Role of the Network Manager In 2011, the European Commission nominated EUROCONTROL as European Network Manager. NM exercise Network Management Functions: Route Design ATFCM (Air Traffic Flow & Capacity Management) Management of scarce resources (frequencies, codes...) (Support to) Crisis Management EUROCONTROL 2011 Directorate Network Management
SUPPORT MANAGER FUNCTIONS Main tasks Improve network operations, contributing to EU-wide performance targets Develop an integrated Route Network design Provide a central function for frequencies Coordinate improvement of SSR code allocation Organise the management and operations of the functions including ATFM Develop, maintain and implement Network Strategic Plan and Network Operations Plan Consolidated approach to all planning and operational phases Coordination with other regions and countries Support crisis management (EACCC) Support operational stakeholders* in deploying ATM/ANS systems/procedures and SESAR Support accident and incident investigations Contribute to the implementation of the Performance scheme * Operational stakeholders: the civil and military airspace users, civil and military air navigation service providers, Functional Airspace Blocks (FAB's), airport operators, airport slot co-ordinators and operating organisations and any additional stakeholder groups considered relevant for the individual functions
Other tasks Ensure availability and sharing of tools, processes and consistent data to support the co-operative decision-making process at network level, including but not limited to, flight plan processing and data management systems. facilitation and coordination between operational stakeholders support to these stakeholders in the deployment and implementation of the plans and the related network measures following cooperative-decision making. appropriate operational coordination, optimisation, interoperability and interconnectivity within its area of responsibility. coordination of proposals for amendments to the appropriate ICAO documents relating to the network management functions reporting of all operational performance aspects, incl. scarce resources Comply with ad-hoc requests from EC or EASA

EU-wide targets adopted CAPACITY (Delays) Reduce ATFM en-route delays to 0.5 min/flight every year 2014-2019 SAFETY To monitor 1st reference period (RP) 2012-2014 and define European safety network KPI for 2nd RP 2014-2019 ENVIRONMENT (Flight Efficiency) Reduce route extension by 0.75% compared to 2009 value (4.95) COST EFFICIENCY Reduce the EU wide average DUC (Determined Unit Rate) to 49.30 in 2019 (58.43 in 2012 target for 2013: 56.70)
ATM CRISIS MANAGEMENT Network & Global perspective The European Organisation for the Safety of Air Navigation
To address situations Impacting severely the flow of traffic Heavy constraints on flow and capacity Closure of airspace or major airports Requiring a good management at the network level in coordination with other adjacent regions Enter here your presentation title 16
All ATM disruptions are not crisis ATM is made of daily disruptions Handled with existing procedures Manageable in a known OPS framework Coordination and mitigation at network level is needed Critical major crisis (major network and global impact) Out of existing contingency plans Out of known OPS framework Major political and media implications Key role of network management Need for a network crisis cell Enter here your presentation title 17
Ash crisis: Lessons learnt Before Existing model and contingency plans not adapted During To be innovative / challenge the existing model To propose to EU ministers safe options to unlock To manage the communication Afterwards Creation European crisis cell EACCC Operated by SES Network Manager What if another eruption? Enter here your presentation title 18
EACCC role Focal point for crises Alert on the crisis To call the right experts To propose measures/options to unlock/manage the crisis Communicate updated information to aviation community To ensure proper communication with media Build on lessons learnt to improve response to the next crisis Organise and participate in exercises to maintain the level of readiness Enter here your presentation title 19
Are we ready for the next major crisis? 1) Good preparation Procedures / contingency prepared and tested Crisis cell in place 2) OPS oriented Network management 3) Political implications Ability to address unforeseen situation To react quickly but safely to unlock/manage 4) Communication 5) Coordination with ICAO and adjacent regions Enter here your presentation title 20
