Parish Council Minutes of a meeting of Parish Council held on Wednesday 14 th September 2016 at 7.45pm in Church Centre 16/16 Attendance Cllrs. Steve Colling (Chairman), Glenda Pearce, John Acheson, Richard Lewis, Tony Parmenter, Mike Rowland, Gill Terry, John Thornton, Andrew Wheeler, and Chris Wheeler were present. Cllr Stuart Wheeler of Wiltshire Council, Mr Martin Cook, and 4 Members of the Public were present. Item 439 Neighbourhood Planning Steering Group update was brought forward to the top of the agenda, as Mr Martin Cook and most of the members of the public had attended for that item. Mr Cook informed the Parish Council that the draft Neighbourhood Plan is now drawn up, and is ready to start the six week consultation period. It contains 5 separate reports, of which the ones of most interest to the parish are the Neighbourhood Development Plan and the Site Selection report. Mr Cook recommended that these two reports, in particular, should be read thoroughly by the parishioners. The draft Neighbourhood Plan will be made public on 1 st October, which will mark the start of the six week consultation process. At this point, the Plan becomes a statutory document. All 5 reports will be published on the Parish Council website. They will also be available to read at various public locations in the village, which will be announced before the 1 st October. Three public events will be held in Village Hall, to go through the Neighbourhood Plan, and to allow parishioners to inspect the reports, and also to put any questions that they have to members of the Steering Group. Suggested changes and amendments can also be raised with the Steering Group members then, or at any other time during the consultation process. The dates and times of these meetings are: Saturday October 15 th from 10am-4pm Thursday October 20 th from 6-8pm Thursday November 10 th from 6-8pm To make sure everyone is aware of the Neighbourhood Plan review, there will be banners at various points around the village, including on the roundabout, from 1 st October, and flyers delivered to every house. The flyer will also form the front cover of the October edition of the News, and there will be a flyer inside every copy of that month s magazine. Once the six week consultation process is complete, the draft Neighbourhood Plan, complete with any amendments, is passed to Wiltshire Council to be independently inspected. After that, a referendum will be held, for all residents of parish to vote on whether to adopt the Neighbourhood Plan or not. 50% of the votes cast plus 1 more vote will make the referendum result legal. If the Neighbourhood Plan is accepted, it will last until 2026, but it can be modified earlier than that if feels that is necessary because of changing circumstances. The Chairman thanked Mr Cook and the whole team for all their hard work to bring the Neighbourhood Plan to this point. The Parish Council meeting then reverted to the first agenda item. Cllr Stuart Wheeler of Wiltshire Council reported that he is still chasing the progress of the road resurfacing from the bridges on the Marlborough road. He also reported that it now appears likely that the Great Bedwyn to London train service will remain as an hourly service for the time being, and possibly for up to two years. This is because of delays with the electrification of other parts of the line further east. More dual fuelled trains have been ordered than was originally planned, to allow the service to continue, and these trains will be 5 coach units instead of 3 coach units. There is also likely to be a better service for Westbury and Pewsey. He further reported that there has been a meeting with BT about broadband, and they are looking to increase the 4G coverage across the county. BT are investigating the possibility of running fibre optic along the overground poles, rather than underground, which would speed up the roll-out considerably. However, a lot of the poles are joint owned with the electricity companies, so negotiations need to take place before this can be finalised. The Chairman invited questions from the members of the public, and Mr Martin Hamer asked why Parish Council did not make representations to Wiltshire Council for Section 106 money from the Persimmon development to be used to help fund services in the village. He stressed the probable need for the surgery to increase its facilities to be able to take care of the increased number of patients, as well as other areas that would benefit from financial help as the new houses were gradually occupied. The Chairman responded that the anticipated sum would be roughly 40,000, and that at the time Parish Council were asked for their views, the Village Hall was the only area that people seemed to feel needed funding. The Chairman reported that CATG had considered the application, and felt that the junction could be made safer simply by cutting back the vegetation at that point. Parish Council therefore did not support the application to introduce a speed limit at this junction. The was asked to write to the requestor to pass on the suggestion of trimming back the vegetation. Action b) An invitation from Claire Perry MP to tour the Houses of Parliament and then take part in a question and answer session with her was noted, but no-one expressed any interest in attending. 439 Neighbourhood Planning Steering Group: GP a) Already discussed 440 Planning Committee: a) The Chairman asked for a volunteer to take on the role of Chairman of the Planning Committee, but none was forthcoming. Cllr Pearce volunteered to chair the Planning Committee meeting on 26 th September. The was asked to put the item on the agenda for the next Parish Council meeting on 10 th October. 16/18 ii) An email complaint about the grassed area at the top of Eastcourt Road having been mown when the landowners were trying to establish a wildlife area there was dealt with by Cllr Acheson. The metal crash barrier on the road prevents safe entry to and exit from the footpath, and has resulted in a member of the public having a fall on to the road. Cllr Stuart Wheeler has taken an action to contact the Rights of Way department at Wiltshire Council. The was instructed to also contact the Rights of Way Officer, copying in Cllr Stuart Wheeler, to stress that this is a safety issue. Wiltshire Council have logged it as to be inspected, but said that since it is not a safety issue then it may take some weeks for the inspection to happen. Cllr Colling volunteered to contact Persimmon Homes to report the tree which has fallen across the footpath. CCTV cameras. to contact Parish at Pewsey to ask for information on how the system operates. MR Oct Cllr Rowland reported that he and Cllr Lewis had had a demonstration of the system sold by Alert Systems, and were very impressed with it. They have obtained a quote of 11,000 to install 5 cameras in, to cover the main entry roads. Additionally, there would be a yearly charge of 1,800 for SIM cards, and a charge for the electrical connection. Maintenance would be free for 2 years, and then cost between 500-600 a year. The police can access all cameras via the internet. Parish Council would need to nominate two Councillors to have access to check the cameras are working. There was some debate around whether 5 cameras would be enough. Cllr Rowland was asked to invite Alert Systems to attend the October Parish Council meeting to do a presentation on their proposed system for. He was also asked to send a copy of the quote and report to the, for the to circulate. The was asked to check the Parish records for the title deeds to this land. Oct c) The proposal to issue a village cleaning contract was discussed. The tender from Mr Kevin Cox of Reflex Productions to clean all the village furniture as specified at a cost of 1,195.00 with no VAT was accepted. Proposed Cllr Acheson, seconded Cllr Pearce, approved unanimously. The was asked to issue the contract. Action d) The informed the Parish Council that the annual playground inspection has been booked with RoSPA Playsafety, and will take place in October. e) Cllr Acheson reported that he has spoken to the site manager at the Persimmon Homes development about some complaints which have been received. The footpath crossing the site has been closed under a temporary order from Wiltshire Council for 6 months. Lorries have been instructed to approach the site from the roundabout and not through the village.
