Chick (Chairman) (P) Cllr A Porter (Vice Chair) (S) Cllr M Hill (P) Cllr J Newbury-Smith (KM) Cllr F Barson (KM) In Attendance: Cllr B Crooks (LCC), Cllr M Surtees (HBBC) 18/015 Welcome/Apologies for Absence The Chairman welcomed everyone to the meeting and the Council noted that apologies had been received from Cllr B Sutton and Cllr R Camamile, which were accepted. 18/016 Declarations by Members of Pecuniary and Non-Pecuniary Interests (In relation to Agenda items) including requests for dispensations. None. 18/017 To Review, Approve and Sign the Minutes from the meetings held on Tuesday 16 th January 2018 Members reviewed the minutes of the Parish Council Meeting held on Tuesday 16 th January. An addition was made to reflect Cllr Newbury-Smith s request for action to be taken over the number of accidents occurring on Newbold Road in Kirkby Mallory. RESOLVED: To accept and to sign the minutes as a true and accurate record. Cllr Porter proposed, Cllr Newbury-Smith seconded, all agreed. 18/018 Matters Arising/Update of actions from previous Minutes: Dog Mess Signage to pavements wet weather had prevented HBBC spraying signs on to the pavements but it is hoped this will be carried out before the end of the month. Church Lane, Stapleton, Street Lamp the new lamp has been ordered and is expected to be fitted in late April. A new parish mobile phone has been ordered. The basic monthly cost will be reduced by 2.44 per month. Cllr Newbury-Smith gave an update on the issue of accidents on Newbold Road in Kirkby Mallory and reported that LCC have agreed to provide new signage. He thanked Cllr Crooks for his help in expediting this. 18/019 Reports from County and Borough Councillors Councillors reported on Borough and County activities relevant to the parish. Cllr Crooks reported that as part of the County Council s cost cutting review it is looking at reducing the Minutes 20 th February 2018 Page 1 of 6 Chairman s Signature Date _27/02/2018

number of Children s Sure Start Centres. They have to save 3.8m out of a budget of 12.4m allotted to its Early Help Services. The County are looking to close 25 of the 40 centres, the remaining 15 will become Hubs. These buildings will not just home the Children s Services but will include 3 other services i.e. Youth Offending, Troubled Families Scheme and Early Help Information. This is partly due to the Government removing grant support for this scheme which will reduce the County funding by 2.3m in 2019/20. The latest report from the Government is that in 2019/20 it will finance new homes bonus with 900m from the Revenue Support Grant. Leicestershire receives the lowest funding from the Government of any county in England and as a result Council Tax in Shire areas is the highest in the country. Band D being 1662 average compared with to the National average of 1591. LCC are proposing an increase in Council Tax of 5.99%. The Fire Service an increase of 1.87 and the Police an increase of 12.00. Cllr Surtees reported that HBBC are proposing a 5 increase in council tax for Band D properties. The Local Plan continues to be promoted across the borough and all residents are encouraged to read and respond to the proposals. There will be an event in Desford on Thursday 22 nd February. The Clerk had requested that HBBC hold a consultation event in Stapleton and Cllr Surtees agreed to chase this up. 18/020 Parishioners Question Time There were no parishioners present. 18/021 Situation Updates 18/021.1 Local Crime Statistics for December 2017 Peckleton 2 Burglary 1 Violence & Sexual Offences 1 Kirkby Mallory 4 Burglary 2 Public Order 1 (Track) Criminal Damage & Arson 1 (Track) Stapleton 1 Other Theft 1 18/021.2 Monthly Parish Playground Inspections The Clerk confirmed receipt of the monthly inspection reports. It was noted that Stapleton Recreation Ground is very wet and boggy at the moment and that there are a couple of mole hills near to the picnic benches. 18/021.3 Stapleton Village Field and Boundary hedge Cllr Porter advised that the works to provide a new boundary hedge are now complete. 18/021.4 Parish Councillor Casual Vacancy Minutes 20 th February 2018 Page 2 of 6 Chairman s Signature

The clerk advised that 2 applications had been received. An extraordinary meeting is to be called on Tuesday 27 th February in order to co-opt a new councillor. Cllr Chick proposed that under Parish Council Standing Order Motion number 8.2.xvi, Standing Order 2.18 be suspended and moved to propose a motion to amend Standing Orders to allow, in the case of co-option to council, that voting shall be by a paper ballot. All agreed. RESOLVED: It was agreed that Standing Order 2.18 be temporarily suspended and that voting in the co-option shall be by paper ballot. 18/021.5 PCIF Grants The Clerk reported that the PCIF grant applications had been submitted and an acknowledgement from HBBC received. 18/021.6 Post Box at Peckleton Common Cllr Chick reported that he continues to correspond with Royal Mail regarding the missing post box. 18/022 Finance 18/022.1 Review of Monthly Bank Reconciliation against Corresponding Bank Statements Cllr Chick reported that he would review and sign the bank reconciliation and statements for January at the end of the meeting. RESOLVED: Noted 18.022.2 To Review Cashflow Forecast The Cashflow forecast was reviewed and noted. It was noted that current account balances to the end of April were sufficient and that no bank transfers from deposit account are required. RESOLVED: Noted 18/022.3 To review and approve items to be paid/cheques for signing/income received January 2018. RESOLVED: Members unanimously agreed the following list of payments as a true and accurate record of January 2018 payments and income and ratified their payment. Cllrs Chick and Porter reported that they had reviewed the Local Plan and circulated a draft response. RESOLVED: All councillors to review the draft response and to send any comments to the Clerk by Friday 23rd February. The response to the plan, once finalised, will be forward to HBBC and published on the Parish Council website. The LRALC councillor mentoring scheme was discussed and at this time it was agreed that no councillors will put themselves forward as either mentors or mentees. Clerk to inform LRALC that lors will not be getting involved in the scheme at this time. 18/024.2 Request to use Stapleton Recreation Ground for regular exercise class. It was agreed that there should be no objection to this request, pending completion of the correct application form, however other users of the grounds and its neighbours must be considered. In addition, the monthly inspection should be amended to include a review of ground conditions. RESOLVED: That the Clerk should ask the applicant to complete a Council request form for use of the recreation ground. The Clerk to ask Mr Smith to include ground conditions in his monthly reports. 18/024.3 LRALC Proposed article for incorporated body. RESOLVED: The response to Council comments from LRALC was noted. 18/024.4 Additional information relating to Cadeby Quarry planning application 18/024.5 Silent Soldier for the Royal British Legion. To consider the opportunity offered by the RBL to purchase a silent soldier. RESOLVED: All councillors to gauge interest in each of the villages in this scheme and consider where the soldiers could be placed. To be reviewed at a later meeting. 18/024.6 Parishioner safety concerns Stapleton Lane, Kirkby Mallory It was noted that Cllr Crooks continues to liaise with LCC Highways and HBBC Planning. It was agreed that the Parish Council should write to LCC and HBBC to encourage action. RESOLVED: Clerk to write to LCC and HBBC to request urgent action to resolve the safety issues. 18/025 Parish Council Newsletter To approve the content and the cost of printing and delivery. Councillors had previously had the opportunity to review the newsletter and agreed the content. The clerk reported that the cost of printing would be 130 and the cost of delivery 90. These costs were approved. RESOLVED: the content of the newsletter was approved. RESOLVED: the costs of printing and delivery were approved. 18/026 Stan Pitt Award It was noted that posters and leaflets advertising this year s award had been circulated and that it has been advertised in the Hinckley Times, Graphic and Local Rock, together with a feature in the forthcoming Parish Council Newsletter. RESOLVED: Noted 18/027 General Data Protection Regulations Cllr Porter reported that she had attended the recent course on GDPR run by LRALC but that there are still a lot of unanswered questions relating to who can act as a Data Controller for a Parish Council. Cllr Porter and the Clerk intend to get together to review the process and Council documents which may need adjusting ahead of the implementation of the new law in May 2018. 18/028 Clerk s Update 18/028.1 The clerk reported that Nik Krneta, Enforcement Officer on the clean neighbourhoods team at HBBC, cannot attend the March meeting RESOLVED: It was agreed that Mr Krneta should be invited to the June meeting. 18/028.2 The clerk had looked into carrying out remedial works to the pedestrian entrance to Kirkby Mallory recreation ground, which is currently very muddy. RESOLVED: to keep an eye on the situation and include in monthly inspection reports. 18/028.3 Neighbourhood Plan: it was agreed to put neighbourhood planning on to the March agenda to allow council to make a formal decision for the parish. RESOLVED: to be discussed at the March meeting. 18/028.4 Internal Audit: the Clerk reported that Mr Terry Satchwell had agreed to carryout the internal audit of the Council s accounts at the end of the financial year. Clerk to send letter of engagement to Mr Satchwell. Clerk to inform LRALC that Council will not be taking part in their internal audit scheme this year. 18/028.5 Charitable Trusts Course: The clerk had attended a course at LRALC on Charitable Trusts as they relate to Parish Councils and the buildings and land in their care. RESOLVED: The Clerk to review the deeds relating to Stapleton Village Hall, Peckleton Village Hall, the two recreation grounds and the parish field and report back on any items of concern. 18/029 Any Other Business 18/029.1 Cllr Hill reported that there had been an increase in littering, particularly on Peckleton Common and around the industrial estate. RESOLVED: Clerk to write to the business park to request action. 18/029.2 Defibrillator pad in the three defibrillators will need to be replaced at the beginning of March. RESOLVED: Clerk to order an additional 2 sets of pads. 18/030 Date of Next Meeting Extraordinary Council Meeting: Tuesday 27 th February 2018, Stapleton Village Hall, 7.30pm.
