Summary of marine accidents and incidents in 00 Most serious accidents in 00 m/v SAVA OCEAN Latvian flagged m/v SAVA OCEAN on nd of January 00 in Atlantic Ocean, approximately 0 nm from Aveiro (Portugal), suffered main engine s breakdown in the result of what the vessel required tug assistance to tow the vessel to the port to carry out main engine s repairs. Marine accident, according to Regulation No. of the Cabinet of Ministers Investigation procedure of marine accidents, was classified as a serious accident. Initial investigation of this accident was carried out, but complete investigation wasn t due to the fact, that after the accident the vessel s owner registered the vessel under other flag. hopper SKRUNDA On th of April 00 Russian flagged hopper SKRUNDA was carrying ground from port of Skulte (Latvia) to spoil ground area near the port and while under way, drifted away from the fairway and grounded. Because of grounding the vessel suffered various ship s screw, steering gear and ship s hull plating damages. The vessel was putted into the dry dock for repairs. Marine accident, according to Regulation No. of the Cabinet of Ministers Investigation procedure of marine accidents, was classified as a serious accident. Initial investigation of this accident was carried out and DIMA of MAL, according to requirements of international normative acts, offered the Russian (flag state) competent authority to conduct an investigation of this accident. Russian competent authority didn t consider needful to investigate this accident. Vessel s master, under whose charge SRUNDA grounded in port of Skulte two times, was signed off from the vessel. Following the unofficial information from the vessel s crew, in both groundings, the vessel s master was under influence of alcohol abuse.

On th of October 00, DIMA of MAL was audited by IMO auditors. During the audit, the work of DIMA of MAL was positively evaluated and it meets the requirements of international and national maritime accident investigation legislation.

Summary of marine accidents and incidents in 00 Analysis Comparing statistic data of marine accidents and incidents in year 00 with the previous years, it can be concluded that in year 00 the total number of marine accidents and incidents is going down. Year Casualty seriousness Very Serious Casualty Serious Casualty Less Serious Casualty Incidents 00 00 00 00 00 009 00 Analysing data of marine accidents and incidents in 00, it can be concluded, that more attention to safety of those vessels should be paid, which are employed in dredging works in Latvian ports and who, leaving or entering the port, are free of obligation to take a pilot. For example, in port of Skulte Russian hopper SKRUNDA grounded two times and last accident was classified as a serious one, which resulted in multifarious vessel s hull damages. In port of Liepaja, hopper PAGADDER, while leaving the port without the pilot on board, collided with Latvian fishing vessel VENTAVA which was moored at the berth. In 00, there were no marine accidents and incidents with fishing vessels, because after loss of fishing vessel BEVERINA and her six crew members in the aquatorium (outer roadstead) of the port of Liepaja on December 00, and loss of fishing vessel UNORA and two of her crew members in the Baltic Sea on February 009, Maritime Safety inspectorate and Division for Accident investigation of Maritime Administration of Latvia, on the basis of results of investigation of these two accidents, carried out preventative activities to improve safety of fishing vessels and these activities gave positive outcome.
