Wiltshire Councillors present: McLennan. Clerk: Prince There was one member of the Press from the Salisbury Journal present. The meeting commenced at 7.02pm. 15.116 CO-OPTION OF COUNCILLOR The Chairman welcomed Ron Champion to the meeting. He spoke briefly about why he had resigned in January 2015 and said that he would now like to resume his role as Councillor. Resolved: To co-opt Ron Champion as a Councillor for the Laverstock Ward of Laverstock & Ford Parish Council. 15.117 APOLOGIES Apologies received from Cllr Tunnicliffe 15.118 DECLARATION OF INTEREST Cllr Champion declared an interest in the Old Sarum Airfield outline planning application due to his residence in the neighbouring village of Ford. Discussion followed and it was decided that it was in the interest of the residents of the parish to grant Cllr Champion dispensation to take part in any business associated with this application. Resolved: To grant dispensation to Cllr Champion to take part in any business associated with the Old Sarum Airfield outline planning application. 15.119 APPROVAL OF MINUTES Resolved: To approve the Minutes of the meeting held at the River Bourne Community Farm on Monday 16 November 2015. 15.120 MATTERS ARISING Approval of Sub Group Terms of Reference Cllr Bussereau drew attention to a small amendment to the Old Sarum sub group TOR. Cllr Hayes expressed concern about the Finance TOR but was reassured that they were satisfactory. Resolved: To approve all Terms of Reference and the Guidance on the use of email. (Action PC069 Closed) Approval of Planning response to Barton Willmore dated 23 Nov 2015 The response had previously been circulated and approved by email. Laverstock & Ford Parish Council 1177

Resolved: To approve the response dated 23 November 2015 to Barton Willmore s submission dated 14 October 2015 being part of the Council s response to Planning Application 15/04004/OUT. (Action PC156 Closed) Withdrawal of objection to Co-op Old Sarum Off-sales License. The Clerk summarised the process so far. He had submitted a further objection to the License being extended beyond 22.00 until 23.00 as requested by Council. There has since been a letter from the solicitors to the Co-op opposing the objection. The advice from the Wiltshire Council Licensing Officer was that the objection should be withdrawn and Councillors had agreed to this by email. Resolved: To withdraw the objection for a 23.00 Off-sales License for the Co-op, Old Sarum on advice from the Licensing Officer at Wiltshire Council. (Action PC157 Closed) Duck Lane (Ball Park) Tree Planting The Chairman outlined the current situation in which two trees adjacent to the ballpark had been severely damaged and the resident of an adjacent property had requested that they be replaced. The Clerk reported that these trees had already been replaced once and reminded the Council that the anti-vandal hedge to protect the adjacent property had also been replaced and protected with a temporary fence at a cost of nearly 1000. Resolved: To replace the two trees with Heavy Standard specification trees at a cost of approximately 350. The resolution was passed with 5 votes for and 3 against. It was also agreed that this would be the last time these trees would be replaced. Speed Indicator Devices (SIDS) Cllr Bussereau summarised the offer from Wiltshire Council to donate one or more of their 35 used SIDs to Parish and Town Councils. Two will be allocated to groups of 3 or 4 parishes in South Wiltshire. All costs of maintenance and installation will be borne by those parishes. The Clerk was requested to contact the Area Board Community Engagement Manager to ascertain which other parishes are interested in acquiring the SIDS and also to get an indication of cost. Action Clerk Councillor Responsibilities The Chairman thanked Councillors for the feedback on his draft list of responsibilities. He would make a few amendments, including a rota for Area Board attendance, and send out a final copy. Neighbourhood Planning Cllr Bussereau reported on a meeting that he attended at Idmiston with Cllr Hayes and Cllr Ansonia. Representatives from Shrewton, Amesbury, Winterbourne and Downton also attended. He spoke of the large amount of data that Idmiston had acquired in order to produce its Neighbourhood Plan. Cost and funding was a major issue. A further meeting was planned for early 2016 and it was hoped to make a decision Neighbourhood Planning within 3 months. WCllr McLennan suggested that the Council contact Spatial Planning at Wiltshire Council and discuss the issue of protecting remaining land in the Parish from development. This may negate the need for a Neighbourhood Plan. Actions PC151, PC156, PC157, PC158, PC159 & PC161 Closed Action PC163 Investigate process for requesting Metrocounts. Cllr Bussereau reported on his investigation. The issue had arisen because of a complaint by a resident of Throgmorton Hall regarding speeding on the Portway. Any issue regarding speeding has to be backed up by a Metrocount and the request has to come from the Parish Council. Closed. Laverstock & Ford Parish Council 1178

15.121 PLANNING Old Sarum The Clerk reported on further delays to the transfer of Public Open Space at Old Sarum. These are now long past the trigger points for transfer. He said that he would now investigate enforcement action against the developer, Persimmon Homes. WCllr McLennan said that he would assist in this process. Action Clerk Old Sarum Airfield Cllr Bussereau updated the Council on progress including a meeting with John Glen MP and the new planning consultants for the applicant, Barton Willmore. A further meeting is likely early in the New Year and determination of the application will be further delayed. He reported on consultation questionnaires that had been sent to Old Sarum, Ford and Stratford-sub-Castle residents on noise and vibration. There was discussion on an alternative management plan for the airfield but it was agreed that this should be the subject of a separate meeting. Hampton Park Country Park Cllr Bussereau gave a progress report on a further meeting with the developer to agree the final profiling of the spoil. There was an issue with a missing play area in the eastern section of the park, and another problem caused by the deletion of the car park on Roman Road. Both of these had been resolved. He said that it was disappointing that there had been no response from directors of BDW to questions about who will construct the Country Park. WCllr McLennan reported that enforcement action had been authorised against Barratt David Wilson Southern Counties. It was agreed that the Council should express their concern about this issue to both the Head of Legal Services and the Corporate Director of Wiltshire Council. Action Clerk Longhedge The Clerk circulated a draft of an additional response to the Reserved Matters planning application. This had been drafted by the Chairman in reply to comments by Sustainable Transport at Wiltshire Council. Resolved: To approve the additional response to 15/07253/REM. Wiltshire Housing Site Allocation Cllr Bussereau reported that the final document had been delayed until 2016. This will be important if it identifies other areas within the Parish that are suitable for housing. Milford Mill Road Cllr Bussereau expressed his concern that the Milford Preservation Group were supporting traffic calming measures, including traffic lights at the railway bridge, that had been rejected by the Parish Council. Wiltshire Council had also rejected the traffic light proposal when they refused planning consent for the hotel and drive-thru restaurant on Southampton Road. The role of the Transport and Traffic Control Tasking Group (TG1) was discussed. The Chairman said that he would meet with the Chairman of the Milford Preservation Group. Planning Application Log The following responses to Planning Applications have been made since the last Council meeting. 15/10170/VAR, Variation of conditions of 14/06858/FUL to change the landscape plan for the new Greentrees School. NO COMMENT. 15/10993/TPO, Fell Beech Tree at 2 Norton Drive, Ford. NO COMMENT. The Clerk also advised that he had no feedback from Councillors to the amended plan for 15/07952/FUL (pitched roof to Portway House) and had reaffirmed the NO COMMENT response to that application. Resolved: To approve the above responses. 15/11244/FUL Erection of three-storey building comprising 21 affordable housing apartments at the Local Centre, Old Sarum. so far including an outline of the original S106 agreement that required the provision of premises for a Doctors Surgery. The S106 allowed that, if the marketing of the Doctors Surgery was unsuccessful, the premises should be used for another community use. Only when the marketing of an alternate community use has proven to have failed can the owner proceed to an application free of the S106 restrictions. Resolved: To OBJECT to the Planning Application on the grounds that the applicant has failed to comply with Schedule 1, Part VI, paragraph 3.3 of the S106 agreement dated 19 June 2007, viz. to implement a revised Doctors Surgery Land Marketing Scheme for the use of the premises for another community use. 15/11350/OUT Outline application for 10 semi-detached bungalows, new footpath link, and creation of public open space. The Clerk said that this application was for land in Salisbury Civil Parish but he had brought it to the attention of the Council because the application made reference to the public open space being made available for the Hampton Park Country Park. Resolved: To respond with NO COMMENT but to make it clear that, if granted, the public open space will not form part of the Country Park. Non Material Amendment to the approved Country Park Scheme to increase the number of parking spaces from 8 to 19 to assist the drop off and collection of pupils from the adjacent school. The Chairman gave a history of the site and explained why the size of car park had been increased. It has been made clear that car park will remain the property of the Country Park and is for the benefit of users of the Park as well as the school. Resolved: To respond with NO COMMENT to this NMA. 15.122 FINANCE Adoption of Monthly Accounts The Financial Statement had previously been circulated by email and copies were provided. The total funds held at the end of November 2015 were 167,849.56 of which 110,478 were earmarked or restricted reserves. Resolved: To adopt the monthly accounts as a true record of the Council s finances. Cheque & Debit Card Payments The list of payments had been circulated by email and copies were provided. Cheque payments amounted to 2,360.43. Debit card payments in November amounted to 187.77. Resolved: To approve the cheque and debit card payments. Budget & Precept Setting The Clerk presented a first draft of the budget and precept requirement for 2016/17. This was based on a forecast of recurring expenditure only and made no allowance for extra costs associated with forecast land acquisition, major repairs or a shortfall in services provided by Wiltshire Council. There had been a significant increase in Tax Base and without the extra costs the current forecast of Band D precept is 11.01. He would produce further figures for consideration at a dedicated Budget Meeting to be held in early January 2016. Newsletter & VAT Registration The Clerk said that advertising sales in the Parish Newsletter had reached the output tax limit specified by HMRC in their letter dated 31 July 2015, which granted a waiver from VAT registration. There had been a recent sale of advertising space, which, if invoiced, would require VAT registration. The choices for the Council are to proceed with registration, which will increase administration and make advertising more expensive, or to delay the invoice for the new advertising until May 2016. 15.123 COMMUNITY FARM sub lease for adult learning. A letter had been received from the Chairman of the River Bourne Community Farm requesting the agreement of the Council to sub-letting part of the premises of the Farm to a new CIC engaged in the provision of a programme for adults with learning difficulties. The Clerk reported that the current lease permits sub-letting but that the new lease must contain provisions approved by the Council. The Council will be a signatory to the new lease and will therefore incur costs. The Council must decide who bears these costs. The Clerk will not consult with the Council s solicitor until there is a firm indication that the sublease will proceed. The Chairman said that he will discuss this further with the Farm when he and Cllr Burnell meet with the directors in January. 15.124 CLERK S REPORT & CORRESPONDENCE Local Housing Panel The Resident Engagement Officer has invited the Council to participate in the informal meetings of the Local Housing Panel, which are held four times a year in the Laverstock Village Hall. The Chairman volunteered to attend these meetings. Smokefree Play Parks Signage A proposal from Wiltshire Public Health to produce A3 signs using children s artwork to dissuade adults from smoking in play parks. There was agreement that this was not a problem and the signs are not needed. Local Highways December Newsletter This included an invitation to Parish Councils to request extra services from The Landscape Group, the new contractor to Wiltshire Council. The Clerk said that he had already asked TLG to quote for emptying litter and dog waste bins. 15.125 REPORTS Cllr Bussereau He reported on the CATG meeting on 8 December. Chairman He has been asked by the Laverstock Scout troop for suggestions for work and projects within the community. Councillors were requested to give this some thought and report back to him. He also reported briefly on the Community Governance Review and the attendance of himself, Cllr Hayes and Cllr Bussereau at the Extraordinary meeting of Wiltshire Council on 24 November. WCllr McLennan He spoke about the Community Governance Review and reported on progress with the Milford Mill Road footpath. 15.126 EXEMPT BUSINESS There being no exempt business this agenda item was cancelled.
