Minnighan (work commitment), Mrs. S. Noon (family commitment), Ms. J. Sissons (family commitment), B. Sowerby (work commitment), Mrs. D. Sowerby (family commitment). 32/2018 DECLARATIONS OF INTEREST AND DISPENSATIONS The Chairman, Councillor Mrs. V. Wakeling submitted a written application for dispensation to allow the Member to discuss but not vote on matters relating to the bowling green and pavilion. RESOLVED that the apologies received and accepted. RESOLVED that the application for dispensation and declarations of interests in the bowling green and pavilion approved. Cllr R. Mitchell submitted a register of interests in the bowling green and pavilion. 33/2018 EXCLUSION OF PUBLIC ORDER No relevant matters. 34/2018 MINUTES The meeting considered the following Minutes which had been previously circulated to Council:- a) To receive the Minutes of the Parish Council Meeting held 5 th April 2017 b) To receive the Minutes of the Annual Parish Council Meeting held 3 rd May 2017. RESOLVED that the documents approved as a correct record of proceedings. The Chairman, on behalf of the Parish Council, signed both documents as a true record of proceedings. 35/2018 SUSPENSION OF STANDING ORDERS RESOLVED that Standing Orders suspended to allow address by members of the public. 36/2018 RESOLVED Standing Orders re-instated. PUBLIC PARTICIPATION No reports. 1
37/2018 NOTTINGHAMSHIRE CONSTABULARY P. C. Richard Reynolds & P.C.S.O. Peter Keeley addressed the meeting with statistics of crime for the area in comparison with the same period in the previous year. Brinsley rated with the third lowest crime rates in the district. An upturn in recorded crimes reported, but a reduction in anti-social behaviour incidents noted. Patrols in the area were being increased to deal with a recent spate of vehicle targets. Drugs raid on the former Yew Tree Inn p.h. reported with subsequent arrests. Arson attack on vehicle noted. RESOLVED the Chairman, on behalf of the Parish Council, extended thanks and appreciation to the Beat Team Officers for their attendance and informative report. No further questions were asked and the Officers left the meeting room. The Officers reported on their actions to deal with the recent report of vandalism at the Brinsley Parish Recreation Ground, which had been recorded on the Council cctv system. Officers advised the system was reviewed. Information received on the relocation of the Eastwood Police Office to the premises of Eastwood Town Council around July 2017. Recruitment campaign underway for Police Officers. 38/2018 NOTTINGHAMSHIRE COUNTY COUNCIL Apologies received from Nottinghamshire County Councillor John Handley. 39/2018 BROXTOWE BOROUGH COUNCIL RESOLVED the Chairman recorded the election of Cllr John Handley to represent the parish for the next four years on Nottinghamshire County Council. The meeting noted Cllr Handley had been nominated as the Chairman to the County Council. RESOLVED noted. Apologies received from Borough Councillor John Handley. The meeting noted a written report advising on planning matters relating to the refusal of planning application 3 Broad Lane, Brinsley 17/00166. 40/2018 PARISH WALKS The meeting noted the schedule of walks, with the next walk taking place on Monday 5 th June 2017. 41/2018 NEIGHBOURHOOD WATCH No report. 42/2018 APPLICATIONS FOR CONSIDERATION FOR APPOINTMENT ONTO COMMITTEES RESOLVED noted. RESOLVED noted. RESOLVED the application declined by unanimous vote. The meeting noted an email received from Cllr J. Sissons dated 17 th May 2017 requesting consideration for appointment onto the Finance & General Purposes Committee. 43/2018 TO RECEIVE THE REPORT OF THE CHAIRMAN i. That the report received. The Chairman reported on the following matters:- ii. That the requirements for the pavilion kitchen noted and 2
a) Brinsley Pavilion Café & Bowling Facility The Chairman reported on the opening of the facilities to the general public from 2 nd May 2017 to 30 th September 2017, including from 10.30 a.m. on Saturdays where both facilities were available to the general public. Training available to the general public through Wanderers Bowling Team based at the ground. b) Training noted staff and the Clerk had undertaken Food Safety and First Aid training courses. c) Pavilion Facilities the meeting noted the kitchen had been inspected by Food Safety Officer and the following recommendations for installation noted (i) insect zapper (ii) replacement refrigerator (iii) extractor fan. d) Events Committee recommendation for meeting to be held on Tuesday 30 th May 2017 at the Council office at 7.30 p.m. 44/2018 REPORT ON PUBISHING OF THE LATE STAN SMITH HISTORICAL MANUSCRIPT Cllr D Kerry reported he had visited Russell Press in Nottingham. Quotations received as follows:- a) Russell Press quotation commencing at 398.00 for 150 copies in black/white and 452.00 for 150 copies in colour. b) A reported quotation had been provided by Cllr Sissons; a copy of the written document awaited to confirm quote of 1583.00 to provide 1700 copies. c) Phase Print written quotation received in the sum of 1,340 for 150 black and white or 1,693 for 150 colour copies. 45/2018 TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES a) Nottinghamshire Constabulary It was reported the cluster meetings had ceased. b) Greenwood Forum (Cllr Kerry) Forthcoming meeting arranged 23 rd May 2017. c) Scouts Association (Cllr B. Sowerby) No report iii. iv. approved subject to PAT testing. Cllr Egglestone kindly donated a refrigerator and insect zapper. That an extractor fan to be installed subject to satisfactory quotation. Events Committee approved to take place on Tuesday 30 th May 2017 at 7.30 p.m. That on receipt of a third quotation from Russell Press as identified in (b) then the Chairman, Vice Chairman & Clerk delegated to approve print of the book in colour with 150 copies to a maximum budget cost of 500.00. That any profits from the sale of the book following reimbursement of print, the remaining funds to be donated to St. James Church, Brinsley. That a minimal cost to be approved for sale of the book, with a donated copy to the following organisations:- Brinsley School, Mrs. C. Smith, Brinsley Church, Library & Parish Council. Noted. 46/2018 BRINSLEY NEIGHBOURHOOD PLAN REPORT The Chairman of the Brinsley Neighbourhood Plan Steering Group, Cllr Mrs. M. Topliss, addressed the meeting to confirm the following matters:- a) Consultant will attend a meeting with representatives at the Council Office on 23 rd May 2017 to discuss quotation to provide assistance with the plan (Planning Design, Derby). 3 i. That the reports received. ii. Cllr Handley would provide an update at his next attendance to a Parish Council meeting on sites identified in the parish. iii. With reference to (e) that a written response to be sent to Cllr Sissons advising the contents of
b) A report on the Neighbourhood Plan work to date received. c) That a letter had been sent to Broxtowe Borough Council confirming the Parish Council identification of the Cordy Lane greenbelt site as the recommended site for release to development for up to 110 properties. d) A potential date of 22 nd June 2017 received for the Jobs & Economy Committee to meet at Broxtowe Borough Council to consider site options. e) The meeting acknowledged an email received from Cllr Jenny Sissons regarding the Brinsley Parish Council response sent to Broxtowe Borough Council dated 24 th March 2017 stating her objections. The information was noted. Cllr Topliss responded regarding the Cordy Lane site to advise no authority had identified problems or adverse effects with the site, the site was at no risk from flooding, Broxtowe Borough Council had confirmed no environmental constraints existed for the site, confirmation the land was not identified as a contaminated site, confirmed also by the landowner; no designated conservation area identified on the site; all of the above points had been supported by Broxtowe Borough Council. Cllr Topliss reported no written confirmation of residents concerns had been provided with the written email submitted by Cllr Sissons to support the report; British Coal report noted for both Cordy Lane and Church Lane sites identified the Church Lane as the site more affected from former workings graded on a percentage basis. Cllr Topliss confirmed the public had received full and unhindered information and reports on both Cordy Lane and Church Lane sites during the consultation. Members of the Brinsley Steering Group and Parish Council representatives dealing with the plan objected in the strongest terms with reference to a suggestion of a vested interest in promotion of Cordy Lane to eclipse Church Lane. f) Locality Grant it was reported a reimbursement in the sum of 1934.86 underspend required approval for repayment to the organisation following receipt of grant towards development of the Neighbourhood Plan. the email noted. However, the Council considered the report inaccurate and inappropriate with no supporting evidence. Noted representatives of the Steering Group & Parish Councillors involved with the development of the plan objected to the contents of the email in the strongest terms. A copy of the response to be sent to the Chief Executive & Planning Officer Mr. S. Saunders at Broxtowe Borough Council. iv. That the meeting noted the overall response from villagers with regard to the plan was considered a good response in comparison to consultations carried out in other areas of Broxtowe. v. Approval for the underspend Locality grant to be reimbursed to the organisation in the sum of 1934.86 by bank transfer. 47/2018 FINANCIAL REPORT ANNUAL GOVERNANCE STATEMENT To receive the Annual Governance Statement for the period 2016 2017 48/2018 TO RECEIVE THE REPORT OF THE INTERNAL AUDITOR FOR THE PERIOD 2016 2017 The report was distributed to Council prior to the meeting. 49/2018 TO RECEIVE THE STATEMENT OF ACCOUNTS FOR BRINSLEY PARISH COUNCIL FOR 2016 2017 4 RESOLVED that the report was received and approved. A copy of the statement was submitted to Council for approval. 50/2018 EXTERNAL AUDIT 2016 2017 It was reported an intermediate audit would be carried out by Grant Thornton based on a random selection of 5% of the national Councils audited annually. 51/2018 STATEMENT OF ACCOUNTS 1 ST TO 30 TH APRIL 2017 A statement of accounts showing income and expenditure for the period 1 st April to 30 th April 2017 was distributed together with a bank reconciliation as follows:- a) Bank reconciliation income 67,640.27 b) Bank reconciliation expenditure 5748.69 cheque numbers 225 to 230, BACS and direct debit payment. c) Bank reconciliation balance 144,554.79 at 30 th April 2017. d) Supporting papers attached to the minutes financial figures pre-external audit for the period 2016 2017. RESOLVED that the information and date of audit noted for submission by 23 rd June 2017. RESOLVED that the financial statement for April 2017 received and approved as per attached document. 52/2018 BAR LICENCES It was reported an application for an outside licence requested by Bagthorpe Juniors Fun day to be held on 6 th August 2017 with an application for the Council to waive the hire charge for the event. a) That a licence permissible with hire of the main hall for serving of alcohol by ticket entry only b) That a hire charge compliant with the Council policy for the facility required. 53/2018 CLERK REPORT RESOLVED that the report approved as 54/2018 BRINSLEY WAR MEMORIAL A discussion was held with regard to installation of a war memorial with the Brinsley Parish Council grounds as a war memorial to all conflicts. 55/2018 BEST KEPT VILLAGE COMPETITION 2017 attached. RESOLVED that further information to be sought from the Parish Council Deeds in relation to obligations in place to provide such a memorial within the deed transfer. RESOLVED that the information noted. It was reported the Parish Council application to CPRE had been accepted with judging to take place between Monday 5 th June and Friday 23 rd June 2017. Results would be available by the end of June 2017. 56/2018 PARISH COUNCIL NEWSLETTER AUGUST 2017 57/2018 It was reported the next newsletter was due for issue in August 2017 and would contain information regarding the forthcoming festive events at the Parish Hall and the Headstocks annual event in September 2017 PARISH HALL MAINTENANCE PROGRAMME It was reported outstanding maintenance for the parish hall included:- (i) Painting of the main hall (ii) Minor plumbing works RESOLVED that Members submit articles to the Clerk no later than 1 st July 2017 for insertion in the magazine. Cllr Kerry agreed to provide information on vehicle speeding in the parish; the Clerk agreed to produce an historical article; events planned for the Parish Council to be reported in the magazine. RESOLVED noted the report received. Cllr Kerry reported Broxtowe Borough Council had agreed to provide assistance with decoration of the main hall. Minor plumbing works would be dealt with. 5
58/2018 DEVELOPMENT OF SPORTS FACILITIES AT THE GROUNDS It was reported a decision on the submitted planning application for temporary container to provide changing room and shower facilities was awaited from Broxtowe Borough Council. 59/2018 PLANNING MATTERS Application 17/00231/OUT The Farmhouse, 51 Cordy Lane, Brinsley application to construct four dwellings with all matters reserved. 60/2018 DATE OF NEXT MEETING The date of the next Council meeting scheduled to take place on Wednesday 7 th June 2017 commencing at 7.00 p.m. Noted. No objections raised. The meeting date confirmed. There being no further business, the Chairman closed the meeting at 9.00 p.m. APPENDICES BRINSLEY PARISH COUNCIL CLERK REPORT WEDNESDAY 17 TH MAY 2017 reference Minute 53/2018 attachment a) Nottinghamshire Association of Local Councils Training event An introduction to Chairmanship Wednesday 7 th June 2017 at Epperstone Village Hall 7.30 p.m. until 9.30 p.m. 25 per member. RESOLVED date to be confirmed. b) Brinsley Parish Grounds Two incidents had occurred week commencing Monday 8 th May 2017. Locking of the recreation gates during the daytime reported by the Caretaker. CCTV cameras checked but it was unclear as to the culprit. However, Broxtowe Borough Council previously advised the key used for the parks was a master key used for Broxtowe areas. If the problem recurs, Broxtowe staff advise the padlocks can be changed by the Parish Council for this site. The other matter of vandals creating a cycle track with holes dug and soil piled up for ramps rectified by Broxtowe Borough Council at no cost to the Council. Police advised and crime number issued. c) Brinsley Recreation Ground Improvements work to commence on Monday 17 th May 2017. The park will remain closed for 3 days. Advisory signage installed. d) D. H. Lawrence Festival of Culture 2017 running from 26 th August to 18 th September 2017. Broxtowe Borough Council invite the Parish Council to submit any events to be included in the publicity brochure. RESOLVED information noted. No application. e) Community Choir Event 22 nd & 23 rd April 2017 An appreciation letter received from the organisation reporting on a concern with regard to parking as attached. RESOLVED noted. f) CPRE Notice of AGM Friday 30 th June 2017 at 5 p.m. in Flintham Village Hall, Newark. Members invited to attend. The annual subscription has been paid to the organisation. RESOLVED noted. No Member available to attend. g) Application for Centenary Fields Brinsley Grounds Before the application can progress further, the organisation requires responses to the following queries:- h) Is there any planned development for the site i) Details of buildings on the site currently j) Confirmation Bagthorpe Junior Team whether has a formal agreement such as a lease with the Council as the only formal user of the site (not currently in place) k) Confirmation that by entering a Deed of Dedication this would not breach the funding agreement with Awards for All. RESOLVED that no lease existed for hire of the grounds which was secured through a signed terms and conditions basis week by week. Confirmation required regarding the Awards for All clause, if any. 6
l) AMV Playgrounds issued an email dated 5 th April 2017 advising of projects completed with other Parish Councils where the company has helped secure 100% funding to cover the cost of a variety of scheme.
