CONTENTS The Leeds property market Employment land PROPERTY INVESTMENT IN LEEDS: 2006 2015 Counting only individual property schemes valued at 1m or over, 9.8bn worth of major developments have either been completed, are currently under construction or have been proposed in Leeds in the period 2006 to 2015. Of this total, almost 4.0bn has been completed; 695m are under construction and 5.1bn are proposed or currently on hold. Currently under construction in the city centre are the hotel on Greek Street, Education campus on Hunslet Road, Ruth Gorse Academy, City House Hilton Leeds Arena hotel, Merrion House, 6 Queen Street, 3 Sovereign Square, Victoria Gate, 5 Wellington Place, Central Square on Wellington Street. Outside the city centre are the incinerator on Pontefract Lane and UTC on Hunslet Road. Three city centre schemes over 100m each are proposed or currently on hold: Latitude, Caddick development at Quarry Hill, Temple Quarter and Wellington Place. Outside the city centre there were proposals over 100m at City Reach on Kirkstall Road and Kirkstall Forge. Other schemes include the Logic Leeds, Temple Green, Skelton Lake Services in the Aire Valley, Leeds Distribution Park in Garforth and further developments at Thorpe Park and Leeds Valley Park.

THE CENTRAL OFFICE MARKET Commentary by JLL, MAY 2016 The traditional prime office core has historically been regarded as an area bounded by Park Row, Wellington Street and Westgate/The Headrow. However, much of this stock is dated and listed and, as a consequence, has had difficulty in providing large scale office developments (50,000 ft²) with 10,000+ ft² floorplates. As a result, the office core has migrated in a south and westerly direction along Wellington Street and Aire Street, beyond Leeds City Station and south of the River Aire, where sites have been available. Indeed, in view of the substantial growth of Leeds over the last 25 years this migration now encompasses sites that were once regarded as being fringe and which have now seen significant office development activity. Current Supply: There is currently 150,000 ft² of brand new Grade A accommodation immediately available, with 900,000 ft² available overall. With regard to the availability of Grade B and Grade C accommodation, this totals some 450,000 ft² and 300,000 ft² respectively. The market does, however, prefer Grade A accommodation reflected by the fact that in any one year approximately 41% of all take up over the last 5 years is for this grade of space. There are currently five speculative office schemes under construction and which will be completed in 2016 and totaling some 547,000 ft². However, of this some 155,000 ft² has already been pre let to the likes of Squire Patton Boggs, PwC, Addleshaw Goddard and Equifax. Take up: The average take up of central Leeds offices over the last ten years has been circa 500,000 ft². 2014 take up was 540,000 ft² and in 2015 it was 680,000 ft² the largest lettings being 52,000 ft² to Addleshaw Goddard and 50,000 ft² to PwC. Take up in Quarter 1 2016 was 120,000 ft² the largest lettings being 38,500 ft² to Sky Bet and 25,500 ft² to RSM. Demand 2015: There is over 500,000 ft² of named occupier enquiries identified in excess of 10,000 sq ft, much of which is from the professional and financial services sector. Conclusion: Prime rents are currently 26.50 per sq ft, but with Grade A space under offer at 27.00 per ft². We forecast 28.00 per ft² to be achieved by the end of 2016.

LEEDS OUT OF TOWN COMMENTARY Key office parks, MAY 2016 There is a significant amount of Grade A supply in the out of town market, due to general decline in take up levels: 2007 285,000 2008 350,000 2009 230,000 2010 250,000 2011 280,000 2012 335,000 2013 490,000 2014 250,000 2015 270,000 Quarter 1 take up in 2016 was 140,000 ft² the largest letting being 45,000 ft² to Zenith at Kirkstall Forge. Thorpe Park, Junction 46/M1 has consent for up to 1.8 million ft² of offices. To date some 650,000 ft² has been developed and occupiers include National Grid, IBM, Regus, WS Atkins, VALAD, NHS, Balfour Beatty, BAM, Dr Oetker and a Shire Inn Hotel. The park benefits from some excellent on site amenities not to mention Colton Retail Park and Sainsbury s, which is in very close proximity. A planning application has now been secured for a 50,000 ft² cinema and 300,000 ft² of out of town retail. A 30,000 ft² speculative office building is under construction and available November 2016. City West, Junction 1, M621 with consent for up to 250,000 ft², some 95,000 ft² has been developed to date with 50,000 ft² being let to Reed Elsevier, Regus, Slater and Gordon and Alno. The remainder of the site is capable of supporting an additional 150,000 ft². Some 45,000 ft² is currently available to let. Leeds Valley Park, Junction 44, M1 Goodman developed speculatively some 120,000 ft² in the first phase with building sizes of 30,000 ft², 40,000 ft² and 50,000 ft². Key occupiers include BAE Systems, Arla and Ventura. A second phase of 140,000 ft² in two buildings of 60,000 ft² and 80,000 ft² was built speculatively. In 2013 the latter building was let to Lowell Group and in 2016 10,000 ft was let to Wates Construciton. White Rose Office Park consent for up to 500,000 ft². Aire Valley Leeds Aire Valley Leeds is one of the most significant areas of investment opportunity in the Leeds City Region. Remediation of phase 1 of the site is complete as are Infrastructure works which open up access to the remainder of the site. The site will accommodate a new 1,000 space park and ride facility which will provide a high quality, fast and frequent service to the city centre but also serving various stops throughout the Enterprise Zone. EMPLOYMENT LAND Leeds is the main employment centre in the City Region, accounting for just over a third of all jobs, with the city having the highest level of commuters travelling into its centre. Leeds is likely to create approximately 44,037 new jobs to 2026 and job offers will be open to both residents of Leeds and across the region. In order to meet this future job growth, the number of projected jobs has been converted into a future land requirement. Whilst the Core Strategy seeks to encourage the growth of a wide range of employment sectors, the focus of employment land within this section of the document relates to the employment floorspace and land provision needs for the following class employment sectors. B1 Business (B1a offices, B1b research & development, B1c light industry), B2 General Industrial and B8 Storage or Distribution (wholesale warehouses, distribution centres) EMPLOYMENT LAND AVAILABILITY The Council maintains an Employment Land Availability database which records and monitors the planning and construction details of employment sites with planning permission and allocations. The database contained a total of 429 current sites as at March 2013. The Leeds Employment Land Review (2010 Update) provides the evidence for the total land requirement of employment land required for the whole of the district over the Core Strategy plan period (2012 2028). The following requirements have been identified: General employment land (B2 B8 uses) a minimum of 493 hectares is required. Around 350 hectares exist in undeveloped planning permissions and allocations which may be suitable for allocation. This leaves a minimum residual requirement of 143 hectares of land to be identified as part of the Site Allocations Plan assessment process. Office floorspace a minimum of 706,250 sq m is identified and the provision will comprise of new and existing locations. Planning permissions on existing sites amount approximately to 840,000 sq m, however, over a third of the existing supply is located outside the City Centre resulting in further floorspace being needed to help prioritise the locating of offices in centres (and especially the City Centre to reflect its role as the regional economic centre). It is anticipated that current commitments, in the form of planning permissions which remain suitable, will be used to help meet the overall requirements identified above. However, in order to provide flexibility when determining renewals of existing out of centre office applications, 160,000 sq m of office floorspace will be identified in or on the edge of the city and town centres. This will bring the total additional office floorspace required up to 1,000,000 sq m.

This indicator includes city centre schemes which tend to have much higher densities than out of centre developments. Total new construction for employment has decreased from 38,370sqm to 15,625sqm characterised by a lack of large scale employment completions this year. During 2011/12, two single developments contributed 22,890sqm (60%) to the total development figures of 38,370sqm. This included an extension to the Arla Foods Dairy in Stourton (14,890sqm) and a change of use of a contract vehicle storage depot in Hunslet (8,000sqm). In contrast, the largest single developments in 2012/13 were new build workshops and office (2,400sqm) at Peckfield Business Park, Mickelfield, and a change of use from a vacant unit to a MOT testing station (1,620sqm) on Lotherton Way, Garforth. Despite the generally low level of B2/B8 activity, it is encouraging to record that B1a Office activity has almost doubled since last year. This included the erection of a four storey office block (1,300sqm) at the Cubic Business Centre, Stanningley Road, Stanningley.
