1. What is a World Exposition? As a national project gathering participants from all over the world, a world exposition, or world expo, is an opportunity to find solutions to issues shared by all of humanity. Osaka is bidding for a registered exposition, a category of large-scale expo, to be held in 2025. 2. Why Hold a World Expo Now? Trigger for renewed growth after the Tokyo 2020 Olympic/Paralympic Games (Power of the expo) - Overwhelming unifying/communicative force - Excellent opportunity for interchange among people from across the globe Not a transient event - Concentration of wisdom from around the world - Creation of innovation through active networking of people World Expos in the 21 st century are expected to provide the world with solutions for issues shared by all of humanity and to further evolve to become new expositions that transform society Transforming Osaka, Kansai, and Japanese societies to create a ripple effect that will change the world. <About the 2025 Japan World Expo Committee> 2025 Japan World Expo Committee: An all-japan organization in which the public and private sectors join together to win the bid <Key activities> 1 Presenting at the BIE (Bureau International des Expositions) General Assembly, lobbying for BIE member countries 2 Building up momentum for the bid in Japan 3 Attending inspections by the BIE Secretariat and member countries 3. Theme of the World Expo Rationale behind the selection of health and longevity as a theme by the Osaka Prefectural Government - The world is burdened with countless health issues. - It is a universal wish of humanity to maintain good health in order to lead a fulfilling life. => Health and longevity is a common global issue, thus making it a theme worthy of a world expo. Our goal is to offer solutions to such issues so that all people can lead the lives that they have been blessed with in the way they choose. Health and longevity has a broad support base. - The health and longevity industry has formed an extremely broad support base through the fusion of diverse fields that go beyond medicine.

SDGs: The United Nations goals - At the United Nations Summit 2015, Transforming our world: the 2030 Agenda for Sustainable Development, which sets forth international goals up to 2030, was adopted. - The 2030 Agenda includes a set of 17 Sustainable Development Goals (SDGs). Realization of Society 5.0: Japan s goals - The Japanese Government is blazing a path toward a super-smart Society 5.0. Super-smart society: A society in which finely-tuned services are made possible through IoT and other advanced information technologies Society 5.0: An initiative to realize a super-smart society, which will be the fifth societal stage following the hunting, agrarian, industrial, and information societies The world s leading potential for life science research - Life science research institutions and businesses are scattered throughout Osaka, Kobe, and Kyoto within less than one-hour s travel distance from each other, forming a world-class life science cluster. - There are convenient inter/intra-region transport networks complete with airports. Osaka/Kansai/Japan can contribute to developing countries with their strengths. - Technologies and initiatives originating in Osaka/Kansai/Japan will help to enhance health and longevity in developing countries. (Ex. Healthcare/wellbeing, water, hygiene, food/nutrition, etc.) Aims of the 2025 World Expo - To leverage future technologies and thereby offer solutions to health and other global challenges so that we can all live brilliantly shining lives - To let the world know that Japan/Kansai/Osaka are capable of solving such challenges with future technologies Theme of the 2025 World Expo Designing Future Society for Our Lives Subthemes: How to Lead a Healthy Life in a Diverse Manner Sustainable Socioeconomic Systems Basic philosophy: An expo brought about through everyone s participation 4. Event Outline, Venue, Etc. Significance of the event:

1 Why a World Expo? - Site for suggesting solutions to issues shared by all of humanity - Fusion of wisdom from around the world to create new ideas 2 Why 2025? - Legacy of the previous Expo nearly half a century ago - Painting of a new future vision in comparison with that of Expo 70 3 Why Japan? - World s top level of science/technology - Leading the world in the path toward longevity / aging society - Ideal testing ground for a future society 4 Why Kansai/Osaka? - Host to life science business clusters - Rich cultural hub boasting traditional cuisine and performing arts Event Information Duration Saturday, May 3 through Monday, November 3, 2025 Location Approx. 100-ha area on Yumeshima (artificial island) Estimated scale of attendance Approximately 28 to 30 million visitors Costs Construction cost for the venue (estimated): Approx. 125 billion yen Operation cost (estimated): Approx. 80.0 to 83.0 billion yen Access - Yumeshima is an artificial island in the Osaka Bay area. - The 100-ha venue is next to a planned Integrated Resort (IR) site. Yumeshima - Yumeshima is connected to the city center via bridges and tunnels. Extension of railways is also under plan. - During the Expo period, public transportation and shuttle buses will serve the venue. - Simulations confirmed that 30 million visitors can be transported during the event. Economic impact - The economic impact of the 2025 World Expo is estimated at 1.9 trillion yen. - This impact will spread throughout the country. - Osaka and Kansai will drive Japan s continued growth by tapping into a set of strengths that is different from Tokyo s.

5. The Osaka Prefectural Government s Aims for the World Expo Osaka Prefectural Government s aim: A World Expo encouraging people to take on new challenges on a global scale <Events at the venue> - World Expo for transmission of new technologies: Technologies cultivated over the coming eight years will be shared, and it will serve as a site for experimental demonstrations - World Expo for participation and hands-on experience: People from all over the world will voluntarily participate. - World Expo that can be enjoyed by children: Young visitors will have exciting encounters with future technologies, sports activities, and experiences in other fields. World Expo for transmission of new technologies (site for pilot program) - Osaka/Kansai will host a pilot program in which innovative technologies and initiatives developed by private enterprises and others over the eight years until the opening will be announced to the world at the World Expo. - At the World Expo venue, visitors will be invited to participate in and cooperate with the pilot program to accelerate improvement and refinement of products and services, thereby bringing such products services from the lab into the commercial market. World Expo for participation and hands-on experience - Visitors can avail themselves of fun participatory and experience-based events designed to raise awareness of their health. - The World Expo venue will be connected to various places around the world to allow participation from anywhere. World Expo with something for children Young visitors will be invited to interact with their peers from around the world and have hands-on experience with future technologies, including AI, robots, and cutting-edge medicine, thus inspiring children and young adults to act for their future. Yumeshima development concept (succession of the Expo philosophy) - The creation of state-of-the-art technologies for higher QOL will be realized by taking advantage of the Expo movement. - The Expo philosophy will be continuously pursued after the event to make the Osaka Bay area, including Yumeshima, a health-oriented community. - Also expected are synergies with ongoing project to create a world-class tourism hub (including an IR) and stimulation of inbound tourism.

6. World Expo Bid Campaigns Following approval by the Cabinet on April 11, 2017, a document declaring Japan s bid to host an International Registered Exposition was submitted to the BIE on April 24. After on-site surveys and presentations at the BIE General Assembly, the host city will be announced in the fall of 2018. <Candidate countries for the 2025 World Exposition> France (Grand Paris) [Theme] Sharing Our Knowledge, Caring for Our Planet Russia (Yekaterinburg) [Theme] Changing the World: Innovations and Quality of Life Azerbaijan (Baku) [Theme] Human Capital Japan (Osaka) [Theme] Designing Future Society for Our Lives Organization and basic policy of the bid campaigns - The national government and the 2025 Japan World Expo Committee are closely cooperating with each other to promote the campaigns. - The national government is engaged in promotions via diplomatic channels. - The 2025 Japan World Expo Committee will pitch the bid to BIE member countries and create an atmosphere of anticipation in the country through collaboration with the national government. - Members of the 2025 Japan World Expo Committee will utilize their own resources for the campaigns. Past initiatives <Overseas promotions> - ASEAN Economic Ministers (AEM) Roadshow luncheon (April 2017) - Submission of the bid declaration to the BIE (April 2017) - Presentation at the BIE General Assembly (June 2017) - Promotions at the Expo 2017 Astana, Kazakhstan (July 2017) - BIE General Assembly <Domestic promotions> - Creating an atmosphere of anticipation in Japan Hanging a large vertical banner over the exterior of the Osaka Prefectural Office, making announcements at the Kansai International Airport and Hanshin Koshien Stadium, and hanging lanterns along shopping streets Advertising on Risona Bank s ATM screens, on the Wing Shuttle at Kansai International Airport (by JTB), on construction site barriers (Hanshin Electric Railway, Takenaka Corporation), etc. - Promotions by the 2025 Japan World Expo Committee
