposed service changes occurring in November Mr. Goldberg detailed that the RTC held a 30-day public comment period throughout the month of August 2016 seeking feedback regarding proposed service changes to go into effect on Sunday, November 6, More than 140 comments were received through various media and public hearings. Additionally, he noted, customer takeaway fliers were posted on all 400 buses and fixed route vehicles informing riders of proposed changes. All feedback was reviewed and taken into consideration. Mr. Goldberg announced that a new route, Route South Maryland Parkway/Horizon Ridge, was proposed. Mr. Goldberg detailed that there are 65,000 residents and 33,000 jobs located along the proposed route, and many of the residents and employment sites do not currently have access to any other public transit. Route 122 would operate every 30 minutes during weekday daytime hours and every 60 minutes during weekend and evening hours. He said the Route 122 geographic boundaries are from the South Strip Transfer Terminal to the Green Valley Ranch Casino. In addition to the new route proposal, Mr. Goldberg said RTC staff is recommending: - Schedule changes to 27 routes; - The addition of 24-hour service to Route 105; - Frequency increases on 10 routes; - Geographic changes or extensions to six routes most notably, Routes 113, 203 and 212; - Service increases (early mornings/later evenings) on 10 routes; and - The paratransit service area will be adjusted, resulting in 74 new clients added to the paratransit service area. Trips can begin scheduling on Nov. 6, Mayor Carolyn Goodman asked how often Route 113 to the Mike O Callaghan Federal Medical Center would be running. Mr. Goldberg responded that the route would run every 15 minutes from 6:00 a.m. to 9:00 p.m. Commissioner Chris Giunchigliani shared a personal anecdote about riding from Boulder City, touching on previously mentioned topics such as the no-show policy, transit turnaround times, transfers, and driver call-outs upon arrival.

4 Page 4 of 13 Vice-Chair Debra March expressed her gratification in the announcement of the new Route 122. She cited employees/companies in the vicinity of the route not driving or owning cars, touching on how efficient the new route would be. Vice-Chair March also mentioned additional routes being able to reach senior citizens facilities to help seniors use the transit service. Motion: No motion was necessary. RECEIVE THE NEVADA DEPARTMENT OF TRANSPORTATION DIRECTOR S REPORT Comments: Mr. Rudy Malfabon, Director for the Nevada Department of Transportation (NDOT), provided the NDOT Director s Report. He said the Southern Nevada Tourism Infrastructure Committee (SNTIC) would be meeting soon to discuss possible stadium sites. He explained that NDOT would review the proposed sites and assess traffic impacts and needed road improvements in the site areas in order to minimize impact to the community. He noted that Governor Brian Sandoval is interested in moving swiftly after SNTIC makes its recommendation. Mr. Malfabon discussed the State Transportation Board meeting, saying that he expected to have a shortlist of applicants for the Apex design-build project. He noted that four teams had submitted applications. Next, Director Malfabon updated the Regional Transportation Commission of Southern Nevada (RTC) Board of Commissioners (Board) on the improvements on Boulder Highway. He said the Boulder Highway improvements would be added to the Unified Planning Work Program in order to receive federal funding. Mr. Malfabon mentioned getting requests for surplus property and relinquishment of property. He explained that NDOT would discuss and study different modes of transportation in the corridor with Clark County, City of Henderson and the RTC. He added that this type of study was needed to understand the vision for the future of the corridor, noting the RTC would lead the study and work toward advancing the plans for the corridor. Mr. Malfabon remarked that the Federal Highway Administration reviews unspent funds returned to it each August, redistributing those funds. He announced that NDOT received $20 million of those funds which would be used for change orders on Interstate-11 (I-11) and other projects already underway. He explained that those funds do not finance new projects, but by using the funds on existing projects, it adds flexibility for financing decisions for upcoming projects. Commissioner Chris Giunchigliani asked if these additional funds would free up money for redistribution in other areas. She also inquired about the status of asbestos related to the I-11 project. Mr. Malfabon confirmed that this would increase financing flexibility. He added that the naturally occurring asbestos issue involving the I-11 was not a major issue and was constantly monitored. Furthermore, Mr. Malfabon explained that there were changes planned for a utility access road called Silverline Road, in conjunction with the I-11 build. He said the road needed updating for utility line access and emergency response. He stated that a short-span bridge would be built over that road to maintain the road for access, as it is not a publicly maintained road. Commissioner Giunchigliani asked about the status of transferring NDOT roadways in local jurisdictions to the local governments and vice-versa. Mr. Malfabon replied that NDOT continues to discuss the

5 Page 5 of 13 transfer of certain sections of the Clark County 215 Beltway (CC-215 or Beltway) with Clark County. He noted that as improvements are completed along the northern portion of the Beltway, there would be more room for negotiation. Commissioner Giunchigliani responded by saying that if Fuel Revenue Indexing passes in November 2016, there could be funds allocated to NDOT to bring roadways up to standard in order to be turned over. Director Malfabon said that NDOT works to avoid a dollars exchange when it comes to roadways. He said the roadways are exchanged as-is, adding NDOT looks at lane miles in the exchanges. This method, he said, assists with equity as there are unique factors for each exchange. The process, he continued, can be long, but the goal is to avoid a monetary exchange, doing maintenance for exchanged roads. Commissioner Giunchigliani then asked about the status of pedestrian improvements on Boulder Highway, including access, lighting and push buttons. Mr. Malfabon said that the initial projects are going out to bid shortly and that he would provide updates. Commissioner Giunchigliani asked if Mr. Malfabon was aware of a previous request for Hollywood Boulevard to be connected to Henderson. Mr. Malfabon said he would have NDOT staff investigate. Mayor Carolyn Goodman asked what types of bus routes are available on Russell Road. Ms. Tina Quigley, General Manager for the RTC, replied that that there is not currently a route along Russell Road. She noted that there is a north/south route on Valley View Boulevard that briefly travels along Russell Road, but there are no east/west routes. Mayor Goodman stressed the importance of connectivity and referred to the prospect of a route from the University of Nevada, Las Vegas (UNLV) to either the Bali Hai or the west side of the Interstate-15 (I-15). Then Mayor Goodman inquired about possible improvements on the collector-distributor road along I-15 between Russell Road and the CC-215 exit. She wondered if those improvements would be the responsibility of NDOT. She asked for clarification regarding which jurisdiction that would come under. Mr. Malfabon said the collector-distributor road falls under NDOT s purview, including any High Occupancy Vehicle (HOV) drop ramps. Furthermore, he explained, NDOT is responsible for the portion of Russell Road near the interchange. He said generally, NDOT s responsibility ends at the nearest cross streets. Mayor Goodman asked if NDOT s projects would have to have federal approvals, including environmental studies, before moving forward. Mr. Malfabon replied affirmatively, explaining that while NDOT would need various federal approvals, simpler projects might need only an environmental assessment and would have a fairly fast approval turnaround. Mayor Goodman wanted to know if a project like that would be state-funded rather than locally funded, specifying that when flyovers, bus routing and connectivity to UNLV was factored in, funding would have to come from multiple sources. Mr. Malfabon answered that NDOT works collaboratively with whatever sources of funding are available. If it needs to be prioritized, NDOT works with local entities to find the best way to fund it. Mayor Goodman noted that this affects a lot of organizations, adding that NDOT s part may take time with its required federal approvals. Mr. Malfabon agreed, but noted that if the project is an interstate, it will involve the Federal Highway Administration (FHWA). He added that the FHWA understands the needs of Southern Nevada and moves the process along efficiently. Chair Larry Brown commented on the proposed stadium and convention center projects. He specified that

6 Page 6 of 13 transportation infrastructure improvements were included in the proposals. He reiterated that everyone is monitoring the situation as it developments. He emphasized that all infrastructure and improvements need to be included in the original funding formula. Mr. Malfabon said the stadium costs are likely to include only improvements needed close to the stadium. He said transportation considerations in the proposals do not include costs for improvements miles away. He added that while the proposals may anticipate improvement costs over the next five to ten years, the costs do not include projects beyond the immediate area of the stadium. Chair Brown asked for confirmation that the funding for the adjacent areas was enough to cover all immediate adjacent projects. Mayor Goodman said that only the on-site costs will be absorbed by developers; the rest will have to be paid for by Southern Nevada. Commissioner Giunchigliani noted that this would only be the case if Southern Nevada allowed it. Chair Brown agreed and stated that Southern Nevada did not have to accept a project that includes only on-site infrastructure. He discussed how in terms of real money, it will be tens of millions of dollars that will be needed. He thought that all future legislation should clearly identify financial responsibilities for each project. Motion: No motion was necessary. Vote/Summary: No vote was taken. CONDUCT A COMMENT PERIOD FOR CITIZENS PARTICIPATION Comments: Chair Larry Brown called on Mr. Jojo [did not provide a last name], who made the following comment: Good morning sir. Let s see. I live on the streets of Las Vegas currently, but I go by Jojo. I want to say that this room is obviously filled with quite a few problem solvers, so that s good news. Professionals. That s great news. I m going to make this brief, this first segment, but I m going to try to come back to some additional meetings and reinforce the base messaging here. And so I figure four times, God willing, I have a little prayer; I just want to say it for me. Dear Jesus, please speak for me to these people. Thank you. The topic of conversation is earthquakes that this area can expect. There s quite a few different kinds of earthquakes that this area can expect; some are small and some are quite large. The main one that I think we ll discuss quickly today here is the moderate earthquake, which knocks out the overpasses to some degree and the freeway systems, could make the runways uneven. I may have a power outage, broken pipes for pumping water, and so that s a main concern there, is that, in a moderate earthquake, if suddenly there was no drinking water, here in the desert in the middle of summer, the entire population just being rocked by an earthquake, which has disrupted the standard processes in place, would die of thirst, literally, within three days. I say, well, let me say that the federal and state guidelines on the amount of water each individual in this area should have is one gallon of water per day. Now, they say three to seven days, I would say on day eight you d be hoping it wasn t Katrina, and a response. So with

11 Page 11 of 13 the overpasses potentially down and all the freeways needing to be checked, runways unserviceable, you could think you might be able to helicopter enough water in for 2 million people, but I m not even sure you could organize that much water. So, literally, people would just be dying in the streets and the buildings, waiting for water. Now I know the good captains of the good ship Las Vegas and area would stick through it. They know now that if such an event happened, and I didn t prepare it for everyone else, I didn t prepare for myself and my family No helicoptering out, so to speak, of the sinking ship. And I only say that to help spur on the thinking. How can we provide 42 million gallons of water, a gallon a day, for 21 days per person, and do that efficiently? Chair Brown thanked Mr. Jojo for his comments and called on Mr. Dennis Hennessey, who provided the following comments: Good morning commissioners. I m back. I just want to take a few moments to kind of update you guys. Last time I was here, Commissioner Brown, you were on vacation, Commissioner G, you were on vacation, Commissioner March, you were in a meeting. My family came up and I guess made a pretty big impact, because what s occurred since my granddaughters got up here in tears, talking about drivers being assaulted, and we need your help. A lot has happened. But the first thing I want to clarify, when I get up here and speak to you guys I don t get up here and speak to you as a Keolis employee, or as an MV employee, I get up here and speak as a representative for the union for all of our drivers. So when I get up here and talk about safety, or cleanliness, or whatever the hot button might be, I speak for all of our drivers, for all of our close to 800 drivers that are in the city. Just to recap what happened since that meeting, I d kind of given it three months to kind of let the air cool down a little bit. A lot positive has happened. I can say that Cecil Fielder, the Safety Director for Keolis, has really tackled a lot of the problems that I came up and talked about, in terms of educating drivers, providing meaningful monthly safety meetings, and he took that to task right off the bat, and he now conducts our safety meetings. And it s my understanding that Tim Fornier does the same thing with MV. A lot of the work that s been done, I can see that almost immediately there was changes in AlliedBarton s response time, and putting people out there. I know that M.J. and her group were putting together some of the fare enforcement deals and working with the M.J., with Cecil Fielder, with Tim Fornier, and AlliedBarton to try to put a quarterly meeting together between the union or our drivers, just to let you guys know. But you know what? We need your help too. There s a lot of changes that M.J. wants to do, and we ve seen potential signage for the buses to talk about fare enforcement, stuff like that. We need your help first. We need some start of enforcement, a.) on the penalties. It s a felony if you assault a bus driver. It s not a misdemeanor. Your people came up and showed me statutes and stuff like that, but you know what, the DA and the police department do not make it a felony. We need your guys help to do whatever you need to do in the legislature to get it changed to a felony. I noticed money was brought up. Boy, getting to the up North, up to Carson City, you guys all want to snap. Let s get it done. Well, you know what, we need your guys help to get the legislature changed and make sure it s a felony. Let s give AlliedBarton or at least their Charlie units, their roving units, police powers, because if one guy gets arrested for assaulting a bus driver, it ends. It ends everywhere. I m telling you, it ends. And then the very last thing would be to say thank you, because you guys have Tina, and you and your staff have reacted and both companies have reacted to it, so the only thing I d like to see added is, so that you guys are aware, publicly, the number of incidents that occur as part of the General Manager s Report. Thank you very much. Chair Brown thanked Mr. Hennessey for his comments. Chair Brown then called on Mr. Donald Dehar, who made the following comments: Good morning. My name is Don Dehar, and I m here once again, on some major problems with some of the couple of the problems that are really urgent from your point of view, of a very serious nature. And I was at the doctor s office a few months back, and he said you gotta have that surgery, so I delayed because, you know, the doctor said you won t survive it, and so finally I figured out I d better take the

12 Page 12 of 13 surgery, so I had the surgery done two months ago. The VA had me in the hospital for a week. It was too complicated; they sent me to Sunrise hospital. And they did the surgeries, called the impala, like Chevrolet Impala, and they put you on life support. The reason I m telling you this is now I need another surgery, but another doctor refuses me to do this other surgery, so they ll just send me to the Nellis Air Force Base, to the VA hospital. The problem is, I have to go across the street to the air force base and get a special card for them to do all this stuff, signed by the people at Nellis to allow me to get on base. So I called the RTC and VA to take me to the Nellis Air Force Base; they refused. It has to be a medical appointment. And this is one of the hundred, two hundred things that I m aware of, that nobody at this table is aware of any of these kinds of problems. That I can t get inside Nellis Air Force Base, so I get my scooter, that s my scooter [inaudible]. Okay, that s a little side issue. I m going to get into the two serious issues. You have civilian clothes on these people on the bus undercover or whatever, maybe they re not undercover, they re carrying a gun. And I m in a wheelchair in a pocket on the bus, and this man jumps in there who I ve seen before, he jumps off the bus, he yells at people, he s got a gun on his hip, he has no identification whatsoever, and the bus driver s, late. He ll take the ropes and tie them up for the bus driver to anchor me to the floor. But he has no clothes on, I don t know who he is, but he s got the gun on his hip, and you don t want trouble, get into that about who s gonna shoot you, you know? I go through all this stuff, I m 82 years old now, and I have to put up with this kind of crap. I don t want nobody with a gun telling me what to do. He refused to move; he went off the aisle into the straps, standing up, better view, but when he turned around, I saw the gun and I ve seen him in the past or other ones like him, in civilian clothes, and they re jumping on and off the bus, telling people on the sidewalk what to do, telling me what to do, and buckling my thing up because they re late. So. One last thing, I need one moment for this big one. Here s the big one. There s gonna be a race riot here in Las Vegas. Every casino will call you, it s that bad. It is that bad. And some of the people have guns. I ve only seen guns on the person once or twice, and I was scared to call on a cell phone for the police, because he s sitting right by me, and when he s sitting by the handicapped spot, you hear everything that s going on, you got a good opinion of what s happening. But, you gotta do something about this race riot. The people who are racist are, are almost predominately black, where sitting in the handicap and refused to move. I m told we have a meeting at the last time I was here, and you cannot have people refusing because the word is out. Just tell the driver I m not moving. And that s what happening. I can t get on the bus, so I have to challenge the driver, where s the, what do you mean, those three kids? Eighteen years old, got the sneakers on, and all that stuff, so, I would go for one more meeting, but I have to tell you the last thing. I reported this to the government, the federal government. You re going to have every agency, about eight agencies, coming down you, especially Chris, Commissioner, one of the bills the VA paid is $80,000, to the UMC. I never been to UMC. I ve been taking a senior to go there. Eighty thousand dollars they got. The inspector general, everybody, is on this case, on my case, where d all this money go $337,000 for my surgery? I need another surgery, and now I can t get on the base, because you won t take me there. So I have to go to Craig Road and ride my scooter. Hopefully that building that Nellis Air Force Base is not far back, just to get in the hospital just across the street. Thank you. Chair Brown thanked Mr. Dehar for his comments. Next, Chair Brown called on Mr. Berry Johnston, who made the following comments: Good morning. Berry Johnston, Las Vegas road construction watch. I have a few things to go over with you guys. I want to first thank you, Chairman Brown and [inaudible] for going through and working on the cap for the FRI. Some of the information is quite confusing; one of the items on the website says it ll be about 25 cents per day for motorists. Does that include people taking public transportation? Are they getting the nick on that too? Or is it just people driving in cars? Also, that number is almost based like an Obamacare number, right [inaudible] my health insurance from $116 to over $400. Same thing is gonna happen with this and the PPI. So we want to be careful. And also make sure that the information is out there in a way that all of Las Vegas can digest it; I know there s a lot of confusing

13 Page 13 of 13 information on there that is hard to read, and I don t think people really understand what the FRI means, and what it s actually going to cost them, and I don t believe it s public transportation people are getting nicked for this, with their gas, and some way that bus is moving, so they should have to pay too. Public recorded meetings, audio recordings, they need to, I d like to them put that next to the agenda item. So that all the different items that are, all the different meetings, we re able to hear them, so we don t have to leave our jobs when we want to go to a utility commission meeting, start listening to them, to find out the communication between the utilities is really bad, and the RTC, and there is no system currently for everybody to use, centralized database, so it s easy for everybody to access this data. And speaking of [inaudible] just now, I just found out there s a new RTC employee that goes and checks out the Seeing Orange campaign complaints. That s awesome. I wanted to see if you guys would change that from a reactive to a proactive position and task that person, give them the like, all they need is a Chromebook, a $200 Chromebook, and a camera, and some method to upload while they re driving around, to take pictures of these projects, and to upload them to the website for all of us to see, for all of you to see, for the project managers, the inspectors, your inspectors. Every single one of your municipalities don t have time to go out there and look at everything, and if the young lady could pull up the photos I have available, I m gonna show you some instances where a shuttle bus leaving Swenson fell through the, fell through that hole, so the shuttle bus had wiggle its way reverse drive. Reverses came from an Uber driver to our Facebook page, the shuttle bus was rocking back and forth, trying to get out, and finally freed itself, and people, the Uber guy went out and started putting the cones around and stuff to make sure that, three times Swenson was closed because they haven t properly put steel plates on there, but your inspectors don t have time to go out and inspect them, so we re asking for, one of the things is, to have those there s quite a bit more information but I guess I ll bring it up next meeting. One of the major things that I really need, I d really ask for you to do, is to put some ethics guidelines and the way that contractors and the lobbyists and the vendors are working with the RTC in each one of your municipalities so that there s some kind of disclosure, if, for instance, one of your employees is in a relationship with a contractor or a lobbyist or a vendor that should just be disclosed, just as you guys have to disclose to meet with a lobbyist, or if you were in a relationship with them in any other way, then what your duties are while you re working through your job. Her comments follow: Unfortunately I have a scheduling conflict on Thursday. I am volunteering at Marion Earl Elementary at Clark County School District. It s a Title 1. And that s where I want to be. The children who need breakfast. The children who need lunch. Plus my Spanish is very good. They need me this week, this week only, on Thursday. My normal is once a week on Wednesday. Since I can t come to the meeting, on my behalf can you just stand in and say scheduling conflict. Still a happy rider. Completely appreciates everything that all of you do for me. You do it on a consistent basis. And you always make me feel like I am your only customer.
