Executive Summary Federally obligated airports are required as part of their Grant Assurances to perform detailed inspection of airfield pavements as part of an ongoing Airport Pavement Management Program (PMP). The FAA PMP is described in FAA Advisory Circular 150/5370-7B Airport Pavement Management Program (PMP). The detailed airfield pavement inspection required under the PMP can be performed using the Pavement Condition Index (PCI) method. This method is an objective process to assess pavement condition following the guidance found in ASTM D5340-12, Standard Test Method for Airport Pavement Condition Index Surveys. During a PCI inspection, a qualified inspector visually assesses pavements and identifies signs of deterioration. Pavement deterioration is characterized in terms of distinct distress types, severity levels and quantity of each of the identified distress. This distress information is utilized to calculate a deduct value which results in a numeric PCI value representing the overall condition of the pavement. The PCI values range from 100 (newly constructed GOOD pavement with no distresses) to 0 (a condition category where the pavement has completely FAILED). The PCI methodology analyzes the overall pavement condition and provides the airport owners with a snapshot of the current pavement condition and a relative indication of the degree of maintenance, repair, or rehabilitation needs that may be required to sustain functional pavement. Because pavement is a dynamic structure, the PMP should be a living and continuously updated element of each airport s infrastructure program. The program should include regularly scheduled PCI inspections. This will aid airport owners in evaluating not only the existing conditions of their airfield pavements but also the rate of pavement degradation. This will assist airport owners in selecting maintenance and repair techniques or activities and the knowledge to proactively implement them in a timely manner.
The information collected as part of this PCI effort will provide the Airport operators, engineers, and maintenance personnel with the following: The present airport airfield pavement system inventory; The present condition of the Airport maintained airfield pavement network (runway, taxiway, and apron), as a whole and further subdivided into Branch, Section, and Sample; Forecast of future performance of the Airport s airfield pavement network and for each individual Section; An estimate of current maintenance needs based on an understanding of the deterioration of the pavements; A schedule of maintenance needs based on forecasted pavement conditions; The South Carolina Aeronautics Commission (SCAC) inspected Lexington County at Pelion Airport on December 7th, 2016 collecting PCI data for the airports pavements. The results of the PCI inspection are documented in the sections below.
