The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations. There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from: NSW Police Force RMS Shoalhaven City Council Local State Member of Parliament (for the location of the issue to be voted upon) If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties. Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue. The march will move off at 10.30am via Queen and Alexandra Streets to War Memorial Gardens for a one (1) hour service. Bomaderry Dawn Service in Walsh Memorial Park, Meroo Street commencing at 5.45am Memorial Service Assemble in Bunberra Street adjacent to Bomaderry RSL Club at 9.00am and march to Walsh Memorial Park in Meroo Street at 9.15am via Bunberra and Meroo Streets for service at 9.30am. Page 5 Details Requests for various ANZAC Day marches to be held throughout the City have been received by Council. Council s Traffic Unit have met with representatives of the relevant RSL Sub-branches to discuss and improve the current Traffic Control Plans. The following services and marches are proposed for Tuesday 25 April 2017 and will require temporary road closures to ensure the safety of the participants and road users. Berry Assemble in Queen Street adjacent to Apex Park at 10.20am. The march will move off at 10.30am via Queen and Alexandra Streets to War Memorial Gardens for a one (1) hour service. Bomaderry Dawn Service in Walsh Memorial Park, Meroo Street commencing at 5.45am Memorial Service Assemble in Bunberra Street adjacent to Bomaderry RSL Club at 9.00am and march to Walsh Memorial Park in Meroo Street at 9.15am via Bunberra and Meroo Streets for service at 9.30am. Callala Beach A Memorial Service will be held at the Cenotaph in the grounds of the Callala RSL Country Club commencing at 10.00am. Culburra Assemble in Culburra Bowling and Recreation Club car park at 11.30am. March to the Culburra Community Centre at 11.45am via West Crescent and Culburra Road for service at 12 noon. Extend the existing western No Stopping zone 50m (approx.) south on Prince Edward Avenue (32m south of the existing median island). 2. Extend the existing eastern No Stopping zone 30m (approx.) south on Prince Edward Avenue (end of the existing median island). 3. Install a 25m No Stopping zone on the western side of Prince Edward Avenue, north of its intersection with Brighton Parade. 4. Install a 10m No Stopping zone on the northern side of Brighton Parade, west of its intersection with Prince Edward Avenue. TC17.11 Details Council is proposing to construct a new skate park and associated facilities at the Curley s Bay Reserve, Culburra. Prince Edward Avenue adjacent to the Curley s Bay reserve is wide enough to allow parallel on-street parking. In order to ensure on-street parking does not impact sight distance at the intersection of Prince Edward Avenue and Brighton Parade, and to address the existing parking constraints at the concrete islands near the intersection of Prince Edward Avenue and Penguin Head Road, Council is proposing to install the following changes: Extend the existing western No Stopping zone 50m (approx.) south on Prince Edward Avenue (32m south of the existing median island). Install a 25m No Stopping zone on the western side of Prince Edward Avenue, north of its intersection with Brighton Parade. Install a 10m No Stopping zone on the northern side of Brighton Parade, west of its intersection with Prince Edward Avenue.

Proposed No Stopping Zone - Intersection North St & West St, Nowra That the General Manager (Director Assets and Works) be requested to arrange for the installation of the following parking restrictions in North Street and West Street, Nowra as detailed in the attached plan TRAF 2017/12: 1. a No Stopping zone for a distance of 27m (approx.) on the southern side of North Street, immediately east of its intersection with West Street, Nowra 2. a No Stopping zone for a distance of 10m on the eastern side of West Street, immediately south of its intersection with North Street, Nowra. Details Council has been requested to review parking restrictions at the intersection of North Street and West Street, Nowra. Due to increased parking demand associated with the Shoalhaven Hospital, motorists parking too close to the intersection are restricting sight distance for motorists turning out of West Street. In view of addressing the concerns raised, Council is proposing to install a No Stopping zone on the south eastern corner of the intersection, 27m on the southern side of North Street and 10m on the eastern side of West Street. The impact of the proposal will mean the loss of one car parking space on North Street, however it will improve sight distance to motorists exiting West Street. Consultation was carried out with affected property owners / residents. No submissions were received TC17.12

Proposed No Stopping Zone Amendments - Owen Street, Huskisson That the General Manager (Director Assets and Works) be requested to convert the existing No Stopping zone adjacent to the old service station driveway access on the northern side of Owen Street to 2 hour (2P) parking time restricted to 8.30am-6.30pm, and remove the parallel parking space line marking as detailed in the attached plan TRAF 2017/13. Details Council is proposing to amend the redundant No Stopping zone across the old service station driveway access, on the northern side of Owen Street adjacent to Club Jervis Bay to 2 hour (2P) parallel parking (time restricted between 8.30am-6.30pm). The proposal will allow for approximately two additional on-street parallel parking spaces time restricted to 2 hours (2P) between 8.30am-6.30pm and unrestricted outside of these times. In addition to this, Council will remove the adjacent parallel parking space line marking. Consultation was carried out with Huskisson Woollamia Community Voice, Huskisson Chamber of Commerce and Club Jervis Bay. No submissions were received. TC17.13

Proposed Centre Line Marking - Tallwood Avenue, Narrawallee That the General Manager (Director Assets and Works) be requested to arrange for the installation of 20m (approx.) of double barrier (BB) centre line marking on Tallwood Avenue east of its intersection with Surfers Avenue, Narrawallee as detailed in the attached plan TRAF 2017/14. Details Council has been advised of concerns with vehicles cutting the corner when turning right from Surfers Avenue into Tallwood Avenue, Narrawallee. In view of addressing the safety concerns raised, Council is considering installing 20m double barrier centre line marking in Tallwood Avenue from its intersection with Surfers Avenue. The impact of the proposal will mean that motorists will be unable to park within 3m of the marked centre line. Consultation was carried out with affected property owners/residents and Ulladulla & Districts Community Forum. Two submissions were received in support of the proposal. TC17.14
