2 ABOUT US Pitt Meadows Airport (YPK) Society The Pitt Meadows Regional Airport opened in It was transferred from Transport Canada to the Pitt Meadows Airport Society (PMAS) effective May PMAS is subject to an Operating Agreement with the federal Minister of Transport obliging it to manage, operate, and maintain the airport as an aerodrome certified by the Minister of Transport. The Society owns and operates the airport and, as a not-for-profit organization, reinvests all earnings back into YPK in order to improve the airport for the community. OUR MISSION Our mission is to develop the Pitt Meadows Regional Airport for economic and social benefit to Pitt Meadows, Maple Ridge, the North Fraser Region, and adjacent communities. aircraft movements AIRCRAFT 240,000 MOVEMENTS 180,000 Each year YPK sees tens of thousands of 120,000 aircraft movements. 3 ECONOMIC IMPACT OF YPK Pitt Meadows Regional Airport (YPK) contributes directly to employment and the economy in the region through our operations and activities. What is economic impact? Economic impact is a measure of the spending and employment associated with a sector of the economy, a specific project, or a change in government policy or regulation. In this case, economic impact refers to the economic contribution associated with the ongoing activities of YPK. Economic impact can be measured in a number of ways: Components of Economic Impact The three major components of economic impact are direct, indirect, and induced impacts which capture how the economic impact of YPK can spread throughout the entire economy. Employment Wages Gross Domestic Product (GDP) Economic output Direct At airport and airport-related businesses Indirect Supplying & supporting industries Induced Employment spending in the economy

4 ECONOMIC IMPACT OF YPK YPK commissioned InterVISTAS Consulting Inc. to conduct an economic impact study of the airport s operations in We wanted to see how the airport and the businesses that operate here contribute to the local economy. The following table outlines our annual employment and wage contributions: Direct Indirect Induced Total Employment (Full-time equivalents) The number of full-time equivalents (FTEs) created by businesses linked to activities and operations at the airport Hours worked by part-time or seasonal employees are converted into FTEs. Employment (Total jobs) Total number of jobs created by businesses linked to activities and operations at the airport Wages (Millions) The wages, salaries, bonuses, benefits, and other remuneration earned by people linked to activities and operations at YPK. $15M $7M $5M $27M

5 ECONOMIC IMPACT OF YPK Direct Employment by Business Type A breakdown of direct employment at YPK by industry type provides insight into the different industries located onsite at the airport. The following summary details direct employment of each industry: AIRCRAFT MAINTENANCE, REPAIR & OVERHAUL (31%) OTHER NON-AVIATION RELATED (10%) 90 FTEs 30 FTEs AIR CHARTER PASSENGER CARRIER (10%) 30 FTEs AVIATION RELATED TRAINING (17%) 50 FTEs OTHER MANUFACTURING 20 FTEs (7%) OTHER AVIATION SUPPORT 50 FTEs (17%) CONSTRUCTION 20 FTEs (7%)

6 ECONOMIC IMPACT OF YPK The two most common measures of economic contribution (in addition to employment) are gross domestic product (GDP) and economic output. Economic output roughly corresponds to the gross revenues of goods or services produced while GDP measures only value-added revenues. Direct Indirect Induced Total Gross Domestic Product (Millions) The value of the operating surpluses of businesses linked to activities and operations at YPK plus the remuneration and net indirect taxes paid to government. $24M $11M $10M $45M Economic Output (Millions) The total gross spending by firms, organizations, and people involved in activities linked to operations at YPK. $56M $24M $16M $96M

7 TAXES YPK is also an important generator of taxes which are paid to all levels of government including federal, provincial, and municipal. Taxes are paid on an annual basis by employers and employees at YPK. The City of Pitt Meadows benefits through the collection of property taxes paid by YPK and our tenants. The $500,000 collected helps pay for services and infrastructure for local citizens. Municipal $0.5M 8% Provincial/ Territorial $1.6M $6.4M 25% Total Taxes Federal 67% $4.3M

8 PROPOSED PROJECT OVERVIEW Pitt Meadows Airport Society is proposing an upgrade to YPK s runway safety features and an extension of the primary runway by 300 feet (from 4,700 ft. to 5,000 ft.). The following are the four key project elements: Runway End Safety Areas (RESAs) Runway extension Cabling/lighting Control panel in the control tower

9 PROJECT GOALS Safety Safety is paramount at YPK. Transport Canada is changing safety regulations in 2016 and we are proposing to bring YPK up to the most current standards. The addition of Runway End Safety Areas as well upgrading lighting and cabling will improve safety for the airport community. Accommodating Different Aircraft Types The runway extension will allow YPK to safely accommodate a wider variety of aircraft. These aircraft can currently take off and land at YPK, however extending the runway by 300 feet will make it safer for them to do so under a wider array of weather and load conditions.

11 RUNWAY END SAFETY AREAS (RESAs) What s a RESAs? A RESA is a cleared area at the end of a runway. It protects passengers and reduces the risk of damage to an aircraft in the unlikely event of an overrun or undershoot. It also makes it easier for rescue and fire fighting vehicles to access the area, should they be needed. Why install RESAs? Transport Canada is currently rolling out safety regulations recommending the installation of RESAs at airports in Canada. Safety is the top priority at YPK. In order to create the safest environment possible we are proposing the addition of RESAs to both ends of our primary runway.
