Governing Body Agenda Item December 14, 2010 Subject: Memorandum of Understanding (MOU) with the City of Manassas to fulfill the administrative requirements of the FY-08 Urban Area Security Initiative (UASI) Sub-grant, CAD-To-CAD Interoperability (NOVA) Project ID: 8UASI596-02, CFDA No. 97.067 Issue: Approval for the Mayor or other designated authorized agent to sign and enter into an MOU with the City of Manassas as the sub-grantee to fulfill the administrative requirements for the FY-08 USAI NOVA Interoperability Project 8UASI1596-02. Background: As with other regional UASI grant projects since 9/11, one regional locality typically takes the lead for receiving the sub-grantee award and the purchase of equipment or services to enhance the regions capabilities to respond to emergencies. On August 27, 2010 the City of Manassas was approved and awarded a UASI Interoperability grant in the amount of $310,000 to enhance regional fire and rescue communications and interoperability between Prince William County, Manassas and Manassas Park. The Manassas Park Fire and Rescue Department received equipment and services identified in the approved grant from the City of Manassas totaling $42,619 to improve radio and mobile data interoperability and information sharing. The equipment and services received by the Fire & Rescue Department was identified in the program management plan and approved by the State Administrative Agent (SAA)/UASI Program Manager. The Department has taken receipt of the equipment and services as approved by the SAA in the grant program plan. In lieu of an equipment and services transfer letter as with previous regional UASI grants, the City of Manassas is requesting a signed MOU with the City of Manassas Park to finalize the UASI grant requirements and meet their internal procurement policies and procedures. FY08 Urban Area Security Initiative Subgrant CAD-To-CAD Interoperability (NOVA) MEMORANDUM OF UNDERSTANDING Between: CITY OF MANASSAS, VIRGINIA 9027 CENTER STREET MANASSAS, VIRGINIA 20110 And CITY OF MANASSAS PARK, VIRGINIA ONE PARK CENTER COURT MANASSAS PARK, VIRGINIA 20111 This Memorandum of Understanding (MOU) is entered into on this day of, 2010 by the City Council of the City of Manassas, or its authorized agents, and the Governing Body of the City of Manassas Park, or its authorized agents, to fulfill the requirments of the FY08 Urban Area Security Initiative Subgrant, CAD-To-CAD Interoperability (NOVA) Project ID: 8UASI596-02, CFDA No. 97.067 As the USAI CAD-TO-CAD Interoperability Subgrantee, the City of Manassas will perform the following: 1. The City of Manassas will purchase four Panasonic CF-19 Toughbook Mobile Data Computers (MDCs) at a cost of $17,486 on behalf of the City of Manassas Park from Prince William County contract number 111309-CDW with National Joint Powers Alliance contract with CDW-G titled Computer Technology, Equipment, and Supplies. 2. The City of Manassas will purchase the installation hardware for four MDCs at a cost of $4,779 on behalf of the City of Manassas Park. 3. The City of Manassas will pay $3,200 to Jones Mobile Mechanic, Inc. for the installation of four Panasonic CF-19 MDCs and mounting hardware into four City of Manassas Park Fire and Rescue Department units. 4. The City of Manassas will pay Prince William County $4,358 on behalf of the City of Manassas Park, for the Consolidated Dispatch Program pro-rated operating costs for six months from December 1, 2010 to May 31, 2011 for four MDCs. 5. The City of Manassas will pay WESTNET, Inc. $12,796 on behalf of the City of Manassas Park for upgrades to their fire station alerting system based on Prince William County Purchase Order PO060521, Contract #6114NO0 and RFP #050013.
Page 2. 6. Any equipment purchased with grant funding shall be prominently marked by Manassas Park as follows: "Purchased with funds provided by the U.S. Department of Homeland Security." 7. The City of Manassas is responsible for complying with the grant conditions for reimbursement of funds to be expended under this MOU. If the City complies with the grant conditions but the funds to be expended under this MOU are disallowed from grant coverage by any agency of the federal government, then the City of Manassas Park will reimburse the City of Manassas $42,619 within 30 days of the final decision to disallow. 8. Title to the MDCs transfers upon the first to occur of the following: (a) final approval of the use of grant funds to reimburse the City of Manassas for the funds expended under this MOU or (b) payment by the City of Manassas Park to the City of Manassas of $42,619. The total grant funding awarded to the City of Manassas for the above equipment and operating costs on behalf of the City of Manassas Park is $42,619. By this Memorandum of Understanding, the City of Manassas hereby fulfills its requirments as a subgrantee of the FY08 Urban Area Security Initiative Subgrant, CAD-To-CAD Interoperability (NOVA) Project ID: 8UASI596-02, CFDA No. 97.067.
