15 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 1 Introduction 1.1 Legislation and Designation of Restricted Area The Aviation Security Ordinance (Cap. 494) empowers the Aviation Security Authority, (the Secretary for Security), to designate parts of an airport (and any part of the sea adjacent to it) to be a restricted area. This power is delegated to the Director-General of Civil Aviation. Access to the restricted area is controlled Control of access into a restricted area is governed by the Aviation Security Regulation (Cap. 494 Sub. Leg. A) under which a restricted area may either be an Airport Restricted Area (ARA) or Tenant Restricted Area (TRA). Under this Regulation, no person except bona fide air passengers and bona fide air-crews shall enter or remain in a restricted area unless he has on his person a valid permit issued to him in respect of that restricted area or is being escorted by a permit holder who is authorised by the permit issuing authority to escort persons into such area. An ARA at the Hong Kong International Airport is an area designated as such and is under the control of the Airport Authority whereas a TRA is under the control of the airport tenants concerned. An outline of the ARA plan is shown in Appendix 1-A. Plans illustrating the designated Airport Restricted Area are displayed at the Permit Office The restricted area plans may be subject to revision from time to time, and new plan will be prepared, to reflect changes in boundaries of restricted area if necessary. 1.2 Airport Restricted Area Permit & Visitor Pass The mechanism of controlling person and vehicle access into the Airport Restricted Area is by means of duly authorised Airport Restricted Area permits and Visitor Pass Under the Aviation Security Regulation, an Airport Manager shall, in accordance with details approved by the Director- General of Civil Aviation, i.e. as those stated in the Airport Restricted Area Permit System Manual, issue permits authorising unescorted access to an Airport Restricted Area or Visitor Pass for ad hoc escorted access Details of Visitor Pass arrangement are provided in Annex I of this manual. 16 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 1.3 Issuing Authority Pursuant to Section 2 of the Aviation Security Ordinance (Cap. 494), the Airport Management Director, who is the manager of Hong Kong International Airport, shall act as the issuing authority in respect of Airport Restricted Area permits issued under Sections 7 and 14 of Cap. 494A. The Airport Management Director shall be responsible for setting all policies in relation to permit matters. The General Manager, Safety, Security and Business Continuity, and the Senior Manager, Airport Security are authorised by the Airport Management Director as his representatives. The Airport Management Director shall also act as the final arbiter of an appeal submitted in respect of any application rejected on operational grounds. Aviation Security Company Limited (hereinafter AVSECO), is a service provider engaged by the Airport Management Director for the day to day management of permit processing matters. 1.4 Administration of Airport Restricted Area Permit System The Airport Restricted Area Permit System is administered by the Permit Office managed by AVSECO under the supervision of Airport Authority s Security Section. The Manager, Permit Office of AVSECO is in charge of the day to day operation of the Permit Office, which processes permit applications and handles permit related matters according to the policies and guidelines laid down by the Airport Management Director. All permits remain the property of the Airport Authority. SECTION 1-3 AUGUST 2013

17 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 1.5 Categories of Airport Restricted Area Permit Airport Restricted Area Permits are divided into the following categories: Permit for Individuals a) Airport Permits b) Control Authority Permits c) Emergency Permits Permit for Vehicles a) Airside Vehicle Licences / Vehicle Inspection Permits b) Ad hoc Airport Restricted Area Vehicle Permits c) Terminal Electric Vehicle Licenses Terminal Electric Vehicle Licenses are issued by the Terminal 1 Department of the Airport Authority to serve as vehicle permits authorizing the electric vehicles to access into the Airport Restricted Area of the Passenger Terminal Building and Baggage Handling Area. This licence has a maximum validity of 12 months. The policy and procedures for the issuance of the license is stipulated in the Terminal Procedure Manual, procedure TBU/PM/047 Terminal Vehicle Operation Details relating to each category of permit for individuals and vehicles, except for Terminal Electric Vehicle Licenses, are elaborated in separate sections of this manual. 18 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 1.6 Access Zones The possession of an Airport Restricted Area Permit for individuals does not grant automatic right of access to the entire Airport Restricted Area. The Airport Restricted Area is divided into 5 access zones; these are: Passenger Terminal Building (excluding Baggage Handling Area) Cargo Apron Passenger Apron (including Baggage Handling Area) Maintenance Base and Long Term Parking Apron Runway and Taxiway 1.7 Colour Coding Scheme for Airport Restricted Area Access The level of access to the Airport Restricted Area is indicated by the background colour of the Airport Permit. There are 7 different colour codes and each code represents either a single zone or multiple zones of access. Blue Cargo Apron only Beige Maintenance Base and Long Term Parking Apron only Yellow Passenger Terminal Building (excluding Baggage Handling Area) i.e. Terminal 1, Terminal 2, North Satellite Concourse (see also 1.7.4e) SkyPier Orange Cargo Apron Passenger Apron (including Baggage Handling Area subject to B endorsement) Maintenance Base and Long Term Parking Apron Green Cargo Apron Passenger Apron (including Baggage Handling Area subject to B endorsement) Maintenance Base and Long Term Parking Apron Runway and Taxiway (subject to Air Traffic Control clearance) SECTION 1-5 AUGUST 2013

19 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL Purple Passenger Terminal Building (excluding Baggage Handling Area) i.e. Terminal 1, Terminal 2, North Satellite Concourse SkyPier Cargo Apron Passenger Apron (including Baggage Handling Area subject to B endorsement) Maintenance Base and Long Term Parking Apron Red Passenger Terminal Building (excluding Baggage Handling Area) i.e. Terminal 1, Terminal 2, North Satellite Concourse SkyPier Cargo Apron Passenger Apron (including Baggage Handling Area subject to B endorsement) Maintenance Base and Long Term Parking Apron Runway and Taxiway (subject to Air Traffic Control clearance) To safeguard the movements of aircraft, persons seeking entry into runway and taxiway shall seek clearance from Air Traffic Control on each occasion. Drivers of vehicles onto these areas must fully comply with the procedures stipulated in the Airside Driving Handbook published by the Airfield Department of the Airport Authority Holders of Red, Purple, Orange and Green colour coded permits may access the Baggage Handling Area if their Airport Restricted Area Permit has a 'B' endorsement. B endorsement will not be issued in respect of Yellow, Beige and Blue colour coded permits The delineation of the above zones in connection with the colour coding scheme is shown in Appendix 1-A. Special attention should be taken to the following points in the colour zoning: a) Passenger Terminal Building offices on Level 4 (Apron level) and Level 5 do not necessarily fall in the zone of Passenger Terminal Building. If access for such offices is from apron level only, the offices shall be zoned as Passenger Apron and not Passenger Terminal Building. SECTION 1-6 AUGUST 2013

20 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL b) B endorsement is not required for access to staff canteen, Skybird 1, on Level 2 Baggage Handling Area provided that such access is made from the apron level into the canteen or vice versa via the two dedicated staircases, U1 and U2 near airbridge 15. c) Airbridges are zoned as Passenger Apron and not Passenger Terminal Building. d) Baggage Handling Area is zoned as Passenger Apron and not Passenger Terminal Building. e) North Satellite Concourse is a passenger facility remotely located on the North Passenger Apron. Nevertheless, it is operationally zoned as an extension of Passenger Terminal Building. Airport staff are therefore required to possess either Red or Purple coloured coded permit as an authorization to cross over the Passenger Apron for access between Terminal 1 and North Satellite Concourse. f) SkyPier is zoned as Passenger Terminal Building as it links with Terminals 1 & 2 by the Automatic People Mover Notwithstanding the colour coding and B endorsement on the Airport Restricted Area Permit, permit holders shall only access those parts of the Airport Restricted Area on a need to perform specific duties basis. 1.8 Permit Endorsement and Privilege B Endorsement Access authorisation to the Baggage Handling Area at Passenger Terminal Building is indicated by a letter B on the permit. B endorsement is applicable to Red, Purple, Orange and Green colour coded permits and those who have a justifiable operational need to access this particular area. Application for B endorsement should be indicated in the permit application form D Endorsement Authorisation to drive a vehicle inside the Airport Restricted Area is indicated by a letter D on the permit. The D endorsement may be granted upon passing the Airside Driver Examination administered by the Airfield Department of the Airport Authority. Please refer to the Airside Driving Handbook for details of D endorsement. The handbook is available at the Airport Authority extranet of SECTION 1-7 AUGUST 2013

21 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL under folder Procedure Manual > AD Procedures E Endorsement Authority to escort personnel holding a valid Visitor Pass within the Airport Restricted Area is indicated by a letter E on the Airport Permit. E endorsement will only be granted to Airport Permit holder who is a direct employee upon nomination by the Sponsoring Organisation. To allow flexibility in airport operations, each Sponsoring Organisation may nominate a certain number of Airport Permit holders within their organisation to be holder of escort authority. The total entitlement within individual Sponsoring Organisation will be determined by the Permit Office in accordance with the laid down criteria set by the Airport Management Director, or his authorised representative, and the operational needs of the Sponsoring Organisation. Nomination for escort authority should be indicated in the Airport Restricted Area Permit Application Form and by attaching a separate letter giving full justification for the nomination. The Escorter is responsible for ensuring that the holders of Visitor Pass are escorted and keeping them within sight at all times whilst in the Airport Restricted Area. Persons undertaking those escort duties shall familiarize themselves with the escorting requirements at Appendix 1-B or on the reverse side of the Visitor Pass Application Form. Failure to observe the requirements may result in the suspension of the escort authority of the relevant Escorter. SECTION 1-8 AUGUST 2013

22 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL Airbridge Privilege To facilitate passengers embarkation and disembarkation, the staff of Airlines and Passenger Handling Agents may be granted Airbridge Privilege authorising them to operate the passenger mode of the access controlled door with their Airport Permits. 1.9 Verification of Airport Permit As the Airport Restricted Area Permit System is integrated with the Access Control System, airport permit holders are required to present their permits at the Airport Restricted Area access control post for the following purposes: a) Permit holder s identity verified electronically by fingerprint scan at the self help biometric channel or visually checked the photographic image against the holder by AVSECO, and b) Card validity verified electronically by the Access Control System Failure to produce the required permit for verification will result in the permit holder being refused entry into the Airport Restricted Area and may result in forfeiture of the permit Airport Restricted Area Permit and Security Awareness Video The Airport Authority has produced a familiarisation video on the Airport Restricted Area Permit System in operation and security awareness at Hong Kong International Airport. The video is available in 3 different languages (English, Cantonese & Putonghua). 25 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 2 Issue Policy of Airport Restricted Area Permits for Individuals 2.1 Acceptance Criteria Applications for Airport Restricted Area Permits will only be processed if the request comes from a Sponsoring Organisation, which is normally an airport organisation playing an active role in airport operations. Applications made by an individual applicant/organisation or non-airport operator will not normally be accepted without full justification To ensure that applications for Airport Restricted Area Permits are to cater for genuine operational needs, permit applications from the Sponsoring Organisation must be signed by an authorised signatory of the organisation. 2.2 Sponsoring Organisation A Sponsoring Organisation is a company / agency / government department etc. which has been approved to join the Airport Restricted Area Permit System and may endorse applications for Airport Restricted Area Permits in its own right. In order to join the Airport Restricted Area Permit System, a company must nominate an Authorised Person to provide information (usually in the form of a written letter and supporting documentation) as may be necessary for the Airport Management Director, or his authorised representative, to decide. Normally, an airport organisation playing an active role in airport operations including airlines operating in the airport, government departments, airport service franchisees / licensees and companies carrying out work solely under contract to the Airport Authority will be considered as Sponsoring Organisations and allowed to join the Airport Restricted Area Permit System The Authorised Person of the Sponsoring Organisations shall notify the Permit Office (in writing) of any changes in of the personnel, i.e. Authorised Signatories and Contact Persons, as provided in Forms AOS/P/01 and AOS/P/07 in Appendices 2-A and 2-B, mailing address, contact numbers etc The Authorised Person of the Sponsoring Organisations shall respond in a timely manner to all queries raised by the Airport Authority or the Permit Office in connection with SECTION 2-2 APRIL 2012

26 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL the eligibility status of the Sponsoring Organisation and its permit holders as well as any breach of the Conditions of Issue of the permits. In the event that an Airport Permit holder is no longer suitable to possess, or no longer requires, an Airport Permit, the Authorised Person of his / her Sponsoring Organisation shall notify the Airport Authority for permit cancellation or suspension Organisations wishing to join the Airport Restricted Area Permit System have to prove to the satisfaction of the Airport Management Director, or his authorised representative, that the organisations have a business requirement for access to the Airport Restricted Area. The organisations should complete the form for Application for Joining the Airport Restricted Area Permit System (AOS/P/07) as shown in Appendix 2-A with supporting information and submit to the Permit Office Sponsoring Organisations must use their best endeavours to ensure that their employees and the employees of their agents under their sponsorship are trustworthy (reliable and reputable) and that they should not present a risk to the security of the airport or its operations. An effective pre-employment background check of prospective employees would minimize the potential security and fidelity risk and therefore should be an integral part of the organisation s hiring procedures. In the event that a permit holder is convicted of a criminal offence, he / she shall report his / her conviction to the Permit Office within 14 days of his / her being sentenced by completing the form Declaration of Airport Restricted Area Permit Holder Relating to Conviction of Criminal Offence (AOS/P/19) as shown in Appendix 2-E Sponsoring Organisations are required to incorporate the Airport Authority s Safety Awareness and Security Awareness package into their induction and refresher trainings of all employees and complete the declaration in the permit application forms to the effect that the required training has been given to the employees. (N.B. The Safety Awareness package is available at the Airport Authority extranet of under folder Airport Safety > Safety Video.url > Safety Awareness Back to Basics.) SECTION 2-3 APRIL 2012

27 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL For application of Airbridge Privilege, Sponsoring Organisation shall ensure that the applicant has received adequate training on the operation of airbridge doors and the requirement of passenger segregation according to the directions of the Airport Authority in accordance with the requirement of HKIA Airport Security Programme Sponsoring Organisations must take note of the General Requirements as set out in Section 10 of this manual and shall establish a permit control and accounting system to specifically deal with expired permits, lost permits, suspended or cancelled permits, and permits that are no longer required. The control and accounting system should include appropriate disciplinary procedures to deal with any breach of security related to the issue and use of ARA permits. A copy of the control and accounting procedures must be submitted to the Permit Office for Permit Office Manager s approval. Such permit control procedure should be subject to regular review to ensure its effectiveness and any amendments made should also be sent to the Permit Office for their record Sponsoring Organisations who fail to carry their responsibilities properly or comply with the requirements as set out in this manual may be subject to enforcement actions, such as the sponsoring privilege being revoked, taken by the Airport Authority. In other circumstances, the Airport Management Director, or his authorised representative, may direct the Sponsoring Organisations to undertake any corrective measures as deemed appropriate in their permit control and accounting system Any organisation being rejected from joining the Airport Restricted Area Permit System may lodge an appeal to the Chief Executive Officer of the Airport Authority. The Chief Executive Officer has full discretion in such cases of appeal and his decision is final. Exceptions to the number of authorised signatories will be determined by the Airport Management Director, or his authorised representative. The Permit Office will notify the Sponsoring Organisation in the event that further clarification regarding its nominations is required The authorised signatory must hold a responsible position in the organisation. The organisation will be required to justify the appointment of each authorised signatory to the Permit Office in writing together with the Declaration Form described in Section below The authorised signatories should complete the Airport Restricted Area Permit - Sample Signature and Declaration Form for Authorised Signatories (AOS/P/01) as shown in Appendix 2-B and return it to the Permit Office. In signing on the Declaration Form, the authorised signatory agrees that he / she fully understands and accepts the Conditions of Issue of the Airport Restricted Area Permits as contained in this manual All authorised signatories are expected to have a thorough understanding of the operation of the organisation, and they must be in a position to justify the access needs of each permit application. The authorised signatories will be required to carry out their responsibilities personally and only their original signatures will be accepted. It follows therefore that all applications submitted to the Permit Office must contain the original signature(s) of the relevant authorised signatory. The responsibilities of an authorised signatory may not be delegated to anyone else within the organisation Each authorised signatory must ensure that: a) all information on the application form is correct b) all sections have been completed c) he / she understands that by signing the application form, he / she is confirming that the information provided in it is correct SECTION 2-5 APRIL 2012

29 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL d) he / she understands that to knowingly provide false information is a breach of security requirement and may result in he/she being disqualified to act as the organisation s authorised signatory Once the permits have been issued, the authorised signatory becomes responsible for the conduct of the permit holders and their compliance with the Conditions of Issue of those permits and must instruct / advise the permit holders on their role and responsibilities for the Airport Restricted Area Permits with a view to ensure that they are only used for the purpose for which they are issued. Failure of an authorised signatory to carry out his / her responsibilities may result in him / her being disqualified to act as the organisation s authorised signatory. 2.4 Policy in respect of Use of Permits Holders of the Airport Restricted Area Permits issued under the Aviation Security Regulation, i.e. Airport Permits, shall abide by the Conditions of Issue of the permit made by the Airport Management Director. Under the Aviation Security Regulation, a person who breaches the Conditions of Issue of permit, commits an offence and is liable to prosecution. Permit holders as well as the authorised signatories and the Sponsoring Organisations sponsoring the applications should ensure thorough understanding of and compliance with such conditions, details of which are stipulated in this Airport Restricted Area Permit System Manual. The Conditions of Issue of Airport Restricted Area Permits (AOS/P/08) are contained in Appendix 2-C. In addition, the Sponsoring Organisations including their authorised signatories should comply with the requirements stipulated in this Airport Restricted Area System Manual Permits issued under this manual are subject to periodic audit by the Authority in order to confirm that permits are in fact being used to access the Airport Restricted Area on a regular basis. Another important function of the audit process is to conduct periodic review of the access levels (indicated by the colour code of the permit) in respect of individual permits as well as Sponsoring Organisations as a whole. The aim of this is to ensure that the authorised access levels granted at initial application remain strictly in accordance with the actual operational requirements / job duties of permit holders at an individual level and Sponsoring Organisation at a corporate level Cancellation or Suspension of Permits SECTION 2-6 APRIL 2012

30 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL In accordance with Section 9 of the Aviation Security Regulation, the Airport Management Director, or his authorised representative, may seize the Airport Restricted Area Permit on the scene or demand surrender of the permit to the Permit Office in circumstance where the permit holder has either (i) breached one of the Conditions of Issue; or (ii) has contravened a provision of the Aviation Security Regulation In case of immediate seizure of the Airport Restricted Area Permit, it can be handled by either Police or AVSECO. Police will take possession of the permit at the discretion of the authority. Under the circumstances where a permit holder is in possession of an expired permit, AVSECO will seize the permit concerned and issue a surrender notice titled Surrender of Expired Airport Restricted Area Permit and advise the permit holder to renew the Airport Restricted Area Permit at the Permit Office and to present the surrender notice as an evidence that the original expired permit was retained by AVSECO If immediate seizure is not carried out on scene, a demand surrender of the permit to the Permit Office will be issued to the concerned Sponsoring Organisation by the Airport Authority subsequent to the case investigation. Case investigation will normally take 14 days subject to the time taken for the Sponsoring Organisation to submit an incident report to the Permit Office. The Airport Restricted Area Permit may be temporarily suspended depending on the seriousness of the breach case and the frequency of breaches in past 12 months. The minimum penalty for any breaches will result in 3 working days of permit suspension. In case the permit holder s integrity is in doubt and/or poses an unacceptable risk to the security of the airport, his/her Airport Restricted Area Permit may also be cancelled The offending permit holder or the relevant Sponsoring Organisation concerned may lodge an appeal in writing to the Airport Management Director of the Airport Authority in respect of the suspended or cancelled permit. The Airport Management Director shall act as the final arbiter SECTION 2-7 APRIL 2012

31 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 2.5 Requirement for Vetting Security Vetting against any objection raised and his decision is final All applicants for and holders of ARA Airport Permit issued under the Aviation Security Regulation are subject to security vetting in accordance with the Aviation Security Regulation The Permit Office, on behalf of the Airport Management Director, shall submit the personal details of all permit applications (except for replacement and revision) to the Director- General of Civil Aviation for the coordination of security vetting. The Director-General of Civil Aviation shall inform the Airport Management Director or his authorised representatives and the Permit Office not to issue or to cancel a permit of an applicant / a permit holder if the Director-General of Civil Aviation is of the opinion that such person is not fit to have access to the Airport Restricted Area. To comply with the Personal Data (Privacy) Ordinance, individual permit applicant / holder is requested to give written consent to the Airport Authority and its appointed security agent agreeing the transfer of his / her personal details to Government Departments for security vetting Operational Vetting The vetting of permit applicants to assess their operational need for access to Airport Restricted Area will be conducted by the Permit Office management in accordance with policy endorsed by the Airport Management Director in consultation with other line managers in the Airport Authority Vetting Appeal Procedures A permit applicant against whom an objection is raised has the right to lodge an appeal if he/she is not satisfied with the decision made by the Director-General of Civil Aviation in respect of security vetting and/or the decision of the Airport Authority in respect of the operational vetting. The Authority is committed to information security which is set out in the Authority s Staff Information Security Handbook, which also contains guidelines for the protection of information assets. The Permit Office, as the service provider of the Airport Authority, has the obligation to uphold the commitment and strictly follow those guidelines where applicable According to the Personal Data (Privacy) Ordinance, the Authority shall not keep personal data longer than is necessary for the fulfillment of the purpose for which the data are to be used. Personal data collected through the Airport Restricted Area Permit System will be kept for a period of 7 years after the cancellation of an Airport Restricted Area Permit. SECTION 2-9 APRIL 2012

33 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 2.7 Policy in respect of Permit Fees Applications for the issue of a permit shall be accompanied by an application fee which is on a cost-recovery basis for the processing and preparation of Airport Restricted Area Permits. The fees are charged upon application, regardless of whether the application is subsequently cancelled or disapproved. Fees for all the permit applications will be charged under the demand note arrangement to the Sponsoring Organisations on a monthly basis. Each Sponsoring Organisation will be provided with a computer printout of all the permit applications that have been submitted by that organisation during the previous month, and the same record will be used for preparation of the demand note for settlement of the permit fees. Details of the permit fee is contained in Appendix 2-D The Sponsoring Organisation shall pay permit fees on or before the due date as specified on the invoices. Failing that, the Permit Office will withhold the sponsoring privilege until the outstanding payment is settled. Moreover, the Airport Authority reserves the right to charge interest on the outstanding amounts until actual payment is effected. SECTION 2-10 APRIL 2012

35 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 3 Application for Airport Permits 3.1 Purpose and Permit Validity Airport Permits with a maximum validity of 2 years, are issued to airport staff who are employed either directly or indirectly by the Sponsoring Organisation, and require regular and frequent unescorted access into the Airport Restricted Area in pursuance of their official duties. The period of validity, however, depends on the expiry date designated for the Sponsoring Organisation concerned during previous permit renewal exercise. For instance, if the designated expiry date of the Sponsoring Organisation is 31 March 2014, any Airport Permit issued to that organisation before the next permit renewal exercise will expire on 31 March 2014 irrespective of when it is issued. In cases where the new application is submitted within two months prior to the designated expiry date, the validity of the new permit shall be extended to include the subsequent renewal period, i.e., 31 March 2016, in this instance Personnel who are not directly employed by the Sponsoring Organisation (including staff of its business associates, agents and contractors) and require unescorted access to the Airport Restricted Area shall apply for an Airport Permit, the validity of which will last up to the permit expiry date of the Sponsoring Organisation concerned, and not exceeding the expiry date of the works / service contract to be performed at the airport Airport Permit is a proximity card being equipped with PicoPass technology. Each permit incorporates an electronic access control component which enables the permit to be verified by all the card readers located at the staff access channels and readers within the Airport Restricted Area by placing the permit over the card reader The background colour of the permit indicates the level of access permitted. The permit contains a colour photographic image of the permit holder and other features to identify the holder as shown in Appendix 3-A. In addition, each permit incorporates an electronic access control component that enables the permit to be verified for its granted level of access by appropriate card readers. SECTION 3-2 APRIL 2012

36 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 3.2 Application All applications must be made by completing the Airport Restricted Area Permit Application Form (AOS/P/03) duly signed by the authorised signatory of the Sponsoring Organisation. A specimen of the Application Form is shown in Appendix 3-B. Full justification for the airside access requirement should be given to enable the Permit Office management to decide whether an Airport Restricted Area Permit is warranted. Completed application forms should be delivered by hand or by post to the Permit Office Applicants shall provide two photographic features, namely a colour facial image and his / her fingerprint image, for the issuance of the Airport Permit. These images shall be stored in the Access Control System and verified at the access control points Typically the fingerprint data capture shall be the index finger of the applicant s right and left hand. A thumb print also suffices in the event that the system cannot record the index finger for any reason. 3.3 Trustworthiness of Permit Applicants To comply with stipulations in the Hong Kong Aviation Security Programme, Sponsoring Organisations shall conduct employee background checks to ensure that the employees are trustworthy and that they would not present a risk to the security of the airport or its operation. Other than declaring in the permit application form that such check has been conducted, the relevant record (e.g. the job application form) should be retained as long as the applicant is under employment of the Sponsoring Organisation for possible audit purposes Sponsoring Organisations submitting permit applications for indirect employees should ensure that the permit applicant is a trustworthy and reputable person suitable for being granted access to the Airport Restricted Area and declare this on the application. 37 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 3.4 Processing Time The normal processing time for an Airport Permit is 5 full working days, not including the day on which the application is submitted and the day on which the permit is available for collection. Sponsoring Organisations should note the above processing time when entering the expected permit effective date on the application form. However, in certain circumstances, some applications may not be processed within the time frame due to delays in obtaining relevant supporting documents, or when further security checks are considered necessary. Therefore, Sponsoring Organisations are always encouraged to submit applications as early as practicable An Airport Permit application may be processed at short notice if the application is urgent. Sponsoring Organisations will be required to give justification for expediting the application of the Airport Permit as to why urgent access is required and explain why such need could not be met by Visitor Pass arrangements. Permit Office management may refuse to approve such applications if in their view it is not operationally justified. Applications for urgent processing may be submitted during office hours to the Permit Office by facsimile at Security vetting of the applicant is still required for urgent applications. Upon the application being approved, details of the applicant will be forwarded for security vetting. The applicant is required to submit the original application form at the time of reporting to the Permit Office for photo-taking, fingerprint image capturing and permit issue. Processing time of the permit normally takes half a working day. The maximum validity given in respect of such permit is 5 days. SECTION 3-4 AUGUST 2013

38 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 3.5 Permit Issue Airport Permits are normally available for collection by the applicant in person on the 6 th working day after submission of the application form. The Permit Office will issue a written notification by fax to individual Sponsoring Organisations confirming that the permit is ready for collection. After submission of the application form, applicants may contact the Permit Office at to check on the progress of their applications Airport Permit applicants who do not submit their application to the Permit Office in person are required to report to the Permit Office for photo-taking and fingerprint image capturing prior to permit collection. At time of phototaking and fingerprint image capturing, the applicant must provide original proof of identity (either a Hong Kong Identity Card or Passport) As part of the issue process, the applicant will be required to watch a familiarization video on the Permit System. Also he / she will be provided with a copy of the Conditions of Issue of Airport Restricted Area Permits. These Conditions must be strictly complied with. By signing for the permit, the applicants acknowledge that they have received their permits and the aforesaid Conditions of Issue and that they agree to abide by the requirements placed upon them in respect of the use of the permit. Failure to observe any of the stipulated requirements amounts to a breach of the Aviation Security Regulation and may result in the permit being suspended, either for a limited period, or permanently, and the defaulting permit holder may be prohibited from holding any future Airport Permits The applicant will also be provided with a booklet of An Introduction to Airport Restricted Area Permits that contains vital information which as a permit holder of Hong Kong International Airport must know and comply with Upon clearance of security vetting and / or operational vetting, Airport Permit shall be collected by the applicant within one month from the application submission date. Should the applicant fail to collect the permit within the time, the permit is deemed to be no longer required and is therefore cancelled. A new application has to be submitted if a permit is needed. Purpose and Permit Validity Emergency Permits are issued to facilitate the urgent access of personnel who are required to respond to airport/aircraft emergencies in the Airport Restricted Area. Issue of Emergency Permits will not be activated unless it is authorised by the Airport Management Director or his authorized representatives and will only be valid for a short duration to enable urgent access in connection with a particular accident/incident. The validity of each series of Emergency Permits will be determined by the Airport Management Director. The Emergency Permit is red in colour and does not contain any photographic image of the permit holder as shown in Appendix 7-A Application Once the facility of Emergency Permits has been activated by the Airport Management Director, the organisations concerned will need to submit a list containing names and identification document number (e.g., Hong Kong Identity Card No. or Passport No.) of the applicants to the AVSECO Duty Security Manager or his representative at the Airport Emergency Centre by facsimile at for screening and approval purposes. Details of the relevant contact person and telephone number must also be included with the list Permit Collection Following activation of the Emergency Permit regime, the Permit Office will be set up as the issue point of the Emergency Permit Due to the urgent nature of the Emergency Permit, no photographing of the applicant will be required but individual permit applicants are required to produce proof of identity on collection of his/her permit Permits will be available for collection at the Permit Office located at Units 6P013-6P015, Level 6, Terminal 2 as shown in Appendix 1-C. Application for Ad hoc Airport Restricted Area Vehicle Permits 9.1 Purpose and Permit Validity The Ad hoc Airport Restricted Area Vehicle Permits are issued to facilitate business partners and airport organisations that have a justifiable and short term operational requirement to bring nonairside licensed vehicles into the Airport Restricted Area. The Ad hoc Airport Restricted Area Vehicle Permit normally has a maximum validity of 5 days. Under special circumstances and with prior approval from General Manager, Airfield or his delegate, the Ad hoc Airport Restricted Area Vehicle Permit validity could be up to 3 months. It is issued in connection with a specific prearranged visit into the Airport Restricted Area. A specimen of an Ad hoc Airport Restricted Area Vehicle Permit is shown at Appendix 9-A. 9.2 Application and Collection of Permit Sponsoring Organisations who have ad hoc requirements to bring non-airside licensed vehicles into the Airport Restricted Area should complete an Ad hoc Airport Restricted Area Vehicle Permit Application Form (AOS/P/11) as shown at Appendix 9-B. The completed form should be submitted to the Permit Office at least 24 hours in advance. The Application Form may be submitted by facsimile at Upon receipt of the application form, the Permit Office will forward the request by fax to the Airfield Department of the Airport Authority for their consideration and endorsement if appropriate. The Permit Office will then be notified of the decision and any special conditions that may be attached to the approval. Once approval has been given, the Sponsoring Organisation shall arrange for the Ad hoc Airport Restricted Area Vehicle Permit to be collected from the Permit Office by a representative. Prior to entering the Airport Restricted Area, the Ad hoc Airport Restricted Area Vehicle Permit should be displayed in the front windscreen of the vehicle. On leaving the Airport Restricted Area, the Sponsoring Organisation shall ensure that the Ad hoc Airport Restricted Area Vehicle Permit is returned to the Permit Office. SECTION 9-2 AUGUST 2013

61 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 10 General Requirements 10.1 Biennial Renewal Procedures Airport Restricted Area Airport Permits have a maximum validity of 2 years. The permit will be renewed once every two years according to the designated renewal schedule of individual Sponsoring Organisation Detailed arrangement of the renewal programme will be communicated to individual Sponsoring Organisations closer to the date of the renewal. Key elements of the renewal are as follows: (a) (b) (c) (d) Permit Office will write to each Sponsoring Organisation enclosing an up-to-date list of current permits for the direct employees under their sponsorship. Sponsoring Organisation is required to confirm information contained in the list and return the same to the Permit Office duly signed by an authorised signatory. Should there be any change to the information, it should be brought to the attention of the Permit Office. For indirect employees, Sponsoring Organisation shall arrange the renewal of Airport Permit upon their permit expiry if it deems necessary. The Airport Permit (Contractor Only) Renewal Form (AOS/P/12) is shown at Appendix 10-A. Sponsoring Organisation shall make a declaration and ensure that the applicants have received both Safety and Security Awareness refresher training before collecting their renewed permits. Individual applicant shall also complete the Declaration of Applicant for Application for Renewal of Airport Restricted Area Permit (AOS/P/17). A specimen is shown at Appendix 10-B. Depending on the nos. of permits held, each Sponsoring Organisation will be allocated a time window for their permit holders to report to the Permit Office for permit renewal. 62 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL (e) (f) (g) Permit holders are required to attend to the Permit Office in person during the allocated time window for fingerprint enrolment (for those who have never registered their biometric data) as well as photo taking; and bring with them their own permit for exchange of the new permit. There is a renewal charge for each permit renewed. Renewal of the Airside Vehicle Licence will be processed separately by the Airfield Department of the Airport Authority Lost Permits Loss of permits can lead to attempts of illegal intrusion into the Airport Restricted Area, which can pose a serious threat to the whole civil aviation system. Therefore, the permit holder must immediately report loss of the permit as follows: If the permit is lost outside the Airport Restricted Area: The permit holder must report the loss to the authorised signatory via his / her supervisor (if any) The permit holder or the Sponsoring Organisation must, without delay, call the 24-hour Lost Permit Hotline giving details of the permit loss including name of the permit holder, permit number, permit type, suspected time and location of the permit lost, etc The permit holder or the Sponsoring Organisation must report the loss to the Airport Police Station (or the nearest Police Station) and request a copy of the Police Notification of Lost Property report. 63 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL The Sponsoring Organisation must submit to the Permit Office a duly completed Lost Permit Report Form together with the original Police Lost Property Report for record. A specimen of the Lost Permit Report Form (AOS/P/13) is shown in Appendix 10-C. If a replacement permit is required, the application for the replacement permit can be submitted together If the Permit is lost inside the Airport Restricted Area: The permit holder must, without delay, report the loss to the nearest security post The permit holder shall remain at the security post, from where a supervisory grade officer in his/her organisation shall be called to the scene. The officer from the permit holder s organisation shall upon verification of his / her identity to the security officer at the security post, confirm whether the permit holder is (1) the holder of a valid Airport Restricted Area Permit and (2) is on duty inside the Airport Restricted Area. The security officer will then request by radio or phone a check of the details given against the Access Control System (ACS) database records Providing that the security officer is satisfied as to credibility of the permit holder and his/her supervisor s explanation, he/she shall record their details and accompany them to the exit point of the Airport Restricted Area On leaving the Airport Restricted Area, the permit holder must also, without delay, report the loss in accordance with the aforementioned procedures. 64 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL Where the permit is stolen, the same notification procedures as paragraphs & will apply Recovery of Lost Permit Once a lost airport permit is found or recovered, the permit holder or the Sponsoring Organisation shall report immediately to the 24- hour Lost Permit Hotline and the Police. The found permit shall be surrendered to the Permit Office, AVSECO Duty Security Manager, Police Station (if found on landside) or mailed to the address indicated on the back of the permit without delay The lost permit will have been invalidated from the Airport Restricted Area Permit System and any attempt to use the lost permit will be construed as a contravention of the Aviation Security Regulations and the offender may be subject to prosecution Issue of Replacement Permits Upon receipt of the Lost Permit Report Form, the Permit Office will examine each case on its own merits and decide the course of actions to be taken. The lost permit holder may be asked to attend an interview to assist in the investigation of the permit loss If the loss is believed to be one which does not have any malicious element, a replacement permit will be issued. 65 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 10.3 Replacement of Damaged Permits The Sponsoring Organisation may apply to the Permit Office for a replacement permit by submitting a duly completed Airport Restricted Area Permit Replacement / Revision Form (AOS/P/16) as shown in Appendix 10-D with the required supporting documents. Investigations may also be held in other matters pertaining to the damage of permits. For card damage that is caused by improper use of the permit, the Sponsoring Organisation will be required to provide explanations in writing as to cause of the defacement or destruction of the permits Collection of Renewed Permits The applicant is required to collect the renewed permit in person from the Permit Office. Authorisation for collection on behalf of the applicant will not be accepted. Types of renewed permit include:- Renewal permit, e.g., expired permit surrendered in exchange for renewed permit Replacement permit, e.g., lost, damaged or stolen permit Revision permit, e.g., addition / deletion of endorsement, change of colour code 10.5 Changes in Permit and Personal Details To change the particulars of the issued permit, the Sponsoring Organisation shall submit to the Permit Office a completed Airport Restricted Area Permit Replacement / Revision Form (AOS/P/16) as shown in Appendix 10-D. Full justifications shall be provided in writing for any request for change of Access Level and / or addition of E Endorsement. To facilitate the correction of personal data for the renewal / replacement / revision of the Airport Restricted Area Permit, a completed Change in Personal Data Form (AOS/P/18) as shown in Appendix 10-E shall be submitted to the Permit Office with the required supporting documents. 66 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 10.6 Surrender of Cancelled, Suspended Permits and Permits no longer required Pursuant to Sections 10 & 11 of the Aviation Security Regulation (Cap. 494A), the following categories of permits are to be surrendered to the Permit Office upon notification from the Permit Office. Airport Permits cancelled by the Airport Authority Airport Permits suspended by the Airport Authority Airport Permit that held by a person who ceases to be employed by or associated with the organisation which sponsored his Airport Restricted Area Permit application Failure to surrender the aforesaid permits without lawful excuse, the permit holders and the authroised signatories may be liable to prosecutions under the Aviation Security Regulation. Airport Restricted Area Permit is the property of the Airport Authority. For cases where the permits are expired, Sponsoring Organisations shall ensure such to be returned to the Permit Office in accordance with the Permit Return Procedures as set in Para 10.7 of this section. Failure to return the expired permits may result in the sponsoring privilege of the Sponsoring Organisation being revoked by the Airport Authority Permit Return Procedures To return the suspended, cancelled or expired permits, Sponsoring Organisations shall: a) complete an Airport Restricted Area Permit Permit Return Form (AOS/P/15). A specimen of the Airport Restricted Area Permit Permit Return Form is shown in Appendix 10 F; and b) return the permits together with the duly completed permit return form by post or by hand to the Permit Office as soon as practicable and in any case no later than one month from the date of notification or expiry of that permit, whichever is sooner. The issue of Airport Restricted Area permits is governed by Aviation Security Ordinance (Cap. 494). b. The application form should be completed in block letters. c. Completed application form should be delivered to the Permit Office (address shown). Fax copy of the application will not be processed except in respect of urgent application for Airport Restricted Area Permits. d. The permits are usually ready for collection after 5 full working days from the date of submission. e. 153 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL Appendix 11 Application of Biometric Technology for Airport Restricted Area Permit System at Hong Kong International Airport 1 Introduction 1.1 In the interests of enhancing security at Hong Kong International Airport (HKIA), the Airport Authority Hong Kong has introduced biometric technology to the Airport Restricted Area (ARA) Permit System. At time of permit application all ARA permit applicants are requested to provide a finger print in order that this may be captured on the Access Control System (ACS) database. 2 Why Biometrics? 2.1 With the emergence of proven biometric technologies, traditional access control checks by means of electronic verification together with human operator scrutiny are no longer considered best practice within the security industry. This is because they can be defeated by means of impersonation (inadvertent or intentional misuse of an ARA permit belonging to another). Moreover, it is recognized that visual checking of a photographic image against the face of the person presenting the permit is an inherent weakness, as human behaviour is prone to error. The employment of biometric technology is considered as an effective means to mitigate the risks associated with human error. Worldwide, biometrics is increasingly being used in aviation (both as a security and facilitation enhancement). 3 How do you benefit if you choose to register your fingerprint data? 3.1 Essentially this allows you to use the Self assist or automated channels at all the access points into the ARA. In other words, there is no need for you to present your ARA permit to a Security Officer and undergo any human scrutiny. The speed of service at a self help channel is typically under 8 seconds. 4 Where is biometric data stored and who has access to this information? 4.1 Strict data privacy legislation applies in the Hong Kong Special Administrative Region. Biometric information is stored together with the ARA permit entry on APPENDIX 11-1 JUNE 2011

154 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL the HKIA ACS database. It is not stored on the card. No single person may view or has access to such information. The information is also stored in a binary coded format that is non transferable and cannot be re-converted into a traditional 2D fingerprint. The information is not shared with any 3 rd party nor Hong Kong SAR government agencies. 5 For how long does the Airport Authority Hong Kong retain biometric data? 5.1 Individual biometric data is automatically purged from the ACS database at such time as the ARA permit concerned is invalidated for 42 days from the System (e.g. on expiry or cancellation of the permit). 6 How is biometric data kept safe and secure? 6.1 As mentioned above the data is stored in a binary format inside the ACS database. This is maintained at a secured location at HKIA. A limited number of personnel working at the Permit Office have access rights to the database but not to the biometric data contained therein. The ACS is not linked to the internet or other systems by which a hacker may gain access. Moreover, the data cannot be reconverted into a traditional finger print image. 7. What to expect at the Permit Office 7.1 At the time you report to the Permit Office you will need to comply with various formalities including having a photographic image taken and view the relevant HKIA Safety and Security video briefings. You will also be invited to provide your fingerprint data capture. Typically this will be the index finger of both your right and left hand. Other fingers print also suffices in the event that the system cannot record the index finger for any reason. The process takes a matter of seconds. 8. What if you choose not to give a fingerprint? If you choose not to register your finger print data you will not be able to use the self assist entry points and an ARA permit may not be issued as the permit application process is incomplete. 158 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 1 Introduction 1.1 Visitor Pass Referring to Section 4 of Aviation Security Regulation, the Airport Authority introduces Visitor Pass to identify and to enable persons to be escorted. Visitor Pass is issued to person who requires very short term or ad hoc access to the Airport Restricted Area. The pass has a maximum validity of 7 days. Holder of the Visitor Pass must be escorted at all times by a holder of an Airport Restricted Area Permit with escort authority ( E endorsement). The escort requirement is to safeguard against security and safety risks that could otherwise arise. 1.2 Issuing Authority The authority for issuing Visitor Pass rests with the Safety, Security and Business Continuity Department of the Airport Authority. Aviation Security Company Limited (hereinafter AVSECO), is a service provider engaged by the Airport Management Director for the day to day management of Visitor Pass processing matters. 1.3 Administration of Visitor Pass The Visitor Pass System is administered by the Airport Authority Permit Office managed by AVSECO under the supervision of Airport Authority s Security Section. 159 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 2 Issue Policy of Visitor Pass 2.1 Acceptance Criteria An application for Visitor Pass will only be accepted and processed if the request comes from a Sponsoring Organization, which is normally an airport organization playing an active role in airport operations To ensure that applications for Visitor Passes are to cater for genuine operational needs, Visitor Pass applications from the Sponsoring Organization must be signed by an Authorized Signatory of the organization giving justifications for the access requirement. 2.2 Sponsoring Organization Sponsoring Organizations which have been approved to join the Airport Restricted Area Permit System are qualified and entitled to endorse applications for the Visitor Pass in their own right Sponsoring Organizations must use their best endeavours to ensure that their visitors under their sponsorship are trustworthy and that they should not present a risk to the security of the airport or its operations. In the event that a Visitor Pass holder is no longer suitable to possess, or no longer requires, a Visitor Pass, the Sponsoring Organization shall notify the Airport Authority for cancellation or suspension of Visitor Pass concerned Sponsoring Organizations are required to take note of the responsibility imposed on them and must have appropriate disciplinary procedures to deal with any breach of conditions of issue of the Visitor Pass. 160 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 2.3 Authorized Signatories The Authorized Signatories nominated by a Sponsoring Organization for the Airport Restricted Area Permit application are recognized as the Authorized Signatories for the Visitor Pass application by default All Authorized Signatories must fully understand and accept the Conditions of Issue of Visitor Pass as contained in this Annex All Authorized Signatories are expected to have a thorough understanding of the operation of the organization, and they must be in a position to justify the access needs of each Visitor Pass application Each Authorized Signatory must ensure that: a) all information on the application form is correct b) all sections have been completed c) he / she understands that by signing the application form, he / she is confirming that the information provided in it is correct d) he / she understands that to knowingly provide false information is a breach of security requirement and may result in he/she being disqualified to act as the organization s Authorized Signatory Once the Visitor Pass has been issued, the Authorized Signatory becomes responsible for the conduct of the Visitor Pass holders and their compliance with the Conditions of Issue of Visitor Pass. The Authorized Signatory must also instruct / advise the Visitor Pass holders on their role and responsibilities with a view to ensure that the Visitor Pass will only be used for the purpose for which it is issued. Failure of an Authorized Signatory to carry out his / her responsibilities may result in him / her being disqualified to act as the organization s Authorized Signatory. ANNEX I - 4 AUGUST 2013

161 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 2.4 Policy in respect of Issue and Use of Visitor Pass The issue of Visitor Pass is subject to the Conditions of Issue made by the Airport Management Director in accordance with the policies and procedures of the Airport Authority. Visitor Pass holders as well as the Authorized Signatories of the Sponsoring Organization sponsoring the application are required to have a thorough understanding of, to observe and comply with, such conditions, details of which are contained in this Annex and other relevant notices, circulars and correspondences issued by the Airport Authority governing the issue of Visitor Pass. The Conditions of Issue of Visitor Pass (Ref: AOS/P/20) are contained in Appendix 2A Cancellation or Suspension of Visitor Pass The Airport Management Director, or his authorized representative, may seize the Visitor Pass on the scene by the Authority and/or AVSECO or demand surrender of the Visitor Pass to the Permit Office in circumstance where the Visitor Pass holder has either (i) breached one of the Conditions of Issue; or (ii) has contravened a provision of the Aviation Security Regulation or the Airport Authority Bylaw In case of immediate seizure of the Visitor Pass, it can be handled by either Police or AVSECO. Police will take possession of the Visitor Pass at the discretion of the Authority. Under the circumstances where a Visitor Pass holder is in possession of an expired Visitor Pass, AVSECO will seize the Visitor Pass concerned and issue a surrender notice titled Surrender of Expired Visitor Pass The application of Visitor Pass is subject to vetting and the Visitor Pass may not be issued due to operational and security reasons. The Authority is committed to information security which is set out in the Information Security Policies and Standards for the Airport Authority Hong Kong, which also contains standards, which are the guidelines to support the information security and to provide Management with best practices within its environment. The Permit Office, as the service provider of the Airport Authority, has the obligation to uphold the commitment and strictly follow those guidelines where applicable According to the Personal Data (Privacy) Ordinance, the Authority shall not keep personal data longer than is necessary for the fulfillment of the purpose for which the data are to be used. Personal data collected through the Visitor Pass will be kept for a period of 7 years after the cancellation of a Visitor Pass. 2.6 Visitor Pass Fee Applications for the issue of a Visitor Pass are subject to payment of application fees. The fees are charged upon application, regardless of whether the application is subsequently cancelled or disapproved. Fees for all the Visitor Pass applications will be charged under the demand note arrangement to the Sponsoring Organizations on a monthly basis. Details of the Visitor Pass fee are contained in Appendix 2B The Sponsoring Organization shall pay fees on or before the due date as specified on the invoices. Failing that, the Permit Office will withhold the sponsoring privilege until the outstanding payment is settled. Moreover, the Airport Authority reserves the right to charge interest on the outstanding amounts until actual payment is effected. ANNEX I - 6 AUGUST 2013

165 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 3 Application of Visitor Pass 3.1 Purpose and Validity Visitor Pass is issued to a person who requires very short term or ad hoc access to the Airport Restricted Area. The Visitor Pass has a maximum validity of 7 days. For any access requirement more than 7 days, applicants shall apply for the Airport Restricted Area Permit A specimen of the Visitor Pass is shown in Appendix 3A. Details of the photograph requirements are shown on the Visitor Pass Application Form (Ref: AOS/P/04) at Appendix 3B Visitor Pass holder must be escorted at all times by a holder of an Airport Restricted Area Permit with the E endorsement. The escort requirement is to safeguard against security and safety risks that could otherwise arise. 3.2 Application During office hours Sponsoring Organizations having an urgent operational need for escorting visitors into the Airport Restricted Area should submit the duly completed and signed Visitor Pass Application Form to the Permit Office by hand, by post or by facsimile at If the application is submitted by fax, the original Application Form duly completed and signed by an Authorized Signatory from the same Sponsoring Organization should be submitted to the Permit Office by hand at time of collection of the Visitor Pass. 166 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL Outside office hours 3.3 Processing Time Sponsoring Organization wishing to make such request should first call the AVSECO Duty Security Manager at or before sending the duly completed and signed Visitor Pass Application Form by fax at , or by hand to the Duty Security Manager's office at Room 6T007, Level 6 (Landside), Terminal 1, Passenger Terminal Building Application submitted outside office hours should be limited to application arising as a result of a sudden unforeseen operational need to access the Airport Restricted Area. In circumstances where it is not possible to obtain a signature of the Authorized Signatory, the AVSECO Duty Security Manager may still issue a Visitor Pass at his/her discretion. However, such pass will only be good for entry to the Airport Restricted Area until 0900 hours of the following working day. At such time, the Sponsoring Organization will need to apply for another Visitor Pass by submitting an application form to the Permit Office. Such form must be duly signed by an Authorized Signatory in the normal manner. As the Visitor Pass is meant for facilitating urgent operational needs, it would normally be available within the same day of application submission. 3.4 Collection of Visitor Pass Visitor Pass can be collected by the applicants in person or by the Sponsoring Organization on their behalf. For the collection of the Visitor Pass at the Permit Office or any designated staff access control points, proof of identity document (either a copy or original Hong Kong Identity Card or Passport) of which the information is used in their applications must be produced for identity verification. 167 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL 3.5 Transfer of Escorter Responsibilities Escorting duties may, if required, be transferred to another Airport Restricted Area Permit holder with E endorsement within the same Sponsoring Organization. 3.6 Escorting and Conditions of Issue The issue of a Visitor Pass is subject to the Conditions of Issue (Ref: AOS/P/20) made by the Airport Management Director. The Conditions are reproduced at Appendix 2A of this Annex and also available at the Airport Authority extranet of under folder Forms > SSBC Forms The Escorter is responsible for ensuring that the holders of Visitor Pass are escorted and accompanied at all times whilst in the Airport Restricted Area. Persons undertaking those escort duties should familiarize themselves with the escorting requirements at Appendix 3C which is also available at the Airport Authority extranet of under folder Forms > SSBC Forms.. Failure to observe the requirements may result in the suspension of the escort authority of the relevant Escorter An Escorter may escort a maximum of 5 persons at any one time provided that the Escorter can maintain effective and continuous supervision on all the Visitors. Escorting duties may, if required, be transferred to another Airport Permit holder with E endorsement within the same Sponsoring Organization In exceptional circumstances, subject to pre-approval by Airport Management Director or his authorized representative and provided that there are arrangements for adequate supervision of the Visitors in the Airport Restricted Area, the escort ratio of 1:5 could be exceeded. Under such arrangement, the validity of the Visitor Passes will be valid for one day and a letter G will be printed on the right bottom corner of the Visitor Pass (see Appendix 3A) The Visitor Pass will be visually and electronically verified by AVSECO staff at the staff access point every time the Visitor Pass holder enters the Airport Restricted Area / Enhanced Security Restricted Area. 168 AIRPORT AUTHORITY HONG KONG AIRPORT RESTRICTED AREA PERMIT SYSTEM MANUAL Visitor Pass no longer required should be returned directly to the Permit Office for cancellation. The use of Visitor Pass relies heavily on the individual Sponsoring Organization concerned exercising a high degree of selfregulation over their escorting staff. Any abuse of the system, including the non-return of Visitor Pass after expiry, may result in the loss of the Sponsoring Organization status concerned and the suspension of issue of Visitor Pass to the individual concerned Sponsoring Organizations should ensure that all details recorded on the application forms are accurate and correct. Particular attention is drawn to spelling of names for Visitor Pass applicants. They should correspond with those appearing on their Hong Kong Identity Cards or travel documents. 3.7 Special Visitor Pass (without photograph) Under special circumstances, e.g. Aircraft Crash Exercises and VIP reception, Special Visitor Passes could be made available for controlled groups of visitors being escorted by the Sponsoring Organizations acceptable to the Airport Authority Hong Kong. The issue and use of a Special Visitor Pass is also subject to the Conditions of Issue (Ref: AOS/P/20) made by the Airport Management Director Differences between normal Visitor Pass and Special Visitor Pass: a) Instead of applicant s photograph on the normal Visitor Pass, partial information of his / her HKID Card no. or Travelling Document no. will be provided on the Special Visitor Pass. A specimen is shown in Appendix 3A. b) The identity of the holder of Special Visitor Pass will be checked against his / her HKID Card or Travelling Document at the staff access control points at the Airport Restricted Area.
