Looking at the change in your sheltered count from last year's count, please choose up to three reasons that best explains these changes from the drop down list below. - Change in emergency shelter capacity - Impact of coordinated entry - Change in availability of affordable housing Please provide a brief description of these specific factors (500 word limit): Starting last year, New York State Governor Andrew Cuomo issued an executive order creating lowdemand emergency shelters any day that is below 32 degrees. With Western New York's weather, we are utilizing these seasonal emergency shelters almost every day during the winter. With the increase of Rapid Rehousing capacity, we were expecting to see an decrease in the overall homeless population. However, we believe that an recent increase in real estate development in the City of Buffalo has caused the rent to increase significantly. It is reflected in the increase of the current FMR, and families and individuals who are living in poverty are having a difficult time affording housing. But we would still like to point out that if you exam the data further, even our overall sheltered population did not change much, we have significantly reduced the number of people who have mental illness and substance abuse. That's due to the impact of coordinated entry and our prioritization system. Unsheltered Population 7. One drop-in center, Harbor House, became a cold-weather emergency shelter this year and thus its occupants are considered sheltered (29 people stayed there on the PIT night). Coordinated entry (with other system changes, like adopting housing first practices and prioritizing) and increases in PSH capacity helped prioritizing chronically homeless and high acuity clients. We have not only decreased the number of unsheltered persons, but we also have a significant reduction in chronically homeless people as well as people with substance and mental illness. 6/15/2017 4:00:16 PM 9
