Location Widnes is a large Cheshire town which is the administrative centre of, and has the largest town centre within, the Halton borough. It is home to a number of facilities and attractions including the Greenoaks Shopping Centre, Widnes Shopping Park, The Hive Leisure Park, Victoria Promenade, Spike Island Nature Reserve and Catalyst Science Discovery Centre. Description The site comprises a cleared development opportunity which extends to circa 0.22 hectares (0.55 acres). It is located within a predominantly residential area, immediately to the east of Crow Wood Lane and circa 2 miles to the north east Widnes town centre. The previous structures that occupied the site have been demolished and it is now currently vacant, but includes a number of trees and other vegetation. The site boundaries are currently secured by timber and metal fencing, as well as a circa 2 metre high brick wall along Crow Wood Lane. The site forms part of the Crow Wood Health Park which includes Woodview Child Development Centre and Bridges Learning Centre to the south of the site. Brookfields School and St, John Fisher Church are further east, with St Patricks Care Home located immediately to the north of the site. The area to the west of the site comprises a mix of residential dwellings. There is a parade of local shops located circa 0.5 miles to the south on Warrington Road, including a pharmacy, vet, florist and convenience store. Crow Wood Park and Bower s Brook are 0.5 miles to the west of the site, with Widnes train station and Victoria Park circa 2 miles further west. Town Planning The Local Planning Authority is Halton Borough Council. The site is located within the defined urban area and forms part of a Primarily Residential Area shown on the Policies Map of the adopted Halton Unitary Development Plan (2005). Policy CS13 of the Halton Core Strategy states that qualifying residential development should provide 25% affordable housing. The policy states that affordable housing will be provided on residential schemes of 10 or more dwellings (net gain) or on a site of 0.33 hectares or greater. The Council has advised there are no Tree Preservation Order s on or adjacent to the site. Email advice has been received from Halton Council (David Halliburton Planning Technician) regarding access to the site. A copy of this advice is available which, in brief, notes that that with respect to the assumed former entrance to the west, (w)hilst this is on a bend in the road Crow Wood Lane is not a major road and the sight lines for vehicles exiting the site at this point would appear reasonable. Two Indicative Layout Plans have been prepared showing potential development options for the site. Option A proposes 8 three bedroom houses and Option B proposes 22 one and two bedroom apartments. Method of Sale Offers are invited by way of informal tender for the freehold interest in the site with limited title guarantee and subject to overage and clawback, as well as rights reserved over the land in favour of the retained NHS property, with a target to at least exchange of contracts by 31 March 2018.
