2 Happy New Year! As most of you know, I was out of the country over the holidays on vacation and now it s time to get back to business. During my absence the Board continued the efforts of ensuring that the Club s aircraft were being properly maintained, signing up new members, and preparing for the process of nominating candidates for the upcoming elections for 2011 Board of Directors officers. This is a great opportunity for you to participate. Your input to Board nominations and voting for your candidate (either in person or absentee) is vital. Again, I encourage you to get involved, participate, and if so inclined, run for a Board position. Have a great 2011! 3 Vice President s Comments Board of Director Elections: Nominations for Board Member positions for the year close at the January General Membership meeting on January 26th, with the annual election of Board Members following in February. All Board positions except Treasurer and Training are open to any active member for nomination. The Treasurer is appointed by the Board, and Training nominations are limited to club CFIs. To nominate yourself or someone else, please either contact me or attend the meeting in person and nominate from the floor. Board Member responsibilities are defined in Article III of the By-Laws. Additional details such as specific duties, time commitment, etc., can be obtained from current Board Members. All nominees will be asked to submit a short Bio paragraph for inclusion in the February Brief Sheet. Please help your Club be the best that it can be by taking an active part in the nomination and election process! Yuma Air Show is Coming! The annual MCAS Yuma Air Show ( is taking place on Saturday, 26 March. The Centennial of Naval Aviation is being celebrated all year long at events all over the country, and it is the exciting theme for this year's show. Planning started early as we were invited to participate with an AFAC Static Display about six months in advance! This is a big benefit for both our member air crews and the Club as a whole - Yuma Operations hospitality is outstanding! This will be our 7th consecutive year at this event, and as in all previous years, members schedule, fly, and pay for the flight time individually, but rooms at the "Q", fuel, and a catered Friday night reception party are provided! So go on - if you haven't already, jump on the schedule ASAP, and please contact Ops/Noel Talampas if you plan to go for additional logistics info. 5 Hangar Scoop I would like to start by thanking all of you for taking care of our airplanes each time you fly. The airplanes are doing very well, and most of the squawks are taken cared of much sooner. When each of you log on to Schedule Master, you will see airplanes scheduled for maintenance to meet airplane availability for you to fly and to insure that much needed attention is given to our airplanes so they continue to fly safely. If you see an airplane scheduled for maintenance for half a day on Saturday, you can expect that it will be an oil change. During these oil changes, we will also take care of squawks that we as owners can work on. Gibbs maintenance has been responding well to immediate maintenance which has kept our fleet flying. I will continue to ask each of you to take care of our airplanes each time you fly and secure them properly at the end of each flight. Below is a quick snapshot of our airplane status: 213AF Up. It is scheduled for annual inspection beginning the week of Jan 24, 2011, at which time the windshield and pilot door lock will be replaced. 214AF Up. Squawk on comm 1 has been checked out and it is now working just fine. 215AF Up. Noise on comms seems to have gone away since being looked at by Gibbs. The auto switch on the comms control panel was making poor contact and was replaced. 216AF Up. Comm 1 squawk was looked at today by Gibbs avionics shop. I will provide update as soon as I get some information from the technician. 217AF Up. Good flyer! Please take a little time at looking in the cabin before securing the pilot s door to see if you have everything you took with you on the airplanes, including any dirty paper towels you might have used during your preflight just a courtesy for the next pilot. There have been instances where some members report that they have had to top off before flying. When asking for fuel after each flight, talk with one of the ladies behind the desk. They normally write down the side number of the airplane and check it off once the fueling is completed. If you come back after hours, call Gibbs first thing in the morning for the top off, or top off using the self serve pump on the field. Thanks again for flying our airplanes in a professional manner. I invite all interested to help out during oil changes when you see them scheduled, normally on Saturday mornings. Bring coffee pots and snacks to share. 6 Winter In SOCAL Training Day Icing/ Freezing Levels Actual temperatures aloft are given through pilot reports, or pireps. Outside air temperature, or OAT, is the only temperature used in general aviation. This temperature is referred to as SAT or static air temperature in jet aircraft. TAT, or total air temperature, is the measurement of the effective air temperature caused by the effects of friction. One can think of it as leading-edge temperature. The TAT of a jet in cruise is typically 20 degrees Celsius higher and about 8 degrees higher below 10,000 feet where speed is limited to 250 KIAS or less. The higher the airspeed, the greater the difference between SAT and TAT. When an aircraft is operating in icing conditions at a speed that results in the TAT being above freezing, the aircraft's speed will melt the accumulating ice. In what would be light icing conditions, the aircraft will not collect any ice, resulting in a pilot report of "negative icing." However, general aviation aircraft operating at slower airspeeds would accumulate ice. If the accumulation is faster than that which the TAT can melt off, airframe icing will occur. What an airliner reports as "light icing" will actually be moderate icing for aircraft operating at a slower airspeeds. Thus, moderate icing reported by a jet aircraft would be a very serious situation for a light aircraft, even if it has deice equipment. Jet aircraft--with their speed, power, and heated wings--can handle icing conditions very easily. CFI To CFI, AOPA David Williams VFR AIM Exiting the Runway After Landing The following procedures must be followed after landing and reaching taxi speed. a. Exit the runway without delay at the first available taxiway or on a taxiway as instructed by ATC. Pilots shall not exit the landing runway onto another runway unless authorized by ATC. At airports with an operating control tower, pilots should not stop or reverse course on the runway without first obtaining ATC approval. b. Taxi clear of the runway unless otherwise directed by ATC. An aircraft is considered clear of the runway when all parts of the aircraft are past the runway edge and there are no restrictions to its continued movement beyond the runway holding position markings. In the absence of ATC instructions, the pilot is expected to taxi clear of the landing runway by taxiing beyond the runway holding position markings associated with the landing runway, even if that requires the aircraft to protrude into or cross another taxiway or ramp area. Once all parts of the aircraft have crossed the runway holding position markings, the pilot must hold unless further instructions have been issued by ATC 6
7 TO Note; Aircraft landing at MYF and directed to hold short of MYF 28L should refrain from any distracting activity (after landing checklist), monitor appropriate frequency and be ready to cross MYF 28L when directed. IFR AIM Departure Restrictions, Clearance Void Times, Hold for Release, and Release Times a. ATC may assign departure restrictions, clearance void times, hold for release, and release times, when necessary, to separate departures from other traffic or to restrict or regulate the departure flow. 1. Clearance Void Times. A pilot may receive a clearance, when operating from an airport without a control tower, which contains a provision for the clearance to be void if not airborne by a specific time. A pilot who does not depart prior to the clearance void time must advise ATC as soon as possible of their intentions. ATC will normally advise the pilot of the time allotted to notify ATC that the aircraft did not depart prior to the clearance void time. This time cannot exceed 30 minutes. Failure of an aircraft to contact ATC within 30 minutes after the clearance void time will result in the aircraft being considered overdue and search and rescue procedures initiated. NOTE- 1. Other IFR traffic for the airport where the clearance is issued is suspended until the aircraft has contacted ATC or until 30 minutes after the clearance void time or 30 minutes after the clearance release time if no clearance void time is issued. 2. Pilots who depart at or after their clearance void time are not afforded IFR separation and may be in violation of 14 CFR Section which requires that pilots receive an appropriate ATC clearance before operating IFR in controlled airspace. 2. Hold for Release. ATC may issue "hold for release" instructions in a clearance to delay an aircraft's departure for traffic management reasons (i.e., weather, traffic volume, etc.). When ATC states in the clearance, "hold for release," the pilot may not depart utilizing that IFR clearance until a release time or additional instructions are issued by ATC. In addition, ATC will include departure delay information in conjunction with "hold for release" instructions. The ATC instruction, "hold for release," applies to the IFR clearance and does not prevent the pilot from departing under VFR. However, prior to takeoff the pilot should cancel the IFR flight plan and operate the transponder on the appropriate VFR code. An IFR clearance may not be available after departure. EXAMPLE- (Aircraft identification) cleared to (destination) airport as filed, maintain (altitude), and, if required (additional instructions or information), hold for release, expect (time in hours and/or minutes) departure delay. 3. Release Times. A "release time" is a departure restriction issued to a pilot by ATC, specifying the earliest time an aircraft may depart. ATC will use "release times" in conjunction with traffic management procedures and/or to separate a departing aircraft from other traffic. 7
8 EXAMPLE- (Aircraft identification) released for departure at (time in hours and/or minutes). 4. Expect Departure Clearance Time (EDCT). The EDCT is the runway release time assigned to an aircraft included in traffic management programs. Aircraft are expected to depart no earlier than 5 minutes before, and no later than 5 minutes after the EDCT. b. If practical, pilots departing uncontrolled airports should obtain IFR clearances prior to becoming airborne when two-way communications with the controlling ATC facility is available. 9 Operations/Safety Traffic Control Light Signals Past and recent reported radio anomalies have made me question if I remember the different light signals from the tower if radio communications are lost. I ve already experienced intermittent radio failure when in the pattern at MYF. A steady green light aimed right at me from the tower as I was on base told me I was cleared to land. Wouldn t you know it, the radio came back to life when I turned off the runway and stopped on the taxi way. What do the other light signals mean? What does a flashing red light mean, or even a solid red light? What do they mean when you re still on the ground? What does a flashing white light mean, and where would you see that from, the air or the ground? If you have to knock over a few cobwebs to remember or have completely forgotten, it might be a good idea to review that part of the AIM where light signals are explained. One more item to mention is that I always bring my hand held radio with headset adapter already plugged in with me on every flight that I am the PIC. I ll have to borrow our Training Officer s tagline this one time, Plan for the worst, pray for the best. Random checks of our aircraft parked at Gibbs have been satisfactory this month. Tie downs have been attached, pitot covers installed, no trash left in the people box. If anyone finds forgotten items left behind, please stow them in the line locker so the owner can pick them up later. Please review your check out sheets at Gibbs and make sure they are up to date. If you have completed a Club Annual, and/or BFR, verify the correct entries are made in the check out sheet by the CFI that gave you the check out and make sure I am notified by the CFI of your check out so I can update your account on Schedule Master.
