Cllr Reed has been a valued member of the Parish Council for many years and we wish him well, he will be missed. 17.295 Members declarations of interest None 17.296 Members request for dispensation None received. 17.297 To approve the Minutes of the Meetings 6 th and 29 th November 2017. It was resolved to accept the minutes as a true and accurate record of both meetings. 17.298 To discuss Matters arising from these minutes only. None raised. Cllr Groom commented that he had not received a copy of the

minutes before the meeting. Cllr Gardner offered to print a copy in future and deliver it to his house. The clerk requested that Cllr Groom provided an email address to ensure timely delivery of meeting documents and to enable effective communication between meetings. Cllr Vickers stated that he felt it was essential due to the nature and urgency of some email content and suggested that he was missing out on some subjects. 17.299 Speeding Update: Sarah Barnwell (Highways): In summary Sarah gave the following update: A site meeting took place with the engineer involved and a number of Parish Councillors on 21 st November The engineer had been in contact the planning department at CBC regarding the Weldon Park development. It has been indicated that they are intending on installing a build out at the end of Stamford Road. It was re-iterated that this is not yet confirmed With this new information it is now proposed that we install a similar build out at the other end of Stamford Road and a raised table in the middle Final costings are not available however the two features should be covered by the money we have available Please note that we will need certain assurances from Corby Borough Council and the developers regarding their proposed works before we are happy to construct this option. The design shown for the priority working is a single island with a cycle lane running through the back. These calming features have been spaced in line with the permitted regulations and based around the developers initial positioning. However, the design may change upon receipt of developers proposal because, as mentioned last night, we need to mirror the developer s design in order to avoid confusion and potential hazard. It is also beneficial to have the features evenly spaced to maximise the benefit. Cllr Vickers asked what the next steps were and what date can we expect a final accepted design. Sarah stated that we need to wait for the Weldon Park developers to confirm the build out. We do

not want to push too hard for a decision and risk the relationship they have built with them. Cllr Vickers pushed for a date and asked if it was likely to be before the next meeting. Sarah stated that it was more likely to be towards the end of the financial year. Cllr Watts stated that if the sticking point is CBC then she and Cllr Watt will chase this up and update us at subsequent meetings. Cllr Groom questioned who will put in the build out for the developers and if it would be possible to do the three features at the same time to save money? Sarah advised that they may hire a contractor. A member of the public, with professional knowledge of the area, stated that we would be able to go out to tender to those with the correct professional status. It was agreed that we will look into this once a final design has been confirmed. Sarah has since confirmed the following with regard to using an outside contractor. At last night s meeting, a question was asked about the parish council procuring the work through a separate contractor. As this is much larger scheme than others where we can issue a licence (eg installing a bench) I have asked for advice on this from my colleague who deals with this type of agreement with developers. In this situation, the Parish would essentially become the developer for these works, and would need to enter into a legal agreement with us under S278 of the Highways Act 1980 (commonly known as a S278 Agreement). I understand there are fees for this, although I also understand that there may be some flexibility to reduce fees for other public administrative bodies. A Minor Works Agreement would cover works up to at least 50k value, but more extensive work would need a different Agreement. Before entering into the Agreement, our S278 Team would need to see and approve the design of the calming works, and would also need to know that you have appointed an experienced Project Manager to act as your agent to manage the contractor you appoint. They will also need to approve the Contractor as part of the Pre Start procedure, and will need to ensure that the

contractor is suitably qualified and experienced with appropriate insurances in place. Cllr Gardner thanked Sarah for her attendance at the meetings. Sarah will not be attending the meeting in January. The drawing distributed by Sarah at the meeting is in appendix 1. 17.300 Public Time (15 mins): Public comments related to the speeding issue and are documented above. There were a lot of positive comments regarding the proposal and support for the suggested scheme. 17.278 Police / Neighbourhood warden (a) Police update and monthly statistics: No police representative was present. No Crime stats were provided ahead of the meeting. (b) Neighbourhood warden update: No update available, no one in attendance. 17.302 Borough / County councillor update: Borough Cllr K Watts gave the following update: NCC cuts the number 67 bus will be impacted, comments should be forwarded to NCC. It was explained that cuts are

unavoidable due to the dramatic increase in Social and Child Care Services in the County. Public Libraries will be impacted as NCC encourage the move towards Community Libraries, this is commonplace in other counties. Cllr Groom commented on a number of faulty streetlights. The Clerk reminded Cllr Groom that he should direct residents to Street Doctor, link available on the website homepage, where they will get an immediate incident number which can be followed up or contact the clerk who can log it for anyone unsure of how to do so. 17.303 Planning: The following planning application was reviewed: 17/00583/DPA Demolition of existing dwelling and erection of 4 No new dwellings consisting of 2 detached and 2 semi-detached dwellings with access, associated parking and amenity areas 143 Corby Road Weldon NN17 3HU: Object. The Parish Council voted unanimously to object to this planning application on the following grounds: Highways the entrance to this site is close to a busy roundabout and next to a commercial site with a high volume of traffic, vehicles accessing the rear properties are likely to encounter a dangerous exit. Not in keeping with the surrounding properties both in design and in density. Loss of amenity little consideration has been given to the needs of Weldon residents. We have a huge number of new built detached and semi-detached family homes but there is no provision for the ageing population. Bungalows are much sought after and in short supply within the Parish and therefore the destruction of bungalow to provide more, unwanted family homes is not meeting the need of the local area. Parking there appears to be insufficient parking for the number of bedrooms per household. Loss of habitat huge areas of green space in and around Weldon are being torn up and built on. Back filling, such as

this, contributes significantly to the loss of green space available to wildlife. Insufficient infrastructure to support further building within the parish. With the cumulative effect of building on Priors Hall Park and Weldon Park there is simply no more that Weldon can take, school places, roads, doctors etc just do not have the capacity to cope with an additional 3 properties. 17.304 Finance: a) To approve monthly Receipts & Payments: J Lewis Salary & Expenses 1,089.57 LGPS Pension Payment 335.39 PHPNA Newsletter insert 40.00 Royal British Legion Wreath and poppy crosses 48.00 Brunel Signs Board lettering 30.50 1,543.46 It was Resolved that the payments be made in accordance with the Local Government Act 1972 and subsequent amendments. 17.305 Neighbourhood Development Plan (AV/KT): Questionnaire update: Good response was received, we are waiting for the hard copy surveys to be returned to us which will then be input for analysis. Next steps: All data input by end of January following which analysis will take place. Date of next meeting: Beginning of February - TBC 17.306 Grit bins: We need to review all Grit bins owned and maintained by the Parish Council. Six bins were listed which include: Old Gretton Road / Chapel Road Bridge Street, near the village hall Bramblewood Road Kettering Road / Church Street Woodlands Road nr Oundle Road Water Lane Cllr Preim will check all of the above mentioned grit bins and confirm if any need refilling.

17.307 Commemoration of Chair and Clerk: Cllr Preim has arranged to have the board updated and has received a quote of 30.50. All agreed to this expenditure. Cllr Preim will organise to have the plaque updated. 17.308 Trees in Church View: Investigation into the issue identified 23 trees that needed maintenance, some being 70 or 80 ft high. One quote has been received which values the work required in excess of 5,000. Cllr Walker will seek two further quotations with a view to the contract being awarded at the next meeting allowing the work to be carried out before spring. Cllr Taylor will confirm if planning permission is required as he had submitted a similar enquiry to carry out maintenance on trees in the Church Yard. Clerk confirmed that all 23 trees are on Parish Council Land. 17.309 Village Planters: A number of planters in the centre and on the entrances to the village have been proposed. There was mention of solar lighting in the planters at the entrances to the village. A resident had previously mentioned possible sponsorship and the availability of recycled planters being obtained. It was proposed that a sub-committee be form to move this project forward as budget has been allocated in the next financial year. The following councillors will form this sub=committee: Cllr Gardner, Cllr Pearce, Cllr Vickers and Cllr Groom. The first meeting will be arranged by Cllr Pearce before the new year. 17.310 Community Garden: Suzanne Liverman attended the meeting to give an update on this project. A meeting had taken place on the 9 th November. During that meeting it was felt that the best way forward was for this to be organised by the Parish Council to avoid the group having to set up as a charity and gain funding from other sources. All agreed to support this model and Cllr Taylor proposed the setting up of a sub-committee. All agreed. The sub-committee will consist of Cllr Taylor, Cllr Walker and Cllr Watts. First meeting will take place on Thursday 21 st December at 5:30pm. A budget of 500 to kick off the project was proposed by Cllr Taylor and all agreed. An event will be held, possibly the 10 th / 11 th February to clear the

site. Details to follow in January once the sub-committee have met. 17.311 Woodside Park Outdoor Gym: Cllr Walker is talking to Grantscape with regard to obtaining funding. It was agreed that we need to explore other avenues such as National Lottery, Tesco, Co-op etc. Cllr Vickers will speak to Tesco and Cllr Preim will look into Co-op, Cllr Walker will continue with a Grantscape application. Update at the next meeting. 17.309 Correspondence received by the clerk not covered above: The clerk read out Cllr Reeds letter of resignation. It was decided that a gift should be purchased for Cllr Reed as he has provided the Parish Council with years of loyal service. Cllr Gardner proposed 50 as a gardening gift voucher be purchase funded by chairman s allowance. Clerk to arrange. The clerk stated that she had received an email from the preschool stated their displeasure at not being included on the plaque of sponsors for the new playground. Cllr Walker stated that unfortunately it was limited to those who had made a significant financial contribution. Clerk to respond. Meeting closed at 20:40 Next Meeting Tuesday 2 nd January 2018 7pm
