3 1. GENERAL A. Type of Activity On August 2005, 4 th Group, Texas Wing will conduct a Pilot Continuation Training (PCT) Program as specified by CAPR The program is designed to promote greater pilot proficiency and enhance CAP flying safety. B. Who Should Attend In accordance with the Texas Wing supplement to CAPR 60-1, as of 1 June 2005 all Texas Wing CAP Pilots must have done at least one of the following within the preceding 24 months to act as PIC of a CAP aircraft: Attend a CAP approved flight clinic [such as the PCT program] Complete FAA approved flight training for continuing aircraft qualification, or Complete FAA approved flight training leading to a new rating Therefore, any CAP Pilot who has not done any of the above within the last year or so should attend the PCT, which will meet the Texas Wing requirement for 24 months after the date of the activity. Other CAP Pilots are also encouraged to attend to help keep their proficiency at a high level. Although the PCT is directed at CAP Pilots, student pilots, observers/scanners, cadets, and general aviation pilots are also encouraged (space and resources permitting) to attend the ground phase of the flight clinic. 4 E. USAF Funding It is anticipated that appropriated USAF funds will be available to cover up to one hour of flight time per CAP pilot, plus fuel and oil. Pilots must participate in both the ground and flight phases of the PCT to qualify for funded flight time. IAW CAPR 60-11, appropriated funds may be used to reimburse only those CAP pilots who (1) have not already been reimbursed for a PCT flight during the fiscal year that began 1 October 2004 and (2) meet at least one of the following requirements: Qualified SAR/DR Mission Pilot, or SAR/DR Mission Pilot Trainee (requires 175 hours PIC including 50 hours cross-country PIC time and Mission Scanner qualification), or Qualified Transport Mission Pilot with Commercial pilot certificate and current Class I or II medical certificate. CAP Pilots who are not eligible for flight time reimbursement are still strongly encouraged to attend both phases of the PCT to ensure compliance with the Texas Wing requirement for biannual completion of a PCT program. All CAP pilots who qualify for reimbursement as outlined above must complete and submit CAPF 108 to Texas Wing Headquarters not later than 20 September 2005 to permit Texas Wing to submit these claims for reimbursement to CAP NHQ before the end of the fiscal year. IAQ CAPR 60-11, signing the CAPF 108 signifies that the pilot has completed both the ground and the flight phase and will have been reimbursed for only one PCT event this fiscal year. 5 J. Host Unit: 4 th Group, Texas Wing Addison, Texas K. Initial Reporting Times and Locations Sign-in: Saturday, 20 August 2005, between 0730 and 0800 at the activity location. 2. NOTIFICATION AND APPLICATION A. Notification of Exercise: The activity will be announced via the 4 th Group web site calendar, and by telephone and to all Texas Wing Group unit commanders. B. Qualification Requirements: All CAP members are welcome to attend. If available resources such as classroom space require limiting the attendance, priority will be given to CAP pilots. CAP pilots must attend the ground phase of the PCT to qualify for flight reimbursement. C. Activity Capacity: Thirty classroom students, four staff members, and one to two CAP airplanes depending on the number of attendees. Member-owned airplanes may be used IAW Paragraph 6.A. D. Activity Enrollment Procedures: Enroll by sending the TX WG Form 17A in Annex F to this document to the Project Officer by fax or . Please use the attached form as it contains additional information for this activity. The enrollment deadline is 1800 CDT on 15 August E. Activity Fees: The fee for the PCT program is $7 per attendee, payable upon signing in to the activity, to cover the cost of use of the building and instructional material. Lodging and meals are the individual responsibility of attendees. 3. ACTIVITY DESCRIPTION A. General Description: The purpose of the PCT program (sometimes referred to as a flight clinic ) is to increase basic flight knowledge and flying skills of CAP pilots by offering an annual opportunity to participate in a formal structured ground and flight training activity. It is not intended to train cadet student pilots for a private pilot certificate, or supplement wing or higher headquarters mandated safety meetings. However, it may be used for the administration of an FAA flight review or parts thereof by an appropriately qualified flight instructor. The PCT program consists of a ground and flight phase. The ground phase is the academic portion designed to enhance pilot understanding of flight rules/regulations, 5 of 13

6 flight procedures, flight operations, flight safety, and other subjects that directly affect safe flight operations. Four hours of classroom instruction are provided. The flight phase consists of a one hour flight covering maneuvers required to safely operate an aircraft. This flight is conducted with a CAP check pilot or instructor pilot. If the instructor is appropriately qualified, and all appropriate maneuvers are performed, the FAA flight review, the annual CAP Form 5 flight check (but not an initial CAPF 5 flight check), and/or the biennial Mission Pilot Flight Check, may also be accomplished. B. Preparation: Before attending the PCT ground phase, attendees should review the latest edition of FAR Parts 61 and 91, and CAPR Before completing the PCT flight phase, CAP pilots who intend to accomplish an FAA flight review and/or CAPF 5 check ride should also complete the preparations outlined in the Guide to the CAP Form 5 Flight Check, available in the Air Operations section of the Addison Eagles Composite Squadron website ( 4. TRAINING OBJECTIVES A. Primary Training Objectives The objective of the PCT program is to promote greater pilot proficiency and enhance CAP flying safety through participation in formal, structured ground and flight activity. Subjects covered in the ground phase will include a current topic provided by CAP HQ, plus CAP and FAA regulations, flight procedures, flight operations, and safety. Special attention will be given to the most common CAP mishaps. This activity is not intended to train observers or pilots in search and rescue procedures or techniques, or to train student pilots for a private pilot certificate. B. Additional Training Objective The second objective of the flight clinic is to encourage and assist CAP pilots to obtain or to renew their FAA and CAP credentials. 5. TRAINING SYLLABUS Refer to Annex D, Syllabus. 6. FLIGHT OPERATIONS A. Aviation Resource Requirements Corporate owned aircraft for Flight Phase. Depending on the qualifications of participating pilots, both a C172 and C182 may be required. 6 of 13

7 Member owned airplanes may be used with Wing CC approval, but will be reimbursed (up to 1.0 hour for qualified PCT related flights) only if the pilot operates IAW Texas Wing Supplement 60-1, including a Form 5 in that model and a flight release. Participating airplanes are required to have chocks, tie-down ropes, 2-way aviation band VHF communications, a CAP FM radio if possible, appropriate radio navigation systems, an operative transponder and a Form 71 Safety Inspection completed during the prior week. Imminent oil changes and Annual/100 hour inspections should be accomplished before the activity. B. Inbound Sorties: Inbound flights in CAP corporate aircraft shall be conducted IAW CAPR 60-1 and will arrive with a newly completed CAP Form 71. Limited daytime parking is available on the ramp adjacent to 4 th Group Headquarters. Unless prior arrangements are made, overnight parking is limited to one aircraft; additional parking is available at several FBOs on the field. Please advise the Project Officer if you will be arriving the day before or remaining until the day after with a CAP corporate aircraft. C. Outbound Sorties: Departing personnel will sign out. Outbound flights in CAP corporate aircraft will follow CAPR The PIC will notify the flight release officer of the outbound Hobbs time within one hour of arrival at his destination. 7. GROUND OPERATIONS The PCT ground phase will be conducted in the classrooms and other facilities at 4 th Group Headquarters. No other ground operations are planned. 8. COMMUNICATIONS A. Requirements: Aircraft are required to use the Addison Airport published frequencies for landing, taxiing, and departing. B. Procedures: See Annex C for arrival frequencies and local weather information. For additional information see the Airport/Facility Directory for South Central U.S. C. Equipment Requirements: No equipment requirements except for the standard aircraft and, if installed, CAP FM radios. D. Refer to Annex C for detailed Communications Plan 9. CADET PARTICIPATION Cadets are welcome to attend as space permits. 7 of 13

8 10. SAFETY Safety is paramount. The Safety Officer will monitor all aspects of the activities to identify unsafe procedures. August weather in Dallas is typically extremely hot; thus, heat-related illnesses such as heat exhaustion and dehydration are safety risks. Attendees engaged in flight activities should dress appropriately (CAP golf shirt and gray trousers is the recommended uniform), bring a supply of drinking water aboard the aircraft, and monitor other attendees for signs of heat exhaustion or dehydration. 11. STAFF REQUIREMENTS A. Staff Duties: Responsible to assure that the facility is ready for use, that the required forms are on hand, that full sign-in and credential checking takes place, prepare and distribute relevant hand-outs, provide ground school instruction and flight instruction/evaluation, keep to activities schedule, and monitor safety. B. Refer to Annex E for a complete listing of staff assignments. 12. UNIFORM REQUIREMENTS Attendees and staff may wear any authorized CAP uniform. Pilots planning to fly should wear USAF flight suits, BDUs, CAP aviator uniform (white epaulet shirt and gray trousers), or the CAP distinctive golf shirt and gray trousers. 13. ADMINISTRATION A. Sign-in Location and Procedure: All participants report to 4 th Group Headquarters to sign-in between 0730 and ICS Form 211 will be used for sign-in. All pilots intending to complete both phases of the PCT must also register on a separate roster that will be used for this purpose and submitted to Texas Wing. B. Credential Verification Procedure: Current CAP ID and, as applicable, 101 Card, Form 5, FAA pilot certificate and medical certificate will be checked on registration. C. Forms and Documents Needed: Parts 61 and 91 of the Federal Air Regulations, CAPR 60-1, CAP Forms 5, 9, 71, 91, and 104, ICS Form 211, and an attendee roster for Texas Wing. Pilots will also need CAPF 108 for reimbursement. D. Enrollment and Other Fees: $7 per attendee fee as outlined above. Meals and lodging are the participant s separate responsibility. E. Flight reimbursement rates are in accordance with CAPR of 13

9 14. FACILITIES A. Classroom: Auditorium arrangement of chairs set up in main meeting room of 4 th Group Headquarters. The host unit will furnish audio-visual equipment, training aids, and course material. B. Telephone Access: A telephone is available in the Headquarters office for outgoing and incoming calls. 15. LOGISTICS A. Aircraft Support: Fuel and oil service is available from First Air FBO on UNICOM frequency or by telephone Advise their line service that you are with CAP to receive a $0.40 per gallon fuel discount. B. Messing: Meals are each individual s responsibility. C. Medical: The Addison Fire Department is immediately outside the 4th Group Headquarters. Emergency Medical Technicians are on duty there. For other emergencies, dial 911. D. Finance: Individual CAP pilots seeking reimbursement as outlined in Paragraph 1 will submit CAPF 108 with receipts directly to Texas Wing Headquarters. 16. MILITARY SUPPORT REQUIREMENTS Not applicable. 17. OTHER AGENCY INVOLVEMENT None. 18. PUBLIC AFFAIRS A. Internal: The exercise will be publicized within 4 th Group by and telephone to unit commanders, and by posting on the Group calendar. B. External: None required. 9 of 13

10 19. CONTINGENCIES A. Disaster or REDCAP: The PCT may be suspended or terminated, and CAP resources reassigned, at the direction of any qualified Incident Commander, Group CC, Wing CC, or State Representative (LO). B. Adverse Weather: Adverse weather will not affect classroom training. Air operations may be delayed or cancelled by the project officer in the event of adverse weather conditions. C. Mishap: In the event of a reportable mishap, the Safety Officer will ensure all reporting actions are taken, including briefing all participants to refrain from speculating to the media regarding the mishap. The Project Officer will determine the impact of a mishap on continued conduct of the program. 10 of 13
