Introduction Indian Subsurface Construction Industry is one of the fastest growing segments the global Subsurface Construction Industry. As these techniques have the global mobility, many techniques developers and patent holders would over require the information on Indian project requirements. Further the Indian project execution agencies require assistance in benchmarketing their projects on the basis of experiences of other agencies on similar projects. In addition, the service & material providers need the information about projects that are ongoing or expected in the near further for planning purpose. To address these requirements, IndSTT has conducted the survey of Indian Subsurface Construction Projects. Survey findings are detailed in the document. 2. Indian Urban Agglomeration Cities and towns of India constitute the world s second largest urban system. National economic growth is heavily dependent upon them as they contribute over 5% of country s Gross Domestic Product (GDP). Being one of the primary focus areas of Trenchless applications the survey has tried to address the subsurface infrastructure requirements of this segment primarily. The subsurface infrastructure of Indian urban agglomerate, is of various age groups. There are cities like Varanasi where the operational sewerage systems are functioning for periods spanning over two centuries, in comparison to cities like Chandigarh that are relatively new taking the subsurface construction requirements to all the four fields of Trenchless Technology on the national level. Then there are cities like New Delhi that is having a massive urban service demand making the requirements quite complex as the existing deteriorated utilities impact the new utilities reducing their effective economic life substantially. To address the complex situation, Government of India has initiated a Mission titled JNNURM since 3rd December 25. It is aimed at providing focused attention to integrated development of basic services to the urban poor; water supply, sanitation in addition to other urban renewal actions. The mission is aimed at creating effective linkage between asset creation and asset management to ensure efficiency and scaling up delivery of civic amenities and provision of utilities. Under the mission certain ongoing programmes have been consolidated or altered to increase their efficiency and certain new programmes were initiated in important areas including infrastructure and urban renewal. The data source of present survey is from the above cities and a detailed list is presented in the next section. Survey Data Source The Jawaharlal Nehru National Urban Renewal Mission represents the first effort of its kind where Government of India is intervening in a major way to improving the quality of living in the cities. It focuses on improving urban infrastructure, improving governance and improvement in services. It covers 63 cities. Comprehensive city development plans are prepared and funded under this mission and one of the survey report primary source is the mission website www.jnnurm.nic.in. 4. JnNURM Details 63 cities/towns of the following category are covered under JnNURM sub mission BSUP:- i) Seven cities having 4 million plus population as per 21 census ii) Twenty eight cities having 1 million but less than 4 million population iii) Twenty eight selected cities of religious/historic and tourist importance. Other cities/towns are covered under IHSDP. Project implementation is the responsibility of ULBs/Parastatals. SLNAs are State Level Nodal Agencies responsible for the following:- (i) (ii) (iii) (iv) (v) (vi) Inviting project proposals from ULBs/Implementing agencies; Techno-economic appraisal of the projects either through in-house expertise or by outside agencies through outsourcing; Management of funds received from Central and State Governments; Disbursement of the funds as per the financing pattern given in the guidelines; Furnishing of utilization certificates, in accordance with the provisions of GFRs, and quarterly physical & financial progress reports to the Ministry of Urban Development; Maintenance of audited accounts of funds released to ULBs and implementing agencies. CDPs are City Development Plans. They represent Planned urban perspective frameworks for a period of 2-25 years (with 5 yearly updates) indicating policies, programmes and strategies of meeting fund requirements. 5. Survey Methodology The data source is the CDP of the mission cities. This data after collection has been evaluated by collecting data from the implementing agencies. The report provides details about the cities in the next section and the data source organizations whom IndSTT contacted for data details in the next section.
