Cost Savings Programs: Electric Aggregation Program Electricity rate savings of 30% $945 typical annual savings for small businesses Over $2.3 million in estimated savings for all program participants Next Steps Program extended through May 2014 Village to review ComEd and other supplier rates in May for best option / program may end due to lack of rate savings
Cost Savings Programs: Commercial Waste Franchise After competitive bid process, Village selected lowest price proposal from Groot Industries, Inc. 90% of businesses will experience a cost savings estimated around 55% Franchise Benefits: Uniform rates No additional fees or surcharges FREE Recycling Rate increases limited to once a year and restricted to the rate of inflation Franchise to begin around February 1, 2015

Grayslake Business Partnership After the study of other private/public economic development organizations, the EDC recommended the formation of a private sector based business recruitment organization. The Village Board supported the formation of an organization with approved start-up funding for a 5-year period. Estimated Recruitment Benefits: Recruitment Targets: 30,000 s.f. office building = Large-Format Retail $196,000 annually in property taxes Pharmaceutical / 100,000 s.f. light industrial building = Biotechnology Companies $270,000000 annually in property taxes Advanced d Manufacturing 100,000 s.f. retail center = $336,600 annually in property taxes Corporate Headquarters

Atkinson Road Extension Planned Village project for 20 years Provide traffic congestion relief for IL Route 83 $9.1 million project cost with Federal Grants and State t funds paying for $5.1 million and Village contributing $4 million Future traffic signal at intersection with IL Route 137 per IL Route 83 Realignment Project Past and present Village Board officials cut the ribbon for Atkinson Road on November 22, 2013.

Atkinson Road Extension: IL Route 83 Realignment Future phase to be funded by Illinois Department of Transportation (IDOT) Realigns IL Route 83 to connect to Atkinson Road Eliminates the intersection at Ivanhoe Road / IL Route 83 and IL Route 137 through the creation of cul-de-sacs at intersection Pre-project bidding currently underway
IL Route 120 / Lake Street Intersection Improvement
Project includes: IL Route 120 / Lake Street Intersection Improvement Addition of right and left turn lanes on Lake Street for northbound and southbound traffic Addition of right turn lane on IL Route 120 for eastbound traffic Extension of curb & gutter to Lake Street Metra from IL Route 120 Anticipated April 2014 project bidding Estimated construction cost = $2.3 million of which Village would be responsible for $700,000 (30%) Federal grants to pay for 70% of construction Potential construction start date June 2014

Washington Street Underpass Lake County Department of Transportation project Expansion to five lane road with underpass Two Phase Project: Phase I: Haryan Way to Hainesville Road Phase II: Lake Street to Haryan Way Village to provide decorative landscaped medians Anticipated start date late 2014 or early 2015
IL Route 53 Extension Village participated p in Blue Ribbon Advisory Council to assist in the planning and potential building of the Illinois Route 53/120 project Grayslake only active Village in design input process Project Highlights: Estimated $2.56 2.87 billion construction cost 4 lane, 45 MPH, limited access toll-way with substantial portions below-grade Incorporates 120 Bypass Environmental protection standards in design concepts Will feature electronic tolling Next Step: Review by Finance and Land Use Committees with eventual project recommendation to Toll Board
