3 Making Space for Culture: Overview BACKGROUND Making Space for Culture is a long-term planning project led by the City of Toronto, Cultural Services on the subject of cultural infrastructure city-wide. Funded by the Province of Ontario, the study builds on the first recommendation made in Creative Capital Gains: An Action Plan for Toronto, a report endorsed by City Council in May The report recommends that the City ensure a supply of affordable, sustainable cultural space for use by cultural industries, not-for-profit organizations and community groups in the City of Toronto. While there has been considerable public and private investment in major cultural facilities within the city in the past decade, the provision of accessible, sustainable space for small and mid-size organizations is a key factor in ensuring a vibrant cultural community. The overall objective of the Making Space for Culture project is to help ensure a supply of affordable, sustainable cultural space across the City of Toronto. In addition, the project aims to: 1. Develop awareness among citizens, staff, City Councillors and potential partners and funders of the needs of cultural and community arts organizations, either resident or providing programming in their ward, for suitable, accessible facilities, equipment and other capital needs. 2. Assist with decision-making regarding infrastructure investment in cultural assets. 3. Disseminate knowledge regarding Section 37 as it relates to cultural facilities to City Councillors, City staff, cultural organizations, and other interested parties. 4. Develop greater shared knowledge and strengthen collaboration and partnerships across City divisions and agencies with real estate portfolios, as a by-product of the consultation process. A desirable outcome of this process is to maximize the use of City assets and create greater efficiencies using existing real estate stock. By identifying underused spaces, or spaces which can be adapted or repurposed for cultural use, it may be possible to ensure a supply of cultural space at reduced cost. METHODOLOGY Cultural Services worked with Lord Cultural Resources, in association with R.E. Millward + Associates, to undertake the consultation and study process. In the first phase in 2012, 20 of the city s 44 wards were selected for consultation and assessment. These 20 wards were selected based on geography, level of development, and level of cultural development. In 2013, the second phase, Cultural Services undertook consultations in the remaining 24 Wards. Making Space for Culture Overview 1

4 Community consultations were held between May and October 2012 and between June and October Participants were asked about existing cultural space and activities, gaps in service and infrastructure and future community needs and priorities. An online survey that posed questions on cultural participation was prepared and widely distributed through community and arts networks, providing an opportunity for those who could not attend to add their input. Meeting minutes from the community consultations and feedback from the survey informed the Ward Summary documents, which provide a snapshot of the cultural infrastructure needs and priorities in their ward. The summaries are intended to guide Councillors in their decision-making around cultural facilities and programs when opportunities for investment arise. The Cultural Facilities Database was updated as a result of community consultations and a verification process, providing a solid basis from which to launch future work. The Database includes a full listing of cultural facilities within each of the 44 wards, and notes the ownership and potential uses of each space. There is potential for this resource to be made available to the cultural community. Guidelines for the application of Section 37 as it relates to the development of cultural facilities were produced for use by Councillors, cultural organizations and City staff. This document includes recommendations for using Section 37 as a tool to support the creation of and improvements to cultural space. CONSULTATION PARTICIPATION The public consultations were publicized through the City of Toronto website, Councillors offices and a number of networks including those of the Toronto Public Library, the Neighbourhood Arts Network, the Toronto Arts Council and Local Arts Service Organizations, among others. The survey was also publicized using the same networks; 434 surveys were completed. Responses were received from across the city s 44 wards; 62% of all respondents were in the years age bracket; and 64% of respondents were female. The majority of participants were artists, cultural practitioners, administrators or members of youth or community groups and small to mid-size cultural organizations. Approximately 400 individuals participated in the ward consultations. Making Space for Culture Overview 2

5 CONSULTATION FINDINGS A number of issues and themes were echoed by participants across the city. While ward-specific feedback and priorities are included in the Ward Summaries, the overarching issues that impact upon the cultural community city-wide are included here. Potential of Existing Public Infrastructure: Elementary and high schools, which are evenly distributed city-wide, possess ideal facilities for a range of cultural uses, from rehearsals, meetings, and workshops to performances and community events. Unfortunately, costly permit fees and deteriorating facilities combine to render these spaces inaccessible to community groups that could most benefit from these spaces. It is recognized that school enrolment has been declining, and that some schools have been slated for closure. Finding a way to work with the school boards to gain access to these underused spaces should be seen as a priority from a community benefit and cost-saving perspective. Parks and field houses also present an underutilized opportunity to provide a network of support for a range of cultural activities. Libraries emerged as playing a key role in supporting community cultural activities City-wide. Most libraries operate at capacity, and are well-known within their communities for being amenable to making space available to a range of community groups and activities. Refurbishments and Specialization: Minor refurbishments to existing spaces can make a facility suitable to both the general public and specialized users for example, sprung floors make library community rooms suitable for dancers, and soundproofing makes it usable by musicians. The artistic communities of many wards are reaching a point of maturity, and require more specialized facilities to meet their needs. Spaces that are geared to a more sophisticated production of music and performance (Ward 8), or that support entrepreneurs or small businesses (Ward 10) are needed. Supporting the maturation of a ward s artistic community in this way can result in the creation of a centre of excellence, in which a ward can excel in a particular cultural expression. Maximizing Privately-owned Space: Cultural organizations require consistent access to performance/ presentation space, as well as administrative and meeting space. Partnerships with the private sector could open up spaces within office buildings or other spaces that community groups could rent outside of business hours and on weekends. Business Improvement Associations (BIAs) are uniquely poised to broker these partnerships between the cultural and private sector in their neighbourhood, highlighting mutual benefit to both the host and the renting group. BIAs are also in the position to animate vacant spaces such as empty storefronts, unused lots and lobbies, by inviting cultural organizations access to these spaces for performances and programs. Multi-purpose Community Gathering Space: Easily-accessible spaces in which the community can gather was expressed as a need in many wards. This space should accommodate a variety of cultural activities, from dance and music performances to cooking classes and fundraising events. Similarly, outdoor gathering spaces found in parks should remain accessible; obtaining a permit is an administrative challenge to most organizations; the permit process should be streamlined and be better-communicated. Upgrades to and expansions of existing cultural facilities, are often all that is required to allow cultural organizations to make the most of the space, whether it is to increase audience capacity, or to make the space easier to rent to other groups. Access: The age and standard of Toronto s built infrastructure varies across the city. A priority across the City is to ensure that existing cultural facilities meet physical accessibility requirements. Facilities in downtown wards in particular require basic refurbishments in order to bring them to standard. Accessibility of cultural space should also be considered in terms of transportation. Attendance at some existing cultural facilities could be increased if public transit services were more locally available. Local neighbourhood efforts such as a community bus could provide groups such as senior citizens and youth with a more reliable transportation option. In other cases, efforts to situate cultural spaces along public transit or walkable routes should be a priority. Marketing, Communication, Resource Sharing: Cultural activity takes place across the city, but learning of events happening outside of the downtown wards is difficult. These wards require a vehicle possibly headed by a Local Arts Service Organization (LASO) or Councillor s office through which to publicize events, performances, and cultural activities both within the ward and beyond. Community groups and arts and culture organizations would benefit from a centralized system of publicizing resources, and teaming up with other organizations across the city. This online portal could become the primary source of information on available rehearsal, practice, meeting and performance space in the city. Making Space for Culture Overview 3

These categories were created in order to better appreciate the existing and potential uses of a range of spaces and facilities. The following definitions provide further detail on each category. Performance Spaces in which performing arts (dance, music, theatre, etc.) creation or presentation takes place. Includes but is not limited to: accommodate performances (eg. Shakespeare in the Park, Manifesto Dance) performances (eg. lighting, audience seating, etc.) / Visual Arts Spaces in which visual arts creation or presentation can take place, in addition to pure exhibition space. The Franklin Carmichael Arts Centre is one of the few facilities designated for the arts. These facilities are well used by ward residents. The Rexdale Community Hub houses a number of organizations aimed at imparting life and multimedia skills to youth. Thistletown Multiservice Centre is well-supported by the community. Outdoor street festivals allow families to participate regardless of ethnic background or cultural affiliations. Humber College has a number of spaces available that are used by some youth organizations. These partnerships require more formal arrangements to be sustainable in the community. Community groups in Ward 1 are often formed around ethnicity, and these communities periodically hold festivals, gatherings and other events. These communities require a vehicle to better communicate their activities to the ward at large. Some divisions in the community pose safety concerns for specific locations and large gatherings. Retrofit and equip the gymnasium space in the Rexdale Community Hub for community cultural activities. Capital projects in the Franklin Carmichael Art Centre remain a priority and planned target for investment. Formalizing partnerships with Humber College, and subsequently communicating the availability of spaces to community groups. The grant and permit process is a challenge to many community groups, for whom English is not a first language. Streamlining the paperwork and simplifying the layout and instructions of required forms would make it easier for more community organizations to submit applications. A multipurpose facility that can serve as a gathering and performing space would benefit ward residents. This would connect the ward's cultural groups and foster collaboration and cross-promotion. Emphasis on community ownership and stewardship of the space would help to ensure programming and facility needs are designed with as opposed to for.

Both cultural programs and spaces are limited. Demographically, the Ward has a high number of children and youth. Fifty-eight percent of the Ward population are visible minorities, with immigrants and newcomers from South Asia, Africa, and the Caribbean. More sustained effort to engage these communities is required to determine cultural programming and space needs. Several large hotels are located in the Ward for event bookings, but these spaces are unaffordable and unavailable for regular community use. Improve channels of communication with the public and in particular, cultural organizations to determine programming needs. If demand exists, approach places of worship in the Ward to access their community spaces cultural programming. Work with TDSB and TCDSB to make renting local high schools and school facilities more affordable with accessible hours. Opportunities exist to use the green space along the Humber River to hold outdoor cultural community events.

Established musical and dramatic groups have few options for rehearsal and performance space within the ward and rely on affordable venues in neighbouring wards for these purposes (such as Assembly Hall in Ward 6). Local musical and theatrical groups depend on public schools in Ward 3 for rehearsal and performance space. However, high permit fees and inconsistent access to rented spaces make schools a less than ideal venue, as it negatively impacts the ability to deliver on their mission and grow as an organization. Affordable rental rates should be front of mind. Ensure consistent and reliable access to spaces in or adjacent to the ward for cultural activity. Collaborate with the schools in Ward 3 to increase access for active cultural organizations. Existing school and community assets should be maintained in state of good repair. As Ward 3 does not have a community centre within its boundaries, greater collaboration between neighbouring wards could open up possibilities for local cultural groups seeking facilities. Opportunities for incorporating cultural space, whether affordable rentable community spaces or performanceequipped theatres, in new developments such as those at Valhalla Inn, Honeydale Mall, the Westwood Lands, and along Dundas Street should be explored. Explore the addition of a flexible performance space with affordable rental rates that could accommodate smaller ( seats) as well as larger productions (up to 500 seats).

As the Ward is largely residential, cultural infrastructure is limited. Local cultural organizations depend on schools and classrooms for rehearsal space. Humber River Shakespeare Company partners with Montgomery's Inn to present its programs. Participants noted that local networks allow community cultural organizations to reach their own members, but reaching the public is extremely difficult. Organizations such as the Etobicoke Philharmonic Orchestra have difficulty reaching beyond their membership. Rehearsal space for a community orchestra, theatre companies, and other community arts oganizations; an electronic sign or message board located in a high-traffic area to reach local residents; affordable, open, flexible spaces to support arts activities are a priority; affordable office and administrative spaces for cultural groups; storage spaces for community arts groups. A concert facility or performance space for all of Etobicoke that is accessible by public transit is greatly desired; a multi-purpose cultural hub space in the Kipling and Dundas area, perhaps converting the vacant lands of the Westwood theatre where offices, residential space, retail shops and cultural space can be integrated is also suggested.

Assembly Hall is the only purpose-built venue dedicated to performances near this ward. This well-used facility hosts a robust schedule of plays and performances, but local groups find its 250 seating capacity limiting. A space that can accommodate up to 500 people is ideal for mature local performing arts organizations, and would not only provide a venue suitable for more professional performing arts organizations, but allow these organizations to grow their audiences and internal capacity. Predictable affordable access to auditorium facilities in public schools is required for community groups. Facilities in schools also required upgrades, and permit fees are priced far above the means of most community groups. Facilities in surrounding wards, in particular Assembly Hall, are seen as significant community assets by constituents of Ward 5. State of good repair and upgrades are required in these facilities (eg. for Assembly Hall, investing in specialized equipment for performing arts and in accessible washrooms are priorities), as well as in community gathering spaces and schools within the ward. Community interest has been expressed in an arts-focused space that can bring together groups in multipurpose/multidiscipline settings. There is potential for this to take shape as part of the upcoming Queensway development by Artscape and MABELLEarts. There are also numerous churches and facilities in the Humber College Lakeshore campus. Participants noted that access is an issue due to financial barriers, program subsidies are key. Communication to the local population regarding local events is challenging, especially as it relates to a diverse population where Polish, Ukrainian, Russian, and Spanish are the languages spoken at home. Reaching newcomers from South Asia, Korea, Africa, and the Caribbean is a further challenge; venues and tools are lacking. Mimico Square, a new outdoor square needs a programmer for public programming to bring the community together. Part-time programmer for Mimico Square; make existing schools more accessible to the community; make permitting process to use parks less onerous; take advantage of programming space in Marie Curtis Park; take advantage of empty storefronts in Longbranch to reach the neighbourhoods and find ways to connect existing cultural organizations with each other. This will strengthen the arts community by encouraging the exchange of knowledge and resources. Some kind of multipurpose/arts performance space in Mimico to serve the growing population there; develop cultural sites along the waterfront.

Community requires access to its existing parks and public spaces: Cultural infrastructure needs be part of overall community infrastructure development including recreation, sport, and social services, particularly for families, children and youth. Reopen Rowntree Mills Park and make it accessible for cultural programming. Identify and develop multipurpose space, easily accessible by transit, and affordable for newcomers and youth in the community.

The York Woods Library, West Side Arts Hub and York Woods Theatre are all located at the same facility and is a central node for cultural activity for youth and theatre groups. York University is within the ward and offers a range of facilities for rehearsal, performance or administrative purposes. However, the university is perceived as being inaccessible to the community. Accessibility, both financial and practical, is a key issue for groups needing space. Outdoor spaces could be better utilized walkable pathways are needed from Derrydown Park to York Woods Library, and the green space could be made more inviting by having a shelter, small performance area and public art. Develop a process through which existing spaces can be open later to accommodate time after school/work and on weekends. Sustain cultural space at West Side Arts Hub. Establish working relationships between the community and York University. Enable local artists to display work in recreation centres and libraries, in part by decreasing insurance costs. Secure exhibition space in libraries for visual arts, and lengthen hours of public access. Downsview Park, owned and operated by the Canada Lands Company, and the surrounding lands represent the greatest long-term opportunities for cultural infrastructure development in the Ward. With increased public transit access, the area has potential for cultural industries and employment, as well as community activity. Downsview Park has several heritage buildings with potential for cultural use. Some conceptual master planning work has been undertaken but the City will have to work with the federal government to preserve existing heritage buildings for possible adaptive reuse. Include culture as a component of programming in any development of an aerospace industry, education, or health services cluster.

Cultural organizations exist in Ward 10, with mandates that range from promoting various cultures, supporting local visual artists, to dance classes for kids. While they are active within their communities, their ability to expand offerings and meet the needs of their audience is hampered due to lack of accessible, easily rented multi-purpose space for events, creation, production, and performance. A study is underway to integrate the Centennial Library, an art centre, business incubator, and the Centennial Arena. If undertaken, this project could address expressed community needs. The community emphasized the need to animate public space (eg. parks, streets, etc.), and work with North York Arts to connect and coordinate the ward's cultural activity. Places for young people to spend time are lacking within the ward few programs cater to teenagers, and the dearth of appropriate spaces precludes involving youth in community activities. Adjust facility rental hours at spaces like the library, churches and synagogues to better suit the meeting, performance and fundraising needs of small community organizations. Retrofit and equip John Bales House for community and cultural use. Facilities that connect business interests with arts, culture and creative industries would strengthen cultural activity in Ward 10. Space for cultural enterprise as a part of the Centennial Library expansion project should be explored. A central administration and incubation space similar to the Centre for Social Innovation would enable groups to share resources and work more collaboratively across sectors.

While there is a shortage of community meeting spaces, there are a number of newer facilities in the planning stages, such as the Bartonvale facility and community centre at Eglinton and Blackcreek, which will work to address these needs. There has been an increase in the number of youth programs serving the ward, and moving forward it will be important that these are coordinated and some of the organizations may consolidate their services. This is one way to balance present needs while preparing for long-term sustainability. Efforts should be made to maximize the use of existing spaces to make them sustainable in the community. Established community organizations in the ward require facility upgrades to remain stable and continue to deliver their programs. Meeting the needs of the Local Arts Service Organization Urban Arts should be prioritized amongst them. In addition, improvements should be made to the communication and promotion channels between the communities of Weston and Mount Dennis through the BIAs. Multipurpose cultural space should be included in the new Bartonvale facility. The BIAs is an integral partner to their respective community s arts and culture groups. The BIAs will be able to best advise on and develop the relationships and partnerships needed with business owners to infuse culture in retail and other spaces within the ward. Wall space for art exhibitions, and spare rooms for administrative space are examples of arrangements that can be facilitated by the BIA.

Participants noted that much of the Ward is industrial and not necessarily suited to cultural use. A lack of local cultural programming in the area was identified as the main reason for limited participation; residents have to go out of the area for programming. A significant demographic in the Ward is seniors, and their needs include more accessible public space, not necessarily purposebuilt cultural space; public spaces that can serve multiple purposes for meetings, exercise and cultural activity. Relatively modest investments in public libraries for such things as lighting and audio equipment, a small riser system and mirrors could make them better suited for cultural activities. York Civic Centre could be used more for meeting space and activity. The development of the former Kodak lands is the greatest opportunity for investment in public space and cultural space. These lands offer an opportunity for public art, placemaking, and public spaces to be enjoyed by the community.

There is a significant concentration of private businesses with space for culture. Rising fees to use public schools limit accessibility. There is a growing number of artists and designers in the Ward because of the transformation of the Junction neighbourhood. Some kind of incubation space for arts and cultural workers could become a community cultural hub. As condo and other developments continue, opportunities to integrate these types of spaces within the development mix should be encouraged. Community members expressed a desire for purpose-built facilities, particularly rehearsal spaces for the performing arts, exhibition space and arts education space. Find ways to extend hours of the library branches in the area. Make minor investments in order to make better use of existing spaces, specifically Lambton House and the Swansea Community Recreation Centre. Churches and religious spaces offer great potential for space and developing relationships with them is a priority. Find ways to work with property owners and make storefronts in the Junction area available to the arts community. The Junction Commons project at 209 Mavety Street is a grassroots initiative working to transform a former Toronto Police Station into a community hub. An initial feasibility study has been undertaken. Open public space for community cultural use; purpose-built arts space is also desired.

The facility has good meeting spaces that are underused. The booking process is complex, and many organizations are not aware of the available space. The space is equipped to accommodate small-scale performances and rehearsals, including high ceilings, track lighting, and an ad hoc backstage space. There is little activity and few spaces within the ward that engage local youth. While there are programs that address youth violence, more programs that encourage inclusiveness and creative expression for teenagers are needed. The community has expressed a desire for street-level accessible space for grassroots cultural organizations, but faces resistance from the local BIA. Articulating the return on investment of these types of spaces would help build a case for its creation. Collaborate with Oakwood Village Library and Arts Centre to coordinate bookings of available space, develop rental policies that serve the community, and dedicate staff resources to it. Ideally, the facility should be turned into a cultural hub, similar to other Toronto Public Library cultural hubs (eg. York Woods and Fairview). Pursue the development of cultural space as part of the City's revitalization of Lawrence Heights. Partner with Toronto Community Housing Corporation, private sector developers and other levels of government to develop sustainable space.

Residents typically head downtown for cultural activities. Lack of awareness of available cultural spaces and how to book them. Information needs to be made clear and readily accessible; building audiences for local programming and cultural events remains challenging. Partnering with local festivals and BIAs to incorporate more cultural programming could benefit local groups. Amateur performing arts organizations have difficulty finding venues with necessary fixed theatre seating, and spaces to build and store sets, props, and costumes. Private and public high schools have venues available for rent, but costs are high. Local visual artists have few opportunities to exhibit locally. Commercial event space is generally too expensive for community organizations. The RioCan Yonge Eglinton Centre redevelopment will see the addition of approximately 40,000 square feet of commercial space at the corner of Yonge Street and Eglinton Avenue; this could provide an opportunity for cultural activities. Area is very accessible by TTC. Close off Orchard View Blvd., from Yonge St. to Duplex Ave., and make that space a community gathering place with opportunities for cultural programming.

Currently, individuals and organizations occupy former industrial buildings that have not been zoned residential. Public green space is limited. Ward has Prospect Cemetery but it is not appropriate space for public gatherings or performances. Empty storefronts, especially along St. Clair Avenue, have the potential to be animated by artists who can attract foot traffic. Landlords responsible for vacant business spaces are often resistant to short-term, non-commercial occupation. Consensus is that cultural space must be accessible by public transit, ideally by one bus from the Bloor subway line. Consult with BIAs about the possibility of pop-up galleries and performance spaces along St. Clair Avenue where there are empty storefronts. Develop a database of spaces to connect the broader cultural community with the Portuguese community, and with local churches. Make it easier to access space in Earlscourt Youth Centre and J.J. Piccininni Community Centre. Work with City Planning to ensure that employment lands zoned for light industrial use permit self-employed artists and cultural organizations to occupy them legally. Lands to be developed by Metrolinx for the Eglinton Crosstown rapid transit line provide opportunities for cultural space. Hydro corridor could be developed as public green space in partnership with the province. Vacant industrial buildings in the Ward have the potential to be developed for cultural employment and community use.

Predictable access to community spaces including parks and field houses is needed. Other administrative barriers to these spaces (eg. permit and liability fees) discourage grassroots and community organizations from utilizing these spaces. This would allow for the stabilization of arts organizations and programming in Ward 18. Multipurpose and artistic social entrepreneurial spaces are needed to enable independent production and studio space. Community arts organizations continue to require free or below market rent space. Equip field houses located in parks within the ward with ample heating, so that they may be used yearround. Investment should be made in specialized equipment to outfit the new Theatre Centre facility. Councillor-supported partnerships between BIAs and arts organizations would be helpful in ensuring the efficient use of existing spaces, for rehearsal and administrative purposes. Consider turning schools slated for closure within Ward 18 into artist live-work space, or rental space for organizations. These facilities are well-suited for rehearsals, studios and administrative space, and salvaging this excellent infrastructure is a priority.

Existing City-owned spaces such as libraries, community centres and parks are well utilized, as are existing community gathering spaces within the ward. A high concentration of artist live-work spaces warehouses and similar infrastructure have been modified to suit this purpose, but demand for such spaces continues to increase. There is a pattern of non-profit arts organizations being priced out of Artscape projects and other facilities. With a high number of active arts and community organizations in the ward, affordable space is essential to enable the ongoing creation and delivery of cultural services to audiences. Incentives should be developed to encourage private property owners with empty space to provide at cost or subsidized cultural activity. In addition, tax incentives for private sector spaces already being provided and made available for non-profit cultural organizations should be explored. Equip and fit-up the Artscape YOUNGplace at 180 Shaw Street for incoming tenants. Many areas and neighbourhoods within Ward 19 are seen as attractive from a development standpoint. As buildings and other existing infrastructure are flagged for development, measures must be put in place to protect artist live-work spaces and those frequently rented by community arts organizations and non-profits in the ward. Without arrangements to preserve the ability for arts practitioners to live and deliver programs or create work, the ward risks losing much of its cultural activity and vitality. Identify processes to accommodate access to underutilized school spaces by cultural organizations.

There is a lack of affordable studio and rehearsal space in the ward. Rental spaces need to be created out of existing infrastructure such as vacant Victorian houses or other underused buildings for cultural organizations and artists. Community performing arts and musical groups are challenged to find performance space within the ward existing theatre spaces and auditoria are frequently booked by festivals and higher-profile organizations. The ward is divided in terms of income level and language, and more consideration must be given to obtain the perspectives of these various communities in terms of their cultural space needs. There must be space carved out for less formal cultural production. An immediate priority is to improve the physical accessibility of all existing cultural facilities in the ward to Access of Ontarians with Disabilities Act standards. Many spaces central to Toronto s theatre community are located in the ward and are in need of maintenance addressing these facility needs at Factory Theatre and Theatre Passe Muraille would make an immediate difference. A concerted effort between the Councillor s office, BIAs and arts organizations could result in the more efficient use of existing facilities within Ward 20, primarily for studio and rehearsal purposes. Available office spaces, temporary storefront or vacant houses could be used as administrative or box-office space as well. This arrangement should be available to a range of cultural organizations from small, emerging groups to more established artists or collectives. Efforts should be made to enable the new Artscape Adelaide/Widmer space in the base of the Cinema Tower in the Entertainment District as it develops.

Arts and culture organizations are very active within the community and in turn, audiences support and expect a variety of high-quality cultural programming. These organizations find it challenging to meet these demands due to the limitations on available rehearsal, administrative and performance space. Non-mandated spaces for organizations to use for administrative, rehearsal and performance purposes are needed. This would allow smaller community groups to access space to suit their needs, while developing a practice of collaboration between various groups. Renovations to Tarragon Theatre will make an immediate difference to the performing arts community, as more partners and smaller organizations will be able to use the space for rehearsals, and Tarragon will be able to maximize its potential to stage performances. In addition, Theatre Direct requires soundproofing in order for its space to be fully functional. Many organizations require creation space, and administrative space to promote long-term sustainability of their organizations. Opportunities for additional facilities, whether in the form of a below-capacity public school or in new condominium developments on St. Clair Ave, should be seized strategically as they arise. These non-mandated arts spaces should be financially accessible to community arts organizations. Re-purposing the Casa Loma stables and sheds for cultural activity should be considered.

Lack of affordable space for professional and amateur artists for teaching, creation and/or production. Private event spaces such as theatres and auditoriums exist but are too expensive for use by community theatre organizations. Libraries in the Ward are already well used; longer hours could permit additional cultural programming. City of Toronto Archives is not well known as a cultural attraction. Very little parking available, therefore public transit access is very important. Make City of Toronto Archives building more accessible to artists and arts groups; find space for arts education and introductory programs for all ages. Cultural space development in the community must be a multi-stakeholder initiative inclusive of resident, tenant organizations, families and businesses, children, youth and seniors: affordability is key. Rep cinemas, the Mount Pleasant and the Regent Theatres, have potential for development as community cultural spaces, although they are currently privately owned.

Many local Ward 23 residents travel to the city centre for culture, but residents from areas such as Richmond Hill, Markham, and Thornhill come to North York for entertainment purposes. The communication and marketing of local cultural events to residents is a challenge. There is no central portal through which this information can be disseminated to the general public. Entrepreneurial groups, arts and cultural organizations operate independently of each other, as there is no central or umbrella organization in the area that bring these together. This might change with the recent establishment of North York Arts, an umbrella arts organization, which has a mandate to serve this purpose. Increasing access to and usage of the Toronto Centre for the Arts by community groups may address demands for cultural space. Providing space for North York Arts and incubating its activities at a central location in North York should be prioritized as a way to connect and promote existing organizations and cultural spaces in the area. Opportunities to animate new developments such as condos should be explored lobbies, parking lots and garages could become sites for cultural expression. With increasing development within the ward and North York as a whole, a focused review of community needs and cultural entrepreneurial space is required. What used to be a post-war residential suburban community is being transformed into a more urban centre featuring high-rise condominium towers. The resident profile is changing and so are the cultural needs of the communities. A strategy to nurture cultural activity in Ward 23 while maintaining ties to the area s modernist heritage is a priority.

First priority for the Ward is programming. Demand for infrastructure investment may be limited as some affluent residents participate in cultural activity outside the ward. City-owned facilities such as libraries and schools, and some spaces within Toronto Community Housing Corporation complexes comprise the local inventory. Given the nature of the Ward, a broad, multi-purpose facility would be most useful. High fees and difficulty booking schools for community use were noted. Modest investments in existing spaces and facilities could make them more conducive to cultural activity, for example sprung floors in library meeting rooms. Zion Church Cultural Centre has space where programming could be developed. The development of the Parkway Forest Community Centre in the adjacent ward (#33 Don Valley East) will serve residents of this ward with multipurpose space, dance studios, and meeting rooms. The Leslie Nymark Revitalization project and the creation of 1500 Toronto Community Housing Units also represent an opportunity for cultural space development.

What is lacking is community cultural space. Community members expressed interest in a space where people can gather and take part in local cultural activity. Programming in existing public spaces such as Alexander Muir Park, the Toronto Botanical Gardens and Edwards Gardens could contribute to a greater sense of community. North York Concert Orchestra and the North York Symphony, both community orchestras, have difficulty finding and securing performance space that is TTC accessible, affordable and centrally located. Although Toronto Centre for the Arts is not located in the Ward, it is an important facility for residents in Don Valley West. Making it affordable and accessible for community groups is a priority. Supporting the reconfiguration of the main stage in the TCA will enable more community organizations to take better advantage of the facility. The largest cultural institution is the Ontario Science Centre, and the Ward is also home to the new Aga Khan Centre, which will house more cultural space. Cultural activity is primarily found in the Leaside area and the communities of Thorncliffe Park and Flemingdon Park. One of challenges indentified by meeting participants is finding activities that can help bridge the differences between those communities. No affordable theatre space for community use that seats more than 300 people. Leaside's high school auditorium is difficult to rent on weekends due to cost. Several places of worship and private spaces do have space available for booking but require renovations to be fully accessible for people with disabilities. Work to increase access and affordability of TDSB facilities for cultural organizations. Work with neighbourhood organizations in Thorncliffe and Flemingdon to improve access and affordability of existing spaces and institutions. Incentivize private owners to make changes to existing spaces to increase accessibility. A multi-purpose community centre with cultural and recreation facilities, including exhibition and performance space, to serve the high density populations. Industrial lands under development provide potential for investment.

Green space and park space south of Bloor Street is limited. Major cultural institutions such as the Four Seasons Centre for the Performing Arts, Sony Centre, St. Lawrence Centre for the Arts, Daniels Spectrum, Toronto Dance Theatre, and the Distillery District are all located in the ward. Cost and available space for rehearsals and performances are challenges for non-profit art collectives and performing arts organizations. Affordable spaces are limited, and main venues within the ward are too expensive, catering towards professional arts organizations. Vehicles that encourage collaboration and resource-sharing are needed within the cultural community. A resource or portal that allows organizations to find each other, learn about funding opportunities and available spaces would help to maximize the existing infrastructure in Ward 28. The use of heritage facilities in Ward 28 is common. Cost of maintenance and upgrades to these buildings is high and preservation requirements are a constraint. Investment in existing facilities that either require capital investment, upgrades, or state of good repair work is a priority. This includes the St. Lawrence Centre for the Arts (upper lobby of the Bluma Appel Theatre), Young Peoples' Theatre, Toronto Dance Theatre, and Berkeley Street Theatre. Spaces (eg. churches and heritage buildings) should be brought up to accessibility standards as per the Access to Ontarians with Disabilities Act. Offices and studios where arts and cultural groups can work are needed. Consistent space for administrative and rehearsal / creation purposes for a variety of disciplines would facilitate the sharing of resources and allow these organizations to grow. Archival space for Danse Collection Dance should be sought. The opportunity to include cultural space in the expansion of the Toronto Public Library St. Lawrence Branch expansion should be explored.

Language barriers make it difficult for newcomers to participate in local cultural events. There are a number of good cultural facilities in the Ward but they need to be better promoted and shared. The new City-funded Local Arts Service Organization, East End Arts, will help support and develop the cultural community. Affordability and access is the main concern in the Ward. Participants noted that there is very little green space in the Ward, which makes outdoor gathering difficult. Provide an efficient, affordable way to market rentable venues throughout the Ward: make it easier to share spaces. Make small investments to the East York Civic Centre to make it suitable for cultural programming; this would also serve residents of Ward 31. Find a home for East End Arts; support Evergreen Brick Works to make space affordable for arts tenants and community cultural use.

It has benefitted from City investment through Section 37. Improved communication amongst local artists, organizations, and the community is needed. Access to TDSB facilities is a priority; schools have spaces but they are expensive to rent and the permitting process is cumbersome, particularly for those who are not parents of students. Affordable space for creation and the development of visual arts, dance, crafts, and music rehearsal space is needed. Emerging artists, in particular, have few resources. Affordable housing for artists should be included in planning and development in the area. To maintain the cultural vitality on Queen Street East, artists need to be able to afford to live within the vicinity. Ensure Crow s Theatre space is viable and fitted up appropriately for community use. Create a shared communications platform for space in the east end with East End Arts. Re-purpose some of the City spaces (e.g. improve the acoustics at Eastview Community Centre, or further upgrade the performance and meeting spaces at the Ralph Thornton Centre). Work with others to improve access to TDSB facilities such as the auditorium in Monarch Park Collegiate. Affordable housing for artists is a priority, especially as condo developments begin to price artists out of the market. Affordable, multi-purpose, cultural incubation space that can be used for art, craft, design, music, performance, education, etc., particularly for emerging artists, experimental artists, as well as established artists.

Developing an audience for local cultural programming is difficult. Ward is lacking in community space; there are few libraries, community or recreation centres. Participants noted that there is very little space available for any cultural activity. Multi-purpose spaces for culture and recreation are needed. Space is needed for performance, rehearsal, learning, and administrative purposes. Youth-friendly cultural space is considered a priority. Work with the BIAs to make empty storefronts on the Danforth available for cultural use. The East York Civic Centre, in neighbouring Ward 29, could be converted to accommodate a small performance space with a relatively small investment. Make small investments in two clubhouses in Dentonia Park and Tophham Park to accommodate community cultural use. Work with the Childrens' Peace Theatre to ensure the facility's state of good repair and improve the surrounding park space and amphitheatre for cultural activity. Fund a feasibility study for upgrades to the building and property. Investigate Main Square for its potential to be a cultural community hub; continue to investigate the TTC barns on Coxwell Avenue for their development potential, in partnership with other organizations or other Wards.

Coordination of activities through the new Local Arts Service Organization, East End Arts is required. The ward requires more specialized spaces suited to dance and theatre rehearsals. By equipping spaces, whether these are stand-alone studios or part of a recreation facility, with playback sound equipment and sprung floors, for example, the potential use of that space increases exponentially. Ward 23 is socio-economically diverse, and residents in various parts of the ward have different needs. Affordable space for community groups that address needs of newcomers and youth is a priority in the north part of the ward. Refurbishing the Beaches Recreation Centre is an immediate priority; it should be made physically accessible and have sprung floors for dance. Audio visual equipment in community spaces would make them useful for rehearsal and creation. Space for East End Arts and incubating its activities at a central location in Ward 32 should be prioritized as a way to facilitate communication, resource-sharing, and bridge the gaps between the community and arts organizations. Facilities that allow for dance and theatre rehearsals, as well as provide studio space, would encourage these individuals and groups to work within the ward. As condo and other developments continue, opportunities to integrate these types of spaces within the development should be seized.

Recreation needs take priority over community group needs at City facilities, and multipurpose space is not easily available. There are no small studios or spaces for arts and theatre groups to rent. The religious facilities do offer rentable space, but restrict program content. School permit fees are found to be prohibitive. Support for cultural activities unique to the suburbs must be explored, creating inviting spaces that community residents want. Many corporate headquarters are located in Ward 33. Some have state-of-the-art conference/meeting/ auditorium spaces that could serve the operational needs of the greater cultural community. Partnerships with these corporations can be framed to highlight mutual benefit on the part of the corporation and the renting group. Tax incentives and appealing to the corporate social responsibility mandates of many of these businesses should be explored. Infrastructure to support North York Arts as a central component of North York should be prioritized as a way to connect and promote existing organizations and cultural spaces in the area. Peanut Plaza presents an opportunity to cluster arts and cultural organizations within the ward. As Toronto Lands Corporation chooses to divest underused Junior and High schools, modeling this space on facilities like Artscape Wychwood Barns or the Shaw Street School could provide for the needs of visual artists, performance groups, and youth groups, in one concentrated area. Allowing for spaces to be easily and affordably rented to community groups will be a priority.

Through federal and provincial funding and Section 37 investment by the City, there has been major public investment in O'Connor House. O'Connor House has the potential to develop into a vibrant arts, heritage and cultural community hub but it requires dedicated operating funding and staff. Facilities of high use in Ward 35 are primarily multipurpose City-owned facilities or community assets that accommodate a range of programming outside of arts and culture. Community centres currently host a range of community organizations and programs for adults and youth. Groups seeking more specialized spaces for evening music, dance or theatre rehearsals are challenged to find suitable facilities. Language is a barrier within the ward, as the first languages of many residents is not English. Projects and initiatives that bring various cultures together into the neighbourhood context are desirable. Oakridge Park requires infrastructure upgrades nighttime lighting, a bandshell, and electrical provisions would greatly increase its potential for community use. The local BIA can be instrumental in developing partnerships between cultural organizations and owners of underused or vacant storefronts in plazas and retail strips. The Golden Mile plaza and shopping area has been in a steady decline in use over the years. This area holds an important piece of Scarborough/ East Toronto history, and careful consideration should be made on how to preserve this history. The Golden Mile could become a public place, one where a range of cultural organizations could be located, and where residents could go to participate in local culture.

Availability of public transit and affordability of programs also impact participation. Demographics of the Ward have changed with an influx of immigrants and newcomers, and engaging the community broadly is a challenge due to language and cultural differences. Youth, in particular, seek more opportunities and programs. Communication is lacking and therefore local residents are not aware of events happening in their own neighbourhoods. Scarborough Village Theatre is at capacity with use by long-term community theatre organizations, Scarborough Music Theatre, Scarborough Players, and Scarborough Theatre Guild. This limits use of the City-owned space by other community members. As with other Wards, space in schools is unaffordable and difficult to book. Making space available in TDSB and TCDSB schools would increase opportunities for cultural programs. Community access to schools would have the single greatest impact in the Ward in terms of space. Collaboration across the Ward could facilitate an increase in programs without needing to build new space. Vacant storefronts could be animated through exhibitions and cultural programs. Developing multi-purpose exhibition and rehearsal/ performance space with both recreation and cultural services is desired, especially space that is well soundproofed and youth-friendly. As well, dedicated art space for newcomers in settlement programs would be ideal. Ensuring the space is easily accessible by public transit is crucial to residents.

Cultural initiatives within the ward have included collaborations with arts organizations such as Mural Routes and establishing the Friends of Birkdale Ravine. Cultural facilities in Ward 37, as identified in the consultation process, consist of libraries, community centres and churches. While libraries and community centres provide residents with recreation space and access to programs, there are virtually no spaces dedicated to community use that are not City-owned or operated. Required within the ward are spaces for entrepreneurial cultural activity and other small-scale programs such as piano and dance lessons, multimedia programs for youth and the like. Neighbourhoods that have Toronto Community Housing developments, such as Dorset Park and Canlish Street, would benefit from additional community infrastructure. Parks present an opportunity for increased cultural activity within the ward. Otherwise unused open space within parks such as beneath the hydro lines, could become animated by community gardens, outdoor plays and performances. Efforts must be made by the City to communicate that this space can be available for these uses. A number of future projects were identified by the Councillor during consultations, which are well positioned to utilize Section 37 funds for the creation of new community spaces within the ward. These projects provide opportunities for the cultural community to become involved in the planning of these spaces.

There are pockets of high density in the Ward, particularly in Toronto Community Housing neighbourhoods. Cultural services and programming are limited. Some cultural programs in the Ward are delivered through social services agencies. Residents, especially youth, have no space to take part in cultural programs, and existing programs lack capacity. Participants expressed the need for venues to host community events and bring people out of their homes. Schools in the Ward are underused and any funding that is available should go towards making schools available. Also, library space is often booked and keeping these facilities open later would make more space available for cultural use. Work with the TDSB and the TCDSB to make schools affordable for community cultural use; longer hours would allow community groups to book them; make the booking process to rent facilities more streamlined and simple. Make small investments in public spaces (libraries, TCHC spaces, community centres) in order to make them suitable for cultural use. Soundproofing, dance floors, mirrors, audio and visual equipment, and secure storage are relatively small investments that could make cultural programs possible. Investigate the potential of Midland Avenue Collegiate Institute, closed since 2000, to be repurposed into a multi-purpose community space, including space for culture.

Cultural programming suited to the community is the priority. Mor than half of Ward residents are of Chinese background; there is a large newcomer community that works long hours and has little time for leisure activities. Cultural facilities which span different language, ethnic, religious communities and generations, do not exist. This makes it difficult for the residents to communicate, gather, advocate, or plan cultural activities. Use of library space is at capacity. Without access to a car it is difficult to travel throughout the Ward. The Finch bus line is one of the busiest in North America. More public transit is essential for community involvement in culture. Work with TDSB to make school facilities affordable. Retrofit and rejuvenate the field house located at L'Amoreaux cricket grounds, 1785 McNicoll Avenue, to provide space for cultural programming. Make small investments to community centres such as soundproofing, dance floors, mirrors, audio and visual equipment, and secure storage areas, to make cultural programs possible. Agincourt Library provides a robust programming schedule that caters to various community groups. It is well-utilized by the community. Many residents do not speak English as a first language; therefore, publicity around various events tends to remain within the network of the specific cultural communities as opposed to the ward at large. Within ethno-specific communities, cultural activities are well developed but not widely accessible. Work with Agincourt Mall and other local businesses to increase opportunities for local artists to showcase artwork or for musicians to perform. These possibilities can then be advertised in the Scarborough Mirror, which is the area s main source of local news. Potential partnership opportunities exist with United Way Toronto and the YMCA. Better access to schools and community centres should be pursued. The ward should consider an over-arching cultural strategy with the intention of encouraging community involvement, with an emphasis on greater cross-cultural communication and participation.

Financial resources and language is a barrier for some. Equitable distribution of arts funding for new and emerging artists and cultural organizations remains challenging as older organizations have historical advantage. The Chinese Cultural Centre of Greater Toronto (CCCGT) in the adjacent Ward 42 serves many of the residents of Ward 41. The theatre, art gallery, multi-purpose hall and resource room could be better used by other ethnic groups. Churches and other religious buildings have excess capacity and could be used for programs if they were affordable. Tools to identify where the capacity is and contact information is lacking. Affordable access to TDSB and TCDSB school spaces is needed. Insurance requirements and fees make them unaffordable for many groups. Work to create effective communication across ethnic communities to make better use of existing facilities such as CCCGT, religious buildings, and other community spaces. The Chinese Cultural Centre of Greater Toronto is located in this ward. School facilities are inaccessible due to permit costs. The SPOT at Malvern Library provides the ward with new spaces for cultural activity, including a dance studio, recording studio, multipurpose space, a media lab and meeting room. Spaces are intended for youth and young adult programming, but require ongoing operational support. There is a gap in terms of informal commercial spaces that harbor potential for cultural activity, such as coffee shops or bars where art shows or open mic nights could take place. There are many young adults in the early 20s who are active in the arts, and require places to showcase their talents to the community. Outdoor gatherings and festivals have decreased in recent years due to perceived security concerns at large events. Similarly, police presence at large gatherings deters participants from attending. Public spaces designated for cultural activity will foster community development. Highlight opportunities at The SPOT in order to maximize its use and ensure that the space is a viable operation. Malvern Mall is a central but underperforming retail facility the potential for community groups to use of some spaces for exhibitions, spoken word events, and similar activities should be explored and formalized. The greater need within this ward is for economic development and employment opportunities. A strategy for cultural activity should be drafted that incorporates opportunities for youth employment. This strategy should take into account the many newcomer communities in this ward, and tie together cultural events from across these communities.

These facilities provide space for art exhibitions, youth programs, and other cultural programs. The Guild is identified as a unique opportunity for cultural space in the ward, and there is community support for its adaptive reuse and maintenance as a significant asset. Many grassroots cultural and youth programs in Ward 43 take place without having a dedicated space. They operate in multiple locations, such as apartment buildings. Consistent access to a central facility for program and storage purposes will be required to sustain this cultural activity. While this ward has some well-equipped facilities for art production and performance, they are inaccessible by public transit. Mechanisms should be devised to connect people to the culture and facilities that already exist here. Potential Cultural Space Projects Support the adaptive re-use and restoration of the Guild property and use of the parks and surrounding gardens for cultural activity. Accommodate the diverse generations in Ward 43 in future planning (eg. youth and seniors), including the addition of benches and outdoor seating in many parks and public spaces. This ward would benefit from scheduled service by a community culture bus. This bus would provide the residents that do not drive with a way to reach the Cedar Ridge Creative Centre, Scarborough Village Theatre, community centres, and other galleries and cultural organizations in neighbouring wards. This would increase attendance to those facilities that are not TTC-accessible, and provide people with additional options for engaging in culture. Lack of cultural programs was considered the main barrier to participation. Some residents go east, outside the city, to access programs. Existing facilities with space for potential cultural programming have long-term tenants which makes it difficult for youth to access the space. Youth-friendly space is needed in the community. Public transit is limited and youth do not have the means to travel far. Cultural spaces should be located where youth live. Ward has extraordinary natural assets along the waterfront that could be better used for programs and public art. Use park space to bring the community together; mural space in the Ward would engage youth. Opportunities to develop cultural space and programs could exist along Lawrence Ave. East and Kingston Road where there is regular TTC service and a higher density of residents; develop a plan for the waterfront which combines sport, leisure and cultural use.
