Charlotte Regional Express Lane Facilities: I-485 and US 74 North Carolina Turnpike Authority March 21, 2018

NC Turnpike Authority Overview Created in 2002 by the General Assembly Authorized to design, establish, purchase, construct, operate and maintain no more than 11 projects MPO/RPO support required Subject to prioritization Governed by a nine-member Board; Authority includes the power: To fix, revise, charge and collect tolls and fees for the use of the Turnpike Projects; To issue bonds or notes of the NCTA; To invest the proceeds of bonds or notes of the NCTA; and To exercise such additional powers as shall be necessary for the financing of Turnpike Projects. 2

NC Turnpike Authority Overview Responsibilities: Lead project development Maintain and operate toll collections systems Manage NC Quick Pass Customer Service Center Fund and manage maintenance of project facilities Coordinate and support financing activities: development of cost estimates (capital and operations), Traffic & Revenue studies, plans of finance, compliance and reporting requirements, etc. Funding: Operations and debt service - project specific toll revenues Capital costs - STIP funds and toll supported debt Cannot cross collateralize project revenues 3

Upcoming NCTA Projects 4

Regional Express Lane Network History 2007 - Fast Lane Study begins 2010 - MPO adopts Fast Lane Study 2013 - MPO adds I-485, and US 74 express lanes projects to its draft 2040 MTP 2015 - NCDOT hosts public meetings for I-485 and US 74 express lanes projects 5

Express Lanes: separate lanes in a highway corridor in which drivers can choose to pay a variable toll for a more reliable, quicker trip within that corridor. ARTIS,T lc RE.NDER ING PRELIMINARY - SUSJECT TO CHANGE S- -_- 1 R- -.

Potential Express Lanes Direct Connector at Westinghouse Blvd. 7

Express Lanes Provides a reliable travel time option and serves as a long term congestion management tool Dynamic pricing manages the volume in the lanes Some facilities use an All-Pay scenario; the Charlotte region corridors have always been envisioned to accommodate carpools and transit vehicles, and toll other users Carpool recognition can come in the form of a self-declaring transponder or registered ride share program 8

Analysis Assumptions Vehicles with 3 or more occupants could self-declare high occupancy status No capital costs or related debt service included Toll operations costs based on FY17 Triangle Expressway data No roadway maintenance costs included Toll equipment renewal and replacement costs included Annual enforcement costs included Level II Traffic and Revenue for I-485 Level I Traffic and Revenue for US 74 Phase I Screening level Traffic and Revenue for US 74 Phase II Base case revenue scenario (50% downside) 9

US 74 HOT3+ with Transponder $3M Phase I $5M Phases I and II $4M $2M $3M $2M $1M $1M $0M 2020 2025 2030 2035 2040 Total Shortfall: $(9,084,800) Years of Shortfall: 17 $0M 2023 2028 2033 2038 2043 Total Shortfall: $(59,845,300) Years of Shortfall: 25 Revenue Toll Capital Toll Operations 10

I-485 and Aggregate $14M $12M I-485 HOT3+ with Transponder $12M $10M Aggregate $10M $8M $6M $4M $2M $8M $6M $4M $2M $0M 2022 2027 2032 2037 2042 Total Shortfall: $(7,773,700) Years of Shortfall: 11 $0M 2022 2027 2034 2039 2044 Total Shortfall: $(56,756,600) Years of Shortfall: 25 Revenue Toll Capital Toll Operations 11

Challenge for Project Aggregate $12M $10M $8M $6M $4M $2M $0M 2022 2027 2034 2039 2044 Total Shortfall: $(56,756,600) Years of Shortfall: 25 With what we know today, there is significant risk of opening I-485 and US 74 Express Lanes with self-declaring carpools. 12

Key Considerations Maintain intent of Express Lanes as a congestion management tool Maintain free usage for all transit vehicles Incentivize carpools, moving more people and not just more cars Reduce enforcement costs Reduce improper usage of lanes, which degrades throughput for all users Be reasonably assured revenues can cover costs Maintain delivery schedules within the above constraints 13

Ride-Share Carpool Program A ride-share program exists on I-95 Express Lanes in South Florida Applies to registered van pools and carpools with 3+ participants South Florida Commuter Services (SFCS) has the right to verify information provided on registration forms for one or all members of the 3+ carpool. All 3+ Carpool participants are responsible for maintaining and renewing their carpool and vehicle registration with South Florida Commuter Services in order to avoid toll charges. All vehicles not exempt from tolls would pay a dynamic toll at either a video bill by mail rate or a discounted transponder rate.

NCTA s Proposed Approach Operating Policy for Use of Express Lanes Vehicles registered in the ride-share program (vehicles with 3 or more passengers) and transit vehicles travel toll free Details of Ride-Share program registration to be developed in concert with Transit Commit to installation of equipment and infrastructure that would support a shift to self-declared carpools in future years Schedules contingent on MPO feedback and addressing base case financial model shortfalls 17

Next Steps & Proposed Schedule Based on feedback from today, complete financial analyses Hold public meetings (project information and rideshare program) Review project and projected revenues/costs with NCTA Board Complete environmental documents Award projects for construction Develop and market ride-share program Public Meetings Spring 2018 Update to environmental document (US 74) Spring 2018 Open bids for Design-Bid-Build contract (US 74 Ph.
