3 Annex II Part-ARO New ARO.OPS.230 Determination of disruptive schedules The authority shall determine, according to the definitions of early type and late type in ORO.FTL.105, which of these two types of disruptive schedules shall be applicable to all commercial air transport operators under its oversight. Tveksamt om det är lämpligt att klassificera alla flygbesättningar hos samtliga operatörer i ett land som morgonmänniskor respektive kvällsmänniskor. 3

8 Air taxi operation New definition Air taxi operation means, for the purpose of flight time and duty time limitations, non-scheduled on demand commercial air transport operations with an aeroplane with a maximum operational passenger seating configuration (MOPSC) of 19 or less. 9 Utvärdering 3 år efter ikraftträdande av nya FTL-reglerna skall EASA undersöka the effectiveness av dessa based on operational data gathered on long term basis after the entry into force and shall focus at least on the following: 1. the impact of duties of more than 13 hours at the more favourable time of the day; 2. the impact of duties of more than 10 hours at less favourable time of the day; 3. the impact of duties of more than 11 hours for crew members in an unknown state of acclimatisation; 4. the possible impact of a high level of sectors (>6) on crew alertness; and 5. the impact of disruptive schedules on cumulative limits. 9

11 Undantag Nationella regler för In-flight rest (LFS 2008:33-6 Paus under flygning) tillåts upp till 2 år efter FTL ikraftträdande. 12 Home & hotel standby Definition Reserve (Tidigare benämnt Long-call standby) A period of time during which a crew is required by the operator to be available to receive an assignment for a flight, positioning or other duty with at least a 10 hour notification before the start of the assigned duty. 12
13 Home & hotel standby cont d Standby (a) the maximum time for short-call standby is 16 hours. (b) standby time counts as 25% of duty time for the purpose of accumulated duty. (enligt EASA:s presentation: för efterföljande vila) (d) the standby ceases when the crew member reports at check-in (e) if a call to report for a duty occurs within the first 8 hours of the shortcall standby, the maximum FDP counts from reporting. (f) if a call to report for a duty occurs after the first 8 hours of the shortcall standby, the maximum FDP is reduced by the amount of short-call standby time exceeding 8 hours. (g) the response time between call and reporting time established by the operator allows the crew member to arrive within a reasonable time. 13
14 Airport standby (a) A crew member is considered on airport standby from reporting at the reporting point until the end of the notified airport standby period. (b) Where airport standby does not lead to assignment on a flight duty, it is followed by a rest period. (c) Airport standby counts in full as duty time. (d) If an assigned FDP starts during the airport standby (1) the FDP counts from the start of the FDP. The max FDP is reduced by any time on standby in excess of 4 hours. (2) the max combined time for airport standby and assigned basic max FDP is 16 hours. 14
15 Disruptive schedules Disruptive schedules Disruptive schedule means a crew member s roster comprising an FDP or a combination of FDPs starting, finishing during or encroaching any portion of the day or of the night where a crew member is acclimatized which disrupts the sleep opportunity during the optimal sleep time window. A schedule may be disruptive due to early starts, late finishes and night duties. 15
16 Disruptive schedules cont d For an Early type of crew: Early start: A duty period starting in the period 05:00-05:59 hours. Late finish: A duty period finishing in the period 23:00-01:59 hours For an Late type of crew: Early start: A duty period starting in the period 05:00-06:59 hours. Late finish: A duty period finishing in the period 00:00-01:59 hours 16
17 Disruptive schedules cont d CS FTL Rest periods 1 Disruptive schedules (a) When a transition at home base is planned from a late finish/night duty to an early start, the rest period between the 2 FDPs includes 1 local night. (b) For a crew member performing 4 or more night duties, early starts or late finishes between 2 extended recovery rest periods as defined in ORO.FTL.235(d), the second extended recovery rest period is extended to 60 hours. 17
18 Acclimatisation Acclimatised A crew member is considered to be acclimatised to a 2- hour wide time zone surrounding the local time of his/her point of departure. When the local time of the place where the duty commences differs more than 2 hours from that at the place where the duty ends, the crew member is considered to be acclimatised in accordance with the values in the table below (på nästa sida) for the calculation of the maximum daily FDP. 21 Time zone differences Time zone differences (a) The operator monitors rotations and combinations of rotations in terms of their effect on crew fatigue, and adapts the crew schedules as necessary. (b) Time zone differences are compensated by additional rest, as follows: (1) At home base, if an FDP involves a 4 hour time difference or more, the minimum rest is as specified in the following table (på nästa sida) and includes at least 2 local nights. 21

23 Time zone differences cont d (2) Away from home base, if an FDP involves a 4 hour time difference or more, the minimum rest provided is at least as long as the preceding duty period, or 14 hours, whichever is greater. Notwithstanding (b)(1), this may also apply to home base if the operator provides suitable accommodation to the crew. (jfr nuvarande 3 lokala nätter /CU) (3) In case of an Eastward-Westward or Westward-Eastward transition, at least 3 local nights of rest at home base are provided between alternating rotations. 23

Extension of FDP due to in-flight rest (a)(1) The FDP is limited to 3 sectors. (a)(2) The minimum in-flight rest period is a consecutive 90-minute period for each crew member and 2 consecutive hours for those flight crew members at control during landing. 26
27 In-flight rest cont d Augmented flight crew A flight crew which comprises more than the minimum number required to operate the aircraft, allowing each flight crew member to leave his/her assigned post and be replaced by another appropriately qualified flight crew member for the purpose of in-flight rest. 28 In-flight rest cont d Extension of FDP due to in-flight rest (b) The maximum daily FDP may be extended due to in-flight rest for flight crew: (1) with one additional flight crew member: (i) up to 14 hours with class 3 rest facilities (ii) up to 15 hours with class 2 rest facilities (iii) up to 16 hours with class 1 rest facilities (2) with two additional flight crew members: (i) up to 15 hours with class 3 rest facilities (ii) up to 16 hours with class 2 rest facilities (iii) up to 17 hours with class 1 rest facilities 28

30 In-flight rest cont d (d) The limits in (b) may be increased by 1 hour for FDPs that include 1 sector of over 9 hours of continuous flight time and a maximum of 2 sectors. (e) All time spent in the rest facility is counted as FDP. (f) The minimum rest at destination is at least as long as the preceding duty period, or 14 hours, whichever is greater.
