Present: Cllr Debbie Hammond (Vice Chairman), Cllr Sandy Hudson, Cllr Stephen Hiscock, Cllr Alan Maskell, Cllr Stuart Hemming, Cllr Alan Buckley, Cllr Manjit Garlick, County Cllr Jill Hope and One parishioner. Chairman's Annual Review 2015/16 Firstly may I inform you that for the first time since the formation of HMPC we had a full compliment of Councillors 8, however since the resignation of our current chairman we now have a vacancy to fhi, please check notice board, website etc. Proposed Housfng devefopment entrance to Banbury lane Upton valley way East. After attending several consultation meetings with WYG and submission of objections by residents and the PC the decision for this development keeps being deferred, and the latest news is that it has been put back to June 2016 for further consideration. OWH - Pineham lock After a very long wait Regular communications AND CONSULTATIONS with DWH has finally paid off and resulted in the PL playpark being completed and open for use. And Completion of the footpath adjoining the canal towpath outside Mrs Costelfos home at Pineham lock. We are now chasing DWH for storm drain covers on the PL development. Anti-Social behaviour and local vandalism - We liaise regularly with our PCSO's and Northants constabulary- a LISP was set up to reduce crime from teenagers resident on Hunsbury Meadows, Police have been instrumental with this. Following further vandalism to both noticeboards, Pl noticeboard is being replace with a more user friendly version and the Banbury lane NB has been repaired. A reminder to all if you see any one involved in the act of vandalism or crime please phone 101, if it's an emergency call 999. Further to vandalism to the bench on Banbury lane by the post box I am please to inform you That County cllr JIii Hope has very kindly provided funding to have the bench replaced which you should see very soon. Police - Streetwatch Leaflets were dropped by the Police with our quarterly newsletter earlier in the year- basically this would/could be the New NHW however we need residents to volunteer to take on these roles whilst walking there dogs or just taking a stroll,very little int erest has been shown by residents if any of you are interested please let us now and we can give you the necessary information. litterpick - We held another successful litter pick in November last year many thanks to all those who helped on the day - we hope to hold another one later this year. Environment - Closely 1iasing with NBC Treecutting Banbury Lane we arranged to have the trees cut on Banbury Lane, mixed response but on the whole residents seem quite pleased as a lot of the shrubs/trees were causing issues to property and a hazard on the footpaths. NBC also look after our grass cutting. Speeding and parking issues Community Speedwatch - Cllrs have been liasing with northants police We are almost ready to set up our own speedwatch scheme, we initially needed 10 volunteers and a co-ordinater to alternate on Banbury Lane checking vehicle speeds, full training will be provide by the police and if anyone is interested in joining us please let us know. Highways are monitoring the HGV SITUATION on Banbury lane and we are campaigning for signs to say no access to Swan Valley at either end of Banbury Lane.

New Play equipment to be installed in Bl playpark very shortly for use by disabled and able bodied children - swing and turnstyle/roundabout. We seem to have achieved so much over the past year for the benefit of our residents and hope to continue to do so making Hunsbury Meadows a pleasant and safer place to live with your help and support we would like to continue doing just that. This was unanimously accepted by the council.. 002.Declarations of Interest: None. 003.Resolution to approve and accept minutes: Cllr Hudson proposed and Cllr Hammond seconded the resolution that the minutes of the meeting of 1 st March 2017 are accepted and signed. This was unanimously approved. 004.Matters arising: None 005.Public Participation: a) A resident of Pineham Lock presented a demand received from the Management company of the estate of 148.28, without any explanation of how it was made up. Cllr Maskell, who resides within Pineham Lock, agreed to question this. b) The issue of the hedges and trees on Samwell side of Banbury lane was again raised. The Chairman undertook to look at this, from view point of Health & Safety, on the day of the next Litter Pick being 8 th April 2017. 006.Northants Constabulary Report: PC Whitehead reported that: The area under her responsibility has been greatly expanded and now extends from Kingsheath to Pineham Lock and assisted by PCSO Helen Houghton. was not aware of the recent burglary in Pineham Lock which CIJ r Hammond mentioned. Pineham Village has had a few issues recently and that she was dealing with them. She was made aware of the statistics of speeding vehicles on Banbury lane and informed that she is willing to join the volunteers at the next SpeedWatch session in June. The council informed her, as reported by parishioners, that 101 service is inefficient. 162 007.Principal Authority Reports: Cllr Hope reported that Neighbourhood Watch has been organised in Pineham Village because of recent problems. During the discussion of Management/Service charges levied in Pineham lock, she suggested formation of a management committee of residents under Right-To-Manage legislation, that some new estates have adopted. 008.Parish Council Vacancies: The Chairman reported of no further progress in recruitment. 163 011.Council's Website: The Chairman requested that all councillors and clerk should start using their official email accounts which was accepted unanimously. The User Group Seminar which the Chairman and the clerk attended recentty was viewed as useful. 012.Local Matters-Decisions: a. Due to the absence of Cllr Bottwood who was looking to ascertain if the borough council would replace the gate; and urgency of its replacement, it was agreed unanimously to obtain a quotation from JJ Groundworks and proceed with the work if it was reasonable. Cllr Buckley undertook to obtain the quote and circulate it. b. Boundary Changes- It was agreed that the Chairman and Cl1r Maskell should meet with the Borough Secretary. The clerk to arrange it. 013.Loca,I Matters-Reports: a. Newsletter: The Chairman thanked the councillors for their efforts to publish and distribute almost 750 copies of the Newsletter. b. Speed Watch: The Chairman thanked the votunteer team for very successful sessions of the Speed Watch. Cllr Buckley thanked Cllr Hiscock and Cllr Hemming for covering all the times when no one else was available.401 vehicles were checked being driven at speed over 35mph and the highest speed recorded was 49mph. c. New footpaths to the bridge on Banbury Lane: Awaiting engineer's report. d. Banbury lane pedestrian crossing: Awaiting a report from Highways department. e. Pineham Lock Estate Maintenance: Cllr Maskell reported that a new footpath has been prepared in Pineham Lock. f. Safety Fence to Pineham Lock play area: In absence of a report from Cllr Sargeant and the impending danger to children, PC Whitehead agreed to report it to Environmental Health officer of the Borough. g. Grant application: The Clerk reported that a grant application for the basketball area will be submitted after the year end. 014.Correspondence: None 015.Date of Next Meeting: It was agreed to hold the next meeting on the Wednesday, 3 rd May 2017 at the Parsons Mead Community Room.
