RECOMMENDATONS: A. THAT Contract 11-122 Pedestrian Facilities 55B Street Centre Street be awarded to Winvan Paving Limited in accordance with their tender in the amount of $268813.72 including the 12% HST. B. THAT the Director of Engineering and the Director of Finance be authorized to execute the contract. PURPOSE: The purpose of this report is to accept the best value tender submitted by Winvan Paving Limited for the construction of Pedestrian Facilities 55B Street Centre Street. BACKGROUND: At the February 14 2011 Regular Meeting Council approved the 2011 Financial Plan which included funding for Pedestrian Facilities 55B Street Centre Street as outlined on the Project Detail Sheet Roads - 4 and Roads - 7 included as Attachment A and shown on Location Maps 1 & 2 included as Attachment B. Council Policy: Contract awards in excess of $50000 require Council approval. DSCUSSON: On Tuesday August 9 2011 at 2:00 p.m. three (3) tenders were received for 11-122 Pedestrian Facilities 55B Street Centre Street and are listed below in order of increasing value:

COB as Columbia Bitulithic $369004.16 $354566.24 Two prices were provided by each contractor for two different pavement repair strategies Price A for full road excavation and reconstruction and Price B for full depth milling with in-place compaction. Full reconstruction (Price A) is the preferred method of construction for these works and does not affect the order of lowest bids. The lowest tender received by Winvan Paving Limited for Price A is complete and is considered a fair value tender. The improvement works contained within Tender 11-122 will complete important pedestrian links and improve roadway safety while completing roadway streetscapes with construction of road widening curb and gutter and sidewalk on both 55B Street south of Ladner Trunk Road and Centre Street near Main Street. mplications: Financial mplications Pedestrian Facilities 55B Street Centre Street is Council approved work within the 2011 Capital Plan (Attachment A). The project costs are provided below. PROJECT COSTS: Tender Value 11-122 $268813.72 For Award Project Allowance $19838.45 Materials Testing $3000.00 Estimated Total Construction Cost including 12% HST $291652.17 Less HST Rebate (10.25%) ($26691.38) Total Project Cost $264960.79 PROJECT FUNDNG: 2011 Roads - 4 $60000.00 (Attachment A) 2011 Roads - 7 $205000.00 (Attachment A) Total Available Funding $265000.00 As noted above the project costs are $264960.79 net of the 10.25% HST rebate. This cost is within the available funding.

Program Overview: The Roadways (Non-MRN) Program has a local area focus to renew and enhance pavements on all roadways not captured within TransLink's Major Road Network. Timely maintenance and re-surfacing of roadways in the most costeffective manner will result in significant extension in the life of the road and avoid the need for more costly reconstruction. Program Overview: The sidewalk/drainage facilities program began in 2005 and was anticipated to be a multi-year program. As reported to Council staff are consulting with neighbourhoods and allowing residents to drive the process. This has led to longer implementation times and increased costs in some cases. Therefore staff will continue to install as many sidewalks as possible in any given year within the allocated budget.
