5 Region S 6 th St, Room 317 Grand Junction, CO May 29, 2015 Mr. Anthony Foxx Secretary of Transportation United States Department of Transportation 1200 New Jersey Ave, SE Washington, DC Dear Mr. Foxx: The Colorado Department of Transportation (CDOT) expresses its support of the Roaring Fork Transportation Authority s (RFTA) TIGER VII grant proposal to renovate and expand RFTA s primary bus maintenance and operations facility, the Glenwood Springs Bus Maintenance Facility (GMF) in Glenwood Springs, CO. RFTA is the second largest transit agency in the State and possibly the largest rural transit agency in the Nation. For over 30 years, RFTA has continuously exhibited leadership and innovation. In 2013, RFTA implemented VelociRFTA, the nation s first rural Bus Rapid Transit (BRT) service. VelociRFTA has been so successful that regional commuter ridership increased 30%, exceeding all-time ridership records. RFTA transit service is critical for mobility and accessibility for citizens and visitors in the SH82 & I-70 service region; and RFTA provides regional transit connections between the I-70 and SH-82 mountain corridors and the rest of the State. RFTA s GMF will provide operational support for CDOT s Interregional Express Bus Service, Bustang, and for the Grand Avenue Bridge Replacement Project in Glenwood Springs. Robust local and regional transit services are critical to the region s mobility, economy, and quality of life. This project will position RFTA to maintain and expand vital transit services to meet community needs for the next 20 years or more. RFTA is the second largest transit agency in the State and possibly the largest rural transit agency in the Nation in terms of ridership and service area. RFTA provides regional transit service to residents, workers and visitors in Garfield, Pitkin and parts of Eagle County; an area encompassing roughly 70 linear miles. For over 30 years, RFTA has continuously improved and expanded its transit services to provide reliable, affordable and convenient access to employment, education, recreation and other daily needs of people living, working and visiting the region. In 2013, RFTA implemented VelociRFTA, the nation s first rural Bus Rapid Transit (BRT) service. VelociRFTA has been so successful that regional commuter ridership increased 30%, exceeding historical ridership records. Robust local and regional transit services are critical to the region s mobility, economy, and quality of life. RFTA serves communities in the Colorado State Highway 82 corridor from Glenwood Springs to Aspen, and the l-70 Corridor from Glenwood Springs to Rifle; an area encompassing roughly 70 linear miles. For over 30 years, RFTA has continuously exhibited leadership and innovation. ln 2013, RFTA implemented VelociRFTA, the nation's first rural Bus Rapid Transit (BRT) service. VelociRFTA has dramatically improved bus commute options for jobs and recreation along SH 82. The GMF Renovation/Expansion will also support criticaltransportation demand management (TDM) measures during the Grand Avenue Bridge Replacement Project in downtown Glenwood Springs, which will have positive effects on regional economic development and tourism connections to Snowmass Village. Robust local and regional transit services are critical to the region's mobility, economy, and quality of life. The GMF project will support current and future transit investments in the SH-82 and l-70 corridors.
