New York ARTCC - Harrisburg TRACON Standard Operating Procedures General This document describes the standard operating procedures for controlling at any of the positions within the Harrisburg TRACON and the airports it serves. The procedures described herein compliment and/or supersede the Basic New York SOP. Should you use this for controlling real traffic, VATSIM and the New York ARTCC operating on that network are in no way responsible for any outcome from doing so. New York ARTCC - Harrisburg TRACON Area Airport Notes 1) Squawk This is the range of beacon codes assigned to each towered airport. All IFR and VFR aircraft requesting flight following and departing from non-towered airports will be assigned a beacon code from the controlling TRACON or Center controller. 2) Tower, Ground, Clearance The first item is the defined frequency that the controller will transmit on. The second item is the controller ID that is used to identify the position and is unique within NY. 3) ATIS This is the frequency that will broadcast airport information IF an automated system is currently in use within VATSIM, then this will be the frequency to refer pilots to in order to get the latest information. VFR Beacon Codes As all airports in the Harrisburg TRACON are Class D airports, a discrete squawk code for VFR flight is NOT required. If an aircraft requests flight following, coordinate with Harrisburg Approach or the controller covering the TRACON and assign a VFR squawk code from the 0601-0677 subset of squawk codes.

Harrisburg TRACON Exit Direction Guide KMDT/KCXY/KLNS/KMUI Airports While strict exit points are not required, the following guide may come in handy for directing pilots to proper exits for departing the area. KMDT Harrisburg Intl CLEARANCE DELIVERY General Information 1) Staffing Information There is no Clearance Delivery position at Harrisburg. All Clearance Delivery duties will be handled by Ground. 2) Departure Procedure There is no DP out of Harrisburg. 3) Initial Altitude The initial altitude for all departures and all types is 3,000. 4) Departure Frequencies Callsign Frequency MDT_SW_APP 124.1 MDT_SE_APP 126.45 MDT_N_APP 118.25 The first available controller in this list should be handling departures. If center is the only available controller from this list, then check with center to see if a non-listed controller may be covering the airspace. 5) VFR As KMDT is a Class D airport, no squawk code is required for any operations. If a pilot requests flight following services as a VFR aircraft, coordinate with Tower and Approach (or the controller covering Tower/Approach) and issue a VFR squawk code from the 0601-0677 subset. Pilots requesting Pattern Work or VFR Departure to the DIRECTION can be taxied to the active runway immediately.

KMDT Harrisburg Intl TOWER IFR Operations 1) Releases Releases from KMDT are by request only unless Harrisburg Approach or the controlling authority authorizes blanket releases. 2) Separation The standard departure separation technique to use is anticipated radar separation. Only use timed separation if the pilot requests it. 3) Radar By agreement with Harrisburg TRACON, this Tower will not radar identify departing IFR aircraft and will instruct IFR departures to contact departure control upon reaching 1000 MSL. 4) Initial Headings Issue the initial headings below as part of the takeoff clearance based on the general direction of the pilot s first waypoint. Runway Heading 13 Runway Heading 31 050 5) Missed Approaches Should a pilot have to go missed approach or go around, issue the following heading and altitude Runway Heading Altitude 13 050 3000 31 070 3000 Coordinate with Harrisburg Approach as soon as possible and handoff aircraft as soon as traffic is not a factor.

Harrisburg TRACON TRACON IFR Operations Departures When clear of traffic in the area or when traffic is not a factor, Departing IFR aircraft will: 1. Be instructed to climb and maintain 8,000 2. Be instructed to proceed direct to their first waypoint when able 3. Handed off to New York Center prior to reaching 8,000 unless traffic in the area requires the aircraft to level off at 8,000. Instructions 1 and 2 above may be combined as needed and deemed practicable. Arrivals New York Center will handoff all arriving aircraft with an assigned altitude of 8,000 As the TRACON layout is straight forward, arrivals can be given standard vectors to the approach in use. Keep aircraft above the Class D airspace areas in the TRACON as much as possible.

Harrisburg TRACON TRACON VFR Operations Departures There is no Class C or Class B airspace in the Harrisburg TRACON. So, there is no requirement for any aircraft to be radar identified. Harrisburg TRACON will only radar identify VFR Aircraft receiving flight following, which can be organized by any of the Class D Towers or if requested by the pilot. Should a Tower receive a flight following request, it should be coordinated with the Harrisburg TRACON and a VFR squawk code may be issued by Tower or the TRACON. Arrivals There is no Class C or Class B airspace in the Harrisburg TRACON. So, there is no requirement for any aircraft to be radar identified. Harrisburg TRACON will only radar identify VFR Aircraft receiving flight following handed off by a neighboring radar controller. Harrisburg TRACON will advise the pilot to report the destination airport in sight.
