Breidenbaugh NANP Administration 202-756-5779, rose.breidenbaugh@nanpa.com Subject: NANP Split Boundary Extension Concentrated Overlay of 407 NPA with 321 NPA Substantial number demand in the 407 NPA in central Florida has led to the need to introduce a new NPA to provide additional numbers. The relief plan, approved by the Florida Public Service Commission, calls for a Split Boundary Extension Concentrated Overlay to be implemented in two phases as the relief plan for the 407 area code. NANPA has assigned the 321 NPA code to Florida for this purpose. In the first phase, the new 321 NPA will be introduced as an overlay over Orange, Osceola, Seminole and parts of Volusia and Lake Counties. In preparation for the introduction of the overlay code and mandatory 10 digit dialing, a permissive dialing period began on April 1, 1999, during which subscribers will be encouraged to dial 10 digits (i.e. NPA + NXX + XXXX) for all local, extended area service and extended calling service calls within the 407 NPA. Beginning December 1, 1999, at 12:01 a.m. (EST) all local, extended area service and extended calling service calls both within and between the 407 and 321 NPAs involved in the overlay will require 10 digits. The earliest effective date for NXX codes in the 321 overlay is January 15, 2000 with the earliest date codes will be assigned being November 10, 1999. After the beginning of mandatory 10-digit dialing on December 1, 1999, the dialing plan for the 321 Concentrated Overlay area which includes Orange, Osceola, Seminole and parts of Volusia and Lake Counties is as follows: All local calls, Extended Area Service (EAS) calls and Non-Competitive Extended Calling Service (ECS) calls, i.e., calls that generally incur an extra charge will be dialed on a 10-digit basis without a prefix - i.e., NPA + NXX + XXXX (10 digits). All toll and competitive ECS calls will be dialed with a 1 prefix and 10-digits i.e., 1 + NPA + NXX + XXXX.

All operator-assisted calls, including credit card, collect, and third party calls, will be dialed with a 0 prefix and 10 digits, i.e., 0 + NPA + NXX + XXXX. The Debary rate center will remain outside of the concentrated overlay and the dialing will not change with the exception of local calls to the Sanford rate center which will convert to 10 digit dialing. In the second phase, the area along the Atlantic coast, Brevard County, will be split from the 407 NPA and assigned the new 321 area code. This area includes the Cocoa, Cocoa Beach, Eau Gallie, Melbourne, and Titusville rate areas. The permissive dialing period will begin on November 1, 1999, with mandatory dialing occurring on October 1, 2000 at 12:01 a.m. (EST). During the permissive dialing period, either 407 or 321 NPA code will be accepted in a dialed number terminating in the Brevard County area of the new 321 NPA. After the permissive period, all calls dialed with the incorrect NPA code will be routed to intercept. After the beginning of mandatory use of the 321 NPA on October 1, 2000, the dialing plan for the Brevard County area is as follows: All home NPA (HNPA) local calls, Extended Area Service (EAS) calls and Non-Competitive Extended Calling Service (ECS) calls, i.e., calls that generally incur an extra charge will be dialed on a 7-digit basis with no prefix - i.e., NXX + XXXX (7 digits). All Foreign NPA (FNPA) local calls, Extended Area Service (EAS) calls and Non-Competitive Extended Calling Service (ECS) calls will be dialed on a 10-digit basis without a prefix - i.e. NPA + NXX + XXXX. All toll and competitive ECS calls will be dialed with a 1 prefix and 10-digits, i.e. 1 + NPA + NXX + XXXX. All operator-assisted calls, including credit card, collect, and third party calls, will be dialed with a 0 prefix and 10 digits, i.e., 0 + NPA + NXX + XXXX. The attached map illustrates the 407 and 321 NPA configuration after the NPA split boundary extension concentrated overlay. Also attached are listings of the rate centers and central office codes (NXXs) in the 407 and 321 NPAs after the split. The NXX information is effective as of the February Local Exchange Routing Guide (LERG). Since NXX information may change over time, updated NXX information may be found either in the LERG or the NPA NXX Activity Guide (NNAG). All international and domestic carriers are asked to ensure that the new 321 NPA has been activated throughout their networks prior to December 1, 1999. Test calls to verify routing to the new NPA code can be made by dialing 321-201-9999, effective May 1, 1999. Calls successfully completed to the test number will receive a recorded announcement. The test number will be disconnected January 1, 2001.
