1 United Kingdom Overseas Territories Aviation Circular OTAC 39-3 Continued Airworthiness Management under an Article 83bis Agreement - Part 39 Subpart F Issue 2 17 May 2013 Effective: on issue GENERAL Overseas Territories Aviation Circulars are issued to provide advice, guidance and information on standards, practices and procedures necessary to support Overseas Territory Aviation Requirements. They are not in themselves law but may amplify a provision of the Air Navigation (Overseas Territories) Order or provide practical guidance on meeting a requirement contained in the Overseas Territories Aviation Requirements. PURPOSE This Circular provides information and guidance on meeting the requirements in Part 39 Subpart F for continued airworthiness management of Territory-registered aircraft operated under an ICAO Article 83bis agreement with another contracting state. RELATED REQUIREMENTS This Circular relates primarily to Part 39 but also deals with meeting the requirements in Parts 13, 21, 43 and 145 as they apply to aircraft subject to Part 39 Subpart F. European Aviation Safety Agency requirements in and its associated documents are also relevant to this OTAC. 2 Continued Airworthiness Management under an Article 83bis Agreement - Part 39 Subpart F OTAC Introduction 1.1 This Circular is designed to assist organisations to meet the requirements of Part 39 Subpart F. It provides guidance on interpreting the requirements of which forms the basis for compliance with s and Part 39 Subpart F in particular. 1.2 It is applicable to an organisation responsible for airworthiness management in support of a Territory-registered aircraft operated under an ICAO Article 83bis agreement with another state.
