7 Chair s Message Australia Day is the day that we celebrate all that is great about Australia and being Australian. It affirms our commitment to playing an active part in the life of our remarkable nation. The National Australia Day Council (NADC) delivers a number of programmes that aim to engage every Australian in Australia Day reflection, celebration and participation. Two NADC events - Dawn and Australia Day Live! are particularly noteworthy for growing the traditions of Australia Day. Dawn provides the nation with a moment of reflection on what it means to be Australian before the day itself. This year, the Governor General, His Excellency Major General Michael Jeffery AC CVO MC, was joined by ACT Australian of the Year Michael Milton and the Young Australian of the Year finalists on the summit of Mt Stromlo to contemplate the meaning of 26 January. In its third year, Dawn is a vital part of building on the reflective nature of Australia Day. Australia Day Live! on Australia Day eve launches the beginning of festivities with a nationally broadcast concert held in the capital city. The event aims to encourage every Australian to celebrate our national day in their own way: from hosting a backyard BBQ to attending an Australian Citizenship ceremony. Both of these programmes go to the heart of two of the NADC s key goals for Australia Day: meaning and participation. A third goal is recognition, and this comes through the Australian of the Year Awards.The awards programme has gone from strength to strength with 3,263 nominations and 111 inspirational finalists drawn from across the nation this year. The national recipients for 2007, Professor Tim Flannery, Mr Phillip Herreen, Ms Tania Major and Mr Shanaka Fernando, are outstanding Australians. Their stories encourage other Australians to play an active part in their nation and this year s expansion of the Tour of Honour programme has increased the opportunities for Australians to hear from this amazing group first hand. Another significant activity in 2007 was Look Up and Smile. This event photographed the beauty and celebration of Australia Day from space and high up in the sky, and saw the creation of the largest ever Aboriginal artwork recorded at New Norcia in Western Australia. These initiatives are achieved through the NADC and its broad network of affiliates and partners. On behalf of the NADC, I want to thank our state and territory colleagues, our corporate partners and supporters and the Australian Government for their enthusiastic support for our work. Mission The National Australia Day Council works with and for the people and government of Australia to: Unite all Australians through celebration with a focus on Australia Day; Promote the meaning of Australia Day through activity, education, reflection, discussion and debate; and Promote good citizenship, values and achievement by recognising excellence and service to the communities and the nation. Values The National Australia Day Council will at all times observe the values of inclusiveness, fairness, social responsibility, open communication, accountability to government and ethical practice. With passion and enthusiasm the National Australia Day Council will share its vision with the national network, partner organisations, sponsors and supporters. 10 National Director s Report The National Australia Day Council s programmes encouraged reflection and celebration for Australia Day and the prominence of the Australian of the Year Awards continued to inspire national pride and active citizenship this year. On Australia Day 2007, 28% of Australians attended an organised Australia Day event and a further 26% of Australians celebrated with family or friends with the clearly articulated intention of acknowledging Australia Day. We have been delighted to see an enhanced understanding of the meaning of Australia Day as being more than simply a public holiday. For example, the top reason for celebrating Australia Day cited in NADC commissioned research was to celebrate being Australian and to celebrate the Australian way of life. 1 There was also a record number of nominations for the Australian of the Year Awards. We were pleased to learn that 81% of Australians considered the Australian of the Year Awards important to the life of the nation. Of particular interest is the strong support from younger Australians with 91% of people aged considering the Awards important. 2 1 Research undertaken by the Sustainable Tourism Cooperative Research Centre following Australia Day Research undertaken by Elliot and Shanahan following Australia Day Key Outcome Areas In order to achieve its mission, the NADC structures its activity in three outcome areas, each with supporting aims. 11 Key Outcome Area 1 Australia Day This outcome area unites all Australians through celebration, with a focus on Australia Day, and promotes the meaning of Australia Day through activity, education, reflection, discussion and debate. Goals and highlights of successes follow. A. Build understanding of 26 January as the day we come together as a nation to celebrate what s great about Australia and being Australian Mass media advertising campaign with all media placement free of charge with the support of the Government Communications Unit and Universal McCann to the value of 1.9 million (an increase of 900,000 from Australia Day 2006):» television community service announcement» radio community service announcement» magazine advertising» print advertising» internet banner advertising. National communications activities included:» avant cards» over 3.75 million pocket calendars in Woolworths/Safeway stores» promotional materials for local Australia Day Committees»» distribution of a radio series featuring eminent Australians website with well over 300,000 site visits in January The Look Up and Smile project asked Australians to put themselves in the picture by photographing their Australia Day experiences. In addition three large scale artworks, photographed from high altitude aircraft, were created as one part of the project. One of these was the creation of the largest-ever recorded Indigenous Australian artwork at the Benedictine Community of New Norcia in Western Australia. An interactive Australia Day postcard website and competition was a new initiative and saw 12,000 entries received. The winners received a barbeque and barbeque pack. The tradition of the Australia Day Live! concert continued to build. It was again held on the lawns of Parliament House on 25 January and was broadcast nationally on Network Ten. Hundreds of press articles and broadcast media stories and interviews that included NADC key messages were recorded across the country. National Australia Day Council annual report

12 The national primary schools competition achieved 400 entries and winners were awarded for each state and territory. The Australia Day education resources for upper and lower primary students were distributed to teachers upon request. B. encourage participation in Australia Day activities Research indicated participation in Australia Day is high with 28% of respondents attending an organised event, and 26% stating they had got together with family / friends with the aim of celebrating Australia Day. The Australia Day Live! concert grew in tradition and importance. After an excellent four-year relationship with Network Ten, the NADC has secured a partnership with the Nine Network for Anecdotal reports from the state and territory Australia Day Councils suggests that crowds remained strong at major capital city Australia Day events. In the national capital attendance at events remained strong with over 50,000 people attending Australia Day events on 25 January and 26 January. Guest numbers were maintained at the Australia Post corporate functions held in each state and territory. The Australia Day achievement medallion programme grew again in 2007 with 1,600 medallions presented to government departments, agencies, and local committees. National leaders participated in Australia Day events and activities. The Governor General, His Excellency Major General Michael Jeffery AC CVO MC, participated in Stromlo Dawn on 22 January. The Prime Minister, the Hon John Howard MP, announced the Australian of the Year Award national recipients on 25 January and officiated at an Australian citizenship ceremony and flag-raising in Canberra on Australia Day. C. Create a programme which is inclusive of all Australians A Reconciliation Action Plan was developed along with a statement of the NADC s commitment and intent to work towards reconciliation between Indigenous and non Indigenous Australians to enrich the life of all Australians. A specially commissioned Aboriginal artwork from the Yuat people, Peace, was recreated on an epic scale on Australia Day 2007 at the Benedictine Community of New Norcia in Western Australia. A targeted media release about the NADC s commitment to reconciliation was distributed in the lead up to Australia Day. The Dawn event at Mt Stromlo continued a strong inclusive and reconciliation theme. Key Outcome Area 2 Australian of the Year Awards This outcome area promotes good citizenship, values and achievement by recognising excellence and service to local communities and the nation. Goals and highlights of successes follow. A. inspire Australians as a result of the awards programme Research indicates that Australians are inspired by those who applied their talents for the common good, reflecting the criteria for the Australian of the Year Awards. 3 Award recipients continue to be in demand to appear at events around the country. The national announcement was broadcast nationally twice on Network Ten (once on Australia Day at 4.30pm and again on Sunday 28 January at 12pm) with a total viewing audience of 467,000 people. 13 B. Build the awards brand to inspire widespread community interest and involvement in the programme 3,263 nominations were received for the 2007 Awards, for 2,868 individuals. More than 4.2 million nomination forms were distributed. Research undertaken through the year indicates that 81% of Australians think the Australian of the Year Awards are important, and that 91% of those who had nominated someone for an award before would do so again. The 2007 Award recipients come from diverse areas of community life and cultural backgrounds. C. strengthen the management of the awards programme Eighty-five per cent of people who nominated someone for the awards found the process not at all difficult. All finalists and recipients were of a high calibre and were well received. An efficient and effective business plan was developed, delivered and reviewed following each phase of the programme. Programme sponsorship increased by approximately 5.5% in the financial year. Key Outcome Area 3 Corporate Support The corporate support function maximises the efficiency and effectiveness of the two programme outcome areas. Goals and highlights of successes follow. A. maintain positive and regular communication with the Australia Day network to maximise programme outcomes For the first time in the recent history of the Australia Day National Network we have achieved an integrated approach to business planning. Through the year the Network agreed on a Network Plan The plan outlines the key priorities of the Network, being:» National Marketing» Network Connectedness» Community Capacity Building» Shared Programmes and Partnerships. The national network of state and territory Australia Day affiliate organisations has grown in strength in To support the delivery and administration of the programmes, the NADC distributed a total of 739,000 in grants to these organisations. The NADC facilitated three major planning meetings of the Network through the year. This included two meetings of executive directors and one combined meeting of the chairs and executive directors. B. ensure high standards of corporate planning and governance throughout the organisation In , NADC programmes were directly aligned to the goals and objectives set out in the NADC Strategic Plan. In concert with the national network business planning, the NADC has created a new business plan. The NADC Plan includes key priorities which are:» Build and protect the brand» Connect with all Australians» Lead, empower and resource the Network» Demonstrate the NADC s value to grow resources and programmes. Regular board and audit committee meetings were held with comprehensive and timely reporting. A full-time Corporate Services Manager was recruited in 2007 to ensure good corporate governance. 14 C. maintain financial viability of the organisation Members equity (net assets) at 30 June 2007 was 855,453 representing 17% of the year s expenditure. This is a strong achievement and is the result of continued success in raising sponsorship. A total of 3.06 million of cash and quantifiable contra sponsorship and partnership funds were secured for the year. This represents 57% of total income. Partners and sponsors are listed below. Principal Activities The principal activities of the company during the year have been to promote national pride, active citizenship and the observance and celebration of Australia Day; to administer the Australian of the Year awards, which include awards for the Young Australian of the Year, the Senior Australian of the Year and Australia s Local Hero; to distribute grants to state and territory Australia Day Councils and to make recommendations to and advise the Australian Government on all matters relating to year round national pride activities. 3. Operating Trading Results The net amount of the operating profit for the company for the period ended 30 June 2007 was 258,348 and the accumulated profit at the end of the financial year was 855,453. 19 NATIONAL AUSTRALIA DAY COUNCIL LIMITED ACN Dividends No dividends have been paid or declared during the year and no dividends are proposed. The company is prohibited by its Memorandum and Articles of Association from making any distribution to its members. 5. Review of Operations During the period ending 30 June 2007, the national and state/territory network continued to deliver both national and state programmes. The Australian Government, through the Department of the Prime Minister and Cabinet, provided a total of 2,302,000 towards the funding of the company. Sponsors provided a total of 2,868,854 for national programmes, and part of this funding was allocated to state and territory Australia Day Councils for local projects. 7. After Balance Date Events Since the end of the financial year, the Directors are not aware of any matter or circumstance not otherwise dealt with in the report or accounts that have significantly or may significantly affect the operations of the company, the results of those operations, or the state of affairs of the company in subsequent financial years. 8. Future Likely Developments The NADC will continue to develop and maintain national community based programmes in the promotion of national pride and active citizenship, and in making awards for achievement. 6. Significant Changes in State of Affairs There have been no significant changes in the state of affairs of the company during the period 1 July 2006 to 30 June National Australia Day Council annual report

34 NATIONAL AUSTRALIA DAY COUNCIL LIMITED ACN Notes to and Forming Part of the Accounts for the year ended 30 June summary OF SIGNIFICANT ACCOUNTING POLICIES a) Basis of accounting This general purpose financial report has been prepared in accordance with Australian Accounting Standards, other mandatory professional reporting requirements (Urgent Issues Group Consensus Views) and the Corporations Act It is prepared in accordance with the historical cost convention, except for property plant and equipment which are measured at fair value. The accounting policies adopted are consistent with those of the previous year. Comparative information is reclassified where appropriate to enhance comparability. b) Statement of Compliance The financial report complies with Australian Accounting Standards, which include Australian equivalents to International Financial Reporting Standards (AIFRS). Compliance with AIFRS ensures that the financial report, comprising the financial statements and notes thereto, complies with International Financial Reporting Standards (IFRS). Australian Accounting Standards require NADC to disclose Australian Accounting Standards that have not been applied, for standards that have been issued but are not yet effective. The AASB has issued amendments to existing standards, these amendments are denoted by year and then number, for example indicates amendment 1 issued in The table below illustrates standards and amendments that will become effective for NADC in the future. The nature of the impending change within the table, has been out of necessity abbreviated and users should consult the full version available on the AASB s website to identify the full impact of the change. The expected impact on the financial report of adoption of these standards is based on NADC s initial assessment at this date, but may change. NADC intends to adopt all of the standards upon their application date. 35 NATIONAL AUSTRALIA DAY COUNCIL LIMITED ACN c) Property, plant and equipment Assets are brought to account at cost. Assets or groups of assets purchased costing 500 and over are capitalised. Assets purchased costing under 500 are expensed in the year of purchase. Assets are revalued to fair value in line with the adoption of the Australian Equivalents to International Financial Reporting Standards. Assets are revalued in line with the directors valuation. d) Depreciation Depreciation is calculated using the straight-line method so as to write off the cost of each noncurrent asset over its expected useful life. Additions are depreciated from the date of acquisition. The depreciation rates used for each class of depreciable assets are: Class of Fixed Asset Plant and Equipment Depreciation Rate 10 34% e) Revenue Revenue is recognised to the extent that it is probable that the economic benefits will flow to NADC and the revenue can be reliably measured. Commonwealth Government grants are recognised in the year received. Government and corporate sponsorships in cash and in kind are recognised as revenue in the period to which they relate and are recognised at an estimated fair value on receipt. Revenue from the sales of goods is recognised when control has passed to the buyer. Interest revenue is recognised when the control of the right to receive the interest payment occurs. f) Inventory Inventories are valued at the lower of cost and net realisable value. g) Employee Entitlements Provision is made for the company s liability for employee entitlements arising from services rendered by employees to balance date. Salaries and wages and annual leave entitlements are expected to be settled within one year. Long service leave entitlements are not expected to be settled within one year. Contributions are made by the company to employee superannuation funds and are charged as expenses when incurred. h) Taxation Following a request to the Australian Taxation Office, the NADC is endorsed to access the following tax concessions: Income tax exemption from 1 July 2000 under Subdivision 50-B of the Income Tax Assessment Act GST concessions from 1 July 2005 under Division 176 of A New Tax System (Goods and Services Tax) Act FBT rebate from 1 July 2005 under section 123E of the Fringe Benefits Tax Assessment Act i) Cash Cash includes cash on hand and on deposit with financial institutions and are stated at their nominal value. j) Financial Instruments The policy on Financial Instruments disclosure is set out in Note 22. k) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. MEMBERS GUARANTEE On 8 June 2006 the members of the NADC resolved, by special resolution that the NADC repeal its existing Memorandum and Articles of Association and that the NADC adopt a new Constitution. On 28 June 2006, the NADC added the Commonwealth to the members register and the other members of the NADC resigned their membership, making the Commonwealth the sole member of the NADC. The company is limited by guarantee. If the company is wound up, the articles of association state that each member is required to contribute a maximum of 100 towards meeting any outstanding obligations of the company. As at 30 June 2007 the Commonwealth is the sole member of the NADC. In relation to the Retained Profits shown under Members Equity, it should be noted that Clause 1.4 Restriction on application of profits of the company s constitution provides that: subject to Rule 1.5, all profits (if any) and other income and property of the Company must be applied in promoting the Objects and no part of them may be paid, directly or indirectly, by way of dividend, bonus, fee or otherwise, to Members or Directors. 36 National Australia Day Council annual report

42 20. ECONOMIC DEPENDENCY The operations of the company are dependent on an annual monetary grant from the Australian Government. 21. STAFFING LEVEL As at 30 June 2007 the NADC employed eight full time and two part time employees. 22. FINANCIAL INSTRUMENTS (a) Interest Rate Risk The company s exposure to interest rate risk, which is the risk that a financial instrument s value will fluctuate as a result of changes in market interest rates and the effective weighted average interest rates on those financial assets and financial liabilities, is as follows on Page 43. (b) Credit Risk The company s exposure to interest rate risk, which is the risk that a financial instrument s value will fluctuate as a result of changes in market interest rates and the effective weighted average interest rates on those financial assets and financial liabilities follows on Page 43. (c) Net Fair Values The net fair value of financial assets and liabilities at the balance date are those as disclosed in the statement of financial position and related notes. This is because either the carrying amounts approximate net fair value or because of their short term to maturity. 23.
