Feedback for specific controllers of the New York ARTCC or the ARTCC in general may be left on the New York ARTCC website at http://nyartcc.org/feedback. Need Help? If you feel like a controller has forgotten about you at any point while in the New York airspace, attempt one time to ask the controller for additional instructions. If they still continue to miss you, then ask ZNY_TMU for help. This procedure will minimize congestion on the frequency and ensure we provide the most efficient service possible. Scenery. There are multiple add-on sceneries available for Kennedy. We strongly recommend that you purchase one because they incorporate recent taxiway changes that are not included in the default sceneries. See the table below to get an idea of where these hot spots are located. If you decide to fly with default scenery, make every effort to follow the controllers instructions referencing the NEW taxiway diagrams. It contains six New York airports - three from the largest airport system in the world (Kennedy, Newark, and LaGuardia) as well as three GA airports in the New York area. All participating aircraft have been assigned an EDCT or slot time by the CTP Planning Committee. Your time can be obtained by visiting http://ctp.vatsim-uk.co.uk. You must depart within +/- 5 minutes of your assigned EDCT. Example: An EDCT of 1215Z indicates that a flight must be airborne between 1210Z and 1220Z. If you are not in the departure sequence by your slot time, expect to incur significant delays. FREQUENCIES & PARKING Air Traffic Control Positions. Gate Information. All ramps, terminals, and cargo parking areas are considered non-movement areas and are NOT controlled by ATC. Do not call ATC for clearance to start and push. When you are ready to taxi, simply call ATC holding short of the movement area, which is defined as taxiways and runways located outside of the ramp/apron. PREFLIGHT Trigger Time. You should connect to the network at least 45 minutes prior to your assigned EDCT. Signing On. All preflight and cockpit checks should be performed prior to connecting to the network. If someone else is parked at your gate, simply disconnect and reconnect at another gate. DO NOT sign on to the network with your aircraft on an active taxiway or runway! Flight Plan Submission. File only the route which you were assigned. Clearance Delivery will assign all aircraft a departure procedure, so do not add a departure procedure (e.g. 1) into your flight plan route. Attempt to ensure ALL information is accurate including your aircraft type and equipment suffix. Suffix Navigation Capability Transponder Capability RVSM /W No GNSS, No RNAV Mode C Yes /Z RNAV, No GNSS Mode C Yes /L GNSS Mode C Yes Requesting IFR Clearance. Make sure to submit your flight plan at least 5 to 10 minutes prior to calling for your IFR clearance; this will allow enough time for our system to process your flight plan. Before requesting clearance, obtain the ATIS on frequency 128.72 and advise the Clearance Delivery controller of the ATIS code on initial contact. Expect to be put into a queue by the Clearance Delivery controller. During this wait time, you can finalize last minute paperwork and pushback if you are running behind schedule. Pre-Departure Clearance (PDC). The standard clearance delivery method at the New York ARTCC is via PDC. The controller will send you a URL link which is your clearance. You need to read over it and then click the accept button to acknowledge that you have read and understood the PDC. You do not need to readback the PDC to the controller on frequency. Contact the controller only if you have a question or if you are unable to accept the PDC. There is a possibility that an error may occur while viewing your PDC using a flight simulator in the full screen mode. If you want to play it safe, open the link on a tablet or phone using the URL given. If Kennedy is departing the 31s, expect to be assigned the SKORR3 Departure with the YNKEE transition. Otherwise, expect to be assigned either the 1, GREKI3, MERIT3, BETTE3, or HAPIE3 Departure. Advise Clearance Delivery if you are unable to accept the departure procedure assigned. Voice Clearances. Although the standard method for clearance delivery is via PDC, voice clearances can still be issued. Simply tell the controller you are unable PDC, request voice clearance, and we will be happy to accommodate you. Pushback and Startup. Clearance to push and start is not required. TAXI Trigger Time. Be ready to taxi 20 minutes prior to your assigned EDCT. Fuel Planning. Plan for extra taxi fuel as there will probably be severe delays. Single engine taxiing is recommended unless unable due to operational reasons. Obtaining Taxi Clearance. Call for taxi only when holding short of the movement area. When number one in line, contact Kennedy Ground Metering on 121.9 and advise them of your position on the airfield. Ground Metering will then direct you to either: Monitor the primary ground controller on frequency 121.65, which means ATC will call you; or Contact the primary ground controller on frequency 121.65, which means you are required to contact ATC. Expectation Bias. Please do not use past experiences or assumptions to influence your taxi route. Make sure to have a pen and paper ready to write down the taxi instructions given. Normally Kennedy does not see this many international departures, thus you can expect abnormal taxi instructions. Holding. Expect Ground Control to instruct you to hold short of various taxiways. This is done in order to sequence you with other departures and ensure all aircraft meet their EDCTs. Make every effort to comply with these hold short instructions by using your airport diagram. Be vigilant for other aircraft on the airport NOT complying with their taxi instructions. Frequency Change. Once you are in sequence for departure, Ground Control will advise you to either: Monitor the tower controller on frequency 119.1, which means ATC will call you; or Contact the tower controller on frequency 119.1, which means you are required to contact ATC. The frequency change is your indication that all remaining engines should be started and last minute preflight checks should be complete. Page 7 Copyright 2014 NYARTCC http://nyartcc.org

TAKEOFF Trigger Time. Expect to depart within +/- 5 minutes of your assigned EDCT. Line Up and Wait (LUAW). Controllers will often instruct pilots to line up and wait when the preceding aircraft has not yet begun its takeoff roll. This is normal and it is your responsibility to wait until the aircraft in front of you is rolling BEFORE taking the runway. If given a LUAW instruction, expect to hold up to 4 minutes on the runway due to additional in-trail restrictions. Unresponsive Aircraft. Listen intently for the controllers instructions. Unresponsive aircraft often require the controller to alter operations which can result in delays. Once you receive takeoff clearance, you are expected to depart immediately. Climb Out. Once airborne, passing 400 feet AGL, promptly turn to fly the assigned heading or published climb procedure. If flying the SKORR3 Departure, we suggest you arm NAV or LNAV on the ground. If flying any other departure procedure, do NOT arm NAV or LNAV until instructed to proceed direct your exit fix (GREKI, MERIT, BETTE, HAPIE, or SHIPP). When instructed to proceed direct, ATC expects you to fly present position direct to your fix. Do not intercept the magenta line from K to your exit as this can significantly alter the flow of traffic. When instructed, contact New York Departure. After takeoff, remain clear of New York City at all times. Do not turn towards LaGuardia Airport (KLGA) or Newark Airport (KEWR). If lost turn South or Southeast, remain over the Atlantic Ocean, and advise ATC. OCEANIC Oceanic Clearance Procedures. If you are changed to a New York Oceanic frequency during the course of your flight, there is a new way to ask for Oceanic Clearance. The New York ARTCC is abiding by the FAA NOTAM A0017/13 dated January 2013, which only requires an altitude and speed to be assigned prior to Oceanic entry. Here is an example of how the phraseology would sound: Pilot: New York Radar, American 121, FL290 climbing FL330, Mach.74, 5 miles from OWENZ, request FL330 and Mach.82.
