Crime figures for the month of August and a copy of the Parish/Town News Release Willerby & Kirk Ella, Tranby and Anlaby for the month of August were circulated to all members. It was noted from the crime figures that there had been reported incidents on the new development on Lowfield Road. Councillors expressed concern at the lack of attendance by the local Police at the monthly Parish Council meetings. The Clerk was asked to invite a member of the local team to the October meeting. Members are feeling disappointed by the Police service in the Haltemprice area. Action: Clerk 49 Minutes of Parish Council Meeting (13 th July 2017) - The minutes of the Parish Council Meeting held on Thursday 13 th July 2017 were accepted as a true record of what took place and were duly signed by the Chairman. 50 Matters Arising from Minutes Minute 31 (6) - It was reported that there is now only one recycling bank left to be removed from the Hull Road Anlaby car park. Minute 37 - The Clerk had sent in a comment form to ID Planning following the public consultation on the proposed residential development, land west of Beverley Road, Anlaby. ID Planning responded encouraging the Parish Council to make representations to the application following its submission to the Local Authority in August/September 2017. To date, the planning application had not been received from the E.R.Y.C. Minute 38 (b) - The cherry tree outside The Barber Shop had been pruned by E.R.Y.C. Minute 38 (c) - The Chairman asked Cllr. Wood to re-visit the site of Palm Springs on Wilson Street to consider a possible suitable site for a litter bin. Action: VW Cllr. Rice updated members on the situation with parking on Pryme Street Anlaby. Residents to be given details of the response received from the E.R.Y.C. Minute 40 - Cllr. Braithwaite to discuss arrangements for the Christmas events, Friday 1 st December. Action: FB/MRH/MK/VW b) Environment Anlaby Common - Dog walkers seen on the common. Dog Park - The Chairman presented members with a draft consultation letter to be delivered to all residents living in close proximity to the site being considered for a change of use to a dog park. Sainsbury s (Litter, tab ends etc) - A letter had been sent to Sainsbury s thanking them for providing a litter bin at the front of the store and asking them to consider installing a tab end box on the wall at the side of the store where their staff congregate at break times. Letters had also been sent to the other businesses along Hull Road asking them to consider following Sainsbury s example by installing a litter bin outside their store. c) Safety, Street Scene and Facilities Village Signs Quotation - The Clerk reminded members of the outcome of the site meeting with Mr. John Hannah, Highways E.R.Y.C. to agree sites for the four village signs. The Clerk read out the formal quotation from Heritage Forge Company. Quotation of 5364.00 includes; the manufacture, hot dip galvanizing, coating black, delivery and fitting of all four village signs and the manufacture and galvanizing of the 4 posts (quotation does not include the fitting of the posts). It was agreed by the Parish Council that due to the unique design of the signs and Goodmanham Parish Council s recommendation of the Heritage Forge Company, it was agreed to obtain only one quote for this specialist work, as outlined in the Financial Regulations of the Parish Council, paragraph 9.3. After discussion, the Chairman proposed the Parish Council purchase four village signs for the agreed sites at a cost of 5364.00 with additional cost to be incurred for the fixing of the posts. This proposal was seconded by Cllr. Khan, all members were unanimously in favour. Action: Clerk Request for Litter Bin Tranby Bridle Path - Cllr. Hardy had received a request for a litter bin at the beginning of the bridle path outside Hull Collegiate by the bridle path sign. Unfortunately because this is private land it is not something the Parish Council can assist with. Cast Iron Street Sign Tranby Lane, Anlaby - The cast iron sign is currently in storage and will be re-instated when the work is complete. d) Communication - It was agreed to produce a newsletter for distribution during November. Councillors were asked to consider possible topics for inclusion and bring to the October meeting. Cllr. Khan advised that Anlaby Communities Trust is looking to start up a Community Garden on some land at St. Mark s. It was agreed to inform residents of this in the newsletter. Others topics for inclusion; village signs, bulb planting, Christmas events and shed/garage burglaries. e) Administration - Nothing to report. 56 Possible application for restriction to two hour parking, Hull Road Anlaby Car Park - It is believed that cars are being parked in the car park all day and at times overnight, possibly holiday parking. The Chairman agreed to attend each night at approximately 10pm, for one week, to check what vehicles are parking there. The Clerk was asked to write to E.R.Y.C. to find out if there are any plans for the derelict land at the rear of Gino s, which is currently under-used. Action: RA/Clerk 57 Email from Resident re. Voases Lane - The resident had been informed by E.R.Y.C. Officer Will Park, that after checking their Maintenance Map records, that indicate the extent of the publicly maintainable highway, it transpires that Voases Lane is part of the adoptable public highway network and is therefore maintained by the Highway Authority. In regard to the repair/maintenance of the lane, this falls under the remit of Area Engineer, Mr. John Hannah. (Cllr. Wilkie left the room during this discussion). Page 5
