3 Chairman sreport Annual Review 2010/ TheyearpastwashighlightedbyanumberofmilestonesinthegrowthoftheCountryEducationFoundationof Australia(CEFA)tobecomingamainstreamphilanthropygroupfocusedontheyouthofregionalAustralia. Ourgeographiccoverageexpandedtoamembershipoffortycommunities.Wewereexcitedtofinallyachieve theestablishmentofafoundationinalicespringstoservicethechallengingcommunityissuesofthattownship andthesurroundingregions.thegrowthoffoundationsincludedcoleamballytdarlingtonpointandhastingsin NewSouthWalesandKapundainSouthAustralia. Allcommunitiesintheirownwaycontributedtothematerialeffectwehadonover340 younglivesandthe careers they were embarking upon. Interestingly the study by Social Ventures Australia, commissioned to independently assess the community benefit and investment return from the activities of our Foundation entitledthesocialreturnoninvestment,showedthatforeverydollarinvested,cefaprovided$3.10ofsocial andeconomicvalue.byanymeasurethisisaverygoodinvestmentandthat sbeforemanyoftheindividual humanfactorsareputintothebenefitequationasitaffectsyounglives. CEFAcontinuedtheexpansionofitseducationpartnershipswiththeUniversityofNewEnglandandJamesCook UniversityjoiningthesupportingEducationPartnernetworkavailabletomembers.Whilstnottakingforgranted thoseexistingrelationshipswewereencouragedbythecontinuedsupportofthemainstreamuniversitiesand technologyinstitutionsinnsw,qldandsouthaustralia.ineachinstancewehavedeepenedtherelationship withtheseinstitutionsandtheirrespectiveencouragementofourworkhasbeenhearteningtousandclearly beneficialtothosestudentsinvolvedintheirprograms. Therecordbreakingfinancialsupportthatwewereabletogiveduringthecourseoftheyearwasmadeallthe more possible with the establishment of a twotyear partnership with the Origin Foundation. The Origin Foundationhasastrongcommitmenttoeducationandcommunityvaluesandwasinfluencedinitssupportby thesimplicityofourmodelandthestronggovernancestructuresthatwehaveputinplace,withthesupportof communitymembers,throughournewconstitution. Aspartofourmaturityintoalastingphilanthropicorganisationwehavecontinuedtobuildfinancialreserves which are prudentially invested in investment grade equities. The Fund now stands at $254,000 and allows protection against adverse events of an unpredictable nature. This past year income from the Fund totalled $10,000.ItisourobjectivetoinvestgraduallyandbuildtheFundtoenableustocoverourkeyoperatingcosts fromtheinvestmentincomeearned. OneofthetruehighlightsofourcalendarwastheWalkofWonderswhichwasattendedbyover250peopleand involvedoneofthemostenchantingandupliftingwalksalongthebanksofthemurrumbidgeeriveratjugiong, NSW. Our heartfelt thanks to Jo Miller and Kathy Tait who were energetic and masterful in making such an effectivefundraisingeventsomuchfunandsuchanimpressivedisplayoftheircommunityandenvirons.the name WalkofWonders hasbeenregisteredbyusandweintendtoshowcaseotherareasrepresentedwithin ourportfolioofcommunitieswithsimilarlyartisticandnaturalwonderstoshare. We have again enjoyed a year of professional and moral support from Beth Hoskins, Boyce Chartered Accountants,andcommitmentfromtheexecutiveteamofJocellinJanssonandAnnabelGay. YouwillbeawarethatJocellinJanssonhasleftustojointheRASFoundationandindoingsoleavesamore substantialandfocusedorganisationthanshemetonherarrival.ourverybestwishestojocellinforsuccessin hernewrole.
4 Annual Review 2010/ WewerefortunatetohaveanindividualofAnnabelGay sexperienceandloveforwhatweundertaketomove intothechiefexecutiveofficer sposition.thisshehasdonewithenergyandefficiency.oneofherfirststeps wastomoveourofficetoorangewherewenowhaveasimpleandeffectiveofficewhichseeshenriettahood joiningusasourcommunicationsofficer. I cannot close without specially recording the outstanding dedication Katie Walker continues to exhibit in managingouraffairssoprudentiallyandwithhertrademarkefficiency. 5 Annual Review 2010/ ChiefExecutiveOfficer sreport The 2011 financial year has seen another record year of achievements for CEFA and our local Education Foundationcommunities.Keyachievementsfortheyearincluded: - EstablishmentofnewlocalEducationFoundationsandexpansionintotheNorthernTerritory - GrowthinthenumberofEducationPartners - ArecordyearofgrantTmakingbylocalEducationFoundationsandcoTfundingfromEducationPartners - Increase in aspiration enhancement programs both the number of programs and the number of participants - FormationofatwoTyearpartnershipwiththeOriginFoundation,providingfundingforCEFAprogramsand forlocaleducationfoundationgranttmakingcapacity& - RelocationoftheCEFAnationalofficetoOrange,NSWandrecruitmentofnewstaff Benefits&Provided&to&Local&Education&Foundations& InaccordancewiththenewconstitutionpassedbytheEducationFoundationsinthepreviousfinancialyear,7.5 percentofdonationsreceivedbythefoundationsinthe2010/11financialyearwereretainedbycefa,totalling $7,181innonTtaxdeductibledonationsand$18,664intaxdeductibledonations.Thiscontributionbyourlocal EducationFoundationsassistswithCEFA soperationandadministrativecostsinestablishingandmaintaining partnershipsandprogramswhichdeliveradditionalsupport,fundsandbenefitstoruralandregionalyouth.the tablebelowdemonstratesthebenefitscefadeliveredtothelocaleducationfoundationsinreturnforthelocal donationcontributions: EducationPartnerCoTfunding $246,095 EducationAspirationEnhancementPrograms $145,000 ExternalScholarshipsandInTkindSupport $57,200 AdditionalDonationsandFunding $77,500 Total&Value&of&Benefits&Provided&to&CEFA&Communities& Total&Value&of&CEFA&Grants&and&Education&Partner&CoEFunding&for&2011& $525,795& 2011CommunityGrants $372, EducationPartnerCoTfunding $246,095 Total&Value&of&2011&Student&Grants& $618,690& - Thetotalnumberofgrantsprovidedtoruralyouthfor2011was349,withtheaveragenumberofgrants providedpercommunitybeing11andtheaveragevalueofeachgrant$1, ThetotalvalueofgrantsfromEducationFoundationswas$372,595,anincreaseofeightpercenton Since1994,1,709communitygrantshavebeengiventoruralyouthtotalling$1,705, EducationPartnercoTfundingincreasedfrom$185,025in2010to$246,095,reflectingagrowthof33per cent.
6 Annual Review 2010/ ThetotalvalueofsupportprovidedtoyouthinCEFAcommunitiesin2011(localgrants,EducationPartner cotfunding, external scholarships and education aspiration enhancement programs) was $820,890 T an increaseof22percenton2010($677,215). - In total CEFA, our local Education Foundations, Education Partners, external scholarship and program providershaveprovided$2,894,896ofsupportsince1994. New&local&Education&Foundations& ThestronggrowthoflocalEducationFoundationsinthepreviousyearhascontinued,particularlyinNSW.In September 2010, the Coleambally/Darlington Point Country Education Fund was launched by an enthusiastic committee and supportive community. This Fund began providing grants in the 2011 academic year and supportedeightstudents.theyalsosentparticipantstothe2011rabobankyoungruralleaderssummit.two newcommitteeslaunchedinmarch2011 thekapundahighschoolcentenaryeducationfoundationinsa, whichwasanalreadyestablishedcommittee,andthehastingseducationfundinnsw.injunecefaattended thelaunchofthecentralaustralianeducationfoundationinalicesprings.thisisthefirstlocalfoundationin thenorthernterritoryandthelaunchwasverywellattendedbylocalbusinesses,council,rotary,highschools and universities. These last three Education Foundations will be in a position to provide grants to their local youthinthe2012academicyear. Growth&in&Education&Partnerships& TwonewEducationPartnerscameonboardthisyear:theUniversityofNewEngland(UNE)inNSWandJames CookUniversity(JCU)inQLD.BothuniversitiesarepopularchoicesforstudyamongstCEFAstudentsanditwas great to be able to complement the students local grants with cotfunding from UNE and JCU in April SeveralofCEFA sagreementswithcurrenteducationpartnersexpiredattheendof2010andallofthesehave nowbeenrenewed,withsomeincreasingtheirannualpledgetoofferevengreatersupport.asaresultofthese newandcontinuingpartnerships,cefastudentsreceivedarecordamountofcotfundingfromourpartnersin 2011.
7 Annual Review 2010/ Increase&in&Education&Aspiration&Programs& University*Experience*Programs* The University of Technology, Sydney (UTS) and Macquarie University Experience Program included eight schoolsin2011,with38 participantsandseventeachersvisitingsydneyinmay.basedonthesuccessofthis program, a similar experience will be piloted in Canberra next financial year, fullytfunded by the Australian NationalUniversityandtheUniversityofCanberra.FiveschoolsinNSWhavebeeninvitedtotakepartinthis program. Careers*in*Science Previouslyavailabletofemalestudentsandthreeschools,the2011CareersinScienceProgramwasexpandedto include male students and three additional high schools. Thirty students attended the program in Sydney in November2010tolearnaboutstudyandcareeropportunitiesintheSciencefield.UTSfullyTfundedtheprogram andthestudentsspentadayexperiencinguts sciencecoursesandcareersopportunities.thisyear svisitalso includedatriptothecsirotofurtherthestudents awarenessandaspirations. Rabobank*Young*Rural*Leaders*Summit* Funding from Rabobank for the 2011 Rabobank Young Rural Leaders Summit provided scholarships to 18 participantsfromnsw,qldandsa.agroupthissizewasveryeffectiveandfuturesummitswillworktothe same number. The calibre of the participants community projects was outstanding with issues addressed includingdrugandalcoholabuse,antitsocialbehaviour,obesity,depressioninteenagersandroaddeathtolls. Origin&Foundation&Partnership& In April 2011, CEFA signed a twotyear partnership agreement with the Origin Foundation. The partnership providescefawith$162,000perannumfor2011and2012.thisfundingisbeingdistributedintwoways:tothe EducationFoundationstoincreasetheirgrantTmakingcapacityandtoCEFAtosupportnationalprogramsand projects. EveryactiveEducationFoundationwillreceive$1,500eachyearofthepartnershipandtwoFoundations,where OriginEnergyhasapresence,willreceive$10,000eachyear.The2011fundingwasdistributedinApril. The second portion of the Origin Foundation funds is being retained by CEFA for our programs and various projects including the University Experience Programs, Careers in Science, the annual Education Partner Scholarships Listing and the establishment of one local Education Foundation in 2011 and one in Our CentralAustralianEducationFoundationwasestablishedwithOriginFoundationfundinginJune2011. & Office&Relocation&and&Staff& AfterfouryearsastheExecutiveDirectorofCEFA,JocellinJanssonlefttheorganisationinMay2011topursue otheropportunities.annabelgay,previouslythecommunicationsandprojectsmanager,acceptedtheposition ofceoatthattime. InJune,thenationalofficemovedfromSydneytoOrangeinthecentralwestofNSW.Themovebroughtthe officeclosertomanyofourlocaleducationfoundations,improvedtheinteractionwiththesecommitteesand
8 Annual Review 2010/ alsostrengthenedourconnectiontoruralandregionalaustralia.acommunicationsandprojectsemployeewill be sought for the new office to bring the national body back to full staffing capacity and ensure resource effectiveness. At the time of writing, Henrietta Hood has joined CEFA as the Communication and Projects Officer. The2011financialyearclosedwithCEFAinasoundposition,poisedformoreexcitingdevelopmentsmoving forward. Our relations with the local Education Foundations, Education Partners and donors have been positively maintained and remain strong and interactive. These groups continue to keenly support our programs and endeavoursandmanyactivelyandpersonallyengageinourworkthroughoutruralandregionalaustralia.we recognisetheirsupportandaregratefulfortheircontributions. On a final note, thank you to the CEFA staff and Board for their hard work, support and encouragement throughouttheyear.wewelcomethecomingyeartobringmoreofthesamesuccessesandtocontinueour workprovidingbenefitandopportunitiestoruralandregionalaustralianyouth.
