STRATEGY AND EVIDENCE We are involved at the earliest stages of the delivery process advising central government, local authorities, other public sector bodies and industry bodies on research and policy development. Over the last three years we have advised over 100 local authorities on strategic planning, economics, evidence and development consultancy. LAND ASSEMBLY Our team includes expert witnesses used to giving evidence at public inquiry on all aspects of the compulsory purchase process, as well as appearing at the Upper Tribunal of the Land Chamber. We act on behalf of public bodies negotiating site assembly and the use of CPO, acting on behalf of claimants. Specific services include: preparing property costs estimates managing the CPO process negotiating land acquisitions appearing as expert witness settling compensation claims. TOWN PLANNING We have specific expertise in protecting and enhancing value by proactive asset management through town planning services, and also a strong track record of securing permissions in all other retail environments. Grosvenor s John Bullough, who led the Liverpool project during its critical early stages, had once been on the opposing side to Bunting in a compulsory purchase inquiry and made sure they were on the same side this time. The appointment also strengthened Grosvenor s hand at the selection stage because Bunting s presence was a strong signal that a serious response to planning issues would inform the development of the scheme at the very highest level, rather than become retro fitted when events dictated. The GL Hearn planning team, led by Graeme Tulley who has worked with us on our other major developments including Victoria Square, Belfast, has consistently demonstrated professional expertise and project management skills on our Newport Friars Walk scheme. They secured full planning consent within six months which is no small feat for a major city centre regeneration project and continue to be an integral part of the project team. Jon Munce Queensberry Real Estate TOWN CENTRE DEVELOPMENT OUR TRACK RECORD DIDCOT TOWN CENTRE HAMMERSON A 25,000 sq m retail-led mixed use scheme including M&S has been promoted as an extension to the Orchard Centre in the centre of Didcot. The scheme involves the loss of existing business floorspace and the relocation of several bus routes. The scheme will open in 2018. GL Hearn has provided planning, EIA, communications and land assembly advice. COWLEY NEWRIVER REIT Planning permission secured in 2017 for the regeneration of the Cowley District Centre outside Oxford. The proposal represents an investment by NRR of circa 60m and will deliver 226 flats; 71 bed hotel; A1/A3 retail; extensive public realm improvements; and new entrances/external improvements to the existing shopping centre. SOUTHAMPTON TELLON CAPITAL Planning permission secured for a retail led mixed use scheme in a highly sensitive historic environment. The Bargate Shopping Centre redevelopment scheme also includes residential properties and student accommodation. NEWPORT QUEENSBURY REAL ESTATE Planning permission secured for 35,000 sq m Friars Walk scheme developed by Queensbury Real Estate in partnership with Newport City Council. The scheme is anchored by Debenhams, with retail plaza, multi-screen cinema, restaurants new civic open space, and new bus station. Currently discharging conditions for scheme opening in 2015. GRAVESEND EDINBURGH HOUSE Hybrid planning permission secured in partnership with Gravesham Borough Council for major town centre regeneration project to provide 15,000 sq m retail extension, 400 new homes, community facilities and a new leisure offer in the town centre heritage quarter. BURGESS HILL NEWRIVER REIT Secured planning permission for the redevelopment of the Martlets Shopping Centre in 2016 to provide new library, community buildings, offices, hotel, retail and extensive public realm improvements. CHESTER CHESTER WEST AND CHESTER COUNCIL Instructed as part of Development Management team led by Rivington Land and ACME to obtain planning permission for a revised Northgate project of c.50,000 sq m of retail led mixed use development at the heart of the historic city centre. SHOPPING CENTRE ASSET MANAGEMENT OUR TRACK RECORD Templars, Cowley District Centre Image courtesy of Corstophine + Wright EDMONTON - ST MODWEN DEVELOPMENTS Advising on a full application seeking to introduce converted redundant; refurbishment of the North mall of the centre; and an additional 65 residential units to the town centre, to be delivered as PRS. Key issues include the provision of very limited affordable housing, zero parking and ensuring the development relates well to an emerging town centre masterplan. HEMPSTEAD VALLEY, KENT BA PENSION FUND / BS PENSION FUND Strategic planning advice on the future of this 75,000 sq m shopping centre, securing planning permission for the reconfiguration of the centre including the food court, and appearing at the Core Strategy Examination. VARIOUS NEWRIVER REIT Strategic advice across the NewRiver shopping centre portfolio, including pre-acquisition due diligence appraisals, development plan advice and securing planning permission for asset enhancement and development schemes in Leeds, Leamington, Fareham and Worthing. VARIOUS M&G REAL ESTATE Acting as planning advisors on retail asset enhancements and development at several shopping centres including Cwmbran, Colchester, Sutton Coldfield and Maidstone. VARIOUS LAND SECURITIES Acting as retained planning advisor on a range of shopping centre and leisure assets. This has included provision of strategic planning/ development advice, defensive planning and securing planning permission for asset enhancements including changes of use, advertisements and digital media screens. VARIOUS - INFRARED CAPITAL PARTNERS/THE HARK GROUP Acting as planning consultants since 2011, we have secured planning permission for various development and asset management initiatives at centres including St John s Centre Liverpool, Clayton Square Liverpool, Galleries Bristol, Castle Mall Norwich and the Eastgate Centre, Basildon, including applications for closure of internal malls, new entrances, public realm enhancement, changes of use and advertisements. GUILDHALL SHOPPING CENTRE, EXETER - AVIVA INVESTORS Secured planning and listed building consent for extensive alterations and remodelling of the Centre including the Grade 2* listed Higher Market and remodelling of the public realm space surrounding the Grade 2* listed Church. The enhancements commence in autumn 2014. VARIOUS - EDINBURGH HOUSE Secured planning permission for various changes of uses and provided defensive planning advice at various Local Plan Inquires across a number of shopping centres, including Gravesend, Castleford and Port Talbot. BEDFORD - TELLON CAPITAL Advising on refurbishment of the Harpur Centre including new entrances, signage, landscaping and an increased food and beverage offer. glhearn.com 13

Highams Green, FOOD STORE LED DEVELOPMENT OUR TRACK RECORD "The team at GL Hearn has provided a range of consultancy services for our Highams Green major mixed-use project - from its initial feasibility through strategy and guidance to delivery. Their professional and skilled approach has contributed significantly to the success of this project and the delivery of new homes and our store in 2012. GL Hearn has taken a commercial approach delivering implementable planning as well as contributing to good design. Their approach has added value to the return on capital. Steve Akeju Spenhill Developments HIGHAMS GREEN, LONDON SPENHILL DEVELOPMENTS Following grant of full planning consent in 2011, this major mixed use development in the Borough of Waltham Forest has opened comprising a supermarket, over 250 homes and 9,000 sq m business park. The first affordable homes are now occupied and GL Hearn continues to market homes. PETERBOROUGH ING REAL ESTATE DEVELOPMENT Planning permission achieved in early 2012 for food store led mixed use scheme including 6,000 sq m office floorspace in an edge of centre location. Loss of former employment land and retail impact issues central to case. Waitrose opens in 2014. CROYDON, LONDON - TESCO STORES LTD Planning permission secured in 2013 for a new large stilted foodstore. In addition, over 1,700 sq m of business use (B1/B8) and a café forms part of this mixed use scheme. The proposal includes significant regeneration benefits, notably landscape works to the River Wandle. VARIOUS TESCO EXPRESS Advised and secured consent for 79 new Tesco Express stores, which was achieved through 357 planning applications for a range of matters including redevelopment; change of use; extensions; listed building consent; shop fronts; ATMs / bollards; adverts; and plant. 346 of these applications were approved demonstrating a success rate of 97%. Over 80% of the new stores were secured consent via delegated authority. STOURPORT - TESCO STORES LTD Planning permission for 4,200 sq m foodstore on the site of a former carpet factory secured despite a Judicial Review and High Court challenge. The store is now open. HILLINGDON SPENHILL REGENERATION Provided planning, viability and environmental services in respect of a retail-led mixed use proposal at the Former Master Brewer Site. The proposal comprises a 3,500 sq m foodstore, three independent retail units, a hotel and 125 residential units. The Council resolved to approve the application subject to a S106 Agreement and referral to the Mayor. PECKHAM TIGER DEVELOPMENTS Currently advising on a foodstoreled town centre scheme in Peckham town centre,. The scheme will involve the relocation of the existing Morrisons foodstore within the scheme whilst introducing new residential and workspace at upper levels. BURGESS HILL NEWRIVER REIT Secured planning permission for a new 3,423 sq m Lidl foodstore thereby facilitating the redevelopment of the Martlets Shopping Centre. This involved demolition of redundant gas holders, remediation works and highways improvements. MILTON KEYNES, ST MODWEN DEVELOPMENTS GL Hearn are currently advising on a major mixed use scheme including replacement commercial floorspace for an existing on-site manufacturer, some 300 residential units and a foodstore. The development includes the demolition of a number of buildings within a Conservation Area. glhearn.com 15

GL Hearn was an integral part of the St Stephens Place development team that helped deliver detailed planning permission without a Section 106 Agreement against the background of a competing leisure proposal in Trowbridge. Their ability to forge excellent working relationships with key planning officers and stakeholders as well as give clear and concise advice has been integral to the success of the scheme to date. Simon Russian - Legal & General Property RETAIL PARKS OUR TRACK RECORD ST STEPHENS PLACE LEISURE PARK, TROWBRIDGE LEGAL & GENERAL PROPERTY Planning permission secured for mixed use scheme including multiplex cinema, hotel and A3 units and enhanced public realm. The scheme has recently opened. MERTHYR TYDFIL HAMMERSON UK Planning permission secured for redevelopment of a 40,000 sq m out of centre Cyfarthfa retail park including a new M&S department store. Integrated planning and strategic communications advice throughout. The first phase is now open. SWANSEA HAMMERSON UK Planning permission secured for refurbishment of existing retail park to address evolving retailer requirements. This major investment provide for further food and beverage offer as well as significantly enhancing the public realm. TONBRIDGE OTR ESTATES Planning permission secured for new retail warehousing on historic employment land in an out of centre location. A detailed building survey was provided by Building Consultancy team to justify the loss of existing office and industrial buildings. WEDNESBURY - GALLAGHER DEVELOPMENTS Strategic planning advice over 15 years, securing outline and reserved matters permissions and subsequent relaxation of conditions and unit sub-division. Outline permission for new 1,000 sq m retail unit secured in 2014. THURROCK HAMMERSON Providing planning and strategic communications advice on mixed use scheme including a 6,700 sq m foodstore, restaurant units and over 300 residential units in West Thurrock. WELLINGBOROUGH - ST MODWEN DEVELOPMENTS Planning permission has been secured for a retail and leisure park with foodstore in an out of centre location. The proposals provide enhancement to an historic tree lined route at the front of the site. Several post permission changes have been secured to accommodate retailers needs as contracts are secured. VARIOUS STADIUM GROUP GL Hearn advise Stadium Group on their retail park portfolio which includes 13 retail parks throughout the UK. Over the last few years GL Hearn has secured planning permission for an extension to their retail park located in Prestatyn and also relaxed various restrictive goods conditions through Section 73 in Barnsley and Hull, as well as numerous change of use applications to alternative uses to ensure the vitality of the parks.
