The department welcomed new committee members from American Airports Corp (Brackett Field), American Airlines, United Airlines, and Ontario International Airport Authority. Two student members were also welcomed to the committee. Dean Jemma Blake-Judd and Associate Dean Sarah Plesetz gave a summary of the purpose, role, and responsibilities of an advisory committee. Approval of Minutes - Mandatory Advisory-Driven Program Improvements to Date Summary of changes since last advisory meeting Minutes from 2015 Advisory Meeting: approved unanimously. New Citabria Airplane delivered and pilot training has commenced. Aircraft housed in hangar for UV sun protection and overall protection from damage. Air Traffic Control status quo on FAA hiring. FAA projection for next hiring cycle to commence October 2016

2 Summary of program changes since last advisory meeting Aircraft paint project commenced Spring The aircraft will have registration numbers changed to have Mt. SAC in the name (e.g. 562 will become 5MS) MS for Mt. SAC The hangar rent increased in price because of a clause in the contract at the 25 year mark. The district increased the budget to cover the increased expense. California Baptist University Aviation Program in Riverside (CBU) partnered with Mt. SAC in Fall 2015 to allow our students to fly the CBU twin-engine training airplane. Frasca 141 flight simulator was delivered and installed March The simulator was configured by the factory to replicate a Cessna 172 or Piper Arrow. An added benefit is the simulator software included the NIFA grading program for flying team competitions. The department hosted the NIFA Region II SAFECON Airmeet at Brackett Field the first week of November competitors from 7 colleges and universities competed in the ten SAFECON events. The competition was a success with Mt. SAC bringing home the Top Two Year School, Instrument Flight Champion, and Sportsmanship Trophy. New course offering Spring 2016 Multi-engine Ground School (Boeing 737-NG) The course is part of the 7 unit FAA Aircraft Dispatcher preparation course and certificate. New course offering Spring 2016 Flight Simulator Lab

3 Summary of program changes since last advisory meeting This course was added as an elective and adds hands-on flight simulator training that complements the existing academic instrument training lecture. Aviation textbook reserve collection Library The department fully stocked the reserve before the Fall semester. Library staff tracked usage over the semester and stated that first semester textbooks were highly utilized by our students. Advanced classes less so. ATC lab assistants were hired and trained for Fall and Spring semesters. The lab assistants were of vital importance to the success of the ATC training. Aeronautics tutors were hired for Fall and additional tutors for Spring semester. All three tutors for Spring are female pilots (two have commercial licenses, one is training for a private pilot certificate). The department overhauled the Aeronautics web page The page is now scalable from desktop size down to tablet and phone size. College goal is to have a compact and easy to read web site that highlights student success and we think it was a successful rollout. New partnerships are in development with two aviation magnet high schools. The department plans on developing articulation agreements. New in Fall 2015 the department developed and hosted an Aviation University Transfer Day. Four universities presented in the auditorium and afterward hosted our students in the quad area outside building 28A. Over 100 students participated. The department attended the Women in Aviation International Conference in Nashville, TN. We traveled with six students to the conference, participated in

4 Summary of program changes since last advisory meeting safety and educational seminars, and made industry connections for our FAA aircraft dispatcher program. The department met with college skilled craftsmen on water leakage issues with the Mt. SAC hangar at Brackett Field. A measurement survey was completed to the West side of the Mt. SAC hangar for placement of a temporary building to be utilized for flight simulation equipment and quiet teaching space for flight instructors and FAA oral and practical examinations. Open discussion from industry panel began approximately 1:00 pm Lori Armstrong, Southern Illinois University, gave an overview of the status of SIU B.S. Aviation Management degree. Lori stated that the program is going strong and has a wait list of several months. The total cost of the 16 month degree is approximately $17,700 for tuition and fees. Dr. Keith Mew, California State University, Los Angeles, gave an overview of the status of CSULA B.S. Aviation Administration degree. The program is going strong with tuition varying by student but approximates $14,000 for tuition and fees. The program is going to semesters from quarter system because of a CSU wide mandate. Alan Wapner, Ontario International Airport Authority, gave the group an overview of the transition to Ontario ownership and management of Ontario Airport. The

5 transition will be complete as of July 1 st and the airport authority expects FAA certification shortly. Mr. Wapner stated that five new terminals would be built and a multitude of businesses surrounding the airport. The overview given by Mr. Wapner was welcomed by the industry group and faculty and several minutes of discussion occurred. Areas of interest to pursue in the coming year included: student internship opportunities for pilot, ATC, dispatcher, airport operations, and other student expertise. Some time was spent discussing unmanned aerial vehicles (drones) and Mr. Wapner wanted Mt. SAC to pursue this training field because of knowledge of the types of businesses that will be coming to the inland empire as Ontario airport expands. Industry Discussion Jude Fleming, Mt. SAC professor, gave an overview of the progress the Aeronautics department has made toward FAA certification of our newly developed FAA Aircraft Dispatch program. Last year the program was unanimously approved. This year the department is nearing FAA approval after receiving FAA site visit and writing an FAA Aircraft Dispatcher Training Manual (going through an FAA approval process April 2016). During open discussion the industry panel members offered suggestions for local partners. Several professional pilots on the panel expressed their happiness that the department is now teaching a multi-engine turbine ground school course. Steve Shackelford, Mt. SAC professor, gave an overview of FAA hiring practices and budget issues. His overview, supported by our air traffic controllers on the panel, stated that the FAA s budget was being negotiated by Congress and should have resolution by Summer There was discussion about the FAA starting a hiring cycle October 2016 or April According the 2015 FAA Workforce Plan air traffic controllers are retiring at a rate of 650 per year. With promotions and transfers of 350 per year the FAA must hire over 1000 new controllers a year just to keep up with attrition.

6 Industry Discussion Jemma Blake Judd (Dean) gave an overview of the Unmanned Aircraft Systems (UAS) initiative. Faculty shared that the department submitted official paperwork stating our intent to offer a UAS program. Three colleges plan on offering complimentary training in this area Mt. SAC, Glendale CC, and Cypress CC. The college is also evaluating local partnership in industry. The industry panel encouraged the program to move quickly on the development of this program. There were discussions on recent FAA rule making regarding Commercial UAS operations. Panel members noted that a Private Pilots Certificate (or Sport Pilot s Certificate) is now mandatory in order to fly a UAS commercially (FAA Section 333 exemption). There were discussions about whether to purchase UAS simulators or actual UAS drones. The consensus of the group was to pursue the purchase of both technologies. 15 minute break occurred approximately 1:45 p.m. Meeting commenced at 2:00 p.m. Linda Rogus (professor) and David Todd (flight training supervisor) gave an overview of Commercial Pilot Program and a status report of the flight training initiatives. There was spirited discussion about the pilot shortage. Several pilots stated that their major airline is hiring more pilots this current year than any time in the past twenty years. There was consensus that the shortage of pilots is so prevalent in the regional airline industry that one carrier gave an across the board pay raise of 30 without asking or negotiating with the pilot s union. A comment was made regarding a recent news article about Jetblue airlines offering Ab Initio pilot training to alleviate their own situation for pilot shortage. The premise of the story was that Jetblue would screen and hire pilots with zero flight hours for a fee of $150,000. The fee would by for flight training to bring the new hire to the minimum 1500 hours. Comments from the group were stern and negative to the Jetblue pay to play airline job. In addition, Industry committee members wanted to know if the

7 Industry Discussion Mt. SAC aeronautics program could grow significantly, and what, if anything, would holding back student progress through the degree or flight training. There was discussion. And, staff stated the need to add two or more primary training aircraft piloting program is growing plus there are two new initiatives that will necessitate additional access to airplanes the new UAS program and the new FAA Aircraft Dispatcher program.
