L'exploitant doit soumettre les programmes de formation et de contrôle de compétence des membres d'équipage de cabine à la Direction générale du Transport aérien pour approbation. Les programmes approuvés doivent être inclus dans le manuel d'exploitation de l'exploitant (voir circulaire CIR/OPS-01) 2. L'exploitant doit également soumettre pour approbation les programmes de formation des instructeurs qui interviennent dans le cadre des programmes de formation des membres d'équipage de cabine. BEPALINGEN 1. De exploitant moet de programma's van opleiding en onderzoek naar de bekwaamheid van het cabinepersoneel voor goedkeuring voorleggen aan het Directoraat-generaal Luchtvaart. Goedgekeurde programma's moeten in het vluchthandboek van de exploitant opgenomen worden (zie circulaire CIR/OPS-0l). 2. De exploitant moet ook de opleidingsprogramma's voorleggen van de instructeurs die aan de opleidingsprogramma's van het cabinepersoneel deelnemen. 3. 5 Abbreviations: BCAA OPS: Belgian Civil Aviation Authority - Operations Department CCM: Cabin crewmember SCCM: Senior Cabin crewmember CRM: Crew Resource Management SI: Safety instructor OM part D: Training manual of the operator JAR: Joint Aviation Requirements IEM: Interpretative and Explanatory Material AMC: Acceptance means of compliance 0. APPLICABILITY (a) As a general rule, the operator must: (1) Ensure that all crewmembers, other than flight crewmembers, assigned by the operator to perform duties in the passenger compartment of an aeroplane comply with the requirements of this Circular except for additional crewmembers solely assigned to specialist duties; (2) Ensure that the Part D of the Operations Manual includes the detailed training programs for cabin crews (See Circular CIR/OPS-01), including the procedures to be applied in the event that personnel does not achieve or maintain the required standards. For training which are to be done on a three years cycle, the OM part D will specify how it is spread on the years 1, 2 and 3. (3) Satisfy the Belgian Civil Aviation Authority (BCAA OPS) that he has the ability to comply with the required training programs. 6 (c) Planning of trainings and evaluations 1) The planning of the operator's intended trainings and evaluations shall be forwarded to the BCAA OPS at least 30 days before the beginning of the training/check, and on monthly basis to enable the BCAA OPS to schedule the training inspections. Any change must be send to BCAA OPS without delay. The trainings and evaluations planning contents: a. The name of the instructor; b. The name of the participants; c. The course title and scope and the reference to the OM part D with a time table; d. The date and time of the training or check; e. The location; Failure to advice the BCAA OPS sufficiently in advance may invalidate the operator trainings or evaluations. 2) Each year the following must be forwarded to the BCAA OPS before the 1 st of January: a. The topics of the different trainings with the precise reference to the OM part D b. The number of cabin crewmembers + training staff employed by the Operator c. The number of cabin crewmembers + training staff to be recruited by the Operator 3) No training session shall exceed more than 8 training hours in a single day. (d) The additional crewmembers solely assigned to specialist duties to which the requirements of this Circular are not applicable include the following: Refer: JAR/OPS IEM OPS (e) Representative training devices used for training of cabin crew must be accepted by the BCAA OPS. When a CCM flies several types of aircraft, BCAA OPS may grant a derogation on request of the operator to reduce the training of the cabin crew. Refer: JAR/OPS /1010/1015/ ACJ OPS /1010/1015/1020 1Cabin Crew Manager I. ORGANISATION The Cabin Crew Manager is responsible for all aspect of the cabin crew duties related to safety, trainings and evaluations of the cabin crewmembers. 7 The Operator must nominate a Cabin Crew Manager. The duties & responsibilities must be described in the OM/A. The Cabin Crew Manager must: a)have an appropriate background of the cabin crew matters; b)have experience as Senior cabin crewmember; c)be qualified safety instructor and d)be an active crewmember for the Operator. If the Cabin Crew Manager is not a qualified safety instructor and active crewmember, the Operator must nominate a Cabin Safety Manager to assist the Cabin Crew Manager. The Cabin Crew Manager must be acceptable by the Authority. 2 Cabin Safety Manager If the above conditions prescribed in the 1 (c) and (d) are not fulfilled, a Cabin Safety Manager must be nominated by the Operator to assist the Cabin Crew Manager for safety matters. The Cabin Safety Manager must: a) have an appropriate background; b) be an active Senior Cabin crewmember; c) be certified as Safety instructor by the BCAA OPS and d) have a thorough knowledge on all regulations in accordance with his duties. The duties and responsibilities must be described in the OM/A. The Cabin Safety Manager must be acceptable by the Authority. 3The minimum requirements for an ab-initio Safety Instructors are: a) be an active SCCM; b) have a valid cabin crewmember qualification card; c) have a valid recurrent rating on aircraft types for which the instructor will provide training for; d) have received instructions in training skills e) have a minimum of 4 years experience (including 2000 Hours of flight duty time) as an active cabin crewmember of which one year (including 500 Hours of flight duty time for the Operator) as an active Senior Cabin Crewmember. 4The minimum requirements for an ab-initio Cabin Crew Resource Management Instructors are: a) have suitable experience of commercial air transport as a cabin crewmember; b) have received instruction of Human Factors Performance Limitations (HPL); c) have completed an introductory CRM course and the Operator s CRM training; d) have received instructions in training skills in order to conduct CRM courses; CIR/TRNG-08 Ed. 5 12/2006 Page 7 sur 15

8 e) be supervised by a qualified cabin CRM instructor when conducting any CRM training: Introductory / Operator / Aircraft type specific / Annual Recurrent / SCCM courses for the first time. (appendix 2 to JAR OPS 1.005/1.1010/1.1015) Combined CRM courses (cabin & flight crew) must be given by one cabin CRM instructor or Safety instructor and one flight crew CRM instructor. 5New operators New operators have to find instructors with suitable previous experience with another operator. II. OPERATOR S PROCEDURES (a) The Operator must apply in writing to the Authority for the proposed candidate. (b) An application for Safety and/or CRM instructor shall be accompanied by proof that the applicant complies with the requirements as set out in chapter I par. 3 & 4. (c) A practical assessment of the applicant s ability to conduct aviation Safety and emergency procedures training or CRM course shall be conducted by the BCAA OPS Cabin Inspector for the proposed qualification. A theoretical assessment on the knowledge of the applicant on the following regulations will be conducted by the BCAA OPS Cabin Inspector: relevant part of Jar-Ops 1 / relevant Cir of the BCAA OPS / OM Part D concerning Cabin Crew training aspects and Belgian legislation. (d) The Operator procedures for the qualification of a safety instructor or CRM instructor must be available in the OM/D. (e) The BCAA OPS may, after due consideration of the merits of the applicant, grant a certificate to the applicant to act as a Safety instructor or CRM instructor on behalf of the Operator. (f) The certificate of the Safety instructor or CRM instructor is valid for: A period of one year if it is the first approval as safety instructor A period of two years for any subsequent approval Provided that: o He undergoes recurrent training as prescribed o He conducts theoretical and/or practical training as specified on the Safety Instructor or CRM Instructor certificate granted by the BCAA OPS, at least once in a nine-months period. Practical training can be conducted on either a representative training device or on the actual aircraft (g) For the renewal of the Safety or CRM instructor certificate, the operator must notify his request to BCAA three months before the expiration date of the certificate. The request will include the date and the content of the course to be given within the presence of a BCAA OPS Cabin Inspector. The certificate will be renewed where the assessment of the inspector is positive. CIR/TRNG-08 Ed. 5 12/2006 Page 8 sur 15

9 (h) Withdrawal of Safety instructor or CRM instructor approval: The BCAA OPS may withdraw a Safety instructor or CRM Instructor certificate if: It becomes evident that the instructor does not comply with the provisions as set out by the BCAA OPS The withdrawal is necessary in the interest of aviation safety (i) Instructors of foreign operators, manufacturers or specialized training organizations may be accepted by the BCAA OPS provided that evidence can be shown that they have the appropriate experience and the evidence of qualification as instructor has been given to the BCAA OPS and after satisfactory assessment by a BCAA OPS Inspector. III. NUMBER AND COMPOSITION OF CABIN CREW Refer: JAR/OPS IEM OPS (a) In unforeseen circumstances (not at home base) the required minimum number of cabin crew may be reduced provided that a report is submitted to the BCAA OPS within 72 hours after completion of the flight (b) The minimum number of CCM can be reduced during embarkation and/or disembarkation of passenger at home base only provided that: 1. each pair of floor level exits is guarded by a qualified Cabin Crewmember; 2. a FCM is present in the flight deck; 3. the SCCM is on board; 4. the minimum number of CCM for embarkation or disembarkation is mentioned in chapter 4 of the OM/A and the procedures must be described in chapter 8 of the OM/A and Cabin Attendant Manual. 10 (a) The Single Cabin Crew Member has already an experience of commercial air transport as a cabin crewmember: 250 hours of flight time or 100 sectors in multi crew operations; (b) His flight training with the Operator will be at least 20 hours of flight time and 15 sectors before flying without instructor or back-up; taking into account the previous experience and previous qualification; (c) The training shall normally include minimum 6 hours of ground instructi VI. SENIOR CABIN CREWMEMBERS Refer: JAR/OPS Where required by Chapter II to carry more than one cabin crewmember, an operator shall not appoint a person to the post of senior cabin crewmember unless that person has: a) In case of CCM already employed by the Operator: at least one year experience and at least 800 hours flight time of which 20 hours and 15 sectors with the Operator; complete an appropriate course with the Operator; the training shall normally include minimum 12 hours of ground instructions b) In case of SCCM direct entry and already qualified as SCCM: complete an Operator SCCM course; 10 hours or 2 sectors; the training shall normally include minimum 4 hours of ground instructions VII. INITIAL TRAINING Refer: JAR/OPS IEM OPS /1.1010/1.1015/ ACJ OPS /1.1010/ APPENDIX 2 to ACJ OPS / / The training shall normally include minimum 40 hours of ground instructions. 11 VIII. CONVERSION AND DIFFERENCES TRAINING Refer: JAR/OPS APPENDIX 1 to JAR-OPS IEM OPS /1.1010/1.1015/ ACJ OPS /1.1010/ APPENDIX 2 to ACJ OPS / / (a) (b) Difference shall be made between first / subsequent and company conversion training. The first conversion training shall normally include minimum 16 hours of ground instruction and subsequent / company conversion trainings a minimum of 08 hours of ground instruction. IX. FAMILIARISATION Refer: JAR/OPS AMC OPS CCM inexperienced: 6 sectors including line / qualification check CCM experienced (direct entry): 4 sectors including line / qualification check CCM experienced (already employed by the Operator): 2 sectors including line / qualification check or extended aircraft visit SCCM inexperienced: 6 sectors under supervision including line / qualification check SCCM experienced: 10 hours or 2 sectors under supervision including line / qualification check X. RECURRENT TRAINING Refer: JAR/OPS APPENDIX 1 to JAR-OPS IEM OPS /1.1010/1.1015/ ACJ OPS /1.1010/ APPENDIX 2 to ACJ OPS / / (a) (b) The training shall normally include minimum 12 hours of ground instructions. If the cabin crewmembers are qualified on 3 aircraft types the training shall normally include minimum 16 hours of ground instruction. XI. REFRESHER TRAINING Refer: JAR/OPS APPENDIX 1 to JAR-OPS AMC OPS IEM OPS /1.1010/1.1015/ CIR/TRNG-08 Ed. 5 12/2006 Page 11 sur 15

12 The training shall normally include minimum 4 hours of instruction XII. CHECKING Refer: JAR/OPS AMC OPS (a) (b) (c) An operator shall ensure that during or following completion of the training required by Chapter V, Chapter VI, Chapter VII, Chapter VIII, Chapter IX, Chapter X and Chapter XI, each cabin crewmember undergoes a check covering the training received in order to verify his proficiency in carrying out normal and emergency safety duties. Each cabin crewmember must demonstrate his ability to perform satisfactorily a complete line operation including pre-flight and post-flight procedures and use the equipment provided, as specified in the OM_A./ CAM An operator shall ensure that each Cabin Crew Member undergoes an annual line check on each type or variant of aeroplane to demonstrate his competence in carrying out normal line operations described in the Operations Manual. There is not more than 16 months and not less than 8 months between 2 annual line checks on each type or variant. For Cabin Crew Member operating on more than one type or variant, an annual line check on one type of aeroplane can be valid for the other(s) type(s) or variant(s)if: 1. a specific request is sent by the Operator to BCAA OPS; and 2. the Operations Manuals are amended accordingly; and 3. the checks are alternated between type or variant; and 4. it is accepted by the BCAA OPS. (d) Checks must be performed by personnel acceptable to the BCAA OPS. XIII. OPERATION ON MORE THAN ONE TYPE OR VARIANT Refer: JAR/OPS ACJ OPS XIV. 13 The Operator must keep an updated personal safety file for each employed cabin crewmember in order to show the completion of every stage of training and checking The following documents must be part of the personal file: Training history of the concerned cabin crewmember; Copy of the current qualification card of the Operator stamped by the instructor or delegate; Copy of the last Medical certificate; Qualification Certificates for instructors. a) Initial training: for cabin crewmembers who followed the initial training with the Operator: all initial safety courses (participants lists + corresponding exam) for direct entries: copy of the qualification card of the previous Operator and/or certificate b) Conversion training: all aircraft type related courses (participants lists + corresponding exam + aircraft visit) c) Recurrent training: participants list + corresponding examination : can be limited to the last 2 paper copies, if all evidence are stored in a data base and printed on the training history d) Practical courses: grouped per type of course fire drill: participants list evacuation: participants list e) Security: initial: participants list and or certificate refresher: participants lists and or certificate f) Dangerous goods course: initial: participants list + exam recurrent: if not included in the yearly recurrent course: participants list + exam g) First Aid course: initial: participants list + exam recurrent: if not included in the yearly recurrent course: participants list + exam h) SCCM training and Single CCM training: participants list + exam CIR/TRNG-08 Ed. 5 12/2006 Page 13 sur 15

14 i) Familiarisation documents: + corresponding final qualification/check document for CCM for SCCM j) Line checks: 2 last annual line checks on each type or variant: can be limited to the last 2 paper copies, if all evidence is stored in a data base and printed on the training history XV. SECURITY TRAINING An operator shall ensure that each cabin crewmember undergoes the required security training prescribed by Royal Decree of 03/05/91 and Ministerial Decree of 06/05/91. XVI. QUALIFICATION CARDS The form (computerised or hand written) + corresponding text must be approved by the Authority before the card can be issued by the Operator. Following mandatory items must be integrated on the card: - Valid passport or ID-card number - Initial training: Initial safety training + date + corresponding Operator Initial dangerous goods training: date Initial first aid training: date Initial CRM training: date Initial aviation security training: date Wet drill: date SCCM training (if applicable): date Single CCM training (if applicable): date - Conversion training: First type conversion + date + corresponding A/C type Aircraft type + date - Recurrent training: depending on what is written in the text CRM recurrent (if applicable): date First aid recurrent (if applicable): date DG recurrent (if applicable): date A/C type recurrent (if applicable): date CIR/TRNG-08 Ed. 5 12/2006 Page 14 sur 15

15 Evacuation: A/C type + date Fire drill: date Refresher Aviation security: date The card must be signed by an approved safety instructor or his delegate as well as by the concerned cabin crewmember and read and approved to be written as well. An operator shall ensure that each cabin crewmember holds a valid qualification card issued by the operator showing evidence that the cabin crewmember complies with the trainings listed in Chapter 0 (b) above. The CCQC previously approved by the BCAA OPS is still valid. On request of a BCAA OPS Cabin Inspector or any other Competent Authority, a cabin crewmember shall present his/her qualification card for checking. A sample of the Cabin Crew Qualification Card shall be inserted in the OM Part D. XVII. Check Forms The Forms used by the Operator for trainings and evaluations of the CCM must be acceptable to the BCAA OPS and a sample of these forms shall be inserted in the OM Part D.
