First Aid Rally September 18-20 2015 Camp Tipton Maryville Tn. 1
General Information: The Tuckaleechee fall camporee will be held at Camp Tipton on September 19th-20th 2015. The theme will be first aid. The first aid rally is open the Scout Patrols, Crews and Webelo Dens. Units can begin check-in Friday the 18 th at 6:00p.m. All units must be checked in by 11:00 a.m. on Saturday the 19 th. The cost is $10 per unit and $12.00 person. Check-in will be at the Pavilion. Campsites will be given on a first come first serve basis. Camp Tipton is located at 933 Walker School Rd. Maryville Tn. Preregister at https://www.surveymonkey.com/r/tuckfall2015 While camping at Camp Tipton please follow these guidelines. Two deep leadership is required. Two youth protection trained adult leaders must be present at all times while your unit is aboard Camp Tipton. Every person attending will need BSA heath form Part A and B. The Field uniform is required for all flag ceremonies and closing campfire. Old class B or civilian clothing is preferred for the rally field problems, clothing may become stained by first-aid makeup. Please use an above ground fire places. No ground fires. Wood at the camp is limited please bring your own firewood. The camp has water faucets at the gym and pavilion. Please keep these areas clean. Your unit is responsible for their own meals so please plan accordingly. Park in designated areas. Troop trailers will be allowed in camp sites. Wheel chocks may be needed to safely park trailers. The camp has male and female restroom facilities at the pavilion. Please keep them clean. Adult/youth signs will be placed on doors. The camp has neighbors, so please observe quite times. Please follow Leave No Trace front country camping rules. Plan on taking your camp trash with you when you leave. Early Check out is available before camp fire. Have a great time while camping at Camp Tipton. Tomahawk Throw The Tomahawk range will be open. Be sure to stop by. Trading Blanket Bring your scout stuff, camping gear, patches to the trading blanket to swap with other scouts. Campfire Have your skits and songs ready for the closing campfire. 2
Orienteering Course Test your map and compass skills. There will be a 1 mile orienteering course. This course for one of the orienteering merit badge or the orienteering course for the first class rank. Run it will a buddy or Patrol. First Aid Rally: The Tuckaleechee First aid Rally is a partial field test of the Scouts ability to handle an emergency. The field problems will reflect the skill level of the division. There will be a 1 st, 2 nd, and 3 rd place ribbon for each division. Each team competing will be placed in one of the following divisions: 1. Webelo Dens: First responder activity (ready-man) 2. Novice Patrols: Limited first aid experience (13 years and younger). 3. Junior Patrols: Some first aid experience (15 and younger). 4. Senior Patrols: Experienced at first aid (16 and Older). Includes Venture Crews and Explorer Teams. First aid Merit Badge and Wilderness first aid trained personal. Rally Rules: 1. Each team will be made of six members. 2. Each Troop, Pack, and Crew should bring as many scouts as possible. Extra scouts will placed in incomplete teams. 3. The oldest member of each team will determine which division they compete in. 4. There can be no substituting of team members during the completion. 5. Each Scout will need a day pack packed for a day hike and must include the Scout s ten essentials. 6. Each team will be given 5 field problems. 7. Each problem will have a different judge. 8. For each problem the team will select a different leader and patient. No one person should be the leader or the patient for more than one problem. 9. Be sure to give your judge your troop number, competition patrol name, problem leader name and patient s name before each problem begins. You will have to transport the patient on the 1 st, 3 rd, and 5 th problem. Pick your patient accordingly. 10. Each team will be given 10 minutes to complete each problem. Your judge has 5 minutes to complete your score sheet and discuss your problem with you. You will be given 5 minutes to straighten your equipment and repack your kit for the next problem. 11. Only the problem leader can ask the judge questions. Do not ask the judge your score it will be provided after the competition is over. 12. Each team must attempt all five field problems in order to qualify for the competition. 13. Other actives may include Kim s games, map quizzes, and compass courses. 3
Sample Rally Field Problems: 1. While on a bike hike in Big South Fork, one of your patrol members hits a hole and is thrown to the ground. He lands on his right hand and both knees. His wrist is deformed, swollen, and turning purple very fast. Both knees are scraped and bleeding. His face is very white and he is not responding when spoken to. There is no cell service and you are 3 miles from the parking area. Treat and transport 10 feet. 2. A Scout is a passenger in the front seat of a car when it is hit by another car from the rear. He is thrown into the windshield and hits his head which causes it to bleed profusely. He also scrapes his knees on the dashboard. He gets out of the car but, he is disoriented. He lies back on the ground. Treat and prepare for transport. This could be any intersection in town. Cell service is available. 3. When your troop is camping in Frozen Head State Park. A scout is climbing a cliff, falls. He has cuts on his forehead. His right shoulder is drooping and very painful. His left ankle is swollen and very painful. He cannot stand. There is no cell service and you are 1.5 miles for the primitive camp site. Treat and transport 10 feet. 4. A crew at Philmont is climbing Mt. Baldy in the mid-afternoon, the temperature is about ninety degrees. Your Advisor is drenched with sweat, feels dizzy, is weak, and nauseated. Suddenly he collapses. He does not appear to be fully conscious and is breathing rapidly. His skin is very warm, sunburned, and moist. His pulse is very fast. Treat and prepare for transport. 5. Tommy Tent Peg is running down the trial. He slips and falls, cutting his right forearm. The cut is three inches long and very deep and is bleeding very rapidly. He feels very weak and ill. Treat and transport 10 feet. 6. Your patrol leader falls while putting wood on a campfire. He burns both hands and his chest. His knees are both scraped and bleeding. Phone service is available and you are 30 min. from the local hospital. Treat and prepare for transport. 7. On a cool, fall day, you and your patrol are playing football in a field behind a school. While turning to catch a deep pass for a touchdown you trip and fall in a hole. When your friends come over to see if you are all right, they find that you are disoriented. There is a bruise on the right side of your head, you cannot bend your right elbow, and your right calf has a piece of metal protruding from it. Treat and transport 10 feet. 8. Your troop is backpacking the AT during Christmas break. One patrol has not made it to the shelter at Russfield. During a sudden snow storm they get lost on their way to the shelter. They travel for 5 hours in extreme cold. At 5:00p.m they arrival at the campsite. Timmy Tenderfoot has no feeling in his fingers and toes, he is very slow to respond to your questions and is not sure where he is. It is still snowing, the tempter is falling, and visibility is poor. Treat and transport when safe. Explain your treatment. 4
First Aid Rally Scoring: Leadership: Instructions given by the problem leader. Instructions executed properly by patrol. First thing s first: Scene was checked and victim approached safely. Treat hurry cases first. Send for help. Artificial respiration and CPR: Explain importance of restoring breathing and heartbeat. List the five signs of cardiac distress. Explain and demonstrate when to use the correct technique for rescue breathing. Explain and demonstrate when to use correct technique for single rescuer CPR. Bleeding: Controlling bleeding by the uses of direct pressure, elevation and pressure point. Explain how to use a tourniquet and when it should be applied. Shock: Treatment administered at proper time. Treatment administered correctly, uses of blanket used under and over, elevated feet and head, careful of injuries. Bandaging: Proper use of dressing. Bandage properly applied. Bandage in correct location. Splinting: Splint applied at proper time. Splint is proper size not too short, long, narrow or wide. Splint properly applied, uses padding, proper location, and installation technique. Transportation: Proper carry used, walking assist, one or two person carry, stretcher blanket. Carry executed properly and safely. Patrol team work: Organized and silence while working. Neatness of work and area. Attention to Injures. Points deducted for miss-handled injures, point deducted for treating injures incorrect order. Attention to patient one patrol member (problem leader) is reassuring, questioning, comforting the victim. Judges general evaluation: Patrol listened to problem. Treated all injures stated in problem. Treated in proper order of importance. Treated all injures properly. 5
First aid Rally Equipment List: All teams are responsible for their supply. The following is a suggested equipment list for a team. 12- Cravats (triangular bandage). 5-4 x4 gauze pads 5-3 x3 gauze pads 5-2 wide roll gauze 4- Splints (wood) 2- Arm (3 x15 ) 2 Leg (4 x30 ) 2- Blankets (heavy duty) Used for a stretcher and to keep patient warm. Poles for stretcher will be provided at the station. 6- Non latex gloves, a pair for each team member. 1- Container, backpack to hold your supplies. 6
