Unfortunately the Dalston Parish Magazine had already been published for July/August so it would not be possible to promote any details. Cllr Allison gave a short report stating his proposal to carry out a feasability Business Plan study relating to the development of the former Coop in The Square. Having heard his Intentions, the Council resolved to support in principal Cllr Allison in his study and agreed to consider his findings in due course. Cllr Allison also reported on the change in working practice now adopted by Cumbria County Council in the process and methodology of its awarding of Grant funding. It was agreed that this was an improvement over the previous system. No observations 52/13 Dalston Rural Masterplan & Strategic Housing Land Availability Assessment It was agreed to deal with Agenda item 13 after item 6 to enable Councillors who needed to leave to partake in the discussion that followed. Cllr Rickerby provided an update to the meeting on the responses received from both Richard Wood and Jillian Hale of Carlisle City Council. There was considerable dissatisfaction with these responses which now described Buckabank as a 'village' and described the area as now both suitable and sustainable and 'could provide an excellent opportunity for high quality homes within the rural area'. There was further conjecture as to whether Ellers Mill which was cited as a local employer in Buckabank, was actually part of Buckabank. It was agreed the Parish Council make further protestations to Carlisle City Council BEFORE the Plan goes out to consultation. It was agreed that Cllr Rickerby circulate a draft letter to the small working group to help vet and proof a further communication to the City Council re iterating Dalston Parish Council's objections to the changes now imposed to the proposed plan. It was further agreed that Cllr Allison be included on the circulation 86

46/13 Clerk s Report:- The Clerk reported that the last Policy and Resources Committee had made a request that the Forge Green Bathroom renovations carried out in June 2013 be allocated to the 2012/2013 financial year. The Clerk advised that as the year-end Audit had already been carried out and that the job was not completed in that fiscal year, then it would be shown in the 2013-2014 accounts but with a note that the funding had been allocated in the 2013/2014 fiscal year. The Clerk circulated a key register to establish which Councillors now held keys. This register to be held in the safe. The Clerk confirmed that Dalston Post Office continued to issue Fishing Permits and fees had recently been collected 47/13 Correspondence Mr Kevin Graham of 1 Walkmill had requested stones from river Caldew and that the Environment Agency confirmed that this was permissible but with a recommendation that a 'flood defence permit' be applied for Carlisle City Council confirmed that of the latest round of the Village Hall grants, Cumdivock reading room grant of 300 was approved subject to sight of the Village Hall bank statement but that the 251 Victory Hall projector grant was NOT Approved David Rice of Nestle responded to a request for information about future development of the Nestle site by inviting members of the Council to visit the factory to both meet some of the senior management team and have a tour of the site. Councillors expressed an interest and requested the Clerk to follow this up The meeting was advised that Primrose Hall were requesting grant assistance to carry out energy saving activity on the Hall. It was felt that this was outside of the remit of the Council but that Primrose Hall might apply to the Church Commissioners and Carlisle City Council QE II Fields Challenge Consideration was given to a communication from Fields in Trust ascertaining if Dalston Parish Council wished to proceed with the trust deed to further secure the Kingsway. It was agreed that the whole pack of documentation be circulated to all Councillors for consideration and action review at the next meeting Consideration was given to two CALC publications. It was agreed to purchase a new copy of the Good Councillors Guide and an annual subscription to the CALC Local Council Review A copy of Grass Roots from RHS was made available to all Councillors Caldew School advised they were running a 24 hour charity football match on 21 September. Cllr Craig advised that the school organised an Open Minds day on Thursday 4 th July with Pupils from the school undertaking 2 Projects, one in the Churchyard building a slow worm enclosure and the other fitting new seating to the Lamp at the top of the Kingsway. It was agreed that a letter of thanks be sent to the school acknowledging the help given. Apologies for absence were received from Cllr Clarke together with her letter of resignation from her position as District Councillor. It was agreed that a letter of thanks be sent to Cllr Clarke for her time and efforts on behalf of Dalston Parish and to wish her well NALC Parish Survey on Parish Polls. It was agreed that further enquiries on the costings should be sought relating to the items of work by the riverside and the riverside cemetery wall. (Clerk to contact) Cllr Cowen to report back on the growth to be removed from the Vestry Wall of St Michaels.(Clerk to check on progress) Clerk to seek alternative quotations for works to be carried out on the Ivy at Forge green and the dead chestnut tree on Kingsway 49/13 Capital Grants Cllr Kelsey reported on the current grant situation with Dalston Recreation Association confirming that the Policy & Resources Committee meeting of 14 June 2013 agreed to support the Association and assist as part of the CPCA grant application. As part of the Dalston Recreation Associations development activity it was resolved (Proposed by Cllr Roberts, seconded by Cllr Drouet, carried unanimously) to support the Association with an initial grant of 3000 to satisfy existing grant requirements and to provisionally agree additional grant support towards the cost of further playground equipment with further match funding grants up to gross figure in this financial period of approximately 4300. 50/13 Cemetery matters There were no interments to report Approval was given for the purchase of Ward V Sect K space no 45 by Mr & Mrs S Wilson of 170 Ightenhill Park Lane, Burnley who have local family connections to the Cemetery for the sum of 89

51/13 Neighbourhood Development Plan Steering Group Cllr Drouet provided a comprehensive report on the activities carried out to date. The Steering Group has had an initial meeting and to date there have been 83 responses to date to the NP questionnaire. He confirmed that a successful grant application of 5,300 had been made to the Community Development Foundation with sufficient funding to hold six meetings in the Victory Hall, print a business and domestic questionnaire as part of the Parish information gathering and a large proportion of the cost ( 4,000) for a Parish wide Housing Need Survey to be conducted by Cumbria Housing Trust. A condition of this funding is that they have to be spent and accounted for within twelve months. Dalston Parish Council would be responsible for associated costs including distribution and postage costs Workshops were scheduled to commence in August. The meeting was advised that as a consequence of Carlisle City Council being considerably behind schedule with their role in the Locality Bill then Dalston Parish Council may suffer a delay in obtaining grant aid from Carlisle City Council. Cllr Drouet requested that all costs associated with the NDP should be kept separate 53/13 Councillor Matters Cllr Craig advised that monies due to Story Construction need to be reviewed and paid having identified any outstanding defects. He advised that the four designated disabled parking spots needed to be properly signposted. Cllr Byers notified the meeting of a motor accident close to the Doctors surgery on Townfoot Road, and again raised the issue of a tree at Buckabank which might be, or become a hazard. The Clerk to contact the appropriate contact at Carlisle City Council. Cllr Drouet confirmed that a neighbour had donated approximately twenty Hydrangeas to the plantings around the Kingsway and suggested a letter of thanks from the Council would be appropriate which was agreed. Cllr Roberts commented on the wasps nest in the wall at Forge Green. Clerk to Investigate. Cllr Roberts raised an outstanding glazing repair required for the bus shelter at Bridge End. Cllr Craig recommended 10mm toughened glass to be appropriate. Clerk to investigate. The roadway immediately adjacent to the land next to the old Coop and in front of the Cumberland Building Society was highlighted as being in a poor state of repair with a need for remedial action.
