While the interested operators may decide on the Main Operations Bases (MOB) for their proposed aircraft, the operator should, on a short notice, be able to fly in/out of the following Countries. A. Region one: Afghanistan, Iran, Turkmenistan, Uzbekistan, Tajikistan, Pakistan, Iraq, Kuwait, Jordan, Syria, Cyprus, Turkey, Lebanon, United Arab Emirates, Qatar and the neighboring countries; Serving Missions: UNAMA, UNAMI, UNIFIL and UNFICYP etc. B. Region two: Kenya, South Sudan, Sudan, Uganda, D.R. Congo, Tanzania, Somalia, Central African Republic, Rwanda, Burundi, South Africa and the neighboring countries; Serving Missions: UNSOS, UNMISS, UNAMID, MONUSCO, UNISFA, MINUSCA etc. C. Region three: Liberia, Mali, Western Sahara, Libya, Senegal, Ghana and the neighbor countries; Serving Missions: UNMIL, MINUSMA, UNOWAS, UNIOGBIS, CNMC, MINURSO and UNSMIL etc. D. Region four: United States of America, Haiti, Colombia and the neighboring countries. Serving Missions: MINUJUSTH, UNVMC etc. The Operator must be able to provide the following services: Air Ambulance services for the above listed United Nations Missions located in the four different regions. The Aircraft must be appropriately equipped with Air ambulance operations (medical equipment and personnel). The operator will perform Air ambulance services from the United Nations Field Missions mentioned above to medical facilities designated by the UN, inside or outside the Mission area. Pax/VIP or Medevac services, or the combination of both services, supporting the above listed

2 United Nations Missions located in the four different regions. Technical Specifications: Aircraft should have full lavatory facilities. Aircraft and crew must be certified for RVSM operations, enabling flights into European Airspace. Multi Engine Jet. High altitude, Hot weather and Heavy operations capable. Aircraft capable of day/night VFR and IFR (all weather operations). All dangerous goods transported by air must be carried in compliance with ICAO Doc Typical Dangerous Goods include fuel, compressed gases, medical supplies, batteries and ammunition. The Carrier is required to be self-sufficient when tasked outside of the Mission area. Carriers are required to have the back office capability to secure and pay for their own over-flight and landing permits, ground handling, Jet-A1 fuel and crew accommodation in/out of mission area flights. Field self-start capability (APU) and capability to independently operate all systems and subsystems of the aircraft (i.e. cargo door, ramp, stairs etc.), if applicable. SPECIFIC REQUIREMENTS / INFORMATION (IF ANY) Participation Requirement for non-registered vendors: For companies that are not yet fully registered as Flight Service Vendors with the UN Secretariat, eligibility criteria for participating in the upcoming RFP exercise are as follows: i. Submit a copy of a valid Air Operator Certificate (including Operations Specifications) to be provided by attached to this RFI Response. iii. If you can provide Air Ambulance services submit the relevant approvals/certificates. iii. Submit Level 2 registration application and all documents required to register as Flight Service Vendors to the UN Procurement Division no later than the closing date of the upcoming RFP. New vendors will need to complete their registration at Level 2 and as Flight Service Vendors with the UN in order to be considered for a contract award. 5 RFI INSTRUCTIONS 1) Registering as a Vendor with the United Nations Vendors interested in fulfilling the requirement described above must be registered with UN in order to be eligible to participate in any future solicitation. Information on the registration process can be found at Prerequisites for Eligibility In order to be eligible for UN registration, you must declare that: A. Your company (both parent and/or subsidiaries, if applicable) is not on, or associated with a company or individual on The 1267 List website ( and is not on the IIC Oil for Food List website ( B. Your company (both parent and/or subsidiaries, if applicable) is not currently removed, invalidated or suspended by the UN Headquarters, field missions or other UN organizations (including the World Bank) and is not under investigation by a government or UN Member State. C. You have no outstanding bankruptcy, judgment or pending legal action that could impair operating as a going concern. D. You currently do not employ, or anticipate employing, any person(s) who is or was recently employed by the UN (in accordance with ST/SGB/2006/15, post-employment restrictions ( E. Your subsidiaries, agents, intermediaries and principals agree to cooperate with the United Nations Office of Internal Oversight Service during any investigative processes undertaken by them, either before during or after execution of a contract, including providing all required documents, company records, access to employees, officers and staff, as well as financial information. Vendors who have not initiated and completed the formal registration process with the Procurement Division within the 90 day-period will be automatically removed from the vendor roster and will have to start again a new registration for consideration in future EOI and tendering exercises. IMPORTANT NOTICE: Any false, incomplete or defective vendor registration may result in the rejection of the application or cancellation of an already existing registration. 2) RFI Process Vendors interested in responding should forward their information (as requested in the RFI) to the United Nations Procurement Division (UNPD) by the closing date set forth in this RFI. Due to the high volume of communications, UNPD is not in a position to issue confirmation of receipt of RFIs. Please note that no further details of the planned solicitation can be made available to the vendors prior to issuance of the solicitation documents.
