6 4 His Worship Mathew Ndeshitila: Mayor - Outapi Town Foreword By The Mayor First of all let me take this opportunity to welcome all investors and potential investors to Outapi Town. Outapi is strategically situated along Oshakati/Ruacana Main Road. With the unspoiled environment and beautiful surrounding Outapi offers investors and their families a clean, safe and good quality of life. There are many untapped opportunitunities in Outapi, which can translate into good returns on investment. 7 CEO: Outapi Town Council, Mr. Oswin Namakalu Message By The Chief Executive Officer There are great reasons why Outapi is what it is today and what it holds for tomorrow. I is not only a place for eternal opportunities and relentless potential for return on investments, but it is also a place for tradition and cultural diversity. The artery route for tourists passing through Kunene to Oshikoto regions and other destinations in Namibia and Angola is through Outapi Town. Trans Caprivi high way links to Cape Frio through Outapi, as well as to various important places in the North Central, North Western of Namibia and Namibe and Kunene Provinces in Angola. Links to those key destinations translates into direct markets and other commercial interests. Outapi has preserved culture and tradition, arts and craft. It is a place for current and future generations to learn about their heritage and diverse rich history and enhance it. It is a town where Olufuko/ Efundula, a traditional ritual which deals with transition between girlhood and womanhood is taking place annually. The only place where such a practice still exist. 8 Town Background The pace of urban expansion in Namibia like in many other developing countries represents a major and permanent demographic shift in the population from rural to the city dwellers. Outapi Town s growth in urban residents is taking place at a fast rate, understandably accompanied by development. 6 The topography of the Outapi area is characterized by an extremely flat area with a massive baobab, palm and marula trees. Outapi was declared as a town in 1997 and was proclaimed in 1998 as a capital and administrative centre of Omusati region. Even before independence in 1990, it has been a growing centre with a secondary school, two private schools, a hospital, few numbers of shops and a couple of cucca-shops. Outapi Town Council became autonomous in It is located on the main road of Oshakati/ Ruacana (C46) with another road connecting Outapi-Tsandi and Okahao respectively, thus has become the commercial and administrative hub for the whole region. Outapi has a population of 6600 inhabitants according to the 2011 population and housing census which was carried out by the National Planning Commission (NPC).

9 Facts And Figures About Outapi Official Name: Outapi. From Outa Pii which means the Bow and Arrow is the best Form of Leadership: Outapi is governed by the constitution of the Republic of Namibia. 12 Infrastructure Outapi is equipped with all relevant infrastructure which makes doing business in the town pleasurable. Readily serviced land is available for both residential and commercial use. The town also welcomes Public Private Partnership for developmental projects such as land servicing and other ventures. 10 Water: Potable water is available, and even tap water is safe for drinking. There is wide access to water for industrial and agricultural purposes from water pans, underground and even canal transporting water from the Kunene river into mainland. Electricity: There is access to electricity through the Nampower (National Power Utility Company) grind. Other alternative energy supply sources such as solar, wind, etc, are other possibilities. Road networks: Outapi has access to all major networks to all towns and villages within Namibia and beyond. The town also has direct networks into Angola s southern towns. Telecommunications: All three telecommunication operators are operating within Outapi. There is availability of landline and mobile networks from Telecom, MTC and Leo. Calls From Outapi by direct dialing,

13 choose (a) the international prefix (00), (b) the country code, (c) the trunk code, (d) and the subscriber s number. Calls in Outapi are direct, and the truck code has a prefix 0. Post offices / Mails: The Post Office is available and open all working days between 8h00 17h00. Stamped mails can be deposited, and stamps are available at the post office. Public Transport: Privately operated public transport is available mostly in a form of buses. There is a bus station, which connects to all towns in Namibia and beyond. Coach services can be arranged with the Town Council. 11

14 Useful Information About Outapi Banks: Four Commercial Banks: First National Bank, Standard Bank, Bank Windhoek, Nedbank. There are also various Micro Lending businesses. Travelers Cheques: All banks handle Travellers Cheques. International Credit Cards: Most commercial entities are able to do transactions using credit cards -. However, there are many micro and small businesses who do not have credit card facilities, thus small cash is advised. 12 Electrical Appliances: The Electricity current in Outapi just like anywhere in Namibia is 220 volts and 50 Hz. The plugs are two pins continental sizes. Emergencies: Dial 911 for an emergency. You can also ask people around you for assistance. Information: The Town Council is located in the main street Outapi Tsandi Road has information facilities. Brochures and local details on sightseeing, accommodation, etc, can be obtained. The news is broadcast every day on hourly intervals on radio and morning and evenings on television. International channels of your choice are also accessible through DSTV. Lost and Found: The Namibian Police is active and visible everywhere in Outapi, as well as accessible at the

Useful website: Medical Services: There is a modern public hospital with doctors on duty around the clock. There are also private clinics and private doctors for general and dental expertise operating within Outapi. Pharmacies are open during the day. Schools Outapi boasts excellent educational facilities both public and private. Most schools have accommodation. Individual tuitions can also be arranged. The education qualifications are recognized by the Namibia Qualifications Authority and on par with international standards. 13 Passports and Visas: Visas and Passport have to be applied for at the Ministry of Home Affairs. The Town Council can assist when necessary in this aspect. Swimming/relaxation: The biggest Hotel in Outapi has massage and swimming facilities. Shopping: Most known retail brands are operating within Outapi, such as Shoprite, U-Save, Style, etc. There are many other local brands operating, offering a good shopping ambiance, especially craft, baskets unique to the town and surrounding villages.

16 Tax-Free Shopping: All purchases which is intended for export or usage outside Namibia qualifies for no tax. Stores with tax free shopping signs will provide customers with a vat refund receipt, which can be claimed at any point of exit, be it Airport or border post. Spirits: All international beverage brands can be bought in Outapi. Most chains stores and local traders will be in possession of a variety of alcoholic beverages. 14 Taxis: There are privately owned taxis operating within the boundary of the Outapi Town. However, most people prefer to walk. If you need to use a coach, the Town Council will arrange it for you. Tipping: Service has included all prices. However, it is alright to reward exceptionally good service by giving a tip. The usual ten to fifteen of the charge will do fine. It is also accepted to tip hotel or doormen and porters. Tours: Outapi offers a variety of existing tours, from adventures to escorted tours all year around. Visit the Town Council Office for more information concerning this. Vaccination/health Requirements: There are no yellow fever and malaria certification. However, Outapi resides in a Malaria zone; therefore precautionary measures should be taken in terms of preventative malaria tables or creams

17 Business Culture in Brief Company Visits and Business Meetings Prior appointments are necessary for all business and government visits and can be made by letter, fax, or or preferably by phone. Note that the etiquette requires giving your full name both when calling or answering the phone. When shake hand, introduce yourself by name and surname. Titles are necessary for the first time, but not afterwards. Business meetings and negotiations are to the point. Seniority is held in high esteem in business and government offices. Entertainment: Visitors normally go to restaurants. There is no strict dress code, but a jacket and tie is recommended for business class restaurant. The law prohibits smoking in offices and public places. Even at home, smokers do it outside. An invitation by a resident to visit their home should be taken literally and when visiting, a small present, a juice, wine, or something from your country is welcome as a polite gift. 15 Communication Style and Culture: Namibians, especially the Outapi residents tend to speak directly and clear. Yes means yes and no means no. The residents will address their quest formally, by referring to them as Sir or Madam. They also respect time, and meeting starts on time as indicated sharp. Locals are embarrassed by long silences. There is a need to fill an empty void, and conversation for conversation sake. Omusati Region being the third highest populated region in the country ( ) which translates directly into a strong buying power and work force.
