Sri Lanka's Experience with ICAO TCB Projects Presented by Chandrasena Nimalsiri Director-General of Civil Aviation and Chief Executive Officer, Civil Aviation Authority of Sri Lanka

Evolution of civil aviation management in Sri Lanka 1946 Department of Civil Aviation (DCA) was responsible for Administration & Enforcement of Air Navigation Regulations Provision of Air Navigation Facilities & Services Development & Maintenance of Aerodromes Operation of the national carrier, Air Ceylon 1952 National carrier was separated from the DCA 1979 Development & Maintenance of aerodromes, entrusted to the Airports Authority.(subsequently abolished) 1983 Provision of Air Navigation Facilities and Services, entrusted to the Airport & Aviation Services (Pvt) Ltd. & DCA was reduced only to a regulator (controlled & financed by the Government) 2002 - Abolished the DCA and established a CAA ( autonomous & selffinanced)

Sri Lanka s participation with TCB Projects Regional Projects under UNDP Assistance for Human Resources Development Establishment of Civil Aviation Training Centre Sartorial Reviews Technical Assistance Regional Projects under cost sharing basis COSCAP-SA Country Specific Project under a Trust Fund Development of safety oversight capabilities of the DCA

Summery of events leading to the launch of a country specific project by TCB ICAO assessed DCA-Sri Lanka in Feb. 1997 Series of deficiencies were reported. ICAO called for a remedial action plan. Government sought assistance from TCB. TCB proposed a country specific project. The Government approved the Project (SRL/97/901) in April 1998. The Project started in August 1998

Project Goals Major Objectives Redrafting Aviation legislation Restructuring of the DCA Employment of skilled staff for safety oversight duties Development of written procedures / manuals for staff & industry guidance Training of the DCA Technical Staff

Performance Against Schedule Plan: To complete the Project within two years from the date of commencement (10.08.2000) Actual: The Project was terminated on 31 st December 2002

Performance Against Quality Goals planned: Updating aviation legislations Creation of a Flexible and effective administration Employment of Competent & Professional staff Development of Written procedures & Guidance Material training of local staff under international experts Actual: Civil Aviation Act was drafted CAA was established with administrative and financial flexibility International Experts were employed Manuals/ Inspector handbook developed & published Training - on going

Performance Against Budget Budget: Initial estimate USD 3.47 million Revised estimate USD 1.871 million Approved budget USD 1.871 million Actual cost/expenditures: At the end of two years USD 1.2 million At the end of the project USD 1.6 million Savings USD 0.3 million (including interests)

Project Planning How Was the Project Planned? Who was responsible for original plans? DGCA from Sri Lanka TCB from ICAO Was project well defined from beginning? Project objectives defined in the Action Plan Action Plan modified whilst in execution through mutual consultations

Project Planning Was the Plan the Right One? Action Plan was realistic Time lines proposed were subject to government inputs, approvals etc. Project was steered by TCB through a Project Co-ordinator (PC). PC was selected by Sri Lanka from TCB nominees DGCA was appointed National Project Manager

How Was the Project Managed? Project was assisted by International experts in Airworthiness (02) 24 months Operations (01) 24 months Personnel Licensing (01) 03 months Organizational & Manpower Consultant (06- months) Aviation legislation Consultant (06 months) Project Progress was monitored through Technical Policy Review (TPR) Meeting held fortnightly DGCA chaired the TPR Meeting ICAO monitored the Progress of the Project closely President, ICAO Council wrote to the Minister when matters were no moving at the required pace Bipartite meetings ICAO regional office

How Was the Project Managed?.. Project recruited NPPPs (Nationally recruited Professional Project Personnel) locally in Airworthiness (01) 24 months Operations (01) 24 months Cabin Safety (01) 24 months Personnel Licensing (01) 24 months Aviation legislation (01) 12 months NPPP understudied the International Experts
