2 These Local Procedures (LP) are a complementary document of FAI Sporting Code General Section, Section 3 and its annexes, especially Annex A (SC3A). It has been issued in order to describe operational procedures relevant to the site and complement general rules. The numbering format of SC3A has been used in the layout of these LP. For the requirements not specified here one shall refer to the documents above. B GENERAL Championship Classes 18 metre Class 20 metre Multi-seat Class Open Class note Additional Safety Rules Additional safety rules may be imposed and announced at championship briefings. Such safety rules are considered to be part of the Local Procedures and will be provided during briefings to all Pilots, or in written form to all Team Captains, if appropriate. These rules will also be available on the website of the competition. Irrespective of any provisions in the Sporting Code, Competition Rules - Annex A, Local Procedures, Task Sheets, Competition Management decisions etc., the pilot remains solely responsible for the glider, its operation, and compliance with legal requirements and air traffic law. Please remember that acceptance check will include verification of at least two of the safety features listed in SC3A. Maximum speed for vehicles on the airfield is 20 km/h. In participating the Championships, all pilots commit themselves to fair sportsmanship and to the highest possible degree of mutual respect. Air safety (including other competitors' safety) has absolute priority in any circumstances. 4 of 26

5 In case of a serious accident, a competitor who observes or becomes aware of the accident shall immediately communicate the information to the Competition Director directly or through other competitors, and carry out any action useful for the rescue. If the accident implies rescue action by one or more competitors, the Competition Director, once informed of the fact, will announce the cancellation of the task by radio. Alcohol and doping tests may be applied randomly Control Point File Format The official control point file format is.cup (SeeYou). You can find the control point file on the website of the competition in the documents' section not later than 30 days before the first competition day Forbidden Airspace The competition area and the airspaces excluded from it will be announced during each daily briefings and will also be indicated on the task sheets. The airspace file will be placed on the website of the competition in the documents section not later than 30 days before the first competition day. C NATIONAL TEAMS Entry Fee The entry fee is a. Number of Allowable Entries Per NAC In each classes including the 20 metre Multi-seat class we accept two entries per NAC. Reigning Champions are excluded from this limit b. Total Number of Allowable Entries and Number of Entries Per Class The total number of competitors for each classes shall not exceed 50 (not including the reigning champions in the appropriate classes). Maximum number of all the entries combined is 120 (including reigning champions). 5 of 26

6 3.5.4 a. Additional Documentation Required Valid calibration certificate for primary and secondary FR issued within 5 years before the end of the competition. Documentation will be checked during the scrutineering and registration. Therapeutic Use Exemption (TUE) (please note the FAI Anti-doping Rules and Procedures). Aircraft owner's authorization to fly the glider for pilots flying with a glider not owned by them b. Documents Required to be Carried on Board the Sailplane Pilot's passport or other personal ID. Pilot's license or equivalent document. Certificate of Airworthiness and ARC or Permit to Fly. Certificate of Registration. Proof of glider third-party insurance. Glider's radio license. Glider's flight manual. Contest area map (will be provided by Organizers). All other documents required by law of glider's country of registration or by aircraft operator. All documents must be valid for the whole period of the Championships Third Party Insurance Cover Documentation proof of all insurances shall be made available to the Organizers in English or Hungarian, in the form of original documents or copies. Third Party Liability insurance not excluding competitions is required for each participating sailplanes. The required coverage must comply with EU Regulation 785/2004 which states the following limits: Certified MTOM < 500 kg Minimum Limit SDR * Certified MTOM < 1000 kg Minimum Limit SDR * Medical Insurance Personal medical insurance is required for all team members and every persons who stay at the airfield, covering accidents and sickness, including any local hospital costs and the costs of transport to the hospital (including helicopter) or back to the team member's home country. Insurances are going to be checked during registration. 6 of 26

7 D TECHNICAL REQUIREMENTS Glider avionics (including flight recorders, navigation and anti-collision devices) must be firmly mounted to the glider. Any instruments, accessories nor baggage cannot limit pilot's vision nor interfere with glider controls c, d. Additional Equipment Tracking devices. (The organizers may require competing sailplanes to carry GNSS data transmitters to enable the public display of GNSS flight recorders during competition flights. Pilots will be advised at briefing, before the equipment is installed.) Use of FLARM anti-collision devices is mandatory. Pilots and Team Captains shall have a cellular (GSM) or satellite phone. Pilots shall carry it on board. All aero tow ropes are provided by the organizers. Usage of any other aero tow ropes is prohibited b. Instruments That Must Be Removed From the Sailplane Gyro instruments or other instruments permitting pilots to fly without visual reference to the ground (e.g. Bohli and SchanzKT1 or other gimballed compasses, turn and bank indicators). Any Artificial Horizon. (Software artificial horizons integrated with FR must indicate in their IGC files that AH function is disabled.) Any other instrument that may be used for cloud flying is prohibited or must be proven to be disabled. Further instruments not allowed if any may be specified at scrutineering note Procedures for Checking Aircraft Mass Gliders will be first weighed during scrutineering from 8th to 11th July 2015 at the particular time, chosen at online registration. During initial technical inspection, gliders will be weighed ballasted to their class or certification limit, with all removable equipment, including parachute, drinks, on board. Pilots will be weighed separately. Then the glider tow reference weight (TORW) will be determined on the main wheel only, with all extra car tow equipment attached (wing covers, tail and wing wheels, tow bar etc.). Each day gliders will be weighed on their way to the grid on the weighing stations or right on the grid. Only main wheel will be weighed, resulting value will be compared to TORW, weighing tolerance of maximum + 5 kgs will be used. If glider's main wheel weight exceeds its TORW, the glider is required to drop ballast to meet the reference weight. Non-disposable ballast can only be added according to the manufacturer's manual (e.g. flight manual). If glider's main wheel weight exceeds its TORW, glider is required to drop ballast to meet reference weight. If water is added after a re-landing, glider may be required to be weighed again before take-off. 7 of 26

8 Tie-down and glider parking: Water taps will be provided at the tie-down area to fill the gliders. For each gliders it is recommended to bring a water tube at least 30 meters long to connect the water taps. The water taps will open every day between 06:30-10:00 and 18:00-22:00. Electricity will be provided on the tie-down area. For each gliders which need electricity on the tie-down area, it is recommended to bring an extension cord at least 50 meters long. Please remember to remove all anchors at the end of the competition. E GENERAL FLYING PROCEDURES 5.2 Units of Measurement Unless stated otherwise, Distances will be expressed in kilometers (km). Heights in meters (m) above ground level (AGL). Altitudes in meters (m) Above Mean Sea Level (AMSL) and Flight Level (FL). QNH will be given on the task sheet. Speed in kilometers per hour (km/h), with the exception of wind velocity which is expressed in meters per second (m/s). Vertical speed in meters per second (m/s). Mass in kilograms (kg). Headings or radials in degrees true. Pressure in hectopascals (hpa) c. Radio Frequencies to be Used During the Championships Frequency for launching, start, finish, and landing: MHz All competitors should have frequency MHz selected from: The beginning of take-off During the launch until they have left the Release Area On the final glide from at least 10 km away from the finish During landing from the moment they join the circuit until they have left the runway. Frequency for chat, group circling, out-landing, start line opening: MHz and remain on it if he stays near the glider, to help other pilots to land out on the same field. Team frequencies may be announced later. 8 of 26

9 F COMPETITION PROCEDURES Grid procedures: Launches will be confirmed or postponed not later than 10 minutes before scheduled first launch. When launches are confirmed, all cars, bicycles and auxiliary devices shall be removed from the grid to the assigned area behind the grid, without delay. Organizers are not responsible for vehicles left on the grid without supervision and are approved to remove them to allow smooth operation of launches. Non-compliance may be penalized. See Appendix 1 - Tie-down Area, Taxiways, Grid, Re-Landing 7.1 e. Requirements for Discharging Water Ballast on the Grid Ballast emptying on the grid, before the cancellation of the competition day, on permission by the Competition Director, Competition Deputy Director or Steward(s) only. It is not allowed to add water on the grid, however if this is approved by CD or its Deputy, the glider will need to be reweighed Contest Site Boundaries See Appendix 2 - Contest Site Boundaries Release Areas and Release Heights Release Area is located over the South part of the village Ocseny, West to the Airfield. Gliders shall release or self-launchers shall shut down their MoP in the designated release area at or below the maximum release altitude. Gliders shall leave the release area after release without delay. Circling is prohibited in the towing pattern or in the Release Area below or at Release Height. Standard Release Height is normally 700 m at QFE altimeter setting. See Appendix 3 - Release Areas and Release Heights note Areas Where Continuous Circling is Prohibited or Permitted in One Direction Only During launches circling is prohibited in towing pattern and release zones Start Option to be Used and Start Geometry The start option for the contest is a start line, length 10 km. Each classes have a different start line. 9 of 26

10 7.4.4 a. Radio Procedures for Announcing the Start Time of opening of the start line will be announced on frequency MHz (repeated once): a. Immediately after the launch of last correctly gridded glider in the class. The start for (18m/20m/Open) class will be opened at (hh:mm) b. 10 minutes before start line opening. The start for (18m/20m/Open) class will be opened in 10 minutes c. 5 minutes before start line opening. The start for (18m/20m/Open) class will be opened in 5 minutes d. At the time of start line opening. The start for (18m/20m/Open) class is opened now e. Suspension, delaying and canceling of start line opening will also be announced on MHz. The start for (18m/20m/Open) class is suspended / delayed for (:mm) / cancelled a. Instructions Pertaining to Real Out-landings A competitor, who has landed out, should advise their Team Captain who will notify the organizers. A crew member or the Team Captain shall provide a completed out-landing form to the organizers (Competition Office) and/or fill the online out-landing reporting system without delay and before the retrieve crew departs the contest site. Non-compliance may be penalized Provision of and Requirements for Aero Tow Retrieves NIL Finish Option to Be Used Finish Ring with radius of 3 km will be used a. Minimum Altitude for the Finish Ring Minimum altitude for crossing finish ring is 250 m AMSL. Finishing below the limit will be penalized by 1 point/meter Finish Procedures When reaching 10 km to the airfield on final glide, competitors shall report it on frequency MHz. For announcing the arrivals the following phrases shall be used at the place specified at briefing: (Competition number), (distance to finish point in km). When reaching 3 km distance, straight flight path shall be maintained for 5-10 seconds looking out of the cockpit, then the traffic pattern of procedure in use shall be joined by safely maintaining own separation. Glider approaches towards the airfield should prescribe a generally descending flight profile (vertical speed less than or equal to 0 m/s). 10 of 26

11 Finishing Procedure: Arrival from East - Runway 17 (see Appendix 4.1) Low energy approach: join left-hand traffic pattern of RWY 17. High energy approach: cross the RWY centerline* and join right-hand traffic pattern of RWY 17. Finishing Procedure: Arrival from East - Runway 35 (see Appendix 4.2) Low energy approach: join right-hand traffic pattern of RWY 35. High energy approach: cross the RWY centerline* and join left-hand traffic pattern of RWY 35. Finishing Procedure: Arrival from North - Runway 17 (see Appendix 4.3) Low energy approach: land directly next to Eastern border line of RWY 17. High energy approach: cross the RWY centerline* and join right-hand traffic pattern of RWY 17. Finishing Procedure: Arrival from North - Runway 35 (see Appendix 4.4) Low energy approach: join right-hand narrow traffic pattern of RWY 35. High energy approach: join right-hand wide traffic pattern of RWY 35. Finishing Procedure: Arrival from South - Runway 17 (see Appendix 4.5) Low energy approach: join left-hand narrow traffic pattern of RWY 17. High energy approach: join left-hand wide traffic pattern of RWY 17. Finishing Procedure: Arrival from South - Runway 35 (see Appendix 4.6) Low energy approach: land directly next to Eastern border line of RWY 35. High energy approach: cross the RWY centerline* and join left-hand traffic pattern of RWY 35. Finishing Procedure: Arrival from West - Runway 17 (see Appendix 4.7) Low energy approach: join right-hand traffic pattern of RWY 17. High energy approach: cross the RWY centerline* and join left-hand traffic pattern of RWY 17. Finishing Procedure: Arrival from West - Runway 35 (see Appendix 4.8) Low energy approach: join left-hand traffic pattern of RWY 35. High energy approach: cross the RWY centerline* and join right-hand traffic pattern of RWY 35. * Minimum altitude for crossing the RWY centerline is 165 m AMSL Landing Procedures Sailplanes landing straight in shall, during landing, proceed according to the instruction received from finish officials on the airport frequency MHz. The aim is that the first finishing sailplanes shall normally continue as long as possible landing to allow other sailplanes to land safely behind and to use as much runway as possible. Any sudden change in direction of flight or rolling during the landing procedure is strictly prohibited. Violations will be penalized. Landing instructions for sailplanes landing from the runway circuit will be specified at the briefing. After landing, the team of the glider shall be ready to push their gliders away from landing strip as soon as possible to free up landing space. In case of mass landings, Organizers will help to remove gliders out of landing area with their own vehicles. Pilot is obliged to cooperate with driver, attach the rope and walk the wing. Gliders can only leave the landing strip in the same direction as the used landing direction, crossing the landing strip in any direction before the marked red line (red line on the picture, flags at the airfield) is strictly prohibited. 12 7.9 Handling of Flight Documentation Flight Log file in IGC format from the primary GNSS FR shall be delivered to the organizers within 60 minutes after landing on every flight day including the practice days and noncompetition days: via on SD card, or USB storage device Wi-Fi/computers provided by the organizers at the competition office In case of out-landing, Flight Log file shall be delivered without unnecessary delay when returning to the competition site. The deadline for Flight Log delivery is fixed at 09:00 AM the following day. The pilot shall retain daily Flight Logs in their primary and secondary GNSS FRs until preliminary results are published, or at the latest until the end of the briefing the following day. G SCORING Team Cup Team Cup will be carried out and awarded according to SC3A provisions Use of Handicaps in the 20 metre Multi-seat Class Valid IGC Handicap List will be used for scoring the 20 metre Multi-seat Class. H PROTESTS The Amount of the Protest Fee The amount of the protest fee is of 26

13 I PRIZE GIVING Requirements for Flags, Discs and Tapes Each team must provide 1 flag + 1 to 3 flags (approx. 200 x 100 cm) depending on the maximum number of pilots in the same class.
