DECLARATIONS OF INTEREST Councillor Bailey declared interests in agenda items 5 and 7 as she is a member of both the Tour de France organising group and North Stainley Sport & Recreation Trust. Councillor Alston declared an interest in agenda item 5.2 as he will be constructing the proposed bridge. He also declared an interest in agenda item 7.1 as he is a member of the Trust. Councillor Stuart-Mills declared an interest in agenda item 9.4 as he is a governor of North Stainley C of E Primary School. 2. APOLOGIES Apologies were received and accepted from Councillor Taylor as he was on holiday. 3. MINUTES FROM THE LAST MEETINGS It was resolved that the minutes of the last meetings held on 21 st January, 18 th March and 15 th April 2014 be approved and signed. 4. ITEMS CARRIED FORWARD FROM THE LAST MEETING 4.1 Litterbin on Watermill Lane. It was noted that despite the efforts of the Parish Council and District Councillor Margaret Atkinson, Harrogate Borough Council have removed the litterbin half-way along Watermill Lane (outside Orchard House). The occupants of Orchard House have agreed to monitor the situation to see if this results in an increase in littering or dog fouling and this will be reviewed by the Parish Council later in the year. 5. TOUR DE FRANCE GRAND DEPART PREPARATIONS 5.1 Update on preparations. Mal Lee, from the North Stainley Tour de France Organising Group, reported on the following aspects of preparations for the 5 th July: Events are planned on the 4 th, 5 th and 6 th July. It is expected that there could be 7,500 visitors in North Stainley on the 5 th July. The A6108 road is likely to be closed between 9am and 6pm. The cultural festival is underway, including the display of artwork from the school children and sculptures. Further initiatives are also planned including a decorate a wheel competition. Improvements and maintenance are planned throughout the whole village, including at the garage site. 23 flower planters are planned. The organising group s projects will break even, having secured funding a number of local and regional sources. Any profits generated will be distributed within North Stainley village. It is expected that emergency services will be located in North Stainley Village Hall. Page 1 of 5

5.2 Bridge on large pond. The Council considered proposals to replicate Monet s Water Lillies paintings on the large pond in North Stainley. It was agreed that permission should be granted for a bridge to be erected on the pond. The bridge will not be accessible from the shore and will be removed on or before 1 st September 2014, unless permission for an extension is sought from the Parish Council prior to this date. In order to enhance safety by the ponds which it is responsible for, it was agreed that the Parish Council should purchase two life buoys for installation by the parish caretaker. 6. HIGHWAYS The following updates on previously reported faults were noted: Ref. Fault Update / Outcome NS 6-12 Inadequate repairs to A6108 nr. Repaired as part of TdeF preparations. Shepherdies NS 6-13 Pothole at 30mph sign near Repaired as part of TdeF preparations. Lightwater House. NS 2-14 Problems with recently re-surfaced pavement near Beatswell Lawn. 16.5.14 no response so followed up again with photo of weed growing through new surface. NS 3-14 Fallen signpost at junction of New 23.3.14 to be replaced as part of TdeF preps by NS 4-14 Road and Holmtree Lane. Fallen sign at Musterfield road junction. end of May. 23.3.14 to be replaced as part of TdeF preps by end of May. 7. NORTH STAINLEY SPORT & RECREATION TRUST 7.1 Update on work of Trust. Councillor Alston (Chairman of the Trust) presented a report containing the following points: Beech trees have been planted in the gaps in the hedge on the Village Square. An expert has been appointed to consider apportionment of future costs associated with the maintenance of the Square. Use of the hall remains buoyant. The Arts Society recently staged a successful performance of Blood Brothers and are beginning preparations for the 2015 pantomime. The polling station for the forthcoming elections will be located in the hall. A number of repairs to the hall are planned to take place in June. Internal decoration will take place during the summer holidays. The Trust continues to maintain the community garden. Weeds in the wildflower area will be dealt with and access has been opened up from the rear of The Shepherdies bungalows. 7.2 Nomination of Trustee. It was noted that Councillor Taylor has had, due to work commitments, to resign from the Trust. Councillor Taylor was one of three Trustees nominated by the Parish Council. It was agreed that Mal Lee should be approached to see if he would consider filling the vacancy as it is understood that he is interested in joining the Trust. 8. MAINTENANCE 8.1 Caretaker task list. A number of jobs, in preparation for the Tour de France, were identified. Page 2 of 5

8.2 Cargo net for playground. It was noted that one of the cargo nets on the multi-play unit in the play area has broken. The fault is the same as on a previous net and relates to the corrosion of one of the fixings. It was agreed that a replacement be purchased from, and installed by, Playdale Playgrounds Ltd at a cost of 857.29. 8.3 Maintenance of ponds. James Staveley has advised that weed clearance works will be carried out within the next two weeks. A flat bottomed boat and new hay rakes have been procured. It is still expected that the services of a scuba diver will be used. The plan is to remove as much of the weed as possible manually. As soon as the water levels fall sufficiently, the exit from the large pond will be dammed and UV dye applied. It was noted that a letter citing concerns about the maintenance of the ponds has been received from Mr and Mrs Nichols of 1 Watermill Lane. Their concerns centre on the level of works carried out by the parish caretaker. It was agreed, that whilst the maintenance of the ponds is an ongoing project, the Parish Council is happy with the agreed specification and general appearance of the ponds. A response to this effect has been sent to Mr and Mrs Nichols. 8.4 Memorial bench in play area. The Parish Council agreed to the purchase of a memorial bench for siting in the play area. The cost will be reimbursed by the family of Pippa Howarth. The bench, which will belong to the Parish Council, is to be purchased from Glasdon Ltd and is maintenance free being constructed of recycled plastic. It will be installed by the parish caretaker. 8.5 Cessation of North Yorkshire County Council s grasscutting reimbursement scheme. It was noted that, in an effort to save money, the County Council is stopping its grasscutting reimbursement scheme with effect from 2015. This means that they will no longer pay for, or carry out, verge cutting in villages, unless there is an associated safety issue at junctions. This Parish Council currently receives about 651.92 of funding from this scheme which contributes to the cost of cutting the grassed areas through North Stainley. The Council will need to consider the impact of this news when it sets its 2015/16 budget later in the year. 9. PLANNING AND DEVELOPMENT 9.1 Consultations on applications. It was agreed that the Parish Council has no objections to the following applications: 14/01836/LB - Listed building consent application for the installation of a replacement window at Middle Parks Farm, Park Lane, North Stainley. NY/2014/0108/A30 consultation on planning application for the purposes of the Application for the approval of details reserved by condition No. 55 of Planning Permission reference numbers C6/500/95B and C2/99/045/0011 which relates to buildings and structures on land at Ripon Quarry, North Stainley, Ripon. 9.2 Updates and decisions on applications, appeals and enforcement investigations. Ref. 9.3 Harrogate Borough Council s Sites and Policies DPD hearing. It was noted that the inspection of Harrogate Borough Council s Sites and Policies DPD has been suspended as the Planning Inspector has serious concerns about the quantity of houses allocated in the proposed policy. Councils are required, under national policy, to allocate sites that will generate a 5 year supply of housing, but it is felt that Harrogate Borough Council has not achieved this. The Borough Council has agreed that it will continue discussions with the Inspector as it considers that there are extenuating circumstances relating to the special character of the Harrogate District which should be taken in to consideration. It was noted that this could have significant implications for future development in North Stainley. 9.4 Consultation arrangements re. future development in North Stainley. There was no new information to report on this point. It was agreed that the Parish Council should continue its previously stated position of remaining neutral on future development in North Stainley until a mandate is obtained from the parish public, but that information should be obtained regarding North Yorkshire County Council s policy about the provision of new schools in the County. A meeting with representatives from their Education Department will be sought. It was agreed that the Parish Council should be represented at this meeting by the Clerk and Councillors Bailey and Tordoff. 9.5 Neighbourhood Planning Camp. Councillor Tordoff reported on the residential planning camp which he had recently attended. This had been hosted by Locality. Councillor Tordoff, who had already given detailed feedback to Councillors, advised that attending the training had been informative and worthwhile. His conclusion from the various workshops is that a Neighbourhood Development Order could be a suitable mechanism for securing planning permission for further development in North Stainley. This is a tool which can be used when a developer and potential scheme is already in place, but allows for input in refining the ideas from the community. 9.6 Planning training provided by Harrogate Borough Council. Councillor Bailey advised that she had recently attended training provided by Harrogate Borough Council. Training had focussed on using the public access facility on www.harrogate.gov.uk and on material considerations which affect the determining of planning applications. 10. CORRESPONDENCE The Clerk reported on items received, including: 10.1 2014 Parish Consultation Meeting. It was noted that this year s consultation meeting with representatives from Harrogate Borough Council and North Yorkshire County Council s Highways Department will be on 11th November 2014 at 6pm in Ripon Town Hall. Councillors were encouraged to think of any questions that they may wish to be considered at that meeting. This will be included on the agenda for the next Parish Council meeting. 10.2 Julian Smith MP Surgery times. The dates, times and locations of Mr Smith s forthcoming surgeries in this area were noted. These will be displayed on the Council s website. Page 4 of 5

It was resolved that the Council should renew its membership of YLCA for 2014/15 at a cost of 261. It was also agreed that the previously circulated service agreement should be accepted. 11.3 Clerk s computer. It was resolved that a contribution of 111.29 be made towards the cost of the Clerk s new computer. 12. NEXT MEETINGS It was agreed that the date of the next full Parish Council meeting should be changed to 1 st July 2014. A planning meeting will be held, if necessary, on 17 th June 2014. 13. ITEMS TO BE CONSIDERED AT THE NEXT MEETING none. 14. QUESTIONS OR COMMENTS FROM MEMBERS OF THE PUBLIC P.C.S.O.s Sharon Wilson and Steph Jones attended the meeting. Some general security advice was given, although it was noted that crime levels remain low in this area. Anything suspicious should be reported to North Yorkshire Police using the 101 number. 999 remains the number to call in an emergency. Meeting closed at 21.46 hrs.
