1 A PIECE OF PENNDEL The offical newsletter of Penndel Borough Meet the Chief! Penndel Borough Hires Long-time Officer as Police Chief Penndel Borough is chiefless no longer! On April 3, 2018, Sean M. Perry was officially sworn in as the police chief for Penndel Borough. After a long hiring process, Perry was voted in as the official chief of the Penndel Police force. I m pleased and proud to have Sean Perry as our chief, said Beverly Wolfe, Penndel Council president. I have no doubt he will do a fantastic job. Perry, who has been a police officer for over 10 years, serving almost 8 in Penndel Borough, said it has been a lifelong aspiration to become a police officer and protect his community. I was drawn to a law enforcement career for the unpredictability of what each day will bring, he said. It is also very rewarding to be able to help people who are experiencing a crisis in their life. As chief, Perry listed his top priorities as community policing, resident confidence, officer familiarity, and crime prevention. My top priority for the Borough of Penndel is for the residents to have continued confidence that their department will keep them safe and provide quality service! Our officers take pride in their work and care about the residents that they serve and protect, said Perry. My hopes are that each of our officers will be known by our residents and that they can be leaders for the community and serve as positive role models for today s youth, he added. Let Penndel Police Department know the dates you will be away and we will perform periodical checks of your home while you re away. 2. Put lights inside of your residence on a timer so that it looks like someone may be home. 3. Preferably leave at least one vehicle in your driveway (even if it is the vehicle of a trusted neighbor). 4. Do NOT post on social media that you will be away on vacation and post all photos after you return, 5. 2 Meet Penndel Borough Council Members In January 2018, the new Penndel Borough Council was seated. It is a mix of ages, experiences, parties, careers, and areas in Penndel. Each member has written an introduction. Beverly Wolfe, President My parents moved to Penndel in 1952 and I was born and raised here. I live in that very same house. I went to Penndel Elementary School (now Schoolhouse Court), Redeemer Lutheran Church, and graduated from Neshaminy High School back in the stone age. My dad, Ervin Pogue, was very involved with lots of things and instilled a sense of volunteerism and civic duty. I feel connected here in a way that is deep and rewarding. It is so great to see how many of my former classmates and neighbors still call Penndel home. It strengthens that connection to this place since my family is gone. My goal, and this is my only goal, is to help the people and the town, do the right things for them, and, if I am lucky, make a difference in my hometown. Barbara Hefflefinger, Vice President I have been on council since 2001 with a break here and there. I have lived in Penndel since 1963 and am extremely interested in borough history and making sure that all that has happened here is not lost. I am president of the Heritage Society and a member of the Activities Committee and the Parade Committee. One of my primary interests is community development; another is maintaining our own police department and keeping them well equipped and safe. Rich Flanagan I was born and raised in Philadelphia with six siblings. I moved into Penndel with my wife after we got married in My wife, Wendi Wiley, has been here her entire life. In 1992, a man knocked on my door and asked me to support his candidacy in upcoming election. I asked if I could work the polls for him, and here I am, 26 years later, a borough councilman. Since 1992, I ve worked on nine campaigns throughout the Delaware Valley. In March 2015, three council members asked me to run for office. I have been a baseball umpire for 20 years. I umpire for Suburban One league, Philadelphia Department of Recreation, and American Legion. Laura Germain As a transplant from New York, I am constantly discovering new delights in Pennsylvania and especially Penndel, where we have lived since I teach college freshmen English lit, writing, and gender studies. My husband Matt and I have two young daughters who were born in PA and are being raised in this community. We are renovating our old Victorian house as time and money allow! I am interested in getting more residents involved in our borough by hosting more fun and informative events and helping to fix some of the problems our borough must confront. Mark Moffa I am the newest Borough Council member, having just been sworn in on April 16 to fill the vacancy left by Louise Dicken s departure. I have lived in Bucks County for 13 years, but just moved to Penndel early last year. I m a charter member of the Yardley Makefield Lions Club, where I remain active in the club s efforts to assist those in need throughout Lower Bucks County. In Lower Makefield, I served as a member of the Farmland Preservation Corporation s board, and then as a member of the township s Zoning Hearing Board. Previously a newspaper reporter and editor for the past 13 years, I have been an editor with the leading international luxury real estate media company. I am enthusiastic about the opportunity to serve the residents of Penndel, and look forward to making Penndel proud. John Stratz Here are few things you didn t know about me, Councilman Stratz. My favorite movie is a little comedy from the sixties directed by Richard Lester about the life of four young, struggling musicians. The names used in the movie coincidently were the same names as the four, and those names were John, Paul, George, and Ringo. Oh, the name of the movie, you ask? A Hard Days Night. Also, many here may not have realized that I am on the Board of Directors for the Old York Road Symphony Orchestra, now playing their 85th concert season. penndelnewsletter@gmail.com Spring 2018 Page 2

3 Plant and Care for Penndel s Trees Do you have a tree in your yard? Did you know that trees are nature s workhorses? They absorb carbon dioxide, a byproduct of several things including exhaust from automobiles, burning coal and oil. Trees turn the carbon dioxide into oxygen as well as help clean the air. Their leaves can block the sun s rays and cool towns by up to 10 degrees and they can lower air conditioning expenses by up to 50%. Towns with tree-lined streets experience more business activity while also causing traffic to slow down. Trees are giant sponges absorbing stormwater which in turn helps with flood control. Have you ever cut down a tree in your yard only to have your basement flood for the first time in your memory? A mature oak can absorb 24,000 gallons of water or more and a mature maple can absorb 15,000 gallons of water or more. (To see how much water your trees absorb, visit treebenefits.com). Trees are excellent natural filters that prevent accumulated pollutants on paved surfaces from washing into waterways and also reduce erosion, which helps the water quality in our streams. Penndel is encouraging its residents to plant trees in their yards to help increase our tree canopy and to provide the many benefits that trees give. If you are interested in obtaining a 8-10 tree this fall for $50 through the Pennsylvania Horticulture Society s Tree Tenders program, please notify Councilman Stratz at guitarlane4150@msn.com and a certified Tree Tender will contact you with more information, including the availability of various tree species. 4 Borough Announcements Stormwater Runoff Stormwater runoff is generated when precipitation from rain and snowmelt events flows over land or impervious surfaces and does not percolate into the ground. As the runoff flows over the land or impervious surfaces (paved streets, parking lots, and building rooftops), it accumulates debris, chemicals, sediment or other pollutants that could adversely affect water quality if the runoff is discharged untreated Because stormwater runoff is generated from dispersed land surfaces pavements, yards, driveways, and roofs efforts to control stormwater pollution must consider individual, household, and public behaviors and activities that can generate pollution from these surfaces. These common individual behaviors have the potential to generate stormwater pollution: littering disposing of trash and recyclables disposing of pet-waste applying lawn-chemicals washing cars changing motor-oil on impervious driveways household behaviors like disposing leftover paint and household chemicals It takes individual behavior change and proper practices to control such pollution. The Borough operates under a permit for Municipal Separate Storm Sewer Systems (MS4 permit) and supports all activities that promote clean water, water conservation and rainwater harvesting. Please promptly report any stormwater pollution observed within the borough to the borough office at Trash Reminders Our trash collectors have a few reminders for residents as we approach the summer months. 1. Please separate the cans put all trash together, yard waste together, and recycling together. 2. They are also going to be dropping off yard waste stickers, which will help if the residents can put the stickers on the cans they will be using for yard waste. 3. For yard waste, please make sure that only waste from the yard is in the cans. There should not even be one wrapper or water bottle, anything like that. 4. For large or bulk trash, please notify Penndel Borough ahead of time. 5. Recycling bins are available at Borough Hall. Thank you for keeping Penndel clean! 5 $afeguard Water & Sewer Maintenance Program The BCWSA $afeguard Water & Sewer Maintenance Program is available to non-bcwsa customers as well as BCWSA customers in Bucks County and Montgomery County. This program is for residential and commercial properties. It s designed to help customers offset the steep cost of repairing the water service line and sewer lateral line that comes into and leaves the property which can typically cost up to $5,000 for residential and up to $10,000 for commercial per line to replace. Under this program residential properties pay $5.00 a month per service line and commercial properties pay $10.00 a month per service line for coverage. The portion of the water service line and sewer lateral that are eligible for this program runs from the outside of their home/building to the curb. The only requirement is that you have access to your sewer lateral from above ground via a cleanout/vent stack. We offer: 24-7 Emergency coverage with live operators to take your call in the evening or holidays All dogs 3 months or older must be licensed by Jan. 1 of each year. Violators can face a maximum fine of $300 per violation plus court costs. An annual license is $8.50 and a lifetime license is $ If the animal is spayed or neutered, the annual fee is $6.50 and lifetime is $ Discounts are available to older adults and people with disabilities. The small license fee helps the millions of dogs in the state by funding the Pennsylvania Department of Agriculture Bureau of Dog Law Enforcement. Dog licenses are available from your county treasurer and other licensing agents. Reasons for dog licensing: License Your Dogs in 2018 Unlimited service calls Coverage two year minimum Repairs are only performed by licensed BCWSA professionals You may find more information by visiting our website at It s the law. All dogs three months and older must have a current license. If your dog gets lost, a license is the best way to get him back. A license helps animal control and shelters identify your dog and get him back home. The cost of a license is less than the penalty for being caught without one. Owners could face a fine of up to $300 for each unlicensed dog. License fees support animal control. The annual fee helps keep shelters running and supports the work of the Bureau of Dog Law Enforcement, which is responsible for ensuring the welfare of dogs, regulating dangerous dogs and overseeing annual licensing and rabies vaccinations. penndelnewsletter@gmail.com Spring 2018 Page 5

6 Spotlight on: Paul s Penndel Pizza Paul Colandrea has lived the American Dream. He came from Italy at the age of 18 with only $70 in his pocket, but with hard work and determination, Paul opened Penndel Pizza in 1987 in the Penndel Shopping Center. Twelve years later the property on Lincoln Highway became available, and Paul moved his business to its current location on the corner of Route 1 and Bellevue Avenue. He has generously supported community events including an annual spaghetti dinner to raise money for the fire house. Paul and his family support the police force, local churches, and the homeless while also sponsoring local youth sports teams. Over the past 30 years, Penndel Pizza has become a staple in the Penndel community. Submitted by the owner of the business. How can we make recycling better together? 8 Heritage Society The Heritage Society of Penndel has reprinted the 1999 Centennial Book. Copies of the history book are available at Borough Hall for $15.00 each. Supplements that include additional findings will be available two times a year (depending on new research) for $2.50 each. Copies of the book and the first supplement will also be available on Community Day on Saturday, June 2. 9 Penndel Taxes: What You Need to Know Beginning Saturday, June 9, the tax collector will be available to collect real estate taxes at Penndel Borough Hall (300 Bellevue Ave, Penndel) on the second and fourth Saturdays of each month from 9 am to noon. The Tax Office will be closed on June 4 and 5. The tax collector is also available by appointment. If you are unable to come to borough hall, Kids on Council the tax collector can come to your home. A PO Box mailing address is available for mailing tax payments. The tax collector will no longer be accepting payments at her home. See tax invoice for additional information.
