Ratified Minutes of a Meeting of Alderbury Parish Council held on 7 th November 2012 in St Mary s Hall. Whaddon. Present; Cllrs Clarke, Copley, Cottell, Hartford, Newbery and Richardson. In attendance Mrs C Churchill (), Wilts Cllr Britton and 2 members of the public. Apologies; Cllrs Diprose, Hubbard, Hughes and Mernagh. Questions or statements from members of the public on any matter concerning the village. Flooding in the village Parishioner has spoken to and Wilts Cllr Britton. has made contact with Mike Hewitt (WC Flood Group Chairman) who has sent details of sandbags. Cllr Newbery asked for the PC to be kept informed as they would like to help if they can. Losing a lot of trees in the parish, could PC consider asking for replacements to be planted when application received for felling? Cllrs briefly discussed trees and agreed to consider purchase of trees when setting the budget. Report from the Neighbourhood Police Team. no report received Report from Wiltshire Councillor Richard Britton busy setting up the Police and Crime Panel, currently campaigning for one candidate for Police elections. One Wiltshire Cllr has been suspended for breach of the Code of Conduct. Cllr Newbery opened the meeting at 7.37pm 3681. Council meeting minutes - to confirm and sign the minutes of the parish council meeting held on 27 th June 2012. Cllr Hartford to be added to apologies. 3687. Co-option of Cllr for Alderbury Parish Council. No one present to co-opt. 3688. R2. Cllr Newbery has confirmed that there is approx 40,000 available. The linear park application has been approved, confirmation letter is on its way. to submit skate park application for approval 3689. Update of actions from the Meeting held on 2 nd October 2012. 1. (3650). has requested a Housing Needs Survey, this should be carried out in the New Year. 2. (3655) New Cllr paperwork has been emailed to Cllr Cottell. 3. (3657) There are still some outstanding Registers to be completed by Cllrs. 4. (3658) and Cllr Richardson have not met, Cllr Richardson asked the to email the finance spreadsheets. 5. (3663) Benches have been ordered, the inscription will be on the actual bench, delivery should be early December. 6. ( 3665) informed WC that Alderbury wished to alter the bin collection to weekly for both sites. 7. (3666) Cllr Richardson handed four wooden signs, two for the burial ground and two for SRAA. 8. (3670) Planning response was sent to WC Development Control. 9. (3678) WC have placed a sign in Firs Rd reminding people to clear up after their dogs. All other actions appear within the minutes. Finance 3690. Year ending 31 st March 2013. The balance of the APC accounts stands at 57,495.34 with 1,208.40 of unpresented cheques. presented Bank of Ireland statement and Lloyds printout showing current balances. passed details received from Lloyds to Cllr Richardson relating to the deposit account. Cllr Richardson will contact Lloyds as the scheme proposed was not suitable, APC wish to have a second account which earns interest. Account and Audit Regulations 2008 3691. Accounts for payment. Terms of expenditure totalling 3,443.46 were authorised for payment. Local Government Act 1972 s150(5) 3692. Budget for the council year starting 1 st April 2013. Cllrs to meet in December and discuss budget, to be agreed at the January meeting. Cllr Richardson to circulate possible dates for budget meeting in December. Cllr Richardson 3693. To request a precept from Wiltshire Council for the council year commencing 1 st April 2013. Item to be deferred until January meeting. NALC will produce a report on precepts in early December, to circulate. 3694. Avon Drive Oak Tree. Further details of the quote have been received. The company propose edging the matting with wood. Awaiting final confirmation from Tree Officer. Cllr Clarke to arrange a meeting with contractor and Cllr Newbery. To respond to Wiltshire Council on the proposed changes to the Mobile Library Service. Currently the mobile library visits the village on Friday and Saturday in week 1. It is proposed to change the Saturday visit to week 2, keeping the Friday visit as week 1 which would result in a visit from the mobile library every week. It is proposed to implement this from January 2013, The service has been consulting the mobile library users who are in favour of the proposed change. Alderbury PC resolved to agree to this suggestion, to inform library service. 3696. To adopt a Policy for awarding grants to support organisations who request small amounts of funding. has emailed all Grant information to Cllr Hubbard. Item to be discussed at January meeting after discussion at the budget meeting. 3697. Risk Assessment. Cllr Richardson has circulated a draft risk assessment. Cllr Newbery thanked Cllr Richardson for this. Item to be discussed at budget meeting and placed on January agenda. Noted the need to set a limit at which VAT is reclaimed. 3698. Use for the BT Phone Box. Previous suggestion of a defibrulator was dismissed as the location isn t central enough. Agenda item for use of phone box in Spring 2013. 3699. Flood Plan and Emergency Plan for the Parish of Alderbury. Wiltshire Council has asked all parishes to provide a flood and an emergency plan. to circulate draft Flood Plan and link to WC Emergency Plan. Planning. To respond to Wiltshire Council on the following Planning Applications. 3700. S/2012/1410. Rosedene, Southampton Rd, Whaddon. Proposed rear extension to living room and kitchen, Internal alterations, rear bedroom windows to be replaced by French doors leading onto roof balcony. Existing conservatory to be relocated from rear to side of property. Unfortunately there were no plans on the website so Cllrs had been unable to view this application. to contact planning and request an extension so application may be discussed at the December meeting. 3701. S/2012/1431. Long Close, Clarendon Rd, Alderbury. Vary condition 1 of approval S2009/1645 for erection of new dwelling and modified vehicular access to extend the period of time for implementing the permission. Alderbury PC resolved to make no objection to this application. 3702. S/2012/1496. Lower Lodge, Tunnel Hill, Alderbury. Refurbishment, remodelling and extension of existing house and ancillary buildings amendments to approval S/2010/1069. Alderbury PC resolved support this application subject to suitable sufficient drainage for surface water as there is an issue with flooding in this area. Alderbury PC resolved to note the following applications for tree works. 3703. S/2012/1404. Deer Leap, Rectory Rd, Alderbury. Oak tree - reduce by approx 30% to balance.
3704. S/2012/1442. 14 Twineham Gardens, Alderbury. Scots Pine reduce 2 long lateral limbs growing over neighbouring garden by 20%, reduce 1 long lateral limb over footpath by 20%, crown clean removing dead and damaged branches. 3705. S/2012/1478. 36 Oakwood Grove, Alderbury. Large Oak crown reduce and reshape by 3-4metres approx. To respond to the consultation run by Wiltshire Council on the proposed Community Infrastructure Levy (CIL). Details of this consultation have been circulated. Alderbury PC resolved to make the following response; Concern that only a small percentage of the CIL will be retained by the parish, expressed regret that loss of local control on spending money and this was felt to be the opposite of localism. Would like to see at least 50% retained locally. to circulate statement. Cllrs were asked to respond as individuals if they wished. All Cllrs. 3707 Path improvement work to Alderbury Burial Ground. Alderbury PC resolved (minute 3483, 1 st March 2012) to improving the path at the burial ground, a quote has been received to dig out the existing path area adjacent to the existing path and to add new gravel boards, and then regravel the existing path together with the widening and to edge the path with new treated gravel boards Alderbury PC resolved to authorise the work costing 250 plus VAT. To receive reports / updates on; 3708 Alderbury Skate Park. has met a second company who have raised a safety concern on the proposed new ramp with the existing centre ramps and grind rail. has circulated documentation received. Currently in discussion with Insurance company as the best way forward. Cllr Newbery now has three quotes, will meet with Cllr Hubbard. December agenda item. 3711 Whaddon to West Grimstead footpath. to check with contractor re start date. 3712 Southern Area Board The next meeting will take place on Thursday 29 th November at Coombe Bissett village hall (please note the venue has changed). 3713 Footpaths within the Parish Cllr Copley emailed Tom Bray re kissing gates. SAB footpath meeting shortly. 3714 Brief reports from Cllrs representing Alderbury Parish Council on outside bodies. SRAA - Cllr Hartford reported that Linda Whetton has resigned as Chairman of the SRAA, Cllr Hartford is the new Chairman. Discussed water meter with Mr Light, not installed as yet but will be and will have a system in place to ensure SRAA is not billed for water used by horses.
Bus stops within the Parish. has reported the state of these to Wilts and Dorset, particularly the missing pane from the stop outside of the village hall. Ordered the two benches after consulting with niece of Mrs Williams re wording. The inscription will be made directly into the wood; benches should arrive in 3 6 weeks. Email highlighting safety concerns at the under 13 play area contacted Maintenance Man and asked for issues to be addressed.
