HAMPTON-IN-ARDEN PARISH COUNCIL MEETING Held at THE MEETING ROOM On WEDNESDAY 14 th MARCH 2012 Present: Councillors: Dr G Lewis (Chair) Mr M Blomer Mr C Bowen Mr J Doidge Mr M James Mrs A Rolf Clerk: Mrs J Richardson 11/ 102 APOLOGIES Apologies were received from Chris Parker. 11/103 DECLARATIONS OF INTEREST Councillor Rolf informed the meeting that her planning application was included in the applications to be considered. 11/104 PUBLIC PARTICIPATION The Chair welcomed Miss Thelma Borley. Miss Borley wanted to make the councillors aware that following a telephone call from Miss Borley, Network Rail had cleared graffiti from the bridge. Miss Borley also wanted to express her concern about the term affordable housing and felt that it was misleading. SMBC Community Housing have led her to believe that 5 properties in Peel Close will be the only houses being built within the village. The Chair explained that the parish council was not responsible for deciding the number of houses to be built, but were working with The George Fentham Trust to try and get the correct housing, giving a variety of ways in which people could afford houses in the village. Miss Borley commented that in her opinion, Meadow Drive was the only road meeting that criteria. The Chair thanked Miss Borley for her contribution to the meeting. 11/105 MINUTES OF PARISH COUNCIL MEETING 18 th JANUARY 2012 The minutes were approved as proposed by Councillor Blomer and seconded by Councillor Bowen. 11/106 MATTERS ARISING FROM THE ABOVE MEETING 11/86 Following the letter from Mrs Woodhouse expressing concern about the accessibility of the trains, the Chair has contacted Network Rail who informed her that they have a disabled policy. This will provide a taxi for anyone having difficulty managing the steps if the station is not manned. It was informed at the meeting that a parishioner had contacted Network Rail and requested a taxi because the ticket office was closed and been told that a taxi would need to be pre-booked and would only be available if the station was closed. As this arrangement is not suitable due to the ticket office closing on an ad hoc basis, the Chair will contact Network Rail to clarify the situation. 11/67 SMBC - The appraisal of the Conservation Area is still not completed.

2 11/69 Play Area An approach has been made to the Chair to see if a play area for young children near the tennis courts could be a possibility if they were able to help source funding. The councillors agreed that they had no objection, but would need to do further investigation. The Chair suggested that if a profit was made from the Diamond Jubilee celebrations, it could possibly be put into a play area. 11/71 Meeting with David Lechmere resulted in proposing activated light sign on High Street to flash and warn drivers of bad bend. Also no through road and re-painting lines on the road to be completed. 11/71 Neighbourhood Plan Councillors Lewis, Doidge and Blomer have attended a meeting with Dave Simpson. Although not finalised, it is likely that the likely cost of producing the document would be 15,000-20,000. If a Parish Plan has been done, then this can be adapted to the Neighbourhood Plan. Councillor Doidge confirmed that the Local Authority are responsible to arrange scrutiny of any plan. The parish council need to articulate what sites they want to be either protected, or put forward for possible development. The Chair will write to them to see if they are in a position to give guidance as the parish council are anxious to progress the plan. Councillor Doidge confirmed that if we have done a Neighbourhood Plan, and there has been a referendum, the plan should be used as guidance. 11/72 SMBC Local Development Framework As everyone needs to accept some housing, the parish council thought parishioners would accept a small development of approximately 40 houses on the land between the ammunition dump and Lapwing Drive. The ammunition dump would then be a green area. The proposal of 110 houses can t be accepted and is too intense the Chair has already written the response to recognise this. Any development has to offer 40% affordable housing. It is unknown if we could designate a proportion to be for village residents. 11/91 Network Rail/Treecutting The Chair has met with Network Rail, but unfortunately, they still went ahead and cut down the trees on Old Station Road. A letter has now been received to say they note our comments, but intend to continue removing the trees, and refuse to replace with any evergreen planting. 11/91 Youth Bus The project is being progressed by the vicar, having already secured some funding. 11/93Old Station Road (OSR) traffic restrictions It has been agreed to implement yellow lines at the mouth of OSR, The Green and the corner of Fentham Road. Phase 2, further along OSR will be completed in the future. SMBC have not been able to identify why yellow lines had recently been implemented on the bend of Fentham Road. Wyckham Blackwell have written to all the offices on OSR, asking them to park more considerately, and not to speed. There is also the possibility of temporary car parking facilities in a nearby field. 11/97 Telephone Box Councillor Bowen confirmed that the telephone box would be refurbished in time for the Best Kept Village competition in May, and would be within budget. 11/98 Best Kept Village Competition Councillor Bowen reported the competition will be held on Friday 11 th May this year. Councillor Bowen felt it was important to compliment our entry by completing a portfolio, and will personally complete it as the councillors had previously considered it not necessary. The village Clean-Up Day will be Saturday 5 th May this is the May Bank JD 2

3 Holiday weekend and so concern was expressed at how well attended this may be. Councillor Bowen is working with Trish Willetts (SMBC) to coordinate volunteers from Solihull Christian Renewal Centre on 31 st March to do various work within the parish. The volunteers will work on Catherine de Barnes Common, re-varnishing the planters and cleaning bus shelters. 11/107 MINUTES OF MAINTENANCE MEETING 8 TH FEBRUARY 2012 The minutes were approved as proposed by Councillor James, and seconded by Councillor Lewis. 11/108 MATTERS FOR ACTION ARISING FROM THE ABOVE MEETING War Memorial Councillor Bowen has now received quotes of approximately 6,000, when the final quote is received a decision can be made regarding the work to be completed. Councillor Rolf has been asked by a parishioner if a reflective sign could be put on the wall which has again been damaged? Councillor Bowen will contact SMBC to seek advice on a longer term solution to the wall repeatedly being damaged by vehicles. 11/109 CORRESPONDENCE.(FOR INFORMATION ONLY) 1. Centro have agreed to contribute 4600 towards the replacement of the bus shelter opposite the church if the parish council want to install a wooden shelter. The councillors all agreed this offer should be accepted and the parish council should pay the difference. The Chair will progress. 2. The Police are changing the format of the parish surgeries in an effort to increase the number of parishioners attending. The next surgeries will be on Saturday 14 th April, Tuesday 15 th May, and Saturday 16 th June, all between 11am and 12 noon. 3. Data Protection The councillors agreed that any further training is not currently necessary. If this changed in the future, training will be chargeable.. 4. A letter received from Jodie Lee regarding speedwatch more volunteers are required and signs will be erected. 5. An email received from Fleethire regarding helping in the village, or parishioners on 6 th July 2012. The Chair to contact them to see if the date is flexible and they could assist with the village clean-up prior to the Best Kept Village Competition. 6. Email received from architects on Shadowbrook Lane offering any assistance. 7. Berkswell Society AGM notification. 8. Journal of Local Planning asking if we want to contribute. 11/110 CO-OPTION OF PARISH COUNCILLOR Councillors agreed to delegate the selection to a sub-committee, who should interview the two applicants. The clerk will arrange interviews. The sub-committee will be the Chair, Councillor Doidge and Councillor Bowen. JR 11/111 FEEDBACK FROM COMMUNICATIONS SUB-COMMITTEE MEETING 1 ST MARCH 2012 Councillor Rolf gave a brief summary of items from the meeting: Youth Bus being progressed by the vicar (covered previously in meeting) and the appointment of a new councillor who will be involved with youth 3

4 work, will benefit the project. Website The website now has all the existing information for the Diamond Jubilee Celebrations. Ideas were discussed to try and increase the use of the village diary. Newsletter The recent newsletter was again well received, it was produced in colour for the first time. Some parishioners have offered to deliver future newsletters within their local streets. The next Communications Sub-Committee meeting is 3rd May 2012. 11/112 POSSIBLE FINANCIAL CONTRIBUTION TOWARDS HS2 JUDICIAL REVIEW Local councils have been requested to identify money in case a judicial review is necessary. The Chair proposes that the parish council agrees in principle to contribute up to 1000 towards a judicial review. Following a discussion, all councillors agreed with the proposal. 11/113 SCHOOL CROSSING PATROL SMBC have approved the school crossing patrol on Marsh Lane. The parish Council have asked The Fentham Trust to consider funding the crossing, at a cost of 3500, which will be considered at their next meeting. 11/114 DIAMOND JUBILEE CELEBRATIONS Leaflets advertising the event will be delivered to all houses in the parish with the flyer for the annual meeting. The decision of who should be responsible for lighting the beacon will be included on the next agenda. 11/115 FEEDBACK FROM VARIOUS MEETINGS Airport Consultative Committee Councillor Bowen circulated a report giving details from the meeting he attended on 22 nd February. This included the runway extension construction, due to start this year. A further meeting, Airspace Change Process Focus Group, will be held on 2 nd May Councillor Bowen will attend and report back. 11/116 PLANNING APPLICATIONS All recent applications were considered and the following comments made: 2012/172 Fleet Hire Ltd, Old Station Road The parish council should not support this application due to the very restricted site and the likely increase in vehicles at the site, which is already experiencing parking problems. 2012/204 38 Fentham Road The parish council object to the application as being an extensive change to the original application. Peel Close Consultation The parish council and Fentham trust are still endeavouring to get some control over this site. 11/117 FINANCE- The Accounts and Summary of Accounts and Authorisation of Payments were accepted as proposed by Councillor Lewis and seconded by Councillor James. 11/118 DATE OF NEXT MEETING 17 th April 2012 Annual Parish Meeting (Fentham Hall) The meeting closed at 9.35pm 4
