LITTLE CLACTON PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD AT THE YOUTH AND COMMUNITY CENTRE ON MONDAY 6 th JULY 2015 AT 7.30PM. District Councillors J Bray and M Brown 13 Residents The Residents were given time to talk before the meeting began. 1. Residents Issues A member of the public asked the Parish to make enquiries regarding the Planning process at Tendring District Council as they wished to make a complaint. An application had been determined before the Parish Council had lodged their decision. 2. APOLOGIES: None 3. ANY URGENT MATTERS Liz Ostermann from the L. Ron Hubbard Foundation gave a talk about the Hubbards and Harvey's charities and how L. Ron Hubbard is a descendant of the William Hubbard who originally set up the fund. From time to time fund raising activities are held to support the foundation and add to the fund. She reported that next month the L. Ron Hubbard Foundation is holding a concert on behalf of the charity in Little Clacton. This will be at the Village Hall on 23 rd August with the Jive Aces, who are a lively and entertaining band. All are welcome and tickets are priced 10/ 8.50 concessions from McColls, Little Clacton. The Chairman reported that there were rumours going around on social media that the Parish Council were in favour of development along Centenary Way. This is not the case, the Parish have always opposed development in this area. Our policy was to add to the A120/A133 corridor. The Parish is also against the development at the West of The Street, and we have already lodged our recommended refusals. Councillor M Reed said that the Parish had put forward the Motel Site back in 2010, The Chairman was adamant that the parish had not at that time, as this was already included many years before. The Chairman closed the meeting 8.42pm. The Chairman reopened the meeting 8.43pm. 4. MINUTES OF MEETING HELD ON 1st June 2015 The Chairman proposed the minutes from last month and they were seconded by Councillor Balbirnie, agreed by all and signed by the Chairman as a true record. 5. MATTERS ARISING (a) Highway Matters Councillor R Smith reported drainage issues in St Osyth Road, and photos were passed to the Chairman. The Chairman recalled a seminar he had attended with Councillor De Vaux Balbirnie regarding Emergency Planning, where floods and disasters were discussed. Flood management is with Essex County Council. Councillor S Rowland suggested that the gullys need emptying, and he reported further floods in the Street too. He stated that ditches which are now filled, on land behind the Apple Tree development, drive water on to The Street. The Chairman acknowledged that there is a definite ongoing problem and a log should be kept with pictures /times/dates of floods in the area.

(i) Traffic at Feverills Road District Councillor Bray and Essex County Councillor Erskine are now looking into this issue. The complaint is that there are too many large lorries using this small road and part of it is unadopted and not suitable. The Chairman closed the meeting at 8.07pm. The Chairman re opened the meeting at 8.15pm Grove Road is also overgrown, restricting access. Essex County Councillor Erskine is speak at the Local Highways Panel re: the grass verge outside number 38. (ii) Meadow view Bus Shelter The forms have been submitted to Essex County Council. County Councillor Erskine reported that the validation process would begin on Thursday 9 th July and could take up to 18 months or even not be agreed at all. 6. Police/Crime Prevention Councillor J Rowland reported that PC Haycraft had said to ring 101 when the quad bikes appear. He issued a hot weather warning regarding windows left open and opportunists. WORKING PARTY REPORTS (a) Maintenance and services No report this month. (i) Street lights Councillor M Reed reported that he knew of two lights which were out presently. He stated that residents should report to Essex County Council if they go out. The Chairman closed the meeting at 8.25pm. The Chairman re opened the meeting at 8.27pm. (ii) Footpaths Councillor Gray reported one complaint, which she was looking into and declared renewed interest in all the ongoing issues. She reported that the hedge trimming was on order and to be done soon at Brays Corner. The overgrown pathway at Plough corner was now done, but not cut back enough still for a double buggy to fit. A letter is to be sent to the resident to cut further. (b) Planning and Development (i). Applications Councillors D and M Reed declared an interest in item 7bi, Little Paddocks, The Street. Essex County Councillor Erskine declared an interest in item 7bi, Little Paddocks and Tennis Club, 52 Holland Road.

District Councillors have the ability to call in any planning applications that Little Clacton Parish Council have refused. The Chairman closed the meeting at 9.03pm. The Chairman re opened the meeting at 9.07pm. (c) Finance and Organisation of Business (i) Grant for Churchyard and local record keeping group. The Chairman proposed that the Parish Council give a grant of 1,800 to the Church in regard of maintenance of the burial ground, Councillor H Smith seconded and it was agreed by all. The Chairman proposed that 50 be granted to Mrs Carter for the Historical record group funds,councillor De Vaux Balbirnie seconded and it was agreed by all. 8. INTERNET The Chairman is to ask about planning dates and a resident notice board to be added to the website.

A request was made to add a link to Tendring District Council, Essex County Council and link to the Little Clacton Facebook page. The Chairman closed the meeting 9.18pm. The Chairman reopened the meeting 9.19pm 9. TDALC Councillor M Reed reported that there had not been a meeting this month as these meetings are bi monthly, so there was nothing to report. 10. LITTLE CLACTON PARISH FIELDS The Chairman read out a report from Mr Bellamy, of the Parish Fields committee. He read that the playing field has had a further application of weed killer and remains in excellent condition. There has been some vandalism to the goal post which was left up for use during the summer but another group of young people, who enjoy this facility, will be able to provide photographic evidence of the perpetrators. This will be forwarded to the police. The car boot season is under way and the change in charges is proving popular with sellers with an increasing number switching to our venue from other car boot sales. Yesterday s sale was cut short by rain but we still managed to cover our costs. The Youth and Community Hall continues to be used on a regular basis with some groups taking seasonal breaks before resuming in the autumn. 11. VILLAGE HALL Hall: Councillor De Vaux Balbirnie reported that the gateway is complete and the bees nest has been removed. News is awaited regarding grant funding for the roundabout, bins and disabled access. 12. MILLENNIUM GREEN Councillor M Balbirnie reported that to start off the fundraising 110 has been raised at the Plough Corner boot sales on Sundays. It is hoped that with other volunteers, more can be raised to help pay for jobs that need doing and items that need purchasing. Councillor Balbirnie has written to the Carnival Committee to ask that the Millennium Green is considered for charity donation due to the work carried out during the day by Councillor De Vaux Balbirnie and Councillor Balbirnie. We are waiting for quotes for the Elm Road fencing and an application has been sent to the Woodland Trust for one of their free packs of assorted whips to go inside the fending. We will hear if we are successful with the Woodland trust in November. Unfortunately the original fencing around the play area at the Harold Lilley Playing field was not suitable to reuse. Councillor De Vaux Balbirnie has been making arrangements with the pre School regarding the erecting of nest boxes on trees in the copse on the Green. The Millennium Green Committee are to consider a suitable map cabinet to be sited at the entrance of the Green. A barbeque is also being considered. Much administration work is being carried out at the present time and further information will be available during the next few weeks. 13. ESSEX COUNTY COUNCIL Essex County Councillor Erskine reported that the things which were discussed last month are all in progress now. Regarding the Elm Road matters work is now programmed and is now done, but could recur, so he has been asked to monitor the issue. The Chairman Closed the Meeting 9.30pm. 14. TENDRING DISTRICT COUNCIL Councillor Bray reported that Forthcoming Airshow at Clacton is expected to be the best one ever. There is now a climbing Wall at Clacton Village. Councillor Brown reported that he was the contact for disaster/ emergency for Weeley. There is to be a By Election in 2 weeks time in Rush Green. There is to be a Local Plan meeting at Tendring District Council on 14 th July. There is going to be Planning Development meeting at Weeley on the 7 th. The Clerk will email details to the Councillors. 15. ITEMS DEEMED URGENT BY THE CHAIRMAN None 18. ANY OTHER BUSINESS Councillor M Reed reported that Weeley Crematorium was very overgrown and the bins overflowing when he last visited. He asked if enquiries could be made as to why this was. The Chairman was asked about charity donations. The Chairman reported that there is not a set procedure and they are considered ad hoc, as they come in. Each one is considered separately according to need and available funding. The Chairman reported that the full cost of the advertisement in the paper, for the planning meeting for the development of 136 houses on land on The Street last month, was covered in full by Mr Barringtonfuller, and there was no cost to hire the hall. He thanked all the Councillors for putting their time into it. The date of determination for this application has been extended to 31 st July 2015. There being no other business the Chairman closed the meeting at 9.50pm.

The next meeting will be held on Monday, 3 rd August 2015 at 7.30pm at the Youth and Community Building, Parish Fields, Plough Corner. Chairman 3 rd August 2015
